Efficient administration of the universities and institutions of higher
education has assumed a paramount importance in the wake of emerging
challenges before the tertiary education. University education has manifold
functions to discharge. Pursuit of excellence in knowledge and advancement of
knowledge have so far been the main functions of university education. This
approach, however, is no longer adequate in the context of rapid national
development, social change and globalization. The function of a university
today is not only to enable the students to attain excellence in knowledge, but
also to contribute directly to national development and to furnish intellectual
and moral leadership to the community at large. Today, when the nations
across the globe are struggling to march towards the establishment of an
egalitarian society, based on political and economic justice and social equality,
university education can no longer remain a passive spectator. Thus, the goal of
university education has a dual character; firstly the pursuit of knowledge and
the attainment of excellence in different disciplines and secondly the
development of a sense of ethos which makes the university community
conscious of its obligations to the community at large. Educational
administrators thus have an onus to play a key role in continuously marching
ahead to achieve the desired goals.
Educational administrators provide instructional leadership as well as
manage the day-to-day activities in the colleges and universities. They set
educational standards and goals and establish the policies and procedures to
carry them out. They also supervise managers, support staff, teachers,
counselors, librarians, coaches, and others. They develop academic programs;
monitor students’ educational progress; train and motivate teachers and other
staff; manage guidance and other student services; administer record keeping;
prepare budgets; handle relations with parents, prospective and current
students, employers and the community; and perform many other duties. In universities, responsibilities are divided among many administrators, each with
a specific function. Educational administrators must possess the essential
qualities of leadership, determination, confidence, innovativeness, and
motivation.
Recent studies have suggested that the academic department forms the
nucleus of the university enterprise. The role of the academic department head
in higher education is judged to be an important aspect of institutional
leadership. The chair of an academic department in a college or university
