Management of digital libraries : challenges and opportunities redefining the contemporary information professional’s role
This paper examines digital libraries principally from the
management perspective. For the purpose of appreciating the
intrinsic concepts involved, it starts with a comprehensive
discussion of definitions, followed by basic principles pertaining to
digital libraries. Next, it gives a glimpse into a wide-ranging
spectrum of reasons as to why digital libraries are mushrooming
predominantly in the developed world and also in a few developing
countries. Reasons for the management of these types of libraries
are also brought into view. Core competencies expected of digital
librarians are outlined, in the wake of the new and continuously
dynamic technological dispensation. The paper stresses the need
for a paradigm shift in information management strategies, in as
far as digital libraries are concerned. This is considered to be
crucial if at all information professionals are to gain maximum
mileage, in their noble mission of satisfying evolving user needs.
Urgent attention ought to be directed towards managing of digital
libraries, as a means of enabling contemporary information
professionals to assert their unique role in society, not only as
information gatekeepers but as information gateways, as well

compete and get an extra edge over others. From IT perspective, it

File Formats in Digital Preservation
Digital libraries have been built all over the world. Libraries are
engaged in creating and maintaining digital libraries. One of the main
challenges in maintaining digital libraries is the digital preservation
aspect. The aim of digital preservation is to ensure that digital records are
filed and are made available throughout time. There are different digital
preservation strategies such as migration, emulation, encapsulation etc.
One of the important aspects or key part of any digital preservation
activity is the format of the document in which the digital document is
created and added in the digital library or repository. Each digital library
consists of different documents with different file formats. Due to rapid
obsolescence in hardware and software technology it is necessary for the
libraries to look into the details of the file formats such as their
characteristics, specifications of file formats, categories of file formats,
standards used for creating file formats, usability of file formats in long
term, etc. Thus file formats play an important role in any digital
preservation. This article tries to discuss about general issues related to
file formats, what challenges are there and how format representation
information is necessary in any digital preservation aspect, which file
formats are preferred formats for long term preservation as well as it will
discuss about international initiatives dealing with file formats
management registries such as PRONOM & Global Digital Format

Towards an architecture for open archive networks in Agricultural Sciences and Technology
The AGRIS Network is an international initiative based on a
collaborative network of institutions, whose aim is to promote free
access to information on science and technology in agriculture and
related subjects. The paper illustrates how the Open Access (OA) and
the Open Archive Initiative (OAI) models can be used within the
AGRIS Network as a means of solving the problems of dissemination
and exchange of agricultural research outputs. The lack of adequate
information exchange possibilities between researchers in agricultural
sciences and technology represents a significant weakness limiting their
ability to properly address the issues of agricultural development. The
OA model promotes the dissemination of research output at
international, national and regional levels thus removing the restrictions
placed by the traditional scientific publishing model. This paper

A SKOS Core approach to implementing an M2M
The proliferation of distributed digital libraries and
repositories has increased the need for improved interoperability
between terminologies in order to facilitate user access to the discrete
heterogeneous digital objects held therein. The emergence of the Simple
Knowledge Organization System (SKOS) Core is a useful development
in this context. In this paper we describe a SKOS Core approach to
implementing a web services (i.e. M2M) terminology server employing
terminology mapping and using SKOS Core to wrap terminology
responses. Aspects advantageous to this approach are explored, as are
issues and areas for future research
Towards an Institutional Knowledge Repository (IKR) at IGCAR
The collective acquired information of an organization is called
the ‘institutional knowledge’. The centralized Knowledge Repository uses
standard taxonomies to consolidate information into one place allowing
knowledge to be searched and retrieved with maximum efficiency and
accuracy. Many organizations have realized the value of institutional
knowledge and already initiated knowledge management systems that
collect, store, redistribute, utilize and ultimately leverage the institutional
knowledge for the benefit of the organization. All the organizations, in
particular the R&D institutions like IGCAR need to build knowledge
repository on its specific areas of interest. Once created, the IKR will act as
a vehicle for knowledge dissemination, sharing and transfer. This paper gives
a comprehensive view on building IKR at IGCAR

Online Bilingual Thesaurus for Subjects in the Humanities: A Case Study
A thesaurus is a useful knowledge organization tool. Growing globalization of information exchange calls for multi-lingual inter-disciplinary thesauri for use in information processing and retrieval. This paper discusses the authors’ experiences of designing and developing online bilingual thesauri for subjects mainly in the humanities: Tamil-English thesaurus for ‘classical Tamil studies’ and compares with earlier work on Farsi-Vedic Sanskrit-English thesaurus for ‘religious mysticism.’ Building corpus of terms, selection of terms, identification of relationships among concepts, structure and hyperlinking for surfing, special problems of synonyms and homonyms, determining equivalence and near-equivalence of terms in Tamil and English, Indexing of Tamil and English terms and searching are discussed. National Libraries and the Semantic Web: Requirements and Applications
Semantics are an integral part of bibliographic (meta-)data
including authority files. So far, however, there have been only
rudimentary attempts to make those data visible on the Semantic Web.
This paper presents a sketch of what (national) libraries will need to
supply in order to allow for broad use of their data on the Semantic
Web. The main points are persistent URIs for all entities, a set of welldefined
vocabularies to describe the data, and the provision of query
interfaces suitable for the Semantic Web. In the final section three
current projects from the German National Library are presented, in
which the semantics of bibliographic data is presented using Semantic
Web techniques
