    Thesis(Master) -- KDI School: Master of Public Management, 2021The paper is about the proof on whether the Mongolian Stock Exchange (MSE) series of return is independent and ensure the random walk model. It is a significant issue because the information gap is a vital factor influencing the investment decision-making for market makers. The majority of research is focused on developed countries, mainly Europe and the USA market. There is a need for further studies in new and developing markets, such as the Mongolian Stock exchange (MSE), one of the representatives of the emerging markets. Therefore, this study attempts to fill both gaps by providing evidence on the implementation—or lack thereof—of EMH and contributing to the literature on stocks market transparency in developing countries. The study consists of the empirical analysis and real-time trading stock on the Mongolian stock market by studying the event study approach based on the chosen listed company. If the returns are predictable, rational investors will exploit the profit opportunities. The study’s finding supports the policy recommendation’s implication for the market participants and regulatory agency to launch a web- based electronic registration system.     Everyone knows what you did: Evidence from public disclosure of COVID-19 and travel logs

    I investigate the effect of public disclosure of detailed location information of people who tested positive for COVID-19 in Seoul. I use data on actual travel logs of people with COVID-19 where they visited before the quarantine, foot traffic from mobile phone signals, consumption spending from card transaction. I find that public disclosure decreased foot traffic and consumption spending for a week in exposure locations and did not increase new confirmed cases in the locations. The results suggest that public disclosure caused economic losses for a short term, but prevented the transmission of infection

The note highlights the development challenge addressed by the SURE-P MCH and provides an overview of the component. After this, it turns to the delivery challenges that the project faced. It concludes by offering some potential lessons from the project implementation process

    Do Teaching Practices Matter for Cooperation?

    This paper evaluates the impact of a student-centered teaching pedagogy program by a local education authority on cooperative behaviors of 610 students in five middle schools. We measure changes of students' cooperation with lab-in-the-field experiments, implemented before and after the program. Relying on a classroom-level fixed effect strategy, we show that the program has a positive effect on cooperation in a linear public goods experiment by way of remediating a negative time trend of contribution. Our findings support the idea that teaching practices stimulating interpersonal interaction affect the formation of cooperative norms among students.1

    본 연구는 코로나 19와 같이 새롭게 등장한 전염병에 대하여 지속해서 확산되는 가짜뉴스에 대한 정보 이용자의반응을 확인하기 위해 뉴미디어 리터러시와 불확실성에 대한 민감성이 뉴스 팩트체크 행동에 미치는 영향을검토하고자 하였다. 뉴미디어 리터러시는 정보에 대한 소비를 넘어 사실확인 여부를 비판적으로 판단하는 능력을포함하는 개념으로 가짜뉴스에 대한 부정적인 인식을 높이고 사실을 확인하려는 의도와 행동을 높일 것이다. 또한 불확실성이 발생하였을 때 이에 대하여 더욱 민감하게 반응하는 성향인 불확실성에 대한 민감성의 조절효과를 통해 민감성이 낮은 사람들에게서 리터러시의 효과를 검증하고자 하였다. 연구방법온라인 설문 전문 업체를 통해 설문조사를 수행하였다. 20-60대의 성인 남녀를 대상으로 연구를 진행하였다. 참가자들은 이메일을 통해 설문 참가에 동의한 뒤 연구 모형 검증을 위해 구성된 설문 문항에 답하였다. 연구결과연구 결과 사람들은 뉴미디어 리터러시가 높을수록 뉴스 팩트체크 행동이 높아졌으며 이는 가짜뉴스 태도와사실확인 동기에 의해 매개되었다. 이러한 이중 매개 효과는 불확실성에 대한 민감성이 낮은 사람들에게서 발견되어 불확실성에 대한 민감성의 조절 효과를 확인하였다. 결론 및 함의이와 같은 연구 결과는 미디어 리터러시를 높이는 것이 가짜뉴스의 확산을 방지하는 정보 이용자의 팩트체크행동을 높이는 방안이 될 수 있다는 것을 의미한다. 또한 불확실성에 대하여 민감성이 낮은 사람들에게서 더욱더효과적이라는 것을 본 연구는 확인하였다. 끝으로 연구의 시사점과 향후 연구 방향에 대하여 논하였다.2

    Learning-to-export Effect as a Response to Export Opportunities: Micro-evidence from Korean Manufacturing

    This paper aims to investigate whether there is empirical evidence supporting the learning-to-export hypothesis, which has received little attention in the literature. By taking full advantage of plant-product level data from Korea during 1990-1998, we find some evidence for the learning-to-export effect, especially for the innovated product varieties with delayed exporters: their productivity, together with research and development and investment activity, was superior to their matched sample. On the other hand, this learning-to-export effect was not significantly pronounced for industries protected by import tariffs. Thus, our empirical findings suggest that it would be desirable to implement certain policy tools to promote the learning-to-export effect, whereas tariff protection is not justifiable for that purpose

This research paper focuses on determinants of high technology exports across specific country groups, namely the members of the Organization for Economic Co-operation and Development (OECD), the Organization of the Petroleum Exporting Countries (OPEC), and BRICS (Brazil, Russia, India, China and South Africa) countries. Studying key determinants related to these country groups aims to explain the reasons why certain countries are leading in high technology exports, while others, cannot catch up in this frontier. Based on the empirical data, this paper explores how their high technology exports are impacted by key determinants which are the number of patents by non-residents, the inflows of FDI, and global competitiveness of an economy through the use of Instrumental Variables 2SLS regression for selected countries in 2008-2019.     Thesis(Master) -- KDI School: Master of Public Management, 2021In the 4.0 Industrial Revolution era, ICT plays a very important role in the national economy, and governments in each country are investing huge budgets to promote "digital transformation" to expand and spread ICT infrastructure. Korea is no exceptional. In July 2020, the "Digital New Deal" was declared, preparing for digital transformation and transformation into a ‘contactless economy’. Then, how do we perceive changes in life through ICT utilization that enables such digital? To confirm this, the effects of producer (STUDY 1) and customer (STUDY 2) side among the three main economic entities, the government, households, and companies, were analyzed. In other words, in order to understand the perception of ICT utilization of both employees (production) and customers (consumption), 272 respondents participated this research survey. And five independent variables and two dependent variables were used, a total of 12 hypothesis tests were conducted for each study. Like most previous studies, ICT utilization had a positive effect on employee satisfaction and organizational performance in the side of production, and positively influenced consumer satisfaction and purchase decision-making from the customer perspective. However, the ‘efficiency’ variable through ICT utilization was rejected in each study, it is presumed that the attributes of ICT, which is connected without restrictions on time and space, hinder the ‘efficiency’ of people in their 20s and 30s, who account for 71% of this research survey.I.     Concurrent validity of the MacArthur communicative development inventory, the Ages and Stages Questionnaires and the Bayley Scales of Infant and Toddler Development: A study in rural China

    We aimed to evaluate the validity of the Ages and Stages Questionnaires Edition 3 (ASQ-3) and the MacArthur communicative development inventory (CDI) as a screening measure for children at risk of language development delay in western rural China, by comparing them to the Bayley Scales of Infant and Toddler Development (BSID-III). We administered the BSID-III on 1,079 children (aged 8–24 months) and administered the ASQ-3 and the CDI to their caregivers. We found a significant, low-to-moderate correlation between the three scales. Further, correlation strength increased with age of the child and was stronger when the mother was the primary caregiver. We also found that the sensitivity and specificity of the ASQ-3 ranged widely. The overall findings suggest that the ASQ-3 and the CDI may not be very accurate screening tools for identifying language development delays in children, especially those under 17 months or whose primary caregiver is not their mother. Highlights: We evaluated the accuracy of language sections of three scales (CDI, ASQ-3 and BSID-III) for rural children in western China. Multiple methods were utilized and showed a significant, low-to-moderate correlation between the three scales. Our findings revealed that both ASQ-3 and CDI are not accurate screening tools for identifying language development delays in children.1
