Barriers in participative water Governance: A critical analysis of community development approaches
Participatory approaches within development programs involving common-pool resources are intended to revive a community’s role in managing these resources. Certainly, to ensure the successful and equitable use of such resources, community participation is essential. However, in many cases, attempts at applying a participatory approach often fail to genuinely engage all subgroups within a community due to assumptions of homogeneity and a lack of understanding of the deep socio-political divisions between people. As a result, development programs can be plagued by these pre-existing power relations, potentially resulting in tokenistic community participation and the continuation of elite capture of natural resources to the same extent or worse than before a development program has begun. This in turn can negatively impact good governance and the fair distribution of a common pool resource. This paper explores the use of participatory approaches in water projects, assessing to what degree power relationships impact water management programs. Using a qualitative approach, the paper identifies key challenges of participatory water governance through case studies from Turkey, India, and Sri Lanka, exploring: lack of social trust, elite capture of participatory processes, power heterogeneity and imbalances at the micro-level, and a lack of inclusive participation in decision-making. Based on the analysis of these case studies, this paper argues that it is essential for participatory development interventions to understand socio-political power relations within a community—an inherently complex and contested space. The so-called “exit strategy” of a community project play a key role to decide the project sustainability that grants the “community ownership” of the project. Can quantative analysis boost qualitiy? An empirical research for Turkish administered justice, health and education systems
Justice, health and education systems are the most important pillars of the social state. As a social state, Turkey undertakes in its Constitution to provide state administered justice(art.9), health (art. 56) and education (art. 42). Undoubtedly, the accessibility, quality and reliability of these systems would also increase the trust in the state. However, the efficiency of these relevant services is highly debated in Turkey. The aim of this research is to examine whether performance-based evaluations are included in these relevant systems and also discuss possible suggestions for all three systems. The research consists of three sections:The first section aims to evaluate the performance-based quantitative assessment in the state administered justice system in Turkey. In this system, the performance-based quantitative assessment is used mainly for the purposes of promotion of the judges and the prosecutors. The second section aims to evaluate a possible system of performance-based quantitative assessment in the public health system in Turkey. The third section aims to evaluate a possible system of performance-based quantitative assessment in the education system in Turkey. Accordingly, this research aims to analyze whether it is possible to develop high tech performance-based quantitative assessment systems to boost quality in the justice, health and education services, further to evaluate the extent of the human supervision in order to ensure the compliance to legal rights of individuals in order to prevent possible unexpected and unwanted violations(especially in the field of personal data protection) without enabling any undue influence based on subjective values.Eki
Even less visible: disadvantaged children in disadvantaged countries
In this paper, we have a quick look at the profile of developmental research in terms of its study samples, and then turn our attention to the findings of research on the COVID-19 pandemic and climate change, suggesting a notable increase in the number of people experiencing significant economic difficulties and a widening gap between the wealthy and the poor. While this is obviously a cause of concern for scientists, practitioners and policymakers, we suggest that the digital revolution which accelerated even more with the COVID-19 pandemic may open new ways to support healthy development and psychological wellbeing in socio-economically or developmentally disadvantaged populations. Moreover, acceleration of the digital transformation may also allow us to study the human mind and behaviour in countries economically categorized as 'under-developed' or 'developing', and under-represented in psychological science. Compress-store on blockchain: a decentralized data processing and immutable storage for multimedia streaming
Decentralization for data storage is a challenging problem for blockchain-based solutions as the blocksize plays a key role for scalability. In addition, specific requirements of multimedia data call for various changes in the blockchain technology internals. Considering one of the most popular applications of secure multimedia streaming, i.e., video surveillance, it is not clear how to judiciously encode incentivization, immutability, and compression into a viable ecosystem. In this study, we provide a genuine scheme that achieves this encoding for a video surveillance application. The proposed scheme provides a novel integration of data compression, immutable off-chain data storage using a new consensus protocol namely, Proof-of-WorkStore (PoWS) in order to enable fully useful work to be performed by the miner nodes of the network. Mimarlık eğitiminde bir araç ve süreç olarak prototipleme
Bir kavram ve uygulama olarak mimarlık için prototipleme, diğer alanlarda olduğu gibi somut bir çalışma modeli oluşturmanın ötesindedir. İnşa ederken tasarımın devam ettiği ve aynı anda deneyimlemenin sağlanabildiği bütünsel, öğretici bir süreci kapsar. Ayrıca prototipleme, teori ve pratik arasında gidip gelen mimarlığın alanını anlamaya yardımcı olan bir eyleme dönüşebilir. Bu tez çalışmasının amacı, prototipleme kavramının mimarlık eğitimi başta olmak üzere mimari çalışmalara dahil edilmesinin faydalarını belirlemektir. Zaman içinde, ustadan çırağa aktarılan mimarlık bilgisi bugün genellikle sanat ve mühendisliğin iç içe olduğu okullarda öğretilen formal bir sisteme dönüşmüştür. Bu duruma karşılık, eğitim sürecinde mimarlık ürünü praksisini, sadece kağıt üzerinde bir tasarım olarak var etmemek, inşa süreçlerini ve sonrasını da tahayyül etmek, tasarımcı ve öğrencisinin farklı alan potansiyelleri ile yüzleşmesini ve çözüm üretebilmesini sağlar. İnşa etmeyi mimarlık eğitim sürecine dahil etmiş programlar bu anlamda kritik örneklerdir. Bu tezde inşa pratiği prototip üretimi üzerinden okunacak ve çeşitli Tasarla-İnşa et Programları hakkında bilgiler kullanılarak değerlendirme yapılacaktır. Ek olarak, 21. yüzyılda değişen mimar ve mimarlık pratiğine bir cevap olarak, tasarım, inşa ve sonrası bir süreç olarak değerlendirilecek, inşa ederek öğrenmeyi önemseyen; AA Hooke Park, ITKE University of Stuttgart, Rural Studio, Ciudad Abierta/Open City, MEF FADA DBS/AAP olmak üzere farklı beş coğrafyadan beş programın prototiplemeye yaklaşımları, öğrenme süreçleri, katılımcıları ve kullandıkları araçlar incelenecektir.Prototyping for architecture, as a concept and practice, exceeds generating a tangible working-model as in other fields. It encompasses a holistic, instructive process in which design continues while building and by which simultaneous experience can be achieved. Also, prototyping can become an action that helps to understand the fluctuating field of architecture between theory and practice. The goal of this thesis work is to identify the benefits of incorporating the concept of prototyping to architectural studies, mainly architectural education. Over time, the architectural knowledge transferred from its master to its apprentice has turned into a formal system given in its schools at the intersection of art and engineering. In contrast to this situation, in the educational process, not only creating the architectural product praxis as a design on paper but also imagining the construction processes and after, enables the designer and the student to face different field potentials and produce solutions. Programs that include building in their education curricula are critical examples in this regard. In this thesis, the construction practice will be read through prototype production and the assessment will be done utilizing information on various Design-Build Programs. In addition, design-construction-post will be evaluated as a process in a response to the changing architect subject and architectural practice in the 21st century. The rights of the child in Turkey
Children are the core element and the future of a society. However, they are also relatively weak and thus need to be specially protected. Turkish private law, in line with the United Nations Convention on the Rights of the Child, provides a variety of rights to children. The basic rights of the children are regulated under the Turkish Civil Code of 2002. Furthermore, the Turkish Labor Code of 2003, Turkish Penal Code of 2005, Turkish Criminal Procedural Code of 2005, Child Protection Code of 2005 and the Law on the Protection of the Family and the Prevention of Violence Against Women of 2013 also provide special rights and protective measures for children. Metabolic flows of water in İstanbul in the nineteenth century: tap water, waste, and sanitation
Considering the age of socio-ecological crises in which we live, the urgency of understanding the complicated relationship between society and nature is apparent. To achieve this, unfolding the urban metabolism of cities through metabolic flows from the perspective of urban political ecology will grow increasingly essential in the future. This paper aims to explore the concept of urban political ecology as a perspective for understanding emergence of a new urban metabolism in İstanbul in the nineteenth century through metabolic flows of water. The context of “metabolic” emphasizes labor as an agent for the very production of nature as urbanized nature through tap water, waste, and sanitation. It shows the transition and the conflict between the labor-intensive urban metabolism and capital-intensive urban metabolism of İstanbul, which started in the nineteenth century.
