Quality Education for All: Colombia’s Partnership with the Republic of Korea to Expand Learning Opportunities through ICT, 2012–15
In Colombia, a country of vast geographic, ethnic, and cultural diversity, students’ place of residence and socioeconomic status heavily determine educational outcomes. Since the early 1990s, the Colombian government has sought to bridge the regional education gap and strengthen public education by harnessing the power of information and communication technology (ICT).
In 2012, the Colombian Ministry of National Education partnered with the Republic of Korea to launch a project that aimed to improve the quality and equity of education through the use of ICT across Colombia.
From the outset, the education ministry faced significant capacity challenges because few teachers had strong ICT skills and the country lacked programmers and instructional designers, particularly outside of the capital, Bogotá. With the support of Korean experts in ICT in education, the ministry recruited and trained hundreds of content developers and teachers through five Regional Education Innovation Centers, which were equipped with ICT infrastructure for digital content development and teacher training. Given the large number of actors involved, all spread across the country, strong leadership and teamwork were key to ensuring smooth coordination and continued engagement of the education community.
By 2015, the five regional centers had produced more than 33,000 pieces of digital education content that were freely available through an online portal called Colombia Aprende (Colombia Learns). The centers also trained more than 16,000 teachers on how to develop their own digital content and use it in their classrooms. However, as of 2019, sustainability challenges remained—in particular, in ensuring that the centers continued to function as hubs to drive innovation in education and reduce the regional education gap across Colombia

Financial Sustainability of Nonprofit Organizations: Determinants of Fundraising Campaigns on Donation Intention
Purpose: As nonprofit organizations have made strides in international development, ensuring financial resources has become pivotal to determine what nonprofits strive for and how they perform with the budget generated without efforts for profit-making. The purpose of this research aims to investigate the determinants of donation intention that are affected by television fundraising campaigns in order to improve financial sustainability. This study applied the effects of emotional sympathy, economic value, accountability, relevance, and sustainability on donation intention. Research design, data, and methodology: This study collected data via an online survey by classifying respondents based on donation experiences and applied statistical analyses such as factor analysis, regression, and ANOVA. This study selected television fundraising campaigns aligned with criteria of the Sustainable Development Goals (SDGs). Results: The results of this study showed that emotional sympathy was a dominant variable regardless of previous donation experiences, while economic value was significant for inexperienced donors.
Conclusions: The results provide implications to nonprofit organizations for fundraising as to what aspects need to be addressed in order to draw donors’ motivation for giving behavior. Given efforts for successful implementation of development agenda, it is fundamental to establish financial sustainability of nonprofit organizations and build up public awareness.2
Has the University Enrolment Policy Had Positive Effect on Graduates’ Employment and Earnings in Korea?
이 연구는 2000년대 초반 이후 정부가 실시해온 대학입학정원 감축 정책이 전문대학과 4년제 일반대학 졸업자의 취업률 및 임금에 미치는 영향을 분석함으로써 대학입학정원 감축 정책의 효과성을 살펴보고자 실시하였다. 연구목적 실현을 위해 고교 졸업생 수 대비 대학입학정원의 변화 추이 전망, 전문대학과 4년제 일반대학의 학생 수, 졸업생 수, 그리고 취업률 변화 추이, 고졸자 대비 대학졸업자의 상대적 임금 우위 변화 추이 등을 분석하였다. 분석 결과, 그간 정부의 대학입학정원감축 정책은 전문대 졸업자의 취업률 유지 내지는 증가에 긍정적 영향을 주었으나, 대졸 학력자의 고졸자 대비 상대적 임금 우위를 유지하거나 상승시키는데 기여하지는 못한 것으로 나타났다. 연구결과에 기초하여 향후 지금까지보다 더 적극적인 정원감축이 이루어질 필요가 있으며, 이를 위해 정부는 학교급별·계열별 대학 정원 조정방향을 제시하고, 강제적 조정보다는 시장에서의 대학교육 소비자와 대학의 합리적 선택에 의한 정원조정이 일어날 수 있도록 유도하는 정책을 실시할 것을 제언하였다
Immigration and Invention: Evidence from the Quota Acts
Inventions often economize on labor, so economists have long posited that scarce labor should encourage invention (Hicks, 1932). But the production of new inventions can require a division of labor and economies of scale that require plentiful labor instead. We provide the first causal evidence of mass immigration’s effect on invention, using variation induced by 1920s quotas, which ended history’s largest international migration. Inventors in cities and industries exposed to fewer low-skilled immigrants applied for fewer patents. Industries with small establishment sizes attracted an everincreasing share of invention. Labor scarcity affected both the rate and direction of inventive activity
The Potential Implications of the Introduction of Bioelectricity in South Korea
We investigate the bioelectricity potential of South Korea and the ramifications of the introduction of biomass use in electricity production for the Korean electricity market. The novelty of our study lies in that we consider a broad portfolio of biomass-energy technologies and carefully analyze their potential economic and environmental implications for South Korea given its biomass availability. To the best of our knowledge, this is the first study to attempt this in the context of South Korea. We first offer a preliminary assessment of South Korea’s theoretical biomass potential from forestry residues, livestock manure, and staple crops and of the amount of electricity that could be generated using these different biomass feedstocks. Our analysis suggests that biomass can be used to produce a substantial portion of the total electricity consumed annually in South Korea. In addition, out of all the feedstocks and technologies considered, pyrolysis of forestry residues could potentially impact the electricity market the most. Next, we simulate different bioelectricity supply shocks while randomly perturbing our model’s demand and supply elasticity parameters using the Monte Carlo methodology. Our results demonstrate that the introduction of bioelectricity could significantly affect South Korea’s electricity market as well as its CO2 emissions.1
Factors affecting the bond interest rate of South Korean public institutions
Thesis(Master) --KDI School:Master of Public Management,2020.K-water, has seen a 10-fold increase in its debt equity ratio over the past decade. According to the theory of financial management, an increase in a company's debt equity ratio also increases the risk of bankruptcy, thus increasing the cost of financing the company. Thus these following questions were studied in this study. Does the bond interest rate rise when the debt ratio of public corporations increases? What are the other factors that affect the bond's interest rate?
In the first analysis, K-water & Korea Express Highway’s the bond valuation yield was analyzed. According to the analysis of the bond valuation yield of the two companies, these two companies are still publicly notified of the same bond valuation yield as in the past, even though K-water's debt ratio is 100%p higher than that of the Korea Expressway Corp. Therefore, it is hard to say that there is a correlation between the debt equity ratio and the bond interest rate.
In the second analysis, the K-water and LH cases analyzed the correlation of factors affecting bond interest rates among various independent variables, such as market conditions and issuance amount, including the benchmark interest rate, in addition to the financial ratio. The analysis showed that the independent variables that affect the two companies were net issuance amount and maturity.
According to the above two analyses, the bond issue rate of public corporations is not related to the increase in financial risks such as debt-to-equity ratio. This means that even if the debt ratio of public corporations increases and the financial risk increases, the investor does not believe that the risk of bankruptcy of public corporations increases, in other words, the investor is seen as putting more importance on the government's supportability when investing in bonds of public.Ⅰ. A Study on the compensation system for hydro power in response to climate change
Thesis(Master) --KDI School:Master of Development Policy,2020.Korea''s electric Power wholesale market, introduced in 2001, is a CBP market that reflects the variable costs of each power plant. The purpose of this market is to increase the efficiency of electric power generation and reduce the cost burden of customers by inducing the reduction of electric power production costs. But Korea''s power market is a de facto monopoly dominated by excessive interference from the Ministry of Trade, Industry and Energy and KEPCO.
The main sources of power plants of KEPCO''s subsidiaries are nuclear or coal, which are at high risk of accidents and are pointed out as the main reason of air pollution and greenhouse gases. However, under the CBP system, the operation rate of these plants is high but the operation rate of LNG complex power plants, which has relatively low greenhouse gas emissions, is low. This is only because current CBP market focuses on economic factors such as fuel costs. In addition, very small compensation for hydro power plants, which is clean energy, is hindering the development of new hydro power plants.
Therefore, this study focused on promoting the introduction of hydro power plants in response to climate change. The system improvement was proposed to promote new introduction of hydro power plants by analyzing problems of the current system, adding new elements of settlement, and improving the existing settlement formula.1.
