‘They asked for it’: Democratic Peace Theory and Vietnamese perceptions of the Russo-Ukrainian War
No full textDemocratic Peace Theory argues that democratic countries are constrained by political forces in a manner that reduces the likelihood such states will resort to warfare to resolve disputes. This paper extends this argument to consider what happens when countries, democratic or otherwise, are forced to deal with nearby conflicts they are not engaged in themselves. Do political mechanisms still determine what decisions are made, or do cultural forces matter more, as has been suggested by critics of the theory? A case study of Vietnam responding to the Russo-Ukrainian war is used to explore these ideas, and some preliminary conclusions reached

No full textTerroryzm, mimo braku jednoznacznej definicji, jest zjawiskiem nie do pomylenia z żadnym innym, a więc łatwym do identyfikacji. Źródeł działań terrorystów należy upatrywać w ideologiach i religiach, a także w różnorakich uwarunkowaniach społeczno-ekonomicznych, historyczno-politycznych, socjologicznych i psychologicznych. Terroryści kierują się różnymi motywacjami, stosują też różne strategie działania, w których wspólnym elementem jest manipulacja strachem. Na przestrzeni lat radykalnej zmianie uległa struktura grup terrorystycznych, nie zmieniły się natomiast środki i metody ich działania. Realizacja zadań wyznaczanych przez grupy terrorystyczne wymaga środków finansowych. Jest to najważniejszy powód, dla którego terroryści podejmują współpracę z grupami parającymi się przestępczością zorganizowaną. Współpraca ta ma zwykle charakter albo partnerski, albo immanentny, albo podporządkowania i przyczyniła się do tego, że terroryzm i przestępczość zorganizowana stały się współcześnie jednymi z największych zagrożeń bezpieczeństwa państw i społeczeństw.Terrorism, despite the lack of a clear definition, it is an “unmistakable phenomenon”, and therefore easy to identify. The sources of terrorist actions can be found in ideologies and religions, as well as in various socio-economic, historical-political, sociological, and psychological factors. Terrorists are guided by various motivations and utilize different strategies to carry their acts but for all strategies fear manipulation is a common element. Over the years, the structure of terrorist groups has undergone radical changes, but the means and methods of their actions have not changed. The implementation of tasks set by terrorist groups requires money. This is the most important reason why terrorists cooperate with organized crime groups. This cooperation usually takes the form of partnership, immanent or subordination. It has contributed to the fact that terrorism and organized crime have become one of the biggest threats to the security of states and societies nowadays
What is the impact of the Russian invasion of Ukraine on New Zealand and what are the future implications?
No full textIn 2014, Russia annexed Crimea and conducted insurgency operations in Eastern Ukraine resulting in a stalemate for the next eight years and followed by a full-scale invasion of Ukraine in February 2022. This has triggered an imbalance in international security worldwide as well as impacted small states such as New Zealand. To remain in the same circle of great powers, New Zealand suspended a Free Trade Agreement (FTA) with Russia and changed its international policies by introducing a sanctions programme against Russia. New Zealand also provided humanitarian and military aid to Ukraine and offered immigration support. The invasion served as a pivotal point for New Zealand’s diplomacy, security, and economy. The aim of this article is to identify what choices New Zealand needs to make in order to secure its position within the great powers’ domain. By providing a narrative of the possible future scenarios, the study will recommend strategies for New Zealand as a small state to find a right fit within the great powers’ dominion. The article suggests the necessity for New Zealand to follow international law and rules-based order as one of the guarantors of the country’s security and economic stability
Acute small bowel obstruction due to Quain hernia (caused by defect of broad ligament), diagnostic and treatment challenge
No full textBackground: Acute small bowel obstruction due to internal hernia is a rare condition. One of the most rare encounters is the Quain hernia (caused by broad ligament defect). Material and methods: A rare case of internal Quain hernia due to a broad ligament defect that caused an acute small intestine obstruction is described. Results: The challenge of diagnosis and the treatment choice is briefly discussed. Conclusions: Patients with broad ligament defect could be clinically very chellenging with not effective RX for the early diagnosis. CT scan with intravenous contrast enhancement could be useful for diagnosis and CT radiologic sign of deviation of the “healthy” uterus to the left or to the right side could be considered like an indirect CT sign of Quain internal hernia. More clinical case studies of treatment options are necessary for further evaluations

No full textUstawa z dnia 27 lipca 2005 r. – Prawo o szkolnictwie wyższym (tekst jedn.: Dz.U. z 2017 r., poz. 2183 ze zm.) i ustawa z dnia 20 lipca 2018 r. – Prawo o szkolnictwie wyższym i nauce (tekst jedn.: Dz.U. z 2022 r., poz. 574 ze zm.) wskazują na obowiązki, które rektor powinien realizować w ramach zadań wynikających z pełnionej funkcji. Jednocześnie w obu przypadkach ustawodawcy nie wykorzystują „wprost” pojęcia odpowiedzialności w stosunku do rektora uczelni w rozumieniu odpowiedzialności dyscyplinarnej. The impact of the Ukrainian war on Lebanon: a glimpse of light at the end of the tunnel
No full textThe Russian Invasion of Ukraine (2022) had a catastrophic impact on Lebanon which was already suffering from grave economic problems. Since day one, Lebanon has supported Ukraine and asked for the withdrawal of the Russian forces. The war has left negative impacts on Lebanon, raising particular concerns about famine due to a sharp rise in the food and oil prices. However, this war has also presented Lebanon with a pleasant surprise. For the first time in two decades, Lebanon and Israel have agreed to secure a maritime border deal through US-led mediation, which will allow both countries to extract gas from their marine deposits. The deadlocked negotiations were suddenly resumed because of this war and the acute energy crisis in Europe. Lebanese and Israeli gas is expected to replace Russian gas on the European market. This paper will explain the Lebanese foreign policy and its stance regarding the Russian-Ukrainian war as well as to the political and economic impacts of the war on Lebanon

Nieocenioną rolę w tym zakresie odgrywają organizacje pozarządowe, które stały się istotnym partnerem sił zbrojnych w realizowaniu edukacji proobronnej i podnoszeniu zdolności obronnych Polski. W artykule przedstawiono akty prawne umożliwiające działalność organizacji pozarządowych w obszarze obronności Polski, dokonano krótkiego przeglądu literatury przedmiotu oraz zaprezentowano efekty realizowanego przez Stowarzyszenie Aktywności Zawodowej „PASSA” w Kielcach projektu w ramach ogłoszonego przez Ministra Obrony Narodowej konkursu: „Obronność państwa i działalność Sił Zbrojnych RP pn. I Ty możesz służyć Ojczyźnie”. Analiza literatury przedmiotu oraz przedstawione studium przypadku uprawniają do stwierdzenia, że instytucje trzeciego sektora potrafią skutecznie wspierać organy rządowe w działalności na rzecz poprawy obronności państwa.The Russian invasion of Ukraine convinced the Polish government that permanent mobilizationf Polish people in the state defence is an absolute necessity. The third sector organizations play an invaluable role in this respect, and they have become an essential partner of the country’s defence system as far as their effort to organize suitable educational courses and improvement in upgrading pro-defensive abilities of Polish people are concerned. The article presents legal acts enabling the third sector to act effectively in the field of the state defence, a short overview of the articles concerning the subject as well as the results of the project conducted by the „PASSA” Association of Professional Activity in Kielce. The project was carried out within the competition announced by the Polish Ministry of Defence: „A State Defence and Activity of the Armed Forces of the Republic of Poland: You too can serve your homeland”. The analysis of the subject literature as well as the presented case study justify the conclusion that the third sector organizations can effectively support the government in its effort to improve the state defence system

Zostały zaprojektowane przede wszystkim na potrzeby śledcze, choć z czasem znalazły również inne zastosowania – głównie w procedurach kadrowych (przedzatrudnieniowych i w ramach kontroli wewnętrznej w danej instytucji), a także w pracy operacyjnej służb (przy weryfikacji wiarygodności osobowych źródeł informacji) – oraz na rozmaite potrzeby prywatne (np. przy próbach sprawdzenia lojalności partnera czy ustaleniach w sprawie okoliczności jakichś strat materialnych w przedsiębiorstwie). Przydatność badań poligraficznych wykazano ponadto w nadzorze i terapii osób skazanych za przestępstwa przeciwko wolności seksualnej (obecnie w USA i Wielkiej Brytanii – jako jeden z warunków przedterminowego zwolnienia)."(...
