    How the CEPHEI E-course Syllabus Design Was Developed and Implemented

    While the digitalization of education has been around since the 1990s, it is only since the Covid-19 pandemic that it has really taken hold in education, when universities were forced to rapidly move online and traditional patterns of teaching were no longer viable. This pushed universities to provide a blended learning environment drawing on technologies that our students, as digital natives, had already been using on a daily basis for some time. However, blended learning is only effective if underpinned by tried and tested learning frameworks—something that many universities were not prepared for when the shift to online learning took place. The Cooperative e-learning Platform for Industrial Innovation (CEPHEI) however, was already prepared and ready for this shift, as from 2017 it had been working on the development of an e-learning platform with the aim of digitizing education while also integrating the reality of professional innovation activities into the context of education according to the demands of industry. To achieve this aim, one of the first phases of the project was to identify key learning frameworks for e-course syllabus design, based on existing research, that could be used to provide recommendations for instructors in the development of their CEPHEI courses. This chapter presents the culmination of this process and provides a framework that can be used by instructors or institutions wishing to design e-learning courses.     Improve the Law’ as a Judicial Duty on the Borderlines of Free Speech: Judges as Responsible Epistemic Agents

    This paper discusses judicial duty of improving the law on epistemic grounds and claims in that regarding this obligation, it is possible to give a place to free speech from an epistemic point of view. As a requirement of having epistemic agency, judges like other human beings have epistemological responsibility. Different from the others’ responsibility, judges’ responsibility is connected to their duty of improving the law, which is required by their job as well as the idea of the rule of law and judicial professional principles. Judges should improve the law’s capacity to guide the conduct of its citizens, who are obligated to obey the law. Improving the law also improves the delivery of justice. The ways of legal interpretation and justification are important to improve it. While applying the law, judges can find the law unclear or they may encounter some norm conflicts. In these cases, they should resolve them to keep the law ‘legally in good shape’, which should meet epistemological requirements.     18 - Acoustic and mechanical properties of biofibers and their composites

    In this study, the acoustic and mechanical properties of many biofibers and their composites are presented. First, the sound absorption coefficients and transmission losses of commonly used natural fibers and their composites are presented, by clearly reporting the thickness of the samples, for three different frequency ranges (2000 Hz: high). In addition, the sound absorption coefficients (for low- and medium-frequency ranges) and noise reduction coefficients of some 40-cm-thick samples are overlaid in order to directly compare their performances. Second, the physical properties, such as the density, diameter, and length of biofibers, and mechanical properties, such as the damping (or loss factor) and Young’s modulus of biofibers and their composites, are presented in detail. For comparison purposes, the acoustic and mechanical properties of some conventional materials, such as carbon and glass fibers, are included in the tables and figures. Finally, the effects of some parameters, such as pretreatment, fiber diameter, fiber/matrix ratio, moisture content, manufacturing and machining parameters/techniques, and measurement conditions/methods, on the acoustic and mechanical properties of natural materials are presented.     In the contemporary nuclear era, power relations between the Nuclear Weapon States and others become more troubled due to Russia's invasion of Ukraine. The use of strategic nuclear weapons is highly concerning, but the case's reality would not allow this possibility. The power struggle dominant powers had experienced over the economic and military aspects combined with the Strategic Nuclear Weapons' ability to mass murder. Even though international norms do not allow such usage, we can easily argue that any NWS willingly goes down that road in the face of interest. The war in Ukraine taught us that higher structures that possess nuclear weapons with better economies dominate other states that lack such a power.     The decision regarding the distance education method in Turkey on March 15, 2020, has completely changed the learning and teaching methodology of all university students and educators, and it has been seen that all courses have started to be given with distance education. The purpose of this research is to examine the perspectives of engineering university students towards distance education during the Covid-19 pandemic. The research consists of engineering faculty students studying at various universities in the Aegean region and Russian Federation. In the research, a scanning model was used. The data of the research were collected from 520 engineering department university students from various universities in our country, according to the convenience sampling method, and through an online questionnaire filled out by the students. Thanks to this wide participation, results have been obtained that will explain the Covid-19 process related to distance education in a good way.     Anonim ortaklık yönetiminin yönetim organı vasıtasıyla gerçekleştirilmesi, anonim ortaklıklar hukukuna hakim ilkeler temelinde pay sahibinin yönetime yabancı oluşu, özden organ ilkesinin kabul görmediği bu sistemde ortak olmanın şirket yönetiminde söz sahibi olmaksonucunu doğurmayışı, pay sahibinin şirkete getirdiği yatırımını takip etmesi imkanının tanınmasının dengelenmesini zorunlu kılmıştır. Bu kapsamda pay sahibine ve esasen çoğunluğunkarşısında kalan pay sahibine tanınan katılma haklarından biri de pay sahibinin bilgi almave inceleme hakkıdır. Bu hak kural olarak genel kurulda kullanılmakla birlikte genel kuruldışında da şirkete başvurulması mümkündür. Pay sahibinin bu çabalarının sonuçsuz kalmasıdurumunda ise kanun koyucu pay sahibine TTK m.437/5 hükmü kapsamında bu haklarınımahkeme aracılığıyla ileri sürme imkânı tanımıştır. Ancak pay sahibinin bu defa bilgi almahakkından gerçek anlamda yararlanabilmesi bakımından hâkimin bu bilgi verme sürecini şekillendirmesi, belirleyici rol üstlenmesi ve sürece nezareti önemlidir. Bu kapsamda hakiminhem bilgi alma sürecinin nerede ve nasıl işleyeceğine ilişkin şartları ortaya koyması mümkünise de; esasen hakimin bilgi alma hakkının kendi huzurunda kullanılmasını emretmesinin de,hakkın özünden yararlanmanın sağlanabilmesi temelinde mümkün olabilmelidir.460223Oca
