    A Study on the Knowledge Sharing Program (KSP) with Transition Countries and Implications for Development Cooperation

    연구목적: 본 연구에서는 우리나라의 대표적인 개발협력 프로그램으로 정착한‘지식공유사업(KSP)’ 중 체제전환국을 대상으로 집행된 사업의 주요 내용과특징을 분석한다. 연구의 중요성: KSP 사업은 지식공유와 제도의 중요성을 강조하고 있는 최근국제개발협력의 요구에 부응함과 동시에 협력국과 중⋅장기적 경제협력관계구축 및 상호 지속가능한 발전을 위한 개발협력 사업으로 진화하고 있다. 이에KSP 사업의 이론적, 실천적 의미를 탐색하는데 본 연구의 의의가 있다. 연구방법론: KSP는 체제전환 국가를 대상으로 2004년 이후 400여 개 이상의정책자문사업과 관련 분야의 제도 구축 및 역량강화사업을 제공하였다. 본 연구는 체제전환국의 발전 단계에 따라 요소형, 효율형, 혁신형으로 구분하여정책수요 영역과 협력전략별 분석을 실시하였다. 연구결과: 발전단계에 부합하는 정책자문 전략은 대상국의 제도 구축, 공공관리, 국가 역량 강화 등에 기여한 것으로 평가되며, 대상국의 정책 수요를적극적으로 반영한 맞춤형 정책 자문으로 발전이 요구된다. 한편으로는 정책자문의 효과성에 대한 보다 객관적인 평가 기준을 마련할 필요가 있다. 결론 및 시사점: 사회주의계획경제에서 개방적 시장경제로 전환한 국가들을대상으로 추진되었던 KSP 사업의 경험은 개발수요 사전 예측, 제도 기반 구축, 관료 및 정책결정 집단의 역량강화를 위한 개발협력 모델로 활용되고 있으며, 향후 북한 경제발전을 위한 개발협력이 본격화될 경우 정책수요 대응 및 제도역량 구축을 위한 시사점을 제공한다. Purpose: This study analyzes the main contents and characteristics of the Knowledge Sharing Proprams executed for the transition countries since 2004. Originality: The KSP project is evolving into a development cooperation project for establishing medium- and long-term economic cooperation and mutually sustainable development with partner countries while emphasizing the importance of knowledge sharing and system. In this regard, this research is meaningful in exploring the theoretical and practical implications of the KSP project. Methodology: The KSP has provided more than 400 policy consultation projects such as institution and governance systems and capacity development projects for the transition countries. This study conducted an analysis those policy projects since 2004 by policy demand area and cooperation strategy depending on their development stage, factor driven, efficiency driven and innovation driven economy. Result: Policy advisory strategies in line with the development stage are assessed to have contributed to the establishment of the public management system of the target countries. development is required with customized policy advice that actively reflects the policy demand of the target countries. On top of that, it is necessary to come up with more objective evaluation criteria on the effectiveness of policy advice on top of the customized policy consultations responding to demands from the client countries. Conclusions and Implication: The experience of the KSP project for the countries that have shifted from socialist planned economy to open market economy is used as a development cooperation model to predict development demand in advance, strengthen the capacity of bureaucrats and policy-making groups. It is expected that the KSP will be utilized for North Korea when economics development cooperation for North Korea is realized.2

    Inventors and Firm Innovation: Evidence from the U.S. World War I Draft

    I investigate the impact of individual inventors on a firm’s innovation activity using the WWI draft as an exogenous shock to the labor supply of inventors. I find that the loss of inventors working with a firm decreases the firm’s inventions, the loss of other inventors in the same geographical location does not affect the firm’s inventions, and the loss of inventors in the same industry increases the firm’s inventions. Industry level data indicates that the loss of inventors attracts new inventors and firms to the industry. New ideas and generations are generated, given a vacancy in the space of ideas

    Non-profit overhead and efficiency from IRS administrative data

    This paper investigates the efficiency of non-profit overhead spending by estimating its marginal returns on total revenue using IRS data. To explore whether using the overhead ratio as a heuristic for non-profit operational quality is justified, we compare it with administrative efficiency or the efficiency by which overhead is transformed into total revenues. We find that underinvestment on overhead may be explained by reputational concerns. Reputational concerns may be justified given a negative relationship between administrative efficiency and overhead ratio.1

    Thesis(Master) --KDI School:Master of Public Management,2020.The purpose of this study is to identify the risk factors in overseas PPP Water Projects, based on the case of the Patrind hydroelectric project in Pakistan conducted by K-water, and to analyze the relative importance of the risk factors through the quantified risk factor analysis process. Afterward, the main risk management methods are suggested. As a methodology for the analysis of primary risk factors, an AHP survey was conducted for K-water practitioners with experience in overseas investment PPP projects to analyze the relative importance of possible risk factors at each stage of the project. Based on the AHP survey results, the relative importance of each risk factor was analyzed. The most significant differentiation from existing research of other fields on overseas PPP Projects risk is that the AHP analysis of this study can provide a new direction for risk factors analysis in the area of the water industry. Lastly, this study presented main risk management methods for the top 3 significant risks (terms and conditions, profitability, construction & operation management costs) derived from the results of the AHP survey in terms of investment project risk management to secure profitability.1. Drastic measures must be taken to ensure a decent livable human condition be afforded to everyone. If everyone is provided with enough sustenance to live a dignified life, the world will be a place where poverty will not quickly disappear, but drastically dissipates. Many countries introduced some sort of social programs in order to provide an even keel to those who are not well off to look after themselves and may become trapped in precarious life situations if no assistances from the government are forthcoming. Despite such efforts, many are still sidelined, uncovered, and remain outside of the social protection system. Then surges the concept of the Universal Basic Income (UBI) as an alternative to the costly and often bureaucratic hassle to manage the existing social protection programs. Pilot projects of UBI were introduced in many countries to investigate the effects on the beneficiaries. Interestingly, the data of these experiments showed that overall, UBI had positive effects than negative ones. Furthermore, given that UBI has become a global issue in which many governments, organizations and interested stakeholders contemplate as an alternative to the usually heavy, costly and hard to manage many social programs and all the more so, with the onslaught of the advanced industrial revolution, it is time that this study looks at the feasibility of introducing the UBI in Timor-Leste. Timor-Leste is a country with a population of slightly over 1 million people. The country has abundance natural resources such as oil, gas and other unexploited mineral resources. It has a Petroleum Fund, which currently has over 17 billion in reserve. The fund’s management is modelled after Norway with strong oversight and full transparency. Timor-Leste is a welfare state and has introduced free education, free health care, lifetime pension for former holders of state organs (president of the supreme court, all members of the national parliament, all members of government and president of the republic), mother’s purse cash transfer, old-age and disabled pensions, civil servants pension and pensions for veterans. These benefits are provided with no means test. Successive governments introduced these policies since Timor-Leste achieved its independence on May 20, 2020 and therefore there existed a broader and cross political parties’ acceptance at the highest level to distribute the country’s wealth to its citizens. Moreover, the country has a nascent social protection regime and can be easily replaced with one system, the UBI, should the opportunity present itself and enough resources and political willingness to seriously look at and support it.1.     Thesis(Master) -- KDI School: Master of Development Policy, 2020As the environmental industry plays a significant role in both environmental protection and sustainable economic development, analyzing its economic impact is crucial for policymaking. The purpose of this study is to examine the impact of the environmental industry on the Korean economy. To define the environmental industry for input-output analysis, the Environmental Industry Special Classification Table of the 2018 Report on the Environmental Industry Survey is matched to the Bank of Korea’s 2015 Benchmark Year Basic Sector Classification. Also, the data from the 2015 Benchmark Year Input-Output Tables is processed by the author to include the environmental industry among the original classifications of the input-output tables. The environmental industry’s production, value-added, import, and employment multipliers are computed to examine its impact on other industries in Korea. The result of the analysis shows that the environmental industry has a high value-added rate compared to other industries and that despite having a low production multiplier, the environmental industry has a strong forward linkage effect, indicating that it plays a significant role as an intermediate good for other industries.1.     Measuring the degree of integration into the global production network by the decomposition of gross output and imports: A cross-country study, 1995-2015 1

    Import content of exports (ICE), suggested in mid-2000s, has been frequently used in empirical studies to measure the degree of integration into the global production network. Kim (2020) suggested an alternative indicator based on the decomposition of aggregate gross output and total imports into the contributions of individual final demand terms, using input-output analysis. His indicator reflects the strategy with which a country manages the domestic production base and utilizes the global production network simultaneously, while ICE only considers the latter. For this reason, Kim (2020) claimed that the indicator is a more comprehensive indicator than ICE. The purpose of this paper is to apply the method suggested by Kim (2020) to six major exporting countries, China, Germany, Japan, Korea, United Kingdom and United States, for 1995-2015 using OECD’s Input-Output tables. The results show that these countries’ overall degree of integration into the global production network increased during the period. Korea and China exhibited the strongest degree of integration into the global production network.2

    As a project appraisal tool, the preliminary feasibility study (PFS) has contributed to enhancing the efficiency of public investment decisionmaking in the Republic of Korea over the last two decades. To overcome the limitations of the efficiency-oriented cost-benefit analysis, the PFS accommodates equity concerns among regions, namely balanced regional development (BRD) analysis. This study attempts to gauge the contributions of BRD analysis to PFS results. Specifically, it addresses how effectively policy efforts to promote decision-making have been implemented in the PFS stage while also considering the balance between equity and efficiency in terms of the trade-off between them, the degree to which they influence the results, and whether the consideration of equity is in fact actually reflected in seriously underdeveloped regions as intended. The study finds that the PFS results over the last two decades have been largely in line with the background and policy objectives. Based on the findings of the study, needs for institutional improvement are suggested, including enhancements in the analysis of regional economic ripple effects and taking into account the psychological factors pertaining to the evaluators in the overall judgment.2

    A Study on the relationship between organizational structure and organizational effectiveness: the case of the korea water resources corporation (K-water)

Among a number of measures to improve an organization's effectiveness, reorganization is being used by many companies as an effective and active means. Reorganization has been inevitable in terms of internal and external environmental changes in the organizational operation. In particular, in public institutions, reorganization has been carried out to support changes in government policies and to enhance management efficiency actively. Moreover, public institutions are controlled annually by governments on budgets and the size of their workforce. Therefore, designing an organization by efficiently distributing limited resources continues to be one of the essential management processes. In the case of Korea, K-water reorganizes its organizational system annually in major and minor ways to efficiently use a limited workforce. K-water has tried to realize the integrated water resource management (IWRM) in each basin to more efficiently and systematically manage national water resources, introducing a regional head office system based on the river basin in January 2017. However, despite the large-scale reorganization in 2017, no empirical and objective research has been conducted on the reorganization results and effectiveness. Therefore, this study analyzes the relationship between the organizational structure and organizational effectiveness in K-water. As a result, it shows that the higher the formalization awareness, the higher the job satisfaction and organizational commitment increases. Besides, this study maintains that decentralization has a positive relationship with job satisfaction and organizational commitment.
