The state and development opportunities of domestic public video surveillance systems
No full textCél: A tanulmány elkészítésének célja, hogy átfogó és rendszerezett ismeretet nyújtson a hazai közterületi videomegfigyelő rendszerek helyzetéről és fejlesztési lehetőségeiről.Módszertan: A szerző ebben a kvalitatív és kvantitatív elemzésekre épülő kutatásban egy átfogó vizsgálatot hajtott végre a magyarországi közterületi videomegfigyelő rendszerek tervezési, üzemeltetési és működtetési aspektusaival kapcsolatban. Ennek érdekében kérdőíves felmérést végzett az ország vármegyeszékhelyein, valamint Budapest 23 kerületében.Megállapítások: A rendszerek kiépítettségének nagysága, üzemeltetési körülményei, valamint felügyeletének és használatának módja vármegyénként és kerületenként is eltérő. A lehetőségekhez képest elenyésző a különböző képelemző szoftverek használata.Érték: Az átfogó felmérés, amely képet ad a hazai térfigyelő rendszerek elterjedéséről, kiemelkedő fontosságú hiánypótló elem a hazai szakirodalomban. A kutatás eredményei rámutatnak arra, hogy a térfigyelő videomegfigyelő rendszerek üzemeltetésében számos fejlesztési lehetőség rejlik.Aim: The purpose of this study is to provide comprehensive and structured knowledge about the state and development opportunities of domestic public video surveillance systems.Methodology: The author conducted a comprehensive study in this qualitative and quantitative analysis-based research, focusing on the planning, operation, and management aspects of public video surveillance systems in Hungary. To achieve this, they conducted a questionnaire-based survey in the county seats of the country as well as in the 23 districts of Budapest.Findings: The extent of system deployment, operating conditions, as well as supervision and usage methods vary from county to county and district to district. The use of various image analysis software is negligible compared to the possibilities.Value: The comprehensive survey, which provides an insight into the prevalence of domestic surveillance systems, is a crucial and missing element in Hungarian literature. The research results highlight numerous development opportunities in the operation of surveillance video surveillance systems
Trends and prospects for national security as a research area
No full textCél: A szerző a nemzetbiztonsági tanulmányok/elméletek/kutatási terület jelenlegi magyarországi helyzetét vizsgálja meg dolgozatában. Elsődleges célja egy hiteles diagnózis felállítása, amely megmutatja, hogy a nemzetbiztonsági tanulmányok körében melyek azok a területek, ahol esetleg friss lendületre lehet szükség, és melyek azok, amik csupán a gondos figyelmet igénylik.
Módszertan: A cél érdekében a szerző áttekintik a nemzetbiztonsági elméletekhez szorosan köthető területeket, az eredmények lehetséges megjelenési felületeit és az egyes tudományos eredmények hatásait a nemzetbiztonsági szféra mindennapi tevékenységére. Ennek érdekében több kutatási módszert párhuzamosan alkalmaz, de elsősorban az elméleti-logikai kutatás eszközrendszerét vette igénybe. Az egyes tudományterületek összevetésénél azokra az eredményekre helyezte a hangsúlyt, amelyek a nemzetbiztonsági tevékenység funkcióihoz kapcsolódó aspektusokat vizsgálja.
Megállapítások: A szerző a nemzetbiztonsági kutatási terület jellegzetességeit áttekintve végül arra a következtetésre jutott, hogy a századfordulót követően több területen is jelentős átrendeződés ment végbe. Egyre több olyan tudományterület van, amelynek képviselői a nemzetbiztonsági tevékenység egyes szegmenseit saját módszereik és szempontjaik szerint dolgozták fel, valamint a rendészettudomány már kinyilvánítottan is önálló kutatási területévé tette. E mellett a tárgyalt témák köre is jelentősen kiszélesedett, ami szintén az új tudományterületek belépésének köszönhető.
Érték: A szerző a pozitív folyamatok mellett azt is megállapította, hogy továbbra is beazonosíthatók olyan kutatási területek, amikben jelentős előrelépésekre volna lehetőség.Aim: The author examines the current state of national security studies/theories/research in Hungary. Their primary objective is to provide a credible diagnosis of which areas of national security studies may need fresh impetus and which areas need only careful attention.
Methodology: To this end, the author reviews the areas closely related to national security theory, the possible outlets for the results, and the implications of each academic finding for the everyday work of the national security sphere. To this end, several research methods have been applied in parallel, but primarily the theoretical-logical research toolbox has been used. In comparing the different disciplines, the author has focused on those results that examine aspects of national security activity that are related to its functions.
Findings: In reviewing the characteristics of the area of national security studies, the author concluded that there has been a significant shift in several areas since the turn of the century. There are several disciplines that have developed their own methods and perspectives on specific aspects of national security, and police science has been declared as a distinct field of research. In addition, the range of subjects covered has broadened considerably, also due to the entry of new disciplines.
Value: But alongside these positive developments, the author also found that there are still areas of research where significant progress could be made
The Situation, Role and Possibilities of Religious Practice in the Reintegration Activities of the Penitentiary Organisation
No full textCél: A vallásgyakorlás és a Börtönlelkészi Szolgálat büntetés-végrehajtási szervezet reintegrációs tevékenységének céljai megvalósulásához való kapcsolódási lehetőségeit mutatja be a szerző a történelmi előzmények, jelentős jogszabályi momentumok és szakmai szempontok áttekintésével, valamint saját megfigyelései és tapasztalatai alapján.Módszertan: A hazai börtönügy jogi fejlődésének a vallásgyakorlás szempontjából történő áttekintése, a szakmai szempontok mentén szakirodalmi források és a szerző hosszútávú megfigyelései és tapasztalatai alapján bemutatja a vallásgyakorlás egyes elemeit a reintegrációs folyamatot támogató eszközként.Megállapítások: A történelmi előzmények és a jogi környezet a reintegrációs tevékenység szakmai szempontjait kifejezetten támogathatja a Börtönlelkészi Szolgálat által koordinált vallásgyakorlás megvalósulása során. Ezen eszközök hatékony alkalmazásának előfeltételei a reintegrációs és a vallásgyakorlás szempontjából is magas szintű szakmai ismeretek.Érték: A vallásgyakorlásnak jelentős történelmi előzményei és pontosan körülírható helye van a büntetés-végrehajtási szervezet reintegrációs tevékenységében. A vallásgyakorlás helyének, helyzetének, funkciójának a jelenlegi reintegrációs szakmai szempontú történeti áttekintése lehetőséget ad annak megvilágítására, hogy a vallásgyakorlás lényegéből adódóan támogatja a reintegrációs tevékenységet. Bemutatásra kerülnek e támogató jelleg egyes kapcsolódási lehetőségei.Aim: The author discusses how the practice of religion and the Prison Chaplaincy can be linked to the reintegration goals of the prison service, by reviewing historical background, significant legal and professional aspects, and by drawing on his own observations and experiences.Methodology: An overview of the legal development of the domestic prison system from the religious practice point of view, based on professional perspectives, literature sources and the author\u27s long-term observations and experiences, presents some elements of religious practice as a tool to support the reintegration process.Findings: The historical background and the legal context may explicitly support the professional aspects of reintegration activities in the implementation of religious practice coordinated by the Prison Chaplaincy. The effective use of these tools presupposes a high level of professional knowledge of both reintegration and religious practice.Value: Religious practice has a significant historical background and a well-defined place in the reintegration activities of the prison service. A historical overview of the current status, role and function of religious practice in the reintegration profession provides an opportunity to shed light on the way on which religious practice, by its very nature, supports reintegration activities. Some possible contexts for this supportive character are presented
Review of Balázs Hohmann’s monograph: Interpretation and requirements of transparency in the light of administrative procedures
No full textCél: A tanulmány célja Hohmann Balázs monográfiájának, valamint annak jelentőségének és aktualitásának a bemutatása, továbbá az érdeklődés felkeltése a leendő olvasók számára.
Módszertan: Jelen írás a recenzált mű alapján készített ismertetés.
Megállapítások: A szerző hangsúlyozza Hohmann Balázs monográfiájában többször is rögzített gondolatait, miszerint az átláthatóság jogi értelemben alkotmányos és jogállami követelmény. A monográfia olvasásakor az ezzel kapcsolatos kérdések mind megválaszolásra kerülnek, bizonyítva, hogy az átláthatóság témaköre a hatósági eljárás minden egyes mozzanatában jelen van, annak jelentősége megkérdőjelezhetetlen.
Érték: A monográfia az átláthatóság kérdéskörét járja körbe a teljesség igényével. Hangsúlyozásra kerültek annak fogalmi elemei, az átláthatósággal kapcsolatos elvárások a hatósági eljárás során, annak korlátjai, illetve az azzal összefüggő joggyakorlat. Végső soron pedig empirikus kutatás keretében bizonyítja a korábban leírtakat.Aim: The aim of this study is to present Balázs Hohmann’s monograph, as well as its significance and topicality. Furthermore, I would like to arouse the interest of future readers.
Methodology: This paper was prepared based on the analysis of the monograph.
Findings: In the review, I emphasise Balázs Hohmann’s ideas, mentioned several times in his monograph, that transparency is a constitutional requirement in the legal sense. When somebody reads the monograph, all related questions will be answered, proving that the topic of transparency is present in every step of the administrative procedure, and its importance is unquestionable.
Value: The monograph presents the issue of transparency. The work emphasised the conceptual elements of transparency and the related expectations during the administrative procedure. The author also highlighted the limitations of transparency. The jurisprudence was also presented. Finally, it proves what was described earlier in the context of empirical research
The criminalistic development of on-site interviews in Hungary
No full textCél: A tanulmány célja bemutatni a helyszíni kihallgatás hazai fejlődéstörténetét és megalapozni jövőbeni fejlődési irányait.
Módszertan: A szerző a magyar nyelvű szakirodalom és a jogszabályi változások széles körű elemzésével, továbbá az egyes esettanulmányok vizsgálatával dolgozza fel a témakört.
Megállapítások: Sokáig viták tárgyát képezte az is, hogy egy önálló módszerről beszélhetünk-e, később pedig, hogy önálló eljárási cselekmény-e a helyszínelés. Időnként még az elnevezése is vita tárgyát képezte, míg végül helyszíni kihallgatásként foglalták törvénybe. Számos kriminalista kiemelkedő tevékenysége révén napjainkra egy olyan kombinált bizonyítékforrást sikerült alkotni, amely a személyi bizonyítás adta lehetőségek valóságtartamát tudja tárgyi környezetben visszaigazolhatóan érvényesíteni.
Érték: A jövőbeni kutatások, vizsgálatok főbb irányai a felhasználhatóság, a dokumentációs lehetőségek, a racionált alkalmazhatóság, a bizonyító erő, mivel nem egy kialakult és stagnáló fogalomról, hanem egy innovatív krimináltaktikai módszerről beszélünk.Aim: The aim of the study is to present the history of the development of on-site interviewing in Hungary and to lay the foundations for its future development.
Methodology: The author elaborates on the topic through an extensive analysis of the Hungarian literature and legislative changes, as well as by examining individual case studies.
Findings: For a long time, it was also debated whether forensics was a separate method, and later whether it was a separate procedural act. At times, even its name was debated, until it was finally enshrined in law as a ‘helyszíni kihallgatás’ (on-site interview). Nowadays, thanks to the outstanding work of many criminalists, a combined source of evidence has been created which can validate the veracity of the possibilities offered by personal evidence in a material context.
Value: The main directions of future research and studies are usability, documentation possibilities, rational applicability and evidential power, as we are not talking about an established and stagnant concept, but about an innovative method of criminalistics tactics

No full textAim: The aim of this study is to review the specific features of the Constitution of the United States of America, in view of the historical circumstances of its creation, and its topicality. The author stresses that the US Constitution and its interpretation have changed in the light of changing economic, political and social circumstances.
Methodology: The author of the study has used the historical and comparative method in writing the paper. It has been considered how and to what extent this constitution has been and is being taken into account today outside the United States, particularly in European countries.
Findings: The authors, the ‘Founding Fathers’ of the Constitution of the United States of America agreed that the Constitution should provide the legal basis i.e. the garantee of the separation and balance of powers. The principle of separation of powers implies the creation of three separate institutions of equal importance in the exercise of power. The checks and balances enshrined in the Constitution ensure balanced exercise of power. In addition to widespread presidential power, the preeminent role of the Supreme Court is according to ou view the most distinctive feature of the constitutional system of the United States of America.
Value: In Hungary, this study provides a complex introduction to the Constitution of the United States of America.
