Abstract
Riparian forests have unique but essential ecosystem
functions; however, the majority of these forests in the
warm temperate regions of Japan were lost by land-

development across the twentieth century. For maximizing
local ecosystem functions, conservation and restoration
of riparian forests becomes an important issue. In this
study, we surveyed land-use and forest vegetation along
riparian zones in the Nakanokawa River, central Kochi,
and assessed restoration potential of a riparian forest. The
land-use survey showed that the most study areas,
including the areas near river channel, were covered by
conifer plantations. Conifer plantations mixed with
broad-leaved trees were distributed on steep slopes.
Natural or secondary broad leaved forests that be
functioning as seed source for riparian forest restoration
were found in upstream steeply sites, although these
forests were small and isolated. By forest species
composition survey, several riparian plants were found in
the conifer plantations; however, species and abundance
were varied with mode and form of life and dispersal
type. These results suggest that in the Nakanokawa River
Basin, riparian forests dominated by natural broad-
leaved trees could be regenerate by conifer plantation
managements; however, candidate sites for restoration
should be selected by considering distance from seed
source and topographical conditions.

I wish to thank Dr. Akira Tominaga of Kochi University
and Dr. Ching Nen Nathan Chen of the National Sun Yat-sen
University for inviting me to present a paper at the 9
th
Kuroshio Science Symposium held at Kaoshiung City, Taiwan
in November 2015.
The first venue in this collaborative program was the
Joint Kuroshio Workshop held at the Graduate School of
Kuroshio Science at the Asakura Campus of Kochi University
in November 2007, where I was invited to present an overview
on “Recent advances in the management of marine protected
areas in the Philippines”. Eight years after (2015), I was again
invited to provide an update on the same subject, so I presented
our study on “Considerations in establishing networks of marine
protected areas in Central Philippines”, which discussed how
networking is currently being implemented to enhance the
impact of protective management from individual efforts as
the usual practice in the past, to coordinated ones covering
much larger and ecologically connected areas in more recent
years.
The Symposium itself provides a venue for presenting not
only studies from its participating institutions, initially from
Taiwan, Japan and the Philippines, but also of collaborations
between institutions from various countries as well. This year,
several foreign PhD students in Japanese universities
presented aspects of their work, along with the participation of
many more scientists coming from other institutions, including
the University of Guam located “further upstream” of the
Kuroshio. Indeed, this program has grown in the direction it
initially set nine years ago, not only involving more
individuals, but more collaborations as well.
I hope that the rich mix of participants and wide range of
topics in the last symposium spawn even more collaborations
between students and scientists with different affiliations. It
would be good to see the work not only of Filipino graduate
students in Japan or Taiwan, but of Japanese, Taiwanese and
other foreign students as well working in the Philippines. It is
through such diversity of shared knowledge that we can better
understand the environment, people and culture of the
Kuroshio. I hope the Consortium continues to grow along this
path in the coming years.

The Philippines being an archipelagic country showed
great biodiversity on the seaweed resources (Trono 1999,
Ganzon-Fortes 2012, Ang et al. 2013). These has been a very
essential and indispensable component in the marine
ecosystem as primary producers, along with phytoplankton
and seagrasses. These has always been an integral part and
crucial resources on the lives of the coastal communities’ time
immemorial.
They have been used primarily as food for human
consumption, feeds for domesticated animals, fertilizer for
plants, insect repellant, traditional medicine and others. At
present time, some seaweed species is being commercially
cultivated in the Philippines i. e., Eucheuma, Kappaphycus,
Gracilaria, etc. to extract natural products i.e., agar, alginates
and carrageenan for industrial, commercial and medical
purposes.
Ecologically, seaweed ecosystem provides major food
source for higher trophic level organisms alongside with
seagrasses and mangroves; shelter and nursing grounds to
other marine organisms; coral reef builders; source of
sediments; substrate stabilizer and carbon dioxide sink.
Even with these great importance on their ecological and
economical aspects, these marine resources are still neglected
in terms of their protection and conservation. Most especially
being included as part of a Marine Protected Area (MPA).
More so, there are already some MPAs that are highly efficient
on including seaweed community and might produces
beneficial advantage to the whole coastal ecosystems.
In the case of Cagayan region, some of the municipality i.
e., Gonzaga and Sta. Ana included a part of the seaweed
community in their MPAs coinciding with hectares of seaweed
beds outside the MPAs (ca. 14 ha of whole coastline).
Seaweeds was allowed to be harvested only during the months
of January to April on marine reserves but not on marine
sanctuary with proper harvesting method i. e., gleaning
(Source: Management Plan of Tapel, San Jose and Casitan
MPAs in Gonzaga & Palaui Island Protected Landscape and
Seascape in Sta. Ana).
Some of the commercially important seaweed resources
included are: greens (Caulerpa, Codium, Chaetomorpha,
Chlorodesmis, Halimeda, Valonia, Ulva); browns (Dictyota,
Padina, Sargassum, Turbinaria) and reds (Eucheuma, Gelidiella,
Gracilaria, Halymenia, Kappaphycus. Furthermore, a sound
and reliable study should be conducted to establish the
beneficial effect of the inclusion of these seaweed beds/
resources in the MPAs.
