    Analyzing a faculty learning community strategy based on a process-genre approach supported by videos to develop the writing competence of English teaching students

    The primary purpose of this inquiry is to analyze the impacts of a teaching and learning strategy designed and implemented by a Chilean Faculty Learning Community (FLC) intended to develop the writing competence of student-teachers of an English Teaching Program. The FLC-led strategy was implemented through an eight-step cycle based on the process-genre approach and supported by educational videos. FLC members guided this cycle during writing sessions at the four levels of the English Linguistic Competence course at Universidad Católica de Temuco. The FLC implemented this experience to address the challenge of serving diverse students’ learning needs and meet the requirements of the national English proficiency standards required by the Chilean Ministry of Education. The FLC examined this experience focusing on students’ writing tasks results and their perceptions of the use of videos in the process, oriented by an impact and evaluation framework of teaching innovations and an action research design. The ages of trainee English teachers who participated in this innovation range between 18 and 22 years old. Students’ writing tests results were analyzed and compared to the suggested CEFR outcomes per level. Moreover, students shared their perceptions towards the use of videos through focus groups. Results show that most students improved their writing performance, especially in content and organization. Furthermore, students perceived that videos helped them contextualize their writing process and contribute as a support resource embedded in classroom activities. Overall, this experience helped the FLC members identify changes resulting from the innovations and areas of improvement.El propósito principal de esta investigación es analizar los impactos de una estrategia de enseñanza y aprendizaje diseñada e implementada por una Comunidad de Aprendizaje Docente (CAD) de Chile intencionada para el desarrollo de la competencia de escritura de los estudiantes de Pedagogía en Inglés en formación. La estrategia liderada por la CAD se implementó a través de un ciclo de ocho pasos basado en el enfoque de proceso-género y que se apoyó de videos educativos. Los miembros de la CAD guiaron dicho proceso durante las sesiones de escritura de los cuatro niveles del curso de Competencia Lingüística en la Universidad Católica de Temuco. La CAD implementó esta experiencia para abordar el desafío de atender las diversas necesidades de aprendizaje de los estudiantes y cumplir con los requisitos de los estándares nacionales de dominio del inglés requeridos por el Ministerio de Educación de Chile. La CAD examinó esta experiencia centrándose en los resultados de las tareas de escritura de los estudiantes y sus percepciones sobre el uso de videos en el proceso, bajo la guía del marco para la evaluación e impacto de innovaciones docentes y empleando un diseño de investigación acción. Las edades de los profesores de inglés en formación que participaron en esta innovación oscilan entre los 18 y los 22 años. Los resultados de las pruebas de escritura de los estudiantes se analizaron y compararon con los resultados sugeridos del MCER por nivel. Además, los estudiantes compartieron sus percepciones sobre el uso de videos mediante grupos focales. Los resultados muestran que la mayoría de los estudiantes mejoraron su desempeño en la competencia de escritura, especialmente en los ámbitos de contenido y organización. Además, los estudiantes percibieron que los videos les ayudaron a contextualizar su proceso de escritura y que contribuyen como un recurso de apoyo integrado en las actividades del aula. En general, esta experiencia ayudó a los miembros de FLC a identificar los cambios resultantes de las innovaciones y las áreas de mejora

    A New Cure Rate Model Based on Flory-Schulz Distribution: Application to the Cancer Data

    In this article a new flexible survival cure rate model is introduced by assuming that the number of competing causes of the event of interest follows the Flory-Schulz distribution and the competing causes follow the generalized truncated Nadarajah-Haghighi distribution. Parameter estimation for the proposed model is derived based on the maximum likelihood estimation method. A simulation study is performed to show the performance of the ML estimators. We discuss three real data applications related to real cancer data sets to assess the usefulness of the proposed model compared with some existing cure rate models for the sake of comparison

    Patronazgo en La Araucanía: partidos políticos y parlamentarios en la disputa por las designaciones políticas

    Este artículo contó con el apoyo financiero del proyecto Fondecyt Iniciación 2017, N° 11170491, Vínculos sociales y corrupción en el contexto público local, de la Comisión Nacional de Investigación Científica y Tecnológica (Conicyt), Chile y también con el apoyo del Convenio de Desempeño Docente 2019 otorgado por la Universidad Católica de Temuco asociado al Observatorio de Transparencia Regional UCTEn todas las democracias los partidos políticos realizan designaciones, pero ya no tienen el monopolio de dicha función. A nivel local, los parlamentarios también cumplen aquel rol. El artículo describe el tipo de patronazgo que existe en el Gobierno Regional de La Araucanía aplicando una taxonomía de Panizza, Ramos y Scherlis (2014). Se utilizó un diseño cualitativo. Los resultados indican que los parlamentarios tienen mayor influencia que los partidos políticos e intendente en las designaciones. Es un patronazgo heterogéneo, pero que se asocia principalmente al clientelismo ya que posibilita la movilización de electores y el posicionamiento del parlamentario.In all democracies, political parties designate positions, but they no longer have a monopoly on that function. At the local level, congresspersons also play that role. The article describes the type of patronage that exists in the Regional Government of La Araucanía applying a taxonomy proposed by Panizza, Ramos and Scherlis (2014). A qualitative design was used. The results indicate that congresspersons have more influence than the political parties and mayor in determining appointments. It is a heterogeneous patronage, but it is mainly associated with clientelism since it enables the mobilization of voters and the positioning of the parliamentarian

    El ejercicio de la acusación por parte de la víctima coadyuvante en el nuevo proceso penal cubano: posibilidades y límites

    La presente contribución aborda un aspecto concreto del estatuto procesal de la víctima en la nueva Ley del Proceso Penal cubano: su participa-ción como coadyuvante de la acusación. El objetivo central ha sido clarificar las posibilidades y límites de su intervención frente a la postura acusatoria del fiscal, en concreto, respecto a los distintos elementos que componen el objeto del proceso y el objeto del debate. En esa línea, se contrasta el modelo implan-tado por el legislador de 2021 con otros sistemas que, en Derecho comparado, permiten a la víctima participar en el ejercicio de la acción penal pública; ello como paso previo para ofrecer luego pautas interpretativas orientadas a des-pejar algunas dudas sobre el alcance de la actuación del acusador coadyuvante. Salvo error involuntario, se trata del primer estudio que encara la cuestión en el ámbito nacional y, por tanto, inaugura el debate sobre una figura que, por su novedad, no ha tenido aún suficiente recorrido práctico.This study addresses a specific aspect of the procedural status of the victim in the new Cuban Code of Criminal Procedure: his/her participation as an ancillary prosecutor. The main object of the study is to clarify the possibili-ties and limits of the intervention of this figure, as distinct from the accusatory role of the prosecutor, specifically with respect to the different elements that make up the subject of the procedure and the subject of debate. In this line, the model implemented in 2021 by the Cuban legislator is contrasted with other systems in comparative law that allow the victim to participate in the exercise of public criminal prosecu¬tion. After this preliminary step, interpretative gui-delines are offered aimed at clearing up some doubts about the scope of action of the ancillary prosecu¬tor. The author believes that this study is the first to address the issue at the national level, and therefore that it opens the debate on a figure with regard to whom, due to his/her novelty, there is as yet insufficient practical experience

    Disidencia política desde lo educativo cultural, el ejemplo de “Escuela Para Todos” de Centroamérica

    La redacción presentada busca dilucidar si un evento educativo de corte popular de la región centroamericana puede ser conceptualizado como una forma de disidencia política desde lo cultural. Para lo anterior, se describe el proyecto educativo enunciado desde tres ángulos: su perfil doctrinal, sus fundamentos filosóficos (desde la perspectiva intercultural) y su estructura curricular. Luego, desde un análisis ético-político y siguiendo las pistas categoriales de tres autores que tratan el tema de la disidencia política, es posible ofrecer conclusiones acerca de la pertinencia de tal categoría para la experiencia educativa tratada. De este modo, tres aspectos básicos son revisados: su forma simbólica en los imaginarios culturales cotidianos, su capacidad de actualizarse en el cambio temporal, y su afectación axiológica en las subjetividades implicadas.This paper seeks to elucidate whether a popular educational event in the Central American region can be conceptualized as a form of political dissidence from a cultural point of view. To this end, the educational project is described from three angles: its doctrinal profile, its philosophical foundations (from an intercultural perspective) and its curricular structure. Then, from an ethical-political analysis and following the categorical clues of three authors who deal with the subject of political dissidence, it is possible to offer conclusions about the relevance of such category for the educational experience treated. Thus, three basic aspects are reviewed: its symbolic form in everyday cultural imaginaries, its capacity to be actualized in temporal change, and its axiological affectation in the subjectivities involved

    Introduction: This article addresses the legal regulations for Foods for Specified Health Uses (FOSHU) in the main trade associations of Latin America (LATAM), based on the Codex Alimentarius system. Objective: The objective is to determine regulatory progress in the trade of FOSHU products. Material and methods: This study includes a review of the literature emanating from the databases from 2018 to 2022, according to the framework of three general food marketing regulations: food safety claims; inspection regulations, and food manufacturing and labeling. Results: The results reveal the absence of a specific legislation for FOSHU foods, as these are only mentioned in the area of nutrition. Conclusions: The legal framework in the trade of these products is based on jus cogens. Registration of industrial patents in the main member countries of LATAM trade associations can be facilitated through the Patent Prosecution Highway (PPH)

    Housing and choice in Iquique and Alto Hospicio, Chile: Possibilities and limitations regarding the 2030 agenda and SDG 11

    Access to housing, more than an enforceable right, has become a multidimensional problem in Chile. Faced with the impossibility of obtaining housing through subsidies, informal settlements-camps and land grabs-have expanded through the country's different cities since 2019. Given the evident collision with the Sustainable Development Goals (in particular Goal 11) commitments to sustainable cities, the Chilean State has increased its housing budget since 2020 to reactivate investment during the COVID-19 pandemic and expand the housing access alternatives for lower-class families with few possibilities chances of obtaining a bank mortgage. But is it possible to choose housing in contexts like the one described? In addition to environmental difficulties, cities in northern Chile, wedged between the sea and the desert, need to produce a socially sustainable environment in accordance with the requirements of complex, dynamic systems under permanent pressure to generate wellbeing. This manuscript seeks to explore and analyze these tensions in the cities of Iquique and Alto Hospicio, in Chile's Tarapaca Region. They form a dynamic conurbation, where daily mobility and the dispute over access to housing clash with the choice offered by the different subsidy programs and the expansion of camps on the edges of the desert. So, how far or how close is SDG 11 in places like these? Is there a viable alternative for urban sustainability in precarious spaces

    NEOTROPICAL FRESHWATER FISHES: A dataset of occurrence and abundance of freshwater fishes in the Neotropics

    The Neotropical region hosts 4225 freshwater fish species, ranking first among the world's most diverse regions for freshwater fishes. Our NEOTROPICAL FRESHWATER FISHES data set is the first to produce a large-scale Neotropical freshwater fish inventory, covering the entire Neotropical region from Mexico and the Caribbean in the north to the southern limits in Argentina, Paraguay, Chile, and Uruguay. We compiled 185,787 distribution records, with unique georeferenced coordinates, for the 4225 species, represented by occurrence and abundance data. The number of species for the most numerous orders are as follows: Characiformes (1289), Siluriformes (1384), Cichliformes (354), Cyprinodontiformes (245), and Gymnotiformes (135). The most recorded species was the characid Astyanax fasciatus (4696 records). We registered 116,802 distribution records for native species, compared to 1802 distribution records for nonnative species. The main aim of the NEOTROPICAL FRESHWATER FISHES data set was to make these occurrence and abundance data accessible for international researchers to develop ecological and macroecological studies, from local to regional scales, with focal fish species, families, or orders. We anticipate that the NEOTROPICAL FRESHWATER FISHES data set will be valuable for studies on a wide range of ecological processes, such as trophic cascades, fishery pressure, the effects of habitat loss and fragmentation, and the impacts of species invasion and climate change.     Los límites de la participación: un análisis de la política de participación ciudadana en Chile (2011-2018)

    La crisis de representación a la que se ha enfrentado el sistema político chileno durante los últimos años ha generado cambios en el funcionamiento de la política formal. Uno de ellos ha sido la incorporación de canales para la participación de la ciudadanía en los asuntos públicos. En ese contexto, el presente artículo estudia el proceso de implementación de la participación ciudadana institucional y analiza su impacto en los procesos de toma de decisión. Aplicando una metodología de estudio de caso, se concluye que en Chile se ha ido construyendo un discurso participativo que no se corresponde con la experiencia empírica en materia de participación. La política pública se ha ido implementando paulatinamente en los organismos del gobierno central. No obstante, ha sido escasamente incidental, e incluso instrumentalizada por designios políticos. Esto plantea un cuestionamiento teórico en torno al rol de la participación en la democraciaThe crisis of representation that the Chilean political system has faced in recent years has generated changes in the functioning of formal politics. One of these changes is the incorporation of channels for citizen participation in public affairs. In this context, this article studies the process of implementation of the citizen participation policy and analyzes its impact on decision-making processes. The research is carried out through a case study methodology. It concludes that the construction of participatory discourse does not correspond to the empirical experience in participation. Public policy has been gradually implemented in central government agencies. However, it has been scarcely incidental, and perhaps even instrumental to political designs. This raises a theoretical question about the role of participation in democracy
