A generalized approach to content creation using knowledge base systems
Library and information Institutions and centers all over the world are
attempting to convert their holding into electronic storage. Collections of
library document are accessed by users for their analytical and
interpretational activities in research, academic consultation occupations
and developmental work. Quickly finding an article in the Microsoft
Knowledge Base through search by using content keywords and query
words is an essential requirement of the present era. Using the keywords
and query words that are listed in one article may help find other articles
that have similar content. However, some query words are only used for
older content and may not help you find the most current
information.Protégé is a free, open source ontology editor and knowledgebase
framework.The Protégé platform supports two main ways of modeling
ontology’s via the Protégé-Frames and Protégé-OWL editors. Protégé
ontologies can be exported into a variety of formats. It works on the
principles of using classes, slots, forms, instances, queries. Classes can have
subclasses. Slots are the templates for each class through which data can be
entered. Forms set the indexed instance set up. Instances are the data entry
display forms using the defined slots. Queries are the search mechanisms
through the metadata. Content creation is the ultimate unit of information.
It has tremendous use in day-to-day life.It has significant role in decision
making. The need of content management system started appearing
effectively and efficiently since time immemorial. For creating an
knowledge based system, the system designer has to select 4 basic elements.
They are: Cards (Records), Thesaurus, Class no, Indexing. These
components of the system are connected to the scope and application of the
subject matter to which the content belongs to. The components are data
about the content assertions . In this way it is easier to store, organize,
process and retrieve the information. The Content Knowledge Base
guided search allows users to find precise content technical information,
Developer Centered articles, and information service. The institutional
guided search functionality lets users fine-tune their queries based on
established categories
Evaluation of Health Information on the Web
There is a growing number of websites containing patient
or consumer health information. The assumption is that patients should
be able to become knowledgeable about their health conditions and
become more involved in the management of their own health, but there
are concerns about the validity of the information to be found on the
Web. The goal of this research is to develop a system that evaluates
websites containing educational information about Inflammatory Bowel
Disease (IBD) to determine their quality and appropriateness for
consumers. A small number of websites on IBD were evaluated
manually by experts in the field. A number of different approaches
based on machine learning algorithms evaluate websites as Excellent,
Informative or Not Useful. Results of this approach are promising, but
inconclusive as the dataset of websites for training and testing was not
sufficiently large for any real conclusions to be made
Institutional repositories for knowledge management in academic and research institutions
Information Retrieval Systems (IRS) provide a simple, Webbased
mechanism to researchers to deposit (‘self-archive’) and access
their research publications. There are many world renowned open
source IR softwares available such as EPrints, DSpace, FEDORA,
ARNO, i-TOR, CDSWare etc. Each of this software has a host of
features, unique facilities and excellent capabilities, which the users
could explore and experiment upon. In this paper we emphasize the
need for deploying interoperable open access IRs, and share our
experience in creating a state-of-art scholarly Institutional Repository
using the DSpace software. The system development and
administration illustrated in this paper is on Windows environment as
we have observed that a large majority of the library professionals in
India are more familiar and comfortable with the Microsoft operating
system, though strictly speaking, an open source operating environment
for an open source IR software would have been more desirable. The
method of developing the IR, which include the institutional open
access policies, the installation, configuration and customization of the
software along with the related workflow operations such as defining
the communities and collections, content development and
management, designing and creating standard metadata sets are also
illustrated

Content is the precious and useful to anyone, but right
content in right form is the most effective to the right users. In digital
environment, most of the information seekers increasingly depend upon
the Web for digital contents but have no clue how to retrieve intended
information; which led to the demand for content organization and

Information needs assessment in digital environment
The information needs represent gaps in the current knowledge
of the user. The professional can assess the information needs of clientele at
two levels: first, by analyzing the characteristics of the community served;
and second, by analyzing the needs of specific individuals when and where
they seek information. Assessment of information need typically occurs
through a communication process called interview of information user. The
process of assessment of information need through interview can be divided
in eight stages. These are determining the purpose, researching the topic,
selecting interviewees, structuring the interview, conducting the interview,
preparing the report, presenting the report and feedback & further
refinement. These have been changed in digital era due to introduction of
Internet, e-mail, online groups and blogs. Identifying information needs is a
complex process as some of the respondents may think that it is a wastage
of time as it is a somewhat time taking process and may attempt to test
whether the information provider will provide the information or not. This
paper takes up the change brought up due to introduction of digital means in

ETD Policies, Strategies and Initiatives in India: A Critical Appraisal
The fruits of research from the formal research programmes of conventional universities and academic research institutions in India were under-utilized as the access to theses, dissertations and research reports were very limited to the next generation researchers and scholars. Modern information and communication technology (ICT) acts as an effective intervener for paradigm shifting from closed access theses and dissertations to open access electronic theses and dissertations (ETD). Now, the researchers in national institutions and universities in India have greater access to research literature, due to subscription to many e-journals and scholarly databases in most subject areas. But, the access to thesis and dissertation literature is very limited due to lack of national databases of theses and dissertations, both in bibliographic and full-text formats. Recently, India's University Grants Commission enacted “UGC (Submission of Metadata and Full-text of Doctoral Theses in Electronic Format) Regulations, 2005” to strengthen national capability of producing electronic theses and dissertations, and, to maintain university-level and national level databases of theses and dissertations. Some elite research institutions, such as Indian Institute of Science, have already started providing access to ETDs through open access archives. Some other institutions have taken initiatives to provide access to ETDs only through intranet (within the campus). The Vidyanidhi, INDEST Consortium, CSIR and INFLIBNET Centre are working towards implementation of open access ETD and/or bibliographic databases of theses and dissertations, but they also have some limitations. National policies on open access to ETD and other research literature, particularly the public funded ones, are yet to be ready. In India, some advocacy and pressure groups also exist that support open access to scholarly literature. Present paper explores the policy frameworks, strategic dimensions and analyses SWOT (strengths, weaknesses, opportunities and threats) of existing ETD initiatives in India.NDLT
Scholarly communication in a digital world: the role of the digital repository at the Raman Research Institute
Information and communication technologies have changed the landscape of information handling activities. The proliferation of electronic resources and a paradigm shift from print to electronic format of journals, has led to another crisis due to the escalating costs of electronic resources, dwindling library budgets and cuts in journal subscriptions. Libraries have tried to overcome this situation by a dual approach, viz. consortia deals on one hand to access more information with optimal payment and open access scholarly publishing and communication on a worldwide basis on the other hand. In the last few years, the Open Access Movement has been gaining momentum and
many journal publishers are also supporting this cause. With the availability of open source software for creating repositories, many institutes have established institutional repositories in support of open access. Realizing the importance and the benefits of such a repository at the institute level, RRI Library has set up the RRI Digital Repository. In this paper, we describe the growth and evolution of the repository, the problems encountered, the solutions explored, the strategies formulated to add relevant content and finally lessons learnt while executing the project

Digital collection building : a case study
The Digital Library plays an important role in creating, preserving,
indexing, and retrieving the various forms of digital assets. The
ISRO HQ Digital Library provides cost effective facility for
systematic archiving of research results and other
documents of the institution. This paper discusses about
various E-collections at ISRO HQ Library and explains the
infrastructure (Hardware, Software and Network) and other
requirements for creating and managing E-collections. It
provides web-based mechanism to deposit and access the
same to the user community on to their desktop through
ISRO SPACENET (Intranet). This paper illustrates how
to set up Digital Library using DSpace software and how
to create different communities and under each community,
many collections and how to customize the metadata fields
according to institutional requirement
