    Veštačka inteligencija u medijima u Srbiji: kada satira nije smešna

    The use of Artificial Intelligence (AI) is becoming a daily routine in newsrooms. AI appears as an essential tool in journalists’ professional routines, aiding in faster work processes, automatic text generation, and assisting with repetitive tasks. However, the use of AI in the media provides fertile ground for various types of abuse, settling scores with dissenters, and falls under the category of “weaponized defamation.” The Serbian government is committed to keeping pace with the development and application of AI in various sectors. However, this commitment is not accompanied by an adequate legal framework when it comes to the media. Currently, there is no specific law regulating this field, leaving those affected by existing practices to rely on related legislation, which neither covers all potential violations in this area nor prevents further manipulation. This paper analyzes the legal framework for regulating AI in the media, as well as the potential for self-regulation. The analysis is based on a case study in which media mogul Željko Mitrović published a “satirical video” on his X platform, followed by its broadcast in the news programs of Pink Television. The video, which was a deepfake generated using artificial intelligence, mocked opposition representatives. The paper also examines the first lawsuit in which opposition representative Dragan Djilas won against Željko Mitrović and Pink Television, based on the AI-generated video content that was broadcast on television. The scope of this ruling highlights both the possibilities and shortcomings of the legal framework in this area within the Serbian media landscape.Upotreba veštačke inteligencije (AI) postaje svakodnevica u profesionalnoj rutini novinara. AI postaje alatka za brži rad, automatsko generisanje tekstova, kao i pomoć za sve radnje koje su repetitivne. Međutim, upotreba AI u medijima nalazi plodno tle za najrazličitije vrste zloupotreba, obračun sa neistomišljenicima i klevetu (weaponized defamation). Vlada Srbije je opredeljena da uhvati korak u razvoju i primeni veštačke inteligencije u raznim oblastima, međutim, opredeljenje Vlade ne prati adekvatna zakonska politika kada je reč o medijima. Trenutno ne postoji zakon koji reguliše ovu oblast, pa se svi oni koji su ugroženi postojećom praksom pozivaju na srodne ili krovne zakone koji ne obuhvataju sve potencijalne prekršaje u ovoj oblasti niti sprečavaju dalje manipulacije. U ovom radu analizira se pravni okvir za regulisanje veštačke inteligencije u medijima, kao i mogućnost samoregulacije. Rad se bazira na studiji slučaja u kojoj je medijski tajkun Željko Mitrović na svojoj X platformi, a zatim i u informativnim programima Televizije Pink, emitovao takozvani satirični video, a u stvari deepfake video generisan pomoću veštačke inteligencije, u kojem se sramote opozicioni predstavnici. Rad analizira i prvu tužbu i presudu koju je opozicioni predstavnik Dragan Đilas dobio protiv Željka Mitrovića i Televizije Pink, na osnovu video sadržaja koji je generisan putem AI i emitovan u televizijskom programu. Dometi ove presude ukazuju na mogućnosti i nedostatke pravnog okvira u ovoj oblasti, u medijima u Srbiji

    Ove školske godine Univerzitet u Beogradu – Fakultet političkih nauka obe ležava pola veka visokoškolskog obrazovanja za socijalnu politiku i socijalni rad, koje je uvedeno kao četvorogodišnje obrazovanje školske 1973/74. godi ne osnivanjem Smera za socijalni rad i socijalnu politiku. U radu se prikazuju procesi razvoja programa studija socijalne politike i socijalnog rada na ovom Fakultetu. Program koji je uspostavljen 1973/74. godine prošao je kroz neko liko reformi. Radikalna reforma programa je započela 2006–07. godine kao rezultat usaglašavanja sa reformama obrazovnih sistema u visokoškolskom obrazovanju širom Evrope, koji je pokrenut 1999. godine Bolonjskom dekla racijom. Sledile su nove akreditacije programa 2009, 2015. i 2022. godine. Sadašnji program je savremen i dinamičan, u skladu sa najnovijim naučnim saznanjima i trendovima visokoškolskog obrazovanja

    Ostvarivanje prava privremeno raseljenih lica iz Ukrajine u Republici Srbiji: izazovi i perspektive integracije

    Konflikt u Ukrajini rezultirao je ogromnim brojem privremeno raseljenih lica širom Evrope, a Srbija je postala utočište za mnoge od njih. Prema upo rednoj statistici UNHCR-a (2023), u periodu od februara 2022. do oktobra 2023. godine u Srbiji je boravilo oko 4.175 ljudi iz Ukrajine1, a zabeleženo je da se veliki broj obratio za neki oblik zaštite. Cilj rada je analiza pravnog okvira i mehanizama zaštite privremeno raseljenih lica, uključujući pravo na privremenu zaštitu i pravo na azil, socijalnu zaštitu, zdravstvenu zaštitu, obrazovanje i zaposlenje. Primenjen je metod analize sadržaja. U radu se raz matraju izazovi i prepreke sa kojima se privremeno raseljena lica iz Ukrajine suočavaju pri ostvarivanju svojih prava, kao i dostupni resursi u procesu in tegracije, kako bi se bolje razumeo odgovor države i relevantnih institucija/ organizacija koje pružaju podršku ovoj ranjivoj populaciji. Rezultati ukazu ju da se značajan broj privremeno raseljenih lica iz Ukrajine u Srbiji suoča va sa izazovima u ostvarivanju socijalne i zdravstvene zaštite, obrazovanja i zapošljavanja. U skladu sa identifikovanim preprekama i resursima u zajed nici, poput programa podrške i pomoći državnih institucija i nevladinih or ganizacija, daju se preporuke za unapređenje postojećih politika i programa sa ciljem osiguranja adekvatnije zaštite i integracije ove grupe ljudi u srpsko društvo

    Assessing the Legitimacy of Serbia’s EU Membership Goal

    The paper discusses the legitimacy of Serbia’s interest in becoming an EU member state through the lens of the normative theory and the presumption that in a liberal democratic state, national interests should be consented to or embedded in a national consensus. In addition, to be legitimate, national interests need to be relevant internally and accepted externally. However, even though EU integration and membership have been declared a national interest in Serbia, all the aspects of its legitimacy have been challenged. Serbia’s political elites claim to pursue EU membership, but the instrumental use of the goal and the EU’s unacceptable conditionality relating to the country’s territorial integrity and foreign policy autonomy has fuelled Euroscepticism, challenging the legitimacy of the EU membership goal among Serbian citizens. The resulting lack of the necessary reforms and insincere policy towards the EU made the Serbian EU membership claim also illegitimate externally, creating a vicious circle of mutual dependence between the internal and external (il)legitimacy of the goal

    У овом раду реч је о настојању да се могуће за човека у свету поима полазећи од испитивања начина на који смо смештени у свет на феноменолошко-онтолошкој равни. Оно се ослања на увиде Жила Делеза и Хане Арент. Утолико идејне окоснице рада које се тичу поменутих аутора у вези су са тумачењем принципа наталности, деловања, световности, политичког код Хане Арент и са тумачењем вечности и временитости, органског и неорганског тока живог, жеље и виртуалности код Жила Делеза. Ипак, у раду није реч само о тумачењу њихових увида већ и o изградњи структуре која сведочи и у прилог узајамног допуњавања њихових увида. Дакле, након указивања на коегзистенцију њихових идејних поставки на различитим нивоима, они се сажимају зарад свеобухватнијег поимања могућег за човека у свету. На основу таквог сажимања отвара се пут за промишљање могућности деловања човека у свету као његовог онтолошког својства. Тим путем се успоставља једно несавремено разматрање смисла деловања које је у вези са анализом услова могућег за човека у свету, као и са оцртавањем претпоствки његове актуализације.This paper explores the possible for human beings in the world, drawing from the examination of how we are situated in the world on a phenomenological-ontological level. It relies on insights from Gilles Deleuze and Hannah Arendt. The conceptual framework in the paper related to these authors concern the interpretation of principles such as natality, action, worldliness and the political in the case of Hannah Arendt and the interpretation of enternity and temporality, the organic and inorganic flow of life, desire and virtuality in the case of Gilles Deleuze. However, the paper is not only about interpreting their insights but also about constructing a structure that testifies to the mutual complementation of their insights. After indicating the coexistence of their conceptual foundations at different levels, thay are compressed for a more comprehensive understanding of the possible for human being in the world. Based on such compression, a path is opened for contemplating the possibilities of human action in the world as its ontological characteristic. This establishes a non-contemporary consideration of meaning of action, related to the analysis of condition of possible for human beings in the world, as well as outlining the prerequisites for its actualization

    Effects of Implementing Trauma-Informed Training at Child Protection Professionals

    Trauma-informed training is essential for child protection professionals as their support and help to children, young people, and families is a significant factor in overcoming many problems and challenges, including various traumas, from early childhood to adulthood. This article aims to overview the current situation in the implementation of trauma-informed training, analyze studies regarding the effects of the implementation of this training in child protection, and provide evidence-based recommendations that indicate the need to further improve the competencies of child protection professionals for work with children, youth and families with trauma experience. The purpose of this article is to indicate the importance of implementing a trauma-informed approach in working with children and young people who have experienced some trauma, as well as significant challenges, limitations, and possible directions for improving the implementation of trauma-informed training in this area in order to provide them with more adequate and better quality support. The article is based on the analysis of existing scientific literature, and the method of work used is content analysis. The article begins by conceptualizing the trauma-informed approach, advantages, and limitations in implementing this approach in the child protection system. After that, a presentation and analysis of data on trauma-informed training and previous studies findings on the effects of this training on child protection professionals is given. This review showed a lack of more detailed and comprehensive studies on the effects of trauma-informed training in child protection, a lack of studies that deal in more detail with factors, gaps, and challenges in the implementation of this training, and a lack of data of training methods and techniques used for trauma-informed approach transferring to professionals, as well as monitoring. The implications for trauma-informed training for child protection professionals and the gaps to be covered in future studies are discussed

    The influence of Jewish identity on the prose work of Danilo Kish

    Iako je osnovni postulat u nefikcijskim iskazima književnika Danila Kiša bio da je prevashodno evropski pisac, dublji uvid u prozni opus ovog autora ukazuje da su judaizam i jevrejsko poreklo učinilo snažni upliv na opus ovog stvaraoca. Jevrejski svet je prozni narativ koji je kod Danila Kiša čest, čak i preovlađujući. Pišući svoja dela, Kiš je sopstveno poreklo i korpus tema kojima se bavio kontekstualizovao, pre svega, kao centralnoevropsko, a manjim delom kao jevrejsko. On ističe da je u prvom redu evropski pisac, jer Jugoslavija, zemlja iz koje je potekao, pripada Evropi, a njena kultura i književnost su evropske. U užem smislu, Kiš se osećao dužnikom Centralne Evrope,a mađarski milje koji je upoznao u detinjstvu, poznavanje mađarskog jezika i književnosti, imali su presudan uticaj na pisca. Ovaj rad će, analizom Kišovog proznog opusa, pokazati da, iako se, u duhovnom smislu, Kiš iz Jugoslavije premestio u Centralnu Evropu, na njegov celokupni prozni narativ, teme, atmosferu, način formiranja likova, komponovanje romana i prozne dramaturgije, od ključnog je uticaja jevrejsko nasleđe i poreklo.Although the basic postulate in the non-fiction statements of the writer Danilo Kish was that he was primarily a European writer, a deeper insight into the prose work of this author indicates that Judaism and Jewish origin had a strong influence on the work of this creator. Namely, the Jewish world is a prose narrative that is frequent, even predominant, in Danilo Kish. When writing his works, Kish contextualized his own origin and the corpus of topics he dealt with, first of all, as Central European, and to a lesser extent as Jewish. He points out that he is first and foremost a European writer, because Yugoslavia, the country he came from, belongs to Europe, and its culture and literature are European. In a narrower sense, Kis felt himself indebted to Central Europe, and the Hungarian milieu he met in his childhood, knowledge of the Hungarian language and literature, had a decisive influence on the writer. This paper, through the analysis of Kish’s prose oeuvre, will show that, although, in a spiritual sense, Kish moved from Yugoslavia to Central Europe, his entire prose narrative, themes, atmosphere, way of forming characters, composing novels and prose dramaturgy, is of key importance influence of Jewish heritage and Judaism

    Temporary protection of persons displaced from Ukraine: between international protection and migration management in the EU

    The armed conflict between the Russian Federation and Ukraine has profoundly impacted the lives of people in these countries, particularly in Ukraine. Due to the conflict, nearly 8 million individuals have been displaced from Ukraine, a statistic reported by the United Nations High Commissioner for Refugees (UNHCR) in 2023. These displaced persons have sought refuge in various regions, notably within EU and Western Balkan countries. In response to the massive influx of people from Ukraine, the EU activated the temporary protection mechanism for the first time. The aim of this paper is to examine whether the temporary protection provided to displaced persons from Ukraine represents an appropriate form of international protection or is rather an instrument by which states tried to manage the large migratory flow that followed as result of the conflict. While acknowledging the critical role of temporary protection in safeguarding individuals affected by armed conflict, we propose that its activation was primarily driven by interests related to managing migration flows. To support this claim, we will examine the following aspects: the political nature and influence in the activation of temporary protection; the potential for temporary protection to obscure the diverse needs of those fleeing Ukraine thereby impacting their legal status determination; and the impending expiration of temporary protection, along with the lack of a publicly discussed adequate exit strategy by EU, and subsequently Serbia, which risks leaving those under temporary protection in a state of legal uncertainty
