魚梁瀬森林鉄道、保存・活用のこれまでの取り組み

ただいまご紹介をいただきました、中芸地域森林鉄道遺産を保存・活用する会の会長
をしております、清岡と言います。私は魚梁瀬森林鉄道への取り組みについてご報告を
させていただくことになっております。どうかよろしくお願いいたします。座って説明
をさせていただきます。
最初に、この森林鉄道への取り組みは馬路村で始まりましたので、馬路村での取り組
みから報告をさせていただきたいと思います。馬路村での取り組みは、昭和63年に開催
をしました、森林鉄道の思い出を語る会がきっかけでございまして、この会の開催を契
機にして、村おこし事業の一つとして復元に組むことになりました。
このパーポイントの新聞記事は森林鉄道の思い出を語る会を開催したときのものでご
ざいます。まず、最初に取り組んだのが、魚梁瀬の公園の片隅に置いてあった野村式機
関車の修復でした。修復は、平成元年に南国市の株式会社垣内で行いました。平成元年
の７月に工場に持ち込み、10月には修復が終わっております。
そして、次に取り組んだのが、この機関車を走らせることでした。この機関車は魚梁
瀬地区の所有でしたので、魚梁瀬で走らす必要があったわけですが、魚梁瀬地区は平地
が少なく、それに軌道跡は大半が水没しており、走らせるような場所がありませんでし
た。それと、機関車を走らせるとなりますと、鉄道事業法に接触し、簡単に運輸局の許
可が下りないという難題がありました。
そのような状況の中で模索をしていたところ、北海道の丸瀬布が８の字型に線路を敷
いて、一度も止まらずに元に戻ってくる方式で機関車を走らせておりました。この方法
であれば機関車の移動にはならず、法に接触をせず、遊園地の乗り物として取り扱われ
ることが分かりました。ちょうどこのとき、魚梁瀬丸山台地のダムの一部を埋め立てて
公園にする計画が進んでおりましたので、この公園の外周を走らせることにしました。
ここがその予定地でございます。
平成３年５月に魚梁瀬の丸山公園に１周400メートルの線路を敷きまして、保存鉄道
が完成をしました。そして、７月28日に約500人の方に参加をしてもらって、オープンを

いたしました。魚梁瀬地区で機関車を走らせるようになりますと、本村の馬路地区でも
走らせてほしいという要望が出てくるようになりました。馬路地区で同じような機関車
を作って走らすことには、魚梁瀬地区から強い反対がありましたので、馬路地区では魚
梁瀬森林鉄道の初期に活躍をしたポーターの蒸気機関車を３分の２の大きさに縮尺して
つくり走らせることになりました。この機関車は、最初、蒸気で走らせることも考えま
したが、予算やメンテナンス等のこともありまして、最終的には動力はディーゼルにし
ております。
馬路地区のミニ森林鉄道は、馬路温泉前に平成６年にオープンをいたしました。距離
は300メートル、路線幅は508ミリです。ちなみに、魚梁瀬の森林鉄道の線路幅は762ミリ
でございます。馬路地区の森林鉄道はミニ森林鉄道ですので、インパクトが弱いという
ことで、インクラインという装置が活躍をした時代がありましたので、この装置をイメー
ジしたケーブルカーを平成７年に馬路温泉前の山に設置しました。右の写真が設置をし
たインクラインで、左の写真が実際にあったインクラインです。以上が馬路村での取り
組みの概要でございます。
次に、「中芸地区森林鉄道遺産を保存・活用する会」の取り組みについて報告をいたし
ます。会を作るきっかけは、平成12、13年にかけて、文化庁と県が高知県の近代化産業
遺産の調査をしたことがあります。この調査で、魚梁瀬森林鉄道の遺構が高く評価を受
けました。このことがきっかけになりまして、平成17年12月に、中芸５カ町村の森林鉄
道に関心のある仲間が集まって、「中芸地区森林鉄道遺産を保存・活用する会」を結成し
て、森林鉄道遺産を生かした取り組みをすることになりました。
この会は、結成当初は、魚梁瀬森林鉄道遺産の調査事業に力を入れまして、平成18年、
19年の２年間をかけて、「奈良文化財研究所」に、魚梁瀬森林鉄道本線に点在する隧道、
橋梁、石積等の遺構について詳細な調査を行っていただき、平成20年３月に報告書にま
とめていただきました。これがその報告書で、ページ数にして170ページにまとめてお
ります。
この調査報告書が完成したことによって、県が経済産業省の「近代化産業遺産群」に
申請をしてくださいまして、平成21年２月に隧道や橋梁など９物件が認定を受けました。
そして引き続き、文化庁に重要文化財指定の申請を行い、平成21年４月に、旧魚梁瀬森
林鉄道施設18物件を、重要文化財に指定するよう、文化庁・文化審議会が文部科学大臣
に答申をしてくださり、６月に官報に指定の告示がなされました。
これを受けて、平成21年10月に重文指定記念シンポジウムを開催いたしました。この
重文指定によって、ＪＴＢなどの旅行会社等からも注目されるようになりまして、平成

22年６月より大阪等からの観光バスの受け入れを開始致しました。
見学者への対応策として、森林鉄道が活躍していた時代の写真、歴史、それと重文指
定になった18物件の遺産の案内地図からなるガイドマップを作成いたしました。それか
ら、DVDも作りました。
そして、平成23年度は、この年が魚梁瀬森林鉄道、田野・馬路間が開通してから100周
年になることから、23年、24年の２年間をかけて記念イベントを開催することになりま
した。23年度の主要イベントとしては、田野町ふれあいセンターで中芸５カ町村の郷土
芸能や、各種団体の意見発表、森林鉄道の写真展、屋外では機関車の体験乗車、５カ町
村の特産物の販売などを行いました。
また、六つの部会を作りまして、次のような事業も行いました。隧道カフェ部会では、
隧道の石積の魅力や、音響が良いのを利用して、構内でジャズの生バンドによるコンサー
トを行いました。この隧道でのコンサートは大変人気がありまして、記念イベント終了
後も続けております。昨年行われました東部博では期間中に５回開催いたしました。
写真コンテスト部会では、魚梁瀬森林鉄道をテーマにした写真コンテストを行いまし
た。また、記念グッズ部会では、レールの文鎮や、魚梁瀬杉の通行手形など、将来に向
けてのお土産品の開発に取り組みました。ウオーキング部会では、軌道跡を歩くウオー
キングを実施しました。駅弁部会では、各町村が「森林鉄道の駅弁」を試作して販売を
いたしました。テーマソング部会では『魚梁瀬森林鉄道今日も行く』というテーマソン
グを作り、CDにしました。
平成24年度は、100周年記念事業の２年目の事業として、全国の仲間と交流や情報交換
を目的とした、「全国せまい線路サミットin高知」を、森林鉄道の復元運動を最初に始め
た魚梁瀬で開催いたしました。
記念イベント事業以外では、23年、24年の２年間をかけて魚梁瀬森林鉄道支線跡調査
事業にも取り組みました。この事業は平成25年２月にこのような144ページにまとめた
調査報告書を作成しております。こちらは支線跡の写真です。魚梁瀬森林鉄道には多く
の支線がありましたが、支線跡にはこの写真のように、昔の森林鉄道が活躍をしていた
時代の面影を残すものがたくさん残っております。遺産価値は高くないかもしれません
が、本線と違った魅力があります。
そこで平成25年度には、この支線に関心を持ってもらう事業として、支線跡を歩き、
現地で山の仕事の体験談等を聞いたり、樹齢800年の大杉を見学したりするツアーを開
催いたしました。そして、平成26年度から、調査した支線跡の中から朝日出支線跡を選
んで、整備をすることになりました。あらかたの整備ができた平成26年度末には、支線

跡を歩くモニターツアーも実施いたしました。
そして、昨年27年度には、東部９市町村による博覧会が開催され、中芸地区では主要
イベントとして、「魚梁瀬森林鉄道アート＆ライブ事業」を開催しました。
このイベントは、５月から10月までの期間中に、中芸地区５カ町村の隧道などの森林
鉄道跡で５回ライブや、キャンドルの照明で遺構を演出するアート展を行ないました。
また、北川村モネの庭の、東部博パビリオンでは、魚梁瀬森林鉄道ジオラマ展を開催
いたしました。
以上が、今日までの魚梁瀬森林鉄道を生かした取り組みでございます。10分というこ
とでしたので、概略しか報告できませんでしたが、私の報告を終わらせていただきます

Abstract
Quantitative samplings of benthic invertebrates in
streams usually take a great deal of effort and time, due to
sorting and identification of small individuals. The aim of
this study is to find the patterns of increase in the
cumulative individual number and biomass per unit area
when individuals of smaller size classes are taken into
consideration. Qualitative samplings were conducted at
two upstream sites of the Niyodo and Kagami Rivers,
Kochi Prefecture, western Japan, in October 2015 to
August 2016. The benthic invertebrate community was
dominated by the Baetidae and Heptageniidae (order
Ephemeroptera) in individual number, whereas the
dominant taxa in biomass differed between seasons and
sites. The number of individuals with body length greater
than 5 mm accounted for at most 30% of the whole
invertebrate community. In contrast, the biomass of
individuals with body length greater than 5 mm
accounted for at least 70% of the whole invertebrate
community indicate values excluding freshwater crabs.
The cumulative number of individuals when smaller size
classes of 1-mm intervals were included into the size
class of individuals with body length greater than 5 mm
was shown to increase linearly. In an analogous way, the
cumulative biomass was shown to increase in a saturating
manner.

Abstract
The Japanese river otter, Lutra lutra nippon, is an
extinct species in Japan that had a wide range of the
habitat including terrestrial, riverine and coastal
ecosystems. However, little is known for its distribution,
because the population markedly decreased due to
overhunting before intensive research on ecology of the
species. Based on private material and hearing
investigation on the information related to the Japanese
river otter, as well as the published literature, the
distribution of its habitat on Shikoku Island was analyzed
using a species distribution model. The number of the
information declined since 1940s. In the 1980s the
information was limited to the southwestern part of
Shikoku Island including Tosa Shimizu City and
Kuroshio and Naka Tosa Towns in Kochi Prefecture. The
analysis showed that the probability of the potential
habitat was 0.04% at most when elevation, inclination,
types of land use, and total river length were taken into
consideration as the explanatory variables with regard to
terrestrial landscape. It also revealed that the
southwestern part of Shikoku Island corresponded to the
region with geographic conditions that the coastline was
deeply indented and that the human population was
relatively low.
