Searching for Property Right for the Homeless in a Mega City – Will House Sharing in a Social Housing Work?
Access to a home by way of owner occupier, lease and social security is an inherent right of man. However, homelessness is a visible social problem which occurs to varying degrees all over the world. A recent attempt to encourage sharing of unoccupied rooms through a proposed extra bedroom tax allowance among council tenants was strongly resisted in Britain in 2013. This paper attempt to carry out an empirical study to examine the peoples’ take on a proposed sharing option among tenants of a public housing Estate in a Mega City where homelessness is rife and continually spreading. Using Lagos as an example, data were collected from 76 household tenants of a government owned residential estate in Ikeja. It applies Factor Analysis to analyse the factors affecting peoples’ attitude to the home sharing option. Findings reveal that the major factors affecting decisions to share are issues of rent payment, bills payment, conflicts and chores, although all other factors are related although their contribution is insignificant. Also, 57 of the respondents do not have a spare room to share while those with extra unoccupied rooms are unwilling to share. The policy implication is that people cherish their privacy more particularly when they are paying a mid-market rent. It recommends the provision of more social housing to enhance the accessibility of property rights of thehomeles
Lifestyles, New Uses, and the Redevelopment of Industrial Heritage Sites: A Case Study of Strijp-S, Eindhoven
As de-industrialisation has left factories vacant and urban living is gaining popularity, redeveloping a former industrial area offers cities a unique residential environment. In order to get insights in the motives of people moving to these areas, this research has studied residents of case study area Strijp-S, their motives of moving there and their lifestyles. Former Philips territory Strijp-S has already been partly redeveloped into a mixed-use creative and culture district and this has been successful as is has been awarded a prestigious prize (NRP Gulden Feniks, 2013) and has become a popular place to live. This study collected data from the residents of Strijp-S. The results of the data collection showed that the main group of Strijp-S residents are young, highly educated singles and couples. Furthermore, a large group moved to this neighborhood from their parental or student homes and thus can be considered as 'starters'. Based upon the activity pattern items from Frenkel, Bendit and Kaplan (2012), four types of lifestyles were discovered: Mellow Morgan, Enthusiastic Elliott, Racing Riley and Sporty Sam. While culture was one of the factors, the lifestyles found in this research mainly distinguished themselves by their attitude towards sport and work. Finally, when examining the motivation of people to move to Strijp-S, it is remarkable how many of the respondents (around 70%) looked for dwellings only in this neighbourhood. In particular, the distance to the city centre and the image of Strijp-S as a creative neighborhood were mentioned to be of importance. Furthermore, residents with a Racing Riley lifestyle and part-time workers tend to choose this neighbourhood for its characteristics and focus less on the dwelling characteristics. So where some studies tend to focus on dwelling characteristics, this research shows that environmental characteristics including the activity types should be taken into account when redeveloping an industrial heritage area. Furthermore, the marketing of the area is important, as the image of Strijp-S as a neighbourhood was often mentioned to be of importance when choosing to move there
Complexity, Governance and the Smart City
The city is today object of scientific interest around the concept of environmental complexity. Its multiformity is an element of richness on which cities base opportunities and raison d'être, thus making it necessary their protection and enhancement, through administrative and managerial actions able to replicate rather than reduce this complex articulation. Yet the inclusive and diffuse management of the vital characters of a city includes explicit or tacit agent/environment relationships. Technology becomes critical support towards intelligent systems for structuring the problems posed by the intricacy, fuzziness and dynamical uncertainty of complex environments -particularly urban settlements. Urban organization becomes a smart city by overcoming prejudices that evoke presumed enhancing mechanisms induced by diffused infrastructuring per se. The cognitive management of the characters and features involved in the formation and organization of the smart city certainly needs adequate architectures, homotetically related to such complexity. An ontology-based approach is proposed here, as an opportunity for analysing and managing this multimensional cognitive assortment, looking for suitable formalization models beyond reductionist smart city commonplaces
Integriertes Monitoring als Werkzeug einer nachhaltigen Stadtentwicklung
In Deutschland ist es Aufgabe der Kommunen, die räumliche Entwicklung der verfügbaren Flächen unter sozialen, ökologischen und ökonomischen Aspekten zu koordinieren (vgl. BBR 2000: 12-13). Die zuständigen Planungsämter bewältigen dabei die zielgerichtete, querschnittsorientierte Betrachtung, Analyse und Vernetzung räumlicher Informationen mit dem Ziel, Handlungsbedarfe und -optionen zur zukünftigen Entwicklung der Kommune zu identifizieren. Als bewährte Methodik können Instrumente der Raumbeobachtung diesen Prozess unterstützen, indem räumliche Veränderungen systematisch im Zeitverlaufbeobachtet, anhand von Indikatoren gemessen und so entscheidungsunterstützende Informationen geliefertwerden (vgl. BIRKMANN 2005: 668; GATZWEILER 2005). Im Zuge des fortschreitenden E-Goverments der Verwaltungen steigt in diesem Kontext der kommunale Bedarf an digitalen technischen Lösungen, die nutzergerecht als flexibles, integriertes Entscheidungsunterstützungstool interaktive Darstellungswerkzeuge mit zielgerichteten Analysemethoden verbinden und so den Arbeitsalltag der kommunalen Ämter vereinfachen (vgl. KOKO GDI-DE 2013; KGST 2006). Unter Berücksichtigung europaweiter Entwicklungen zu INSPIRE und Open Data, zwecks einheitlicher und standardisierter (öffentlicher) Bereitstellung der integrierten Daten, können sich zudem Synergieeffekte mit Geodateninfrastrukturen zukunftsfähiger Verwaltungsbehörden ergeben (vgl. ARBEITSGRUPPE NGIS DES LENKUNGSGREMIUM GDI-DE 2015). Auch in der Wissenschaft hat der Diskurs zur Raumbeobachtung um die Jahrtausendwende Aufschwung erhalten. Dabei erfreut sich insbesondere der Begriff Monitoring imKontext der Stadtentwicklung einer zunehmenden Beliebtheit (vgl. STREICH 2011: 189). In der Praxis wird der Begriff jedoch uneinheitlich definiert, sodass vielfältige Anwendungsbeispiele für Monitoringsysteme existieren, welche sich hinsichtlich ihrer Qualität sowie untersuchten Themenfelder zum Teil stark unterscheiden. Erschwerend kommt hinzu, dass die Fragmentierung kommunaler Datenstrukturen in den einzelnen Fachämtern eine große Herausforderung für die umfangreiche Abbildung von Daten in einem integrierten Monitoringsystem darstellt. Im Rahmen des durch das BMBF geförderten Forschungsprojektes „KomMonitor – Kommunales Monitoring zur Raumentwicklung. Demografie, Sozialstruktur, Wohnen und Umwelt“1 wird ein integriertes, kommunales raum-zeitliches Monitoringsystem entwickelt. Als fundierte Grundlage zur Erhebung des Status quo und Entwicklung des Systems wurden u. a. öffentlich zugängliche kommunale Geo-, Statistik-und Monitoringportale systematisch recherchiert und bewertet, um Stärken, Schwächen und Lücken zu identifizieren. Zur Bewertung wurde ein multikriterielles Bewertungsraster konzipiert, das auf literaturgestützen Analysekriterien fußt und kommunale Anforderungen an ein Monitoringsystem berücksichtigt. Hierdurch konnten Best Practice-Beispiele herausgearbeitet und dokumentiert sowie Erfolgsfaktoren und Herausforderungen für die Entwicklung eines anwenderorientierten, kommunalen Monitoringsystems ermittelt werden. Neben den frei verfügbaren Online-Portalen wurden auch die technischen und funktionellen Anforderungen an ein integriertes GIS-basiertes Monitoringsystem seitens der städtischen Praxispartner betrachtet. KomMonitor setzt an den identfizierten Stärken und Schwächen sowie den seitens der Kommunen formulierten Bedarfen an, um ein nachhaltiges und fachämterübergreifendes Werkzeug für den kommunalen Arbeitsalltag zu schaffen. Dieser Beitrag fokussiert insbesondere die Methodik und die Ergebnisse der Erhebung und Bewertung öffentlicher kommunaler Geo-, Statistik-, und Monitoringportale. Aufbauend auf den gewonnenen Rückschlüssen der Auswertung werden anschließend inhaltliche sowie technische Implikationen geschildert, die von dem zu entwickelnden KomMonitor-System erfüllt werden sollen. Im Kontext der Zielsetzung einerdauerhaften Nutzbarmachung des Systems werden außerdem Verstetigungsoptionen vor dem Hintergrund aktueller Fördermechanismen diskutiert, welche einen Handlungsrahmen für KomMonitor bilde
Insane Cities and the Creation of Stereotypes for Cultural Identity
The differences between healthy cities and insanity cities are regarded in this paper as rather unimportant because the colloquial use of the antonym relating the healthy term is insufficient to explain how citizens live and how they interact with their daily space. New avenues are here proposed to diagnose the city ́s state of health in order to make decisions about growth and the developed economy which could be incidental in public policies and the development of a sustainable city. Three anthropological elements are considered in the elaboration of such a diagnosis: infrastructure, structure and superstructure. Psychiatry concurs in the creation of a diagnostic tool for healing the city ́s soul which relies on the identification of five main disorders: Amnesia; two or more different identities or personality states; evidence of personal malfunction in one or more important areas of life due to the disorder; alteration that contradicts normal cultural or religious practices; and substance abuse. Characterization of the soul of the cities is critical in the decision making apparatus regulating the city ́s life. Thus, it will be necessary to work interdisciplinary with other sciences and not to restrain ourselves to the areas of public health, urbanism and architecture since the construction of a healthy environment is a very complex goal. It is then necessary to take advantage of other sciences, such as psychiatry and anthropology to empower the city and create public policies incidental in the economic progress. Presence of the nursing professionals should be encouraged, given their undisputed capacity to interact with the community and promote the development of healthy environments. Community nursing works with the population through interventions on health promotion and achievement of a lifestyle change, that allows to seek better quality of life incidental in the development of built environments meeting the needs of specific communities. In this context, prevention is the best way to avoid the state of insanity in the city, and according to this paper the nurse community is the key
Establishing the State of Spatial Integratedness of Innovative Public Transport Systems in Gauteng, South Africa
Travelling requires transportation. Globally, movement of people from one location to the next is done by public transport systems. Developed countries around the world use innovative public transport systems for convenience, reliability and efficiency. Mostly, these systems are integrated in order to make ridership to be desirable and effective. In Africa, public transport is highly used and mostly the public transport systems are not integrated, making travelling by public transport undesired. South African public transport systems are challenged with connectedness. Government at all spheres in the past decade has been trying to developsystems that can work together in order commuters can travel easy around the province. Gautrain and Gaubus has been developed which moves through the three Metropolitan municipalities (the City of Johannesburg, City of Tshwane and Ekurhuleni) in Gauteng province. In the City of Johannesburg (COJ) and the City of Tshwane (COT) a development of Bus Rapid Transit (BRT) system has been established. Commuters are challenged with switching from one mode of public transport to the next. The systems were introduced to provide effective public transport services. The state and level of integration of the province’s innovative speed train system and the BRT systems has not been sufficiently studied and documented. The systems were introduced to provide a reliable and efficient formal urban public transport services. This paper therefore investigates the state of spatial connectedness of the innovative urban public transport (train and bus systems) and aim to find possibilities to integrate the two systems. The study adopted qualitativeresearch design that facilitated the gathering and analysis of spatial and qualitative data from the urban public transport (Gautrain/Gaubus, A re Yeng (BRT) and Rea Vaya (BRT)) officials/authorities and commuters (Gautrain/Gaubus, A re Yeng (BRT) and Rea Vaya (BRT)) in Gauteng. The study discovered that spatially, there are physical connections between the Rea Vaya, the Gautrain/Gaubus in the COJ and A re Yeng, Gautrain/Gaubus in the COT. However, there are no signals indicating these systems to be connected to each other leading to difficulties for commuters to switch in between the three modes. The work concludes that each mode travel to different routes and places, hence synchronising the system would benefit commuters at large and be able to travel smoothly in the province
Mapping the Spatial Integration of Motorised and Non-Motorised Transport Infrastructures: a Case Study of the City of Johannesburg
Several developments that are tailored towards the improvement of transport integration, particularly public transport systems have been taking place in most cities of the developing world such as City of Johannesburg. Improvement of public transport integration begins with involving the all-inclusive transportation chain instead of only focusing on one part of the journey, by facilitating spatial integration between diverse transport modalities (for instance the bus, walking and cycling) to allow for a multiplicity in travel opportunities. Using an exploratory research design that involves an empirical enquiry to gather and analysed spatial and quantitative infromation, this paper presents the extent of spatial integration of non-motorised and motorised public transport infrastructures within the City of Johannesburg. The crowd-sourced datasets derived from the geolocation based mobile application Strava were used in this study. The datasets illutsrate the spatial and temporal coverage of motorised and non-motorised pattens and trends in Johannesburg. Geographic Information Application (ArcGIS) was used to analyse and visualise the geographical location of the motorised and non-motorised public transport in the City of Johannesburg.Results demostrate that the public transport interchange hub of the City of Johannesburg, the Park Station is the most integrated hub that serviced by both motorised and non-motorised; and public transport commuters at the station switch from one mode to another mode of public transport smoothly at a short walking distance. Although, the results further reveal that the most of motorised and non-motorised networks are not integrated; thus affects the effectiveness and conveniently switch from either motorised to non-motorised public transport or non-motorised to motorised public transport. There is therefore limited to no sharing of infrastructure between commuting, cycling and walking in the city. The paper recommends holistic approaches in planning and development of both commuting, cycling and walking infrastructures that areconnected to promote convenience and efficiency of public transport systems
Smart Cities in India: Branded or Brain-dead?
The notion of ‘smart cities’ is increasingly visible in discourses on the future of cities but Change is coming to transportation, whether we are ready for it or not. It can be argued that smartening the mobility infrastructure enables the citizens to make informed decisions, and this is indeed true- if done well, but it has a big “if.” Rapid urbanization is leading to an increase in transport issues which is affecting the livelihood of people on social-economic –environmental levels. This research engages with the key drivers of change and provides affirmative aspirations for mobility in the not-so-distant future in order to facilitate conversations about change. However, the development of possibilities (scenarios) for the government policies and businessinnovation is dependent on the advanced technology and socio-economic values which are embedded in thecontext and culture. The thesis aims to visualize through foresight by design, plausible alternatives of sustainable future for passenger transport in Delhi to stimulate sustainable innovation developments for transportation and analyze the present innovative influences for smart mobility in Delhi and seek what can accelerate this adoption. The first part of the paper analyses how do urban planners use the discourse of smart cities and how it has defined in India. Later it describes the transformation of Delhi from 2006 to present and highlights that the future of mobility in Delhi is in question as the capital city is immersed in pollution and congestion by private as well as public transport vehicles and an everyday increase of private vehicle population. The challenge is to cater to existing problems like increasing levels of air pollution, traffic management crisis and urban population growth; analyze the drivers of change with limited infrastructure to integrate the policies, technologies, and businesses in order to develop a sustainable transportation model which fulfills the existing needs and is flexible enough to accommodate for future. The paper reveals the personalized mobility experiences of the existing users and their perspectives in order to search the greater effectiveness, efficiency, and safety through digital capabilities and services. Though future is fiction and it is a story which each of us writes every day but the changes in how people move from one point to another and their levels of ‘ digital mobility interest’ would determine the openness of the users for the future mobility solutions. The three for the future will be empowered users, changing mobility models and transforming eco-system where intelligent connectivity would unite varied rage of emerging technologies to enable smarter, healthier and more resilient and economically vibrant urban life. Thisresearch considers smart mobility by outlining current challenges, suggesting technological, infrastructural and policy solutions and distilling explorations of the future into a series of ‘user journeys.’ Further visionary examples of citizens (User personas) experiences for intelligently connected Delhi in 2050 is projected in possible pathways for an inclusive mobility design differs in significant ways from today’s systems. Walk & Feel – a New Integrated Walkability Research ApproachWalk & Feel – a New Integrated Walkability Research Approach
Walking is healthy, promotes social contacts and is a basic requirement of mobility. Nevertheless, between 1995 and 2013/14 the modal share of walking in Austria declined from 27% to 17%. However, walking is abig unknown factor in the overall transport system, as it is statistically often unrecorded. This also expresses an underestimation of the importance and positive effects of walking in the overall transport system. The term “walkability” is often used to describe the attractiveness of walking which not only includes the path quality but also attractive and animating conditions to walk. The project presented in this paper aims to develop a methodology, which should improve the conditions for pedestrians on their daily walks and increase the quality of life. A major requirement for this purpose is a comprehensive and high-quality data basis for assessing the quality of walking – leading to more insights into the needs of pedestrians. Biosensoric technology to gather physiologic data about people’s reaction concerning walking infrastructure will support this new approach. The approach will join subjective and objective methods to create a new view about perception and emotions of pedestrians. By this means it will evaluate spatial conditions like street design, built environment, perceived safety to achieve “walkability” or a more walkable infrastructure. This contribution introduces the topic, presents the state of research concerning walkability as well as a concept of a theoretical framework of the project. This includes a methodology to collect, analyse andvisualise the collected data, and further describes technologies for sensor-based measurement of perceptions and emotions while walking. Finally, the paper gives a first glance to the web-based platform, where different data sources are combined and visualised for various user groups and purposes
Die räumliche Dimension residenzieller Multilokalität, ein prädestiniertes thematisches Bindeglied zwischen Forschung und Lehre
Residenzielle Multilokalität, eine soziale Praxis bei der sich der Lebensalltag über mehrere Orte erstreckt, wurde in diversen Disziplinen als relevante Forschungsthematik identifiziert. Die räumliche Dimension und die damit verbundenen räumlichen Konsequenzen sind jedoch weitgehend unerforscht. Nach einer kurzen Einführung in die Thematik wird zunächst eine Begriffsbestimmung vorgenommen um daran anschließend auf zwei durchgeführte Forschungsseminare an der Architekturfakultät des KITs inhaltlich einzugehen. Bezugnehmend auf Robert Ezra Park und Georg Simmel wird dargestellt, warum sich gerade die Thematik der residenziellen Multilokalität in besonderer Weise für die Verknüpfung von Forschung und Lehre eignet und welchen Mehrwert eine Thematisierung in der Lehre verspricht
