    Investigating Citizen Perceptions and Business Performance of Airbnb in Korea

    The “sharing economy” describes a type of business built on the sharing of resources – allowing customers to access goods when needed. While sharing goods has always been a common practice among friends, family, and neighbors, in recent years, the concept of sharing has moved from a community practice into a profitable business model. This study explores gaps between customers’ actual usages and current policies on accommodation sharing by analyzing what needs to be done for the better establishment of sharing economy in society. The purpose of this study is to investigate perceptions of accommodation sharing by analyzing reviews and negative aspects that help resolve complaints and improve better services through policy establishment. This study investigates key attributes that influence business performance to improve citizens’ decision-making for the usage of accommodation sharing. This study applies qualitative research by collecting demand- and supply-side reviews from selected registered accommodations using a random sampling procedure. This study finds that guests prefer entire house sharing with instrumental attributes related to properties. Entire house sharing of multiple dwellings shows business impacts in terms of high occupancy rate on the platform, while there are policy concerns with entire house sharing. The results provide policy and managerial implications by suggesting proper policies and considering relationships with citizens.2

    Thesis(Master) -- KDI School: Master of Development Policy, 2021The purpose was to provide an overview of the main issues related to aging and health of elderly in Mongolia. The Mongolia is located in north east Asia with just more than 3,200,000 population. In 2020, the average life expectancy at birth was 70.71 years, an increase of 1.14 years over the previous five years. In 2020, the gender gap in life expectancy at birth was 9.5 years. The total number of older persons who had outpatient examinations in 2017 was 3.1 million (in repeated numbers). Of the total number of outpatients examined, 38.7 percent were men and 61.3 percent were women. In terms of age groups, 34.6 percent are between the ages of 55 and 59, 27.8 percent are between the ages of 60 and 64, and 37.6 percent are 65 and over. Cardiovascular diseases account for about 35.1 percent, 12.6 percent for gastrointestinal diseases, 10.3 percent for urinary tract system diseases and neurological diseases about 8.7 percent of the total hospitalized elderly. In Mongolia, long-term care for the elderly and disabled is weak, as most long-term care is provided unofficially within the family.     Thesis(Master) -- KDI School: Master of Development Policy, 2021Most aid effectiveness studies have revolved around the relationship between aid and growth. Considering the returns of education to economic growth and quality of life, this research adopts a sector-specific approach to investigate the association between aid for education and educational attainment. The association between aid for education and education outcomes is studied empirically for 169 aid-recipient countries from 1970 to 2013. The findings suggest that higher per capita education aid has a statistically significant association with the increased enrollment rates and completion rate. In contrast, aid for all sectors and a sector other than education as a placebo does not show such association. An additional $1,000 of per capita education aid is significantly associated with a 1% increase in enrollment rates and a 2% increase in the number of students reaching the final grade and the number of primary education graduates. The results are robust to different estimation methods, fixed-effects, and the set of control variables included in the regression estimations.1. Introduction 2. Literature Review 3. As for the communities, this research explores their potential for community-based tourism with the introduction of guesthouse industry. Although, the arising issue of low participation of women in community-based tourism has become a concern that needs to be addressed. Therefore, this qualitative research focuses on the barriers women face in being an inclusive part of community-based tourism as well as the factors of low participation. Research is based on two islands of Baa Atoll which are B. Dharavandhoo and B.Maalhos. This study was focused on two parties; local women and local authority- the island council. Data for this research was done through field observations, In-depth interviews of local women and focus group interviews of island council representatives. Data collection methods were triangulated and arranged in a sequential order for a more systematic and easy analysis procedure.     Gender, Events, and Elite Messages in Mass Opinion on Foreign Relations

    Do women respond in different ways to foreign policy events and elite messages compared to men? This article integrates the literature on gender and conflict with that on public opinion to examine how gender matters for the effect of elite messages and national security events on public opinion regarding a foreign adversary. We theorize that women’s opinions of an adversary are more likely than men’s to be influenced by national security events because of the higher value they attach to the costs of conflict. Our empirical analysis takes advantage of the natural setting of inter-Korea relations, which includes unpredictable, thus plausibly exogenous, real-world national security events instigated by North Korea and contrasting messages regarding North Korea by South Korea’s elites during this timeframe. Using annual survey data from a nationally representative sample of South Koreans about attitudes toward North Korea from 2003 to 2016, we find that foreign policy events of high consequence for national security have a greater negative impact on women’s opinions. This is the case even in the face of positive elite messages that contradict those events.1

    소프트 파워의 정책 및 학문적 중요성은 근래 들어 더욱 많은 관심을 받아왔다. 이를 방증하듯, 2018년 한 해에만도 한국 정부는 소프트파워 주요 정책 수단이라 할 수 있는 공공외교에 240억 원, 공적 원조에 3조 2000억 원의 예산을 투입했다. 그러나 이와 같은 예산 및 관련 노력이 어떠한 방식으로 사용되고 어떤 효과성을 지니는지에 대한 평가는 부족한 것이 현실이다. 본 보고서는 한국의 공공외교 및 공적 원조 노력에 대한 체계적인 평가 및 분석을 목표로 한다. 먼저 본 연구는 공공 외교와 공적 원조 현황 파악을 위해 가용한 기수집된 자료를 모두 통합 분석한 이후 그 결과와 함의에 대해 논의한다. 이어 한국에 대한 외국 국민의 인식을 측정하고자 하는 기존 자료에 대한 메타 분석을 통해 그간 노력의 성취와 보완점을 서술한다. 이에 기반하여 본 연구는 16개국의 3만 2000여 명에 달하는 응답자를 대상으로 자체적인 설문 및 설문 연구 실험을 설계 및 시행한다. 이를 통해 먼저 대상국 국민은 일반적으로 공공 외교나 공적 원조에 있어 국제적인 평판이나 포용적 가치를 중요시함을 보여준다. 또한 각 국가별, 또 국가 내 개별 사회경제적 특성에 따른 각 수단 및 접근의 효과성을 평가하고, 이에 기반한 향후 맞춤형 마이크로 타겟팅 전략의 가능성을 제시한다. 또한 한국 내 배타성의 해소가 대내외적으로 포용적 가치를 증진할 수 있는 가장 효과적 방법의 하나라는 점을 인식하고, 한국 국민의 외국인 및 이주자에 대한 인식을 측정하고 관련된 정책적 접근을 테스트해볼 수 있는 설문 및 설문 실험을 설계 및 시행하였다. 그 결과 한국 국민의 외국인 및 이주자에 대한 정확한 정보 인식은 부족하지만, 인구 특성에 따라 상당한 배타성을 확인할 수 있었으며 이에 대한 구체적, 또 제도적 해결책을 제시한다. 이와 같은 결과에 기반하여 본 연구는 소프트 파워 발전에 있어 가장 효과적인 전략적 접근은 포용성과 다양성의 증진이라는 주장에 실증적 증거를 제시하고, 향후 증거기반정책 수립을 지원하기 위한 체계적인 자료 수집과 엄밀한 분석의 필요성을 제기한다. The importance of soft power has been gaining increasing attention both in the academia and policymaking. In 2018 alone, the Korean government has spent over 24 billion and 3.2 trillion KRW in public diplomacy and foreign aid - arguably the two main policy devices for extending soft power - budget. Yet we do not yet know much about the determinants, let alone the effectiveness of such resources and related effort. This report marks the first comprehensive take on a systematic evaluation of Korea’s public diplomacy and foreign aid efforts. By compiling and reviewing existing data, first, we provide a rigorous quantitative analysis of the distribution patterns and discuss the related implications. Next, we review the existing public opinion surveys and highlight their achievements and shortcomings. We then proceed to design and execute our own multi-country public opinion survey covering over 32,000 respondents in sixteen different countries with a number of survey experimental designs embedded. We find that respondents overall prefer public diplomacy or foreign aid efforts that emphasize international reputation and greater inclusionary attitudes. Yet, we also find a number of interesting within country variations that can help inform devising tailor-made micro-targeting approaches in the future. Finally, recognizing that dealing with exclusionary attitudes at home may provide one of the most effective ways to promote soft power, we also implemented an additional survey as well as experimental modules to measure and tackle exclusionary attitudes against foreign migrants in Korea. We find overall a low level of familiarity with accurate information yet divergent negative sentiments regarding migrants. We further analyze the sub-population within which such tendencies seem to be the strongest, and propose a number of targeted as well as general institutional remedies to tackle such tendencies.     Measuring the Impact of a Trade Dispute with a Supply-side Shock Using a Supply-driven Input-Output Analysis: Korea-Japan Dispute Case

    The purpose of this paper is to measure the impact of the recent Korea-Japan trade dispute on the Korean economy using supply-driven input-output analysis. In July 2019, Japan announced the decision to tighten the export control of three materials which are indispensable in the manufacturing of semiconductors and electronic display panels. Japan’s decision directly affects production in Korea’s semiconductor and display sectors and is hence not a demand shock. For this reason, a standard demand-driven input-output analysis is not valid despite the fact that it can still be applied. The impact of Japan’s decision on Korea’s aggregate and individual sectors’ gross output, GDP and employment were computed using both methods.2
