    Zarządzanie ryzykiem wraz z zarządzaniem kryzysowym zalicza się do stosunkowo młodych zagadnień z zakresu teorii zarządzania i teorii zarządzania jakością. Korzystają one z ich dorobku oraz czerpią z koncepcji w ogólnym odniesieniu do zarządzania oraz, szczegółowiej, do zarządzania jakością, które rozwijały się i doskonaliły na przestrzeni lat w zakładach produkcyjnych, aby później móc być zastosowanymi w przedsiębiorstwach usługowych oraz sektorze administracji publicznej. Uogólniając, można postawić hipotezę, że zarządzanie ryzykiem oraz zarządzanie kryzysowe w wyniku korzystania ze spuścizny nauki zarządzania jakością powinny wykorzystywać opracowane przezeń metody oraz narzędzia. Jest to wielce pomocne w ocenie ryzyka, może przynieść wiele profitów oraz zaoferować nowe spojrzenie w ocenie sytuacji oraz podejmowaniu dalszych działań. Mając powyższe na uwadze, celem artykułu jest analiza wybranych narzędzi jakościowych oraz wskazanie, które z nich mogą być stosowane w zarządzaniu kryzysowym, a szczególnie w sytuacjach ryzykownych.Risk management along with crisis management is one of the relatively new issues in the field of the management theory and the quality management theory. They use their achievements and derive from the concepts in general for management and more specifically for quality management, which have developed and improved over the years in production plants, to be later applied in service enterprises and the public administration sector. In general, it can be hypothesised that risk management and crisis management, as a result of using the legacy of quality management science, should use the methods and tools developed by them. It is of great help in assessing the risk, can bring many profits and give rise to a new perspective in assessing the situation and taking further action. With the above in mind, the aim of the article is to analyse selected qualitative tools and to indicate which of them can be used in crisis management, especially in risky situations.Das Risikomanagement gehört neben dem Krisenmanagement zu den relativ jungen Themen im Bereich der Managementtheorie und der Qualitätsmanagementtheorie. Sie bauen auf ihren Leistungen auf und stützen sich auf Konzepte des allgemeinen Managements und insbesondere des Qualitätsmanagements, die im Laufe der Jahre in den Produktionsbetrieben entwickelt und verbessert wurden, um später in den Dienstleistungsunternehmen und in der öffentlichen Verwaltung Anwendung zu finden. Generell kann die Hypothese aufgestellt werden, dass das Risiko- und Krisenmanagement auf das Erbe der Qualitätsmanagement-Wissenschaft zurückgreifen und die von ihr entwickelten Methoden und Instrumente nutzen sollte. Das ist eine große Hilfe bei der Risikobewertung und kann viele Vorteile und neue Erkenntnisse bei der Beurteilung der Situation und der Ergreifung weiterer Maßnahmen bringen. Vor diesem Hintergrund sollen in diesem Artikel ausgewählte Qualitätsinstrumente analysiert und aufgezeigt werden, welche davon im Krisenmanagement, insbesondere in Risikosituationen, eingesetzt werden können. В поиске решения этой про- блемы используются достижения, исходящие из концепций менеджмента, в част- ности, менеджмента качества, которые развивались и улучшались на протяжении многих лет на производственных предприятиях, с целью их последующего приме- нения на предприятиях сферы услуг и в секторе государственного управления. Сле- дует указать, что в процессах управления рисками и кризисного управления необ- ходимо использовать методы и инструменты науки об управлении качеством. Такой подход помогает оценить существующие риски, по-новому взглянуть на ситуацию и возможности принятия решений о дальнейших действиях.     Internet-related risks from the perspective of Polish adolescents with a focus on hate speech

    The aim of the study was to present the main threats related to the use of the Internet by the Polish youth and to analyse them with particular emphasis on issues related to hate speech. Using the Internet, apart from its undoubted usability, brings with it a number of threats, among which are: malware (including spyware, ransomware, “crypto-miners” and adware), invasion of privacy (both by private individuals (stalking) and advertising companies), phishing, spam, hate speech, paedophilia, human trafficking, cyber-bullying, and, less frequently, targeted attacks. According to the survey, nearly 70% of the respondents encountered threats on the Internet. The phenomenon of hate speech affects 37% of respondents who fell victim to it and 18% who practised hate speech

    Kompetencja sędziego do podejmowania decyzji w sprawach cywilnych - funkcja reifikacyjna

    I am assuming that there are four functions of a judge: judicial, reification, mediatory and informative. This article focuses on reification function as this is a function that is carried out in parallel with judicial function. Both those functions interweave in a decision-making process performed by a judge - the second function, however, is not always carried out. Both funtions differ in relation to the degree of judicial activism applied in the process of interpretation of law. While judicial function does not require the application of judicial activism, reification function obliges a judge to apply activism that may be a source of controversy related to the dilemma that consists in determination what degree of judicial activism and judge’s creativity (or even law-making) should be applied. This article contains the answer to four questions. Firstly, what does the reification function consist in. While answering that question, I focused on the matter of incompleteness of a legal system and the source of such incompleteness. I presume that such a source may be caused by the following factors: characteristic features of the language; the difference between an abstract and general norm and a specific and individual one, as well as the static nature of the provisions compared to the dynamism of social and economic relations and culture. Then, I moved to the question why the reification is a function of judges. I have referred to the relation between static nature of a provision and dynamism that accompanies the process of turning an abstract into concrete norm pointing that in such conditions there must be a force that will shape this process and keep it in line with the goals and objectives of the legislator. And this force is personified by judiciary power. Then, I focus on answering the question why performing reification function by judges raises so many concerns. I have indicated that they may be related to three controversies – first controversy would be related to the boundary between the creation of law and its application, second controversy would focus on the ‘dangers’ hidden under general clauses, and a third one would concern the fear of a judge to realize the reification function as well as other functions. The last matter discussed in the article concerns the relation between reification function and a judge’s competence to make decisions. In this part, I focused on the item that is a common denominator for both of them - making an evaluation taking into account that the decision-making process is entirely related to deciding and predecisional processes. And that the essence of reification function consists in a particular manner in which the evaluation is made – based on judicial activism and reaching to broad range of premises contributing to making a decision.Krakowska Akademia im.     Educational models for training in minimally invasive colorectal surgery

    Colorectal cancer (CRC) is the third most commonly diagnosed malignancy and the fourth most deadly cancer in the world for which surgery is the main treatment. Colorectal surgery can be performed through a wide incision in the abdomen or using minimally invasive surgical (MIS) techniques. Some of these techniques include transanal endoscopic microsurgery (TEM ), transanal minimally invasive surgery (TAMIS), transanal total mesorectal excision (TaTME ), and robot-assisted surgery. Studies increasingly confirm that resections using MIS techniques are safe, oncologically equivalent to open surgery and have better short-term results. These surgical approaches are, however, technically demanding and result in a steep learning curve. The main objective of this study is to review the different MIS techniques for colorectal surgery, as well as the training tools and programs designed to achieve the necessary surgical skills. Different training programs in colorectal surgery have been reported for the different surgical techniques analyzed. Most of these programs are based on training tools in the form of surgical simulators, physical and virtual, as well as the use of experimental and cadaveric models. However, structured training programs in minimally invasive colorectal surgery remain scarce, and there should be a consensus on the fundamental training aspects for the various surgical techniques presented. These training programs should ensure that surgeons acquire sufficient surgical skills to be competent in the development of these surgical techniques, improving the quality of the patient’s surgical outcomes.Rak jelita grubego (RJG) jest trzecim co do częstotliwości rozpoznawania nowotworem złośliwym na świecie, a także czwartą przyczyną zgonów na nowotwory złośliwe. Głównym elementem leczenia RJG jest operacja, którą można wykonać przez rozległe nacięcie powłok lub za pomocą technik minimalnie inwazyjnych. Do tych drugich należą: endoskopowa chirurgia transanalna (TEM ), przezodbytowa chirurgia minimalnie inwazyjna (TAMIS), przezodbytowe całkowite wycięcie mezorektum (TaTME ) oraz chirurgia wspomagana robotowo. Analizy danych potwierdzają, że techniki minimalnie inwazyjne są bezpieczne, równie skuteczne onkologicznie co techniki tradycyjne, a także wiążą się z szybszym powrotem chorych do pełnej sprawności. Ich wspólną cechą są niestety wysokie wymagania techniczne oraz długa krzywa uczenia. W artykule omówione zostały różne techniki minimalnie inwazyjne stosowane w leczeniu RJG oraz metody nauczania tych technik. Jak dotąd opracowano wiele sposobów szkolenia dla różnych technik operacyjnych. Większość opiera się na symulatorach chirurgicznych zarówno rzeczywistych, jak i wirtualnych oraz na wykorzystaniu modeli eksperymentalnych i preparatów z ludzkich zwłok. Niestety usystematyzowane modele szkolenia w minimalnie inwazyjnej chirurgii RJG są nadal rzadkością. Widać wyraźnie potrzebę opracowania konsensusu dotyczącego szkolenia w poszczególnych metodach operacyjnych. Tego rodzaju programy powinny zapewnić uczestniczącym w nich chirurgom zdobycie wiedzy pozwalającej na skuteczne wykonywanie zabiegów w celu zapewnienia pacjentom jak najlepszych efektów leczenia

    Celem artykułu jest opis wpływu ograniczeń związanych z Covid-19 na działalność placówek wychowania pozaszkolnego w Polsce. W opracowaniu zaprezentowano formy pracy podejmowane przez nauczycieli w czasie zamknięcia placówek. Opisano trudności związane z pracą zdalną, ale wskazano też aspekty pozytywne tego stanu rzeczy. Zwrócono uwagę na wsparcie, jakie w tym trudnym okresie dzieci i młodzież otrzymywały od nauczycieli.The description of the influence connected with Covid-19 pandemic on the function of the leisure-time institutions in Poland is the main goal of a paper. There were presented some forms undertaken by teachers during the closed leisure-time institutions. Some difficulties connected with the distance work were described and some positive aspects of this period was showed. It was accentuated that a support which was given by teachers to the children and the youth in this difficult period was valuable

    W studiach nad średniowiecznymi lokacyjnymi układami urbanistycznymi i ruralistycznymi w Małopolsce ważne są relacje między miastem a wsią, zwłaszcza: adaptowanie przez miasto fragmentu wsi z kościołem (il. 1); „wchłonięcie” wsi przez miasto (il. 2, 3); wydzielenie miasta ze starszej wsi (i. 4); osadzenie miasta jako elementu stycznego do wsi (il. 5) lub na granicy dwóch wsi (il. 6); zakładanie wsi w obrębie uposażenia miejskiego (il. 7, 8); miasto jako centrum dóbr (il. 9). Ich znaczenie dla analizy piękna krajobrazu kulturowego jest nie do przecenienia.In studying charter urban and rural layouts, one should account for town–village relations: the adaptation of a fragment of a rural area with a church by the town (fi g. 1); the ‘absorption’ of a village by a town (fi g. 2,3); the isolation of a town from an older village (fi g. 4); placing a town as an element in contact with a village (fi g. 5) or at the border between two villages (fi g. 6); founding villages within a town’s estate (fi g. 7, 8); the town as the centre of an estate (fi g. 9).     Nowadays we have been dealing with a significant increase in decisions based, solely, on Big Data and algorithms, which means that many processes are fully automated. Every organization that adopts compliance systems must follow parameters. These parameters are better controlled when used by artificial intelligence, since there is no direct involvement of human beings and, consequently, less chance of error, intentional or not. This illustrates a scenario where the use of artificial intelligence can be more efficient and less costly than other tools, in addition to being more accurate. It is not surprising, therefore, that more and more people talk about algorithmic decisions. Although there have already been several studies on cognitive biases, there are numerous difficulties in dealing with the topic, as many of those who are involved in organizational decisions are considered partial or biased and may not reflect the expected ethical standard. It is believed that the machine tends to fail less, according as it replaces human decisions – considered naturally flawed and impartial. Is it, therefore, an efficient and safe substitute for the implementation and maintenance of compliance systems in organizations
