    The main purposes of this year were to develop the accurate and reliable career information to publish three kinds of career information related productsa Career Information Book of 2014 for teachers and parents, a career guidance program manual for teachers which utilizes the Career Information Book of 2012 to 2014 as the main sources, and two storytelling posters for students. In addition, for dissemination and diffusion of the research outcomes, a seminar was held on 30th of October, 2014 with more than 200 teachers and researchers at the field of special education.

    The employment rate has increased with the pre-employment․post-entrance into a college support policy of the last MB government to invigorate employment of a high school graduates. Although there is a difference by type of the College of further education targeting in-service workers, the number of participating colleges is sharply increasing. However, the quantitative expansion of department establishment of college of further education at the education supply level doesn't result from reflection of exact survey results or industries' educational needs by region or industry of college of further education demand of high school workers. The problems of the entrance quota securement and the quality of education are serious because most of the colleges expand the department establishment for the student securement. It needs to come up with plans for construction of operation support system, amendment and improvement of the related laws, substantiality of curriculum operation, invigoration of the system operation, and support for participating subjects to normalize the college of further education and substantialize operation. The aim of the research is to implement the precise diagnosis on the actual condition and the problems of the college of further educational operation and seek the substantial, political plans of further educational operation. The research also used the following methods: literature review, field interviews, experts conferences, and actual condition surveys to draw objective, valid results

    Every 4 years since 1998, Korean Research Institute for Vocational Education and Training(KRIVET) has been conducting a survey targeting the people in Korea on Korean’s occupational consciousness. The research of 2014 is the 5th study. The purpose of this research is to observe the occupational consciousness of Koreans of 2014, and the reality of the work ethics and the aspects of transition through the time series analysis of 2006 and 2010. Also, with the socio economic change, the newest issues that are closely related to the occupational world and the aspects of the labor market, such as job and happiness, vocation, maladjustment of the new employees, the recognition on unfairness, the competency centered society, and on the Work Smart, have been investigated.

    The purpose of the study is to suggest what direction skills development for elderly workers should be realized in companies and in what direction skill development policies should be developed in response to making the extension of the retirement age mandatory. This study’s results are as follows: First, the participation ratio for the vocational training of the elderly workers was lower than that of young and middle-aged workers. Moreover, voluntary participation rate of the elderly workers themselves was very low. Second, the execution of the elderly worker’s vocational training did have an effect on the increase in productivity. However, its effect is lower than that of young and middle-aged workers. ...

    근로빈곤층 자립지원을 위한 직업능력개발 연계 방안 연구

    This study investigates the roles of vocational skills development policy in supporting self sufficiency of working poor. Focus is given to income maintenance, employment service, and employment incentives, and a critical assesment is made of the roles and positions of skills development policy in terms of the linkage to these policy packages. Delineating the concept, composition, and the roles of vocational skills development policy in supporting self-sufficiency of working poor, self-sufficiency is defined as ‘exiting poverty through labor market entry and staying ’out of poverty’ status by employment retention’. To achieve self sufficiency of working poor, the configuration of income maintenance, employment incentives, and employment services needs to be established in a more concrete manner. The roles of vocational skills development policy deserve scrutiny as the welfare benefits are being transformed into individually tailored benefits under the National Basic Living Security System.

    The study aims to analyze the level of specialization and industry-academic cooperation of local universities in Korea, then suggest specialization strategies through industry-academic cooperation. Although government provides ways to measure the specialization and industry-academic cooperation level of universities, the indicators existing are limited to certain programs and are not adequate to measure all the universities' cases. Therefore, this study developed indicators to measure the specialization and industry-academic cooperation level of universities. To develop the indicators, we asked experts to weigh the importance of indicators through AHP survey methods. Finally we developed nine indicators for specialization level of universities, and twelve indicators for industry-academic cooperation level of universities. With the indicators developed, we collected 202 college data from 'the information service of higher education in Korea' website and 'the information service of specialization of higher education in Korea' website.

    Facing these issues, this study attempted to explore into the workplace bullying in manufacturing industry. Firstly, literature review was conducted examining the research conducted within and outside of South Korea. The anti-workplace bullying legislation of Norway, Belgium, and Canada were also discussed. The review of the literature and legal legislation highlighted the lack of the research into workplace bullying and of the policy support for bullying intervention.

    Higher vocational education institutes have contributed to the development of the Korean economy by meeting the needs of manpower from industries. Expansion of these institutes have greatly increased the competitive environment for higher vocational education system in the past. However, they do not now actively respond in recent times to the various needs from labor market, population structure, and advent of life-long learning society. Many critics point out that these institutes have almost same functions and they are not fully diversified or differentiated according to their original missions. That is why these institutes are undergoing major changes in accordance with the Government’s initiatives in recent years. They focus on specialization and restructuring of various higher education systems including junior colleges. As a reform policy of these initiatives, the present Government is trying to launch' New Junior College System’, which will have functions of granting Bachelor’s degrees and master degrees.
