    Bioceramics and Politics: (Un)likely Encounters

    The aim of this paper is to explore possible interactions and intersections between bioceramics research and applications and politics in its widest sense. It argues that ceramics was intimately tied to politics for much of human history, sometimes shaped by it and sometimes shaping it. This is illustrated by several examples: the role of ceramics in the Neolithic technological revolution and the formation of the first polities; the use of clay tablets for writing, thus demarcating barbarism from civilization; and the re-invention of porcelain in Europe and establishment of royal monopolies. In the recent decades, ceramics played, and will continue to play, an important role in technological races which are used as tools of politics. The paper then explores possible approaches to social study of bioceramics, with focus on political science paradigms such as biopolitics, especially the concept of cyborgs introduced by Haraway. Finally, some contemporary socio-political issues—changes in population structure and rise of inequality—are considered in relation to bioceramics

    Чланак се бави значајем примена ИKТ у јавном сектору на локалном нивоу. Фокус је на већој доступности информација за грађане, њиховој партиципацији, већој транспарентности у раду локалних власти (органа, установа и предузећа) и на побољшању квалитета услуга. У раду се анализира значај ко-продукције као вида укључивања грађана у креирање ИТ пакета и апликација и у процес одлучивања уопште. Надаље, анализира се улога службеника као важних актера примене јавних политика, програма и пакета услуга који раде уз подршку е-програма. Прати се обим дискреције коју службеници имају и њихова мотивисаност да допринесу бољим резултатима. Идентификује се разлика у њиховом понашању ако раде у централизованом или децентрализованом систему, тј. у (енг. top down) или (енг. bottom up) приступу политици.State and local governments in e-tools have important instruments of quality management and the creation and implementation of sectoral policies. Smart city projects provide excellent services to citizens, increase the transparency and accountability of authorities, as well as citizens' satisfaction with services. Participative e- decision-making is useful because citizens are indispensable for expressing their needs, assessing the quality of services, and setting requests and initiatives (co- production). On the other hand, it is also important to include public servants who ensure that decisions are optimally shaped and that services are tailored according to the needs of specific people (personalization of services) and the community. Serbia has a systemic problem of centralization, a top-down approach to management, weak participation of citizens and weak involvement of experts in the work of e-government. Good practice indicates that e-government cannot function without the active involvement of citizens, so our system needs to be changed and improved. These changes would also modernize management, decision making and policy making (evidence based decision and policy making). The consequence would be the creation of services according to the needs of citizens, which increases citizens' satisfaction with the quality of services. In addition, these processes strengthen the socialization of citizens, strengthen democratic capacities of communities, and raise the motivation of employees to contribute to the quality of work (strengthening of professionalization, motivation and dignity of public servants

    The development of smart transport in Belgrade - what can be learned from the good practice of Copenhagen, Vienna and Ljubljana

    Big cities confront several transportation concerns, including traffic congestion, air pollution, public transportation availability, and infrastructural issues. City governments must provide residents with the best solution to these problems. The goal of this study is to examine the development of smart transportation in smart cities. Smart transportation is the most significant functional feature of any smart city, as it provides high-quality, environmentally friendly transportation serving a specific population. It encompasses a variety of forms of transportation, including walking, biking, carsharing, and public transportation. This research focuses on the question of whether various modes of smart transportation can resolve Belgrade’s persistent transportation problem. Firstly, we define smart cities, smart transportation, smart mobility, and sustainable urban mobility. The evolution of smart transport requires changes in spatial planning, which include monitoring people’s mobility (sensors), and their (non-)retention in squares and other public places, and developing these locations to meet residents’ demands. Secondly, we consult data on smart cities like Copenhagen, Vienna, and Ljubljana in order to develop the optimal scenario for our case study of Belgrade as a smart city in the transportation field

    U okviru višegodišnjeg nacionalnog projekta „Rodna ravnopravnost za kulturnu raznolikost“ sprovedeno je kvantitativno i kvalitativno istraživanje prepreka za rodnu ravnopravnost u sektoru kulture, umetnosti i kreativnih industrija u Srbiji. Istraživanje je pokušalo da odgovori na sledeća pitanja: Kakvi su uslova rada kulturnih radnica i preduzetnica u kulturnom sektoru? Kakvi su uslovi života zaposlenih angažovanih u kulturnom sektoru u Srbiji? Koji oblici rodne diskriminacije generišu rodne neravnopravnosti u kulturnom životu? Kako možemo doprineti povećanom učešću žena i njihovoj pravednijoj zastupljenosti u kulturnom polju u našem društvu? Studiju su recenzirale dr Vladislava Gordić Petković, redovna profesorka Filozofskog fakulteta, Univerziteta u Novom Sadu, dr Inga Tomić Кoludrović, naučna savetnica i redovna profesorka Institut društvenih znanosti „Ivo Pilar“, ogranak u Splitu i dr Milena Dragićević Šešić, profesorka emerita Univerziteta umetnosti u Beogradu. Ilustracije na koricama rad su Jelene Đorđević, a publikaciju su izdali NKSS i Fakultet umetnosti u Nišu.This book was funded by the International UNESCO Cultural Diversity Fund and co-funded by the Ministry of Culture of the Republic of Serbia and City of Belgrade. It was part of the larger project “Gender Equality Generates Cultural Diversity” aimed to contribute to conditions for a fairer approach that would provide women as creators of cultural expressions with equal opportunities in the cultural field in Serbia, and was chosen in 2020 as one of the 6 best and the only one from Serbia, out of a total of 1,027 projects from around the world. The research tried to answer the following questions: • What are the working conditions of women cultural workers and entrepreneurs in the cultural sector? • What are the living conditions of women employees engaged in the cultural sector in Serbia? • What forms of gender discrimination generate gender inequalities in cultural life? • How can we contribute to the increased participation of women and their fairer representation in the cultural field in our society? The results were published in a publication of almost 250 pages in Serbian and in English

    Housing is Political – Reforming tax policies of the residential real estate transactions in the City of Belgrade

    Rad ima za cilj da istraži načine za povećanje socijalne i ekonomske pravde u kontekstu stanovanja u Beogradu. Istraživanje je usmereno na analizu efekata postojeće poreske politike koja se odnosi na izgradnju, kupovinu, posedova- nje i upotrebu stambenih jedinica u glavnom gradu. Istraživanje ima tri grane: prvo, rad analizira postojeći institucionalni okvir poreza na kupoprodaju ne- kretnina i poreza na imovinu; drugo, autori nude kvalitativno istraživanje kroz intervjue agenata za nekretnine i kupce nekretnina da bi utvrdili motive za ku- povinu njihove prve, odnosno svake sledeće nekretnine; treće, rad nudi model determinanti cena nekretnina u Gradu Beogradu. Ukrštanjem rezultata empi- rijskog istraživanja, rad teži razvijanju alternativnih modela oporezivanja koji bi doprineli promeni podsticaja u okviru stambene politike, čime bi ih učinili delom sistema socijalne pravde. Promena podsticaja treba da dovede do toga da stambene jedinice postanu dostupnije i pristupačnije za ljude koji u njima žele zapravo da žive, a progresivno skuplje za vlasnike koji koriste stambene je- dinice kao poslovni prostor, investicionu ili štednu imovinu.The aim of the paper is to explore the possibilities to increase social and distributive justice in the Belgrade housing policy context. The research is conducted through the analysis of the effects that the existing housing tax policies and its relation to investments, purchase, owning and renting houses in the capital of Serbia. The research is threefold: firstly, the paper analyses the existing institutional framework for housing taxes; secondly, the authors conduct qualitative research by interviewing real estate agents and house buyers to determine their motives for purchasing their first or additional houses; thirdly, the paper provides a comprehensive model of housing prices determinants in the city of Belgrade. By cross comparing the research results, the paper aims at developing alternative models of taxation which would have significant impact on housing policies, linking them to social justice principles. The change of the tax policies should make houses affordable for those who are buying their first property and intending to live in them, and progressively expensive for those who buy houses for their businesses or as a form of investments or personal saving

    Media Framing of the Refugee Crisis at the Periphery of Europe

    The recent European refugee crisis, which began in 2015, has generated academic interest in how media portray and frame migrations and refugees, specifically in their influence on how “We” perceive and accept “Them” in “Our” societies. However, research primarily focuses on EU member states and destination/receiving countries. Therefore, our study examines media framing of the refugee crisis in Serbia between 2015 and 2016. Building on frames previously identified in the Western context, we pre-defined three frames: viewing the refugee crisis as a problem for the political system, society, or refugees. These frames were coded as external/internal based on whether the media text discussed the crisis outside/inside Serbia. Our deductive análisis shows that framing differs from destination countries, with a minimal emphasis on social problems in Serbia. Political issues and challenges faced by refugees were dominant but externalized, showing a slight decline over time compared to the social problem frame, which followed real events. Furthermore, our inductive thematic analysis reveals a new way of framing refugees as a problema for the free movement of our citizens. It also reveals a meta-frame of “Us” (in Serbia) as acting in a humanitarian manner amid hard circumstances created by “Them” (Western politicians) who are not handling the crisis in line with the EU values

    Branislav Nušić’s columns as a forerunner of literary journalism in Serbian journalism

    U ovom radu analiziraju se specifične odlike individualnog stila Branislava Nušića, koje se manifestuju u diskursu „feljtona“ (danas te tekstove definišemo kao kolumne), objavljenih u dnevnom listu „Politika“, u periodu od 1904. do 1907. godine. U radu će biti korišćene metode analize teksta, kao i književnoumetnički stil pisanja, koji će akcentovati posebne stilske odlike Nušićevih novinskih tekstova, koji su preteča savremene srpske kolumne i literarnog žurnalizma. U individualne odlike stila pisanja Branislava Nušića (u vreme nastanka i objavljivanja kolumni potpisivao se kao Ben Akiba), spadaju inkorporiranje tadašnjih jezičkih govornih formni u kolumnistički diskurs, upotreba književnoumetničkog stila pisanja koja upućuje da su Nušićevi tekstovi iz „Politike“ osnova po kojoj pišu savremeni kolumnisti, a njegov funkcionalistički stil (gde se smenjuju ironija i sarkazam, gradacija, ponavljanja rečenica, sintaksički paralelizam, a sve u duhu stvaranja komičnog efekta),omogućio je da njegovi novinski tekstovi, koji obiluju familijarzmima, ekspresivnim tonom, emotivnim izrazom, alegoričnošću,hetreroglosičnošću, afektacijom i dramaturškim komponovanjem, steknu široku čitalačku naklonost i pažnju javnosti. Rad će pokazati da su Nušićevi tekstovi jezičko-stilski vitalni, tematski savremeni, sa uverljivim prikazivanjem, ali i sa satirom i uvek prisutnim metafizičkim pesimizmom, gde se izvrgavaju ruglu večna tema vlasti, rodbinskog licemerja i dvostrukog morala, izrazito moderni i sa anticipatorskom sposobnošću njihovog autora. Iako je prošlo više od stoleća kako su nastale, Nušićeve kolumne su fabula nostra i danas, tematski i jezičko-stilski uzbudljive i aktuelne, pa će ovaj rad pokazati da Nušića s pravom možemo nazvati ne samo dramskim piscem, diplomatom,fotografom-amaterom i začetnikom retorike u nas, već i prvorazrednim novinarem

    Outcomes of investments in science and scientific research and development – case of the Republic of Serbia

    The purpose of this article is to review the inputs (investments) and the results of the policy of encouraging the development of science and research in Serbia and to compare these aspects with trends in Europe (i.e., in the EU-28) and the rest of the world. Based on the analysis of data related to this topic, adopted strategic documents, implemented activities, and achieved results, it was concluded that in the field of development of science and research in the Republic of Serbia during the last decade, there has been gradual progress, but also a permanent lag concerning the average observed values in EU. When it comes to global trends and tendencies in modern science and research activities, it is noticeable that they are recognized in the Republic of Serbia, which is manifested in the general goals and directions of activities written down in laws and strategic documents. However, in the field of realization of planned activities and even more, in terms of achieving goals, there are numerous challenges, the solution of which should be worked on in the future
