    A Study on the improvement of management evaluation for public institutions

    Thesis(Master) -- KDI School: Master of Public Management, 2022The management evaluation system of public institutions was first implemented in 1984 and has been operated to increase the publicity and efficiency of public institutions. This management evaluation system plays a role in inducing responsible management and autonomous management improvement of public institutions while solving the owner-agent problem caused by moral hazard. The purpose of this paper is to identify the problems of the current management evaluation system through various literaturesurveys and to suggest improvement measures. Through this, it is intended to be used to improve the management evaluation system. Despite the continuous improvement of the evaluation system, the perception and acceptance of the management evaluation system were found to be low. A single evaluation system, single evaluation type, evaluation cycle, evaluation index, frequent revision of handbook during evaluation period, and composition of evaluation team were presented as the biggest problems of the current management evaluation system. In response to these problems, the design of an evaluation system suitable for institutional characteristics, the establishment of a flexible evaluation cycle, easing the evaluation burden of public institutions, enhancingthe reliability of the management evaluation team, and establishing a research organization dedicated to management evaluation were suggested as improvement measures. Through this paper, the problems of the management evaluation system that have been raised so far are reorganized by type, making it easier to grasp the significance and limitations. At the same time, based on previous studies and practical experience, improvement plans for each problem were suggested.     Thesis(Master) -- KDI School: Master of Public Policy, 2022Demand for environmentally friendly vehicle has been rapidly increased due to paradigm transition of automobile industry and policies that foster the adoption of environmentally friendly vehicle to meet the goal of carbon neutrality. Among environmentally friendly vehicles, electric vehicle is the one that customers can easily access and experience based on demand across the countries. Therefore, how consumers perceive and understand characteristics of electric vehicles might be the key aspects to increase adoption rate. Based on the consideration, this study investigates factors that affect attitude, satisfaction, and intention to use of electric vehicle. By classifying actual and potential consumers, this study develops research questions i) how factors such as economic feasibility, sociality, environmental sustainability, inefficiency, inconvenience, convenience, and uncertainty affect attitude; ii) how attitude affects actual consumers satisfaction for actual consumers; and iii) how attitude affects intention to use for potential consumers. This study conducted online survey and applied factor and regression analyses, ANOVA, and t-test to test hypotheses. The results of this study found that economic feasibility and convenience factors significantly affect attitude based on both actual and potential consumers, while effects of inefficiency and uncertainty on attitude showed significant based on actual consumers. This study provides policy implications that foster promotional policies for the adoption of electric vehicles to meet carbon neutrality and regulate negative aspects. This study also provides managerial implications for manufacturers to develop better technology competences such as battery related to enhance reliability on electric vehicles.I. Introduction II.     The purpose of this study is to investigate the effects of assessment by adopting adaptive learning in higher education that are rarely examined in previous studies. In particular, this study applied research questions: 1) How does technical perception, perceived contents and features, and perceived integration of the AI-based adaptive system with lecture affect overall satisfaction, overall effectiveness, overall usefulness, overall motivation for the study, and intention to use it with other classes? 2) How do overall satisfaction, overall effectiveness, overall usefulness, motivation for the class, and intention to use affect loyalty on the AI-based adaptive system? This study conducted online surveys after the completion of the classes adopted AI-based adaptive learning system, ALEKS. This study applied ANOVA, regression, and factor analyses. The results of this study found that perceived integration of the AI-based adaptive learning system with the lectures on overall satisfaction, effectiveness, motivation, and intention to use for other classes showed significant with higher effect size. The results of this study provides implication that the AI-based learning system help improve learning outcomes in graduate level studies. The results provide policy and managerial implications that the AI-based adaptive learning system should improve better customer relationships in higher education.2

    Thesis(Master) -- KDI School: Master of Public Management, 2022The global trend of urbanization is increasing impervious urban land areas, resulting in distortion of hydrological water flow in cities. In addition, urbanization and population growth are leading to a sharp increase in water demand, while the climate change is reducing the stability of the water supply, causing water shortages. To restore the soundness of water circulation and to implement sustainable urban water management, it is necessary to accurately identify problems of the urban water circulation system and evaluate its soundness. Urban water problems can also conflict with various stakeholders from various perspectives, such as water supply, urban planning, infrastructure, environment, and urban amenity. The urban water circulation system should be considered holistically, including not only natural water circulation but also artificial water circulation. This study aims to develop a sustainable water circulation city model by considering complex and diverse urban water circulation factors as a whole. To do so, a number of urban water circulation factors and policies are examined through literature review and the case studies of Germany, the United States, and Australia. Various efforts, achievements, and limitations of urban water circulation policies in Korea are also investigated. Following the analysis, the paper proposes a differentiated water circulation city model for Korea, catering to its specific local contexts and conditions. Four issues are given particular attention: institutional issues, project planning issues, governance issues, and evaluation indicator issues.     Foreign direct investment effect on economic growth in ASEAN countries (2002 - 2019)

    Thesis(Master) -- KDI School: Master of Development Policy, 2022The determination of our empirical investigation is to study the foreign direct investment (FDI) effect on ASEAN's economic growth utilizing human capital. Moreover, our empirical investigation aims to investigate how FDI interacts with domestic investment, human capital, and trade in developing countries to promote economic growth. The World Bank Indicators is the source of data obtained for the period of year 2002 to 2019 and OLS approach was used to analyze. One of the most important components in the development of a successful economy is human capital. Although FDI has favorable impact on ASEAN economic growth, human capital, domestic investment, and trade don’t have positive effect in ASEAN countries. This research’s conclusive finding is FDI effects on economic growth are independent of the human capital level of the host country.     Thesis(Master) -- KDI School: Master of Development Policy, 2022In 2012, Peru gave legal power to Indigenous communities to co-manage a protected natural area in their ancestral homeland, the Tuntanain Communal Reserve, in coordination with the State. The policy aimed to enable the community to participate in conservation activities and benefit from sustainable economic development. Unfortunately, the reality on the ground did not match the purpose of the law. There was little engagement by the local population and resources not provided by the state. Furthermore, Indigenous representation had deficiencies in its organizational and technical capacity. In 2016, the United Nations Development Programme and the Peruvian Authority of Protected Natural Areas launched the strengthening participatory management component of the Ecosystems-based Adaptation Amazon project with the objective of making stronger capacities for the co-management of the Tuntanain Communal Reserve. The effort included instruments such as incentive-based conservation agreements, a leadership school, and an eco-business diploma program implemented during 2017. As a consequence, around one year later, the strengthened co-government structure was able to work together, with the help of strategic alliances, to leverage around 1.5 million USD of national public funds.     Thesis(Master) -- KDI School: Master of Development Policy, 2022The Seoul Metropolitan Government has been promoting a Management-Type Residential Environment Improvement Project that comprehensively improves the residential environment of low-rise residential areas through collaborative governance supporting community activation. However, a recent shift in the urban regeneration paradigm in Seoul has raised questions about collaborative governance as a tool for resident participatory planning in urban planning and management. This study focuses on the collaborative governance supporting community activation in the management-type residential environment improvement project through the example of Gomdallaekkum Maeul in Sinwol 1-dong, Yangcheon-gu, Seoul. Especially, Gomdallaekkum Maeul’s community organization shows evidence of establishing a virtuous cycle of public-private partnerships and collaboration between local networks in the COVID-19 pandemic period where community activities are restricted. Therefore, based on the case of reinforcement and extension of collaborative governance following the interaction of the unique community activation of Gomdallaekkum Maeul, a new perspective on the management-type residential environment improvement project is presented.1.     Political Support and Voluntary Tax Compliance

    We empirically analyze the effect of political support for the government on voluntary tax compliance. To this end, we use 33 survey results of the contingent valuation (CV) method developed and widely used for the valuation of non-market goods in the field of environmental economics. The degree of political support for the government is observed by the results of weekly national polls. Estimation results using probit models reveal the political support for the government has a statistically significant positive effect on voluntary tax compliance. Tax compliance is high when a taxpayer lives in the stronghold of the current president’s party, which also implies a positive correlation between the political support and voluntary tax compliance. Moreover, consistent with previous studies, the higher the education level, the more compliant the taxpayers are. Income and tax compliance has a negative correlation, but in previous studies, the relationship was mixed

    Indirect Network Effect and Spillover Effect in Food Delivery Platforms

    I analyze how the food delivery market’s indirect network effect and spillover effect influence the spread of food delivery platforms in different counties. This study finds that there is a positive local indirect network effect and a positive spillover effect in the adoption of the platform by examining the food delivery platform market in South Korea as of 2020. As food delivery platforms secure consumers who use them, more restaurants on the other side of a two-sided market adopt such platforms (indirect network effect). The spillover effect would allow other restaurants in a region to become more likely to adopt food delivery platforms if there are a greater number of restaurants in the region that use such platforms. This study contributes to the comprehension of technology diffusion and the marketing strategies of platform providers by providing empirical evidence of both effects

    How Large is the Impact of Exports on Economic Growth? Korea from the 1960s through the 2010s

    This paper investigates the impact of exports on Korean economic growth since its economic take-off period in the 1960s, employing the import-adjusted GDP decomposition method and the related export multiplier. Our results indicate that the direct contribution of net exports to GDP growth was 27.2% over the period 1960-2019, equivalent to 2.1 percentage points per annum over the last six decades. This figure is truly a remarkable one, taking into consideration that the average growth rates of developed and developing countries were 3.1% and 3.4% over the same period, respectively. We also find that, while the direct contribution of net exports to GDP growth remained undiminished at the later stages of economic development, the indirect impact of exports via their stimulation of domestic demand was the major source of exports’ contribution to growth at the take-off period in the 1960-70s.2
