Creation of Digital Libraries in Indian Languages Using Unicode
Unicode is 16-bit code for character representation in a computer.
Unicode is designed by Unicode consortium. It represents almost all
the world script including extinct many of extinct scripts like Bramhi
and Kharosthi. ISCII is another code developed for to represent the
Indian characters in computer but there are problems with character
representation using ISCII. It is found that Unicode can solve the
problem. This paper suggests measures for creation of Digital
library in Indic languages and the problem associated with Unicode
Metadata Crosswalks with MarcEdit using XSLT
Retro-conversion tools are heavily used in libraries for data
exchange. The advent of Web has brought the concept of
Digital libraries and semantic web. This movement has
increased the use of metadata from different domains. In such
a situation libraries often feel to convert web based metadata
schema to their native metadata schema. XSL Transformation
is a wonderful tool for such kind of conversion which is used by
MarcEdit, a bibliographic data editor designed at Oregon
State University. This paper is a tutorial for using XSLT and
MarcEdit
Identification Schemes for Digital Resources
This paper discusses the various naming and addressing
systems used to identify and locate resources in the digital
environment. There are various schemes that have been
developed for this purpose, like, URL, URN, URC schemes
developed by the IETF (Internet Engineering Task Force),
PURL developed at OCLC. The publishing industry also has
developed the Digital Object Identifier (DOI), which is being
used for rights management of intellectual property. The
specifications and the working of URLs, URNs, PURLs,
Handles and DOIs are discussed in detail in this paper

Copyright and Digital Libraries
This paper discusses the copyright Act of India in the context of
digital libraries. The copyright Act prevents the unauthorized use of
authors’ original work in India. With the current technological
developments in Information Technology, information can be
accessed easily. Current copyright law does not discuss about the
digitization aspect – particularly its storage, use in the network
environment and fair use in the digital environment. However to a
great extent, the latest amendments of copyright act discuss about
the computer software, piracy etc. This paper discusses the IT act,

Digital Information Preservation
Digital technologies present a preservation solution for the
documents in the libraries with increased access to digitized
documents over the electronic networks. Digital technology as well
as all other associated Internet and Web technologies is in a
continuous flux of change. The digital librarian is threatened by
”techno obsolescence” and transitory standards. In recent decades,
many major libraries and archives have established formal
preservation programs for traditional materials which include
regular allocation of resources for preservation, preventive
measures to arrest deterioration of materials, remedial measures to
restore the usability of selected materials, and the incorporation of
preservation needs and requirements into overall program planning.

An Overview of the Semantic Web
The phenomenal growth of content on the Web has made it
difficult to locate, organize, and retrieve information. One way
to cope is to automate these tasks. But because of the
complexity of natural-language processing, we still do not have
machines that can understand and analyze the content on the
Web as humans do. The main idea behind the Semantic Web is
to develop technologies and applications that will make the
machines to understand information semantically and perform
