Integrating wind disturbances into forest planning: a stochastic programming approach
Forest disturbances challenge our ability to carefully plan for sustainable use of forest resources. As forest disturbances are stochastic, we cannot plan for the disturbance at any specific time or
location. However, we can prepare for the possibility of a disturbance by integrating its potential intensity range and frequency when developing forest management plans. This study uses sto chastic programming to integrate wind intensity (wind speed) and wind event frequency (number
of occurrences) into the forest planning process on a small coastal Finnish forest landscape. We used a mechanistic model to quantify the critical wind speed for tree felling, with a Monte Carlo
approach to include wind damage and salvage logging into forest management alternatives. We apply a stochastic programming model to explore two objectives: maximizing the expected forest
net present value or maximizing the even-flow of income. To assess the effects of improper wind risk assumptions in planning, we compare the results when optimizing for correct versus incorrect
wind intensity and frequency assumptions. When maximizing for net present value, the impacts of misidentifying wind intensity and frequency are minor, likely due to harvests planned imme diately as trees reach maturity. For the case when maximizing even-flow of income, incorrectly
identifying wind intensity and frequency severely impacts the ability to meet the required harvest targets and reduces the expected net present value. The specific utility of risk mitigation therefore
depends on the planning problem. Overall, we show that incorporating wind disturbances into forest planning can inform forest owners about how they can manage wind risk based on their
specific risk preferences.202
Maatalouden maksuvalmiuslainojen vaikuttavuuden arviointi : Vuosina 2016‒2023 maatalouden väliaikaisiin maksuvalmiusongelmiin myönnetyt lainat
Maatilojen tilapäisten maksuvalmiusongelmien helpottamiseksi on vuosina 2017–2023 myönnetty valtion takaamia maksuvalmiuslainoja. Maksuvalmiusongelmat ovat aiheutuneet poikkeuksellisten markkinamuutosten ja sääolosuhteiden vuoksi. Vuosina 2016 ja 2017 myönnettävissä valtiontakauksissa maksuvalmiuslainoihin oli kyse väliaikaisesta rahoitusohjelmasta, joka perustui keskeisimpien tuotantosuuntien osalta komission myöntämään kertaluonteiseen poikkeukseen kaikille EU:n jäsenvaltioille, täydennettynä muille tuotantosuunnille vähämerkityksisen tuen, eli ns. de minimis -perusteen avulla. Vuonna 2019 astui voimaan uusi laki, jossa valtiontakaukseen liittyvän tuen perusteena käytettiin de minimis -perustetta. Vakuuspääomana molempien lakien osalta on hyödynnetty Maatilatalouden kehittämisrahasto Makeran varoja.
Takauksia on edellä mainittujen vuosien aikana myönnetty yhteensä noin 79,3 miljoonaa euroa. Lainarahoitusta näiden takausten avustamana on myönnetty yhteensä hieman alle 100 miljoonaa euroa. Lakisääteinen takausten enimmäismäärä ei ole rajoittanut takauksien määrää kummankaan lain voimassaoloaikana. Alueittain takauksia on myönnetty eniten Pohjanmaan, Etelä-Pohjanmaan sekä Pohjois-Pohjanmaan maakunnissa. Ensimmäisen lain aikana lypsykarjatalous oli suurin takauksia hakenut tuotantosuunta, kun taas turkistarhauksen takausmäärä on korkein uudemman lain aikana haetuissa lainoissa. Takauksista on aiheutunut valtiolle vuoden 2023 loppuun mennessä 6,9 miljoonan euron takaustappiot. Takaustappioita on syntynyt eniten turkistarhauksessa, joiden suhteellinen osuus on ollut peräti 16,2 % takausten määrästä, kun muiden tuotantosuuntien takaustappiot ovat olleet keskimäärin 5 % takausten määrästä.
Haastateltujen asiantuntijoiden mukaan lainat ovat sopineet parhaiten tiloille, joilla on ollut maksuvalmiusongelmia jonkun äkillisen tapahtuman vuoksi ja jotka ovat voineet maksaa lainan turvin maksaa akuutteja laskuja. Tämän tyyppisessä tapauksessa muuten hyvin toimiva tila on saanut poikkeuksellisista syistä aiheutuneet maksuvalmiusongelmansa kuntoon ja voinut jatkaa kannattavaa toimintaansa.
Maksuvalmiuslainat eivät ole olleet hyvä ratkaisu tiloille, joilla on ongelmia perustoiminnan hoitamisessa tai jo valmiiksi toimintaan liittyviä talousongelmia. Näissä tapauksissa ongelmat ovat lisälainan myötä vain siirtyneet eteenpäin, mutta eivät ratkenneet. Rahoitusmuotona maksuvalmiuslaina ei ole ollut tiloille erityisen edullinen. Maksuvalmiuslainoissa korkomarginaali on ollut takauksesta huolimatta korkea pitkäaikaisiin luottoihin verrattuna.
Lainoja myöntäneiden pankkien palaute maksuvalmiuslainojen toimivuudesta on ollut pääosin kriittistä. Palautteessa korostui etenkin, ettei lisälaina edellisten päälle ole ollut oikea ratkaisu maksuvalmiuden parantamiseen ja että hakeneet tilat olivat jo valmiiksi varsin velkaisia. Lisälainaa ongelmissa oleville tiloille ei tulisi myöntää nykyisen toiminnan jatkamiseen ilman realistista suunnitelmaa ongelmien juurisyiden eli heikon kannattavuuden parantamiseen tähtäävistä toimenpiteistä.202
Antimicrobial treatments with chitosan microencapsulated angelica (Angelica archangelica) and marsh Labrador tea (Rhododendron tomentosum) supercritical CO2 extracts in linen-cotton jacquard woven textiles
In this study antimicrobial linen-cotton jacquard textiles were manufactured using green chemistry methods. The functionalization of the fabrics was executed by impregnating chitosan microencapsulated bio-based oils from angelica (Angelica archangelica L.) (AAC) and marsh Labrador tea (Rhododendron tomentosum Harmaja) (MLTC) obtained with pilot scale supercritical carbon dioxide extraction. The chemical compositions of the extracts of angelica and marsh Labrador tea were analyzed by a combination of gas chromatography and mass spectrometry. The antimicrobial activities of the extracts, AAC and MLTC microcapsules, and the microencapsulated textiles (AAC and MLTC textiles) were analyzed against gram-positive Staphylococcus aureus and gram-negative Escherichia coli bacteria, dimorphic yeast Candida albicans and filamentous mold Aspergillus brasiliensis. The AAC textile proved 40% inhibition against S. aureus, whereas the MLTC textile demonstrated 43.8% and 51.7% inhibition against both S. aureus and E. coli, respectively. Although the chitosan shell material itself indicated mild activity against both bacterial strains, the extracts increased the antibacterial activities in microencapsulated textiles. In addition, the antifungal impact of the MLTC textile was demonstrated against A. brasiliensis. According to the Fourier transform infrared spectroscopy with attenuated total reflection and field emission scanning electron microscopy analyses, covalent bonding between the microcapsules and textile fibers was established with citric acid as a cross-linker. The antimicrobial activity was also shown to persist in the MLTC textiles after six domestic washing cycles.202
Arctic cruise tourism and social license to operate: exploring social acceptance and trust in cruise tourism
Expanding debate surrounds the impacts the rapidly increasing volume of cruise ships to the Arctic region are having on local ports and communities. This debate largely centres on the influx of visitors and concern about cultural interaction. This paper evaluates the feasibility of using the concept of Social License to Operate (SLO) in Arctic cruise tourism by identifying how attitudes and perceptions pertain to acceptance and trust. Insights are gathered from both passengers and local stakeholders in Iceland and Faroe Islands. Results reveal cruise companies’ dominance in itinerary planning, with minimal communication among destinations. Economic concerns overshadow collaborative planning, leading to varying levels of acceptance among the diverse stakeholders of cruise tourism. While those benefiting economically support the industry, others express reservations. This dichotomy in opinion regarding acceptance and trust highlights the SLO’s challenges within tourism in general. For SLO to have relevance and legitimacy within cruise tourism, flow and circulation of perspectives is critical.202

Hylkeiden ja merimetson vaikutukset kalastuselinkeinoon : tiedon yhteistuotanto kumppanikalastajien avulla
Tämä raportti kokoaa keskeiset tulokset pilottihankkeesta, joka tarkasteli mahdollisuuksia dokumentoida hylkeen ja merimetson vaikutuksia kalastuselinkeinoon. Hanke toteutettiin osana Euroopan meri- ja kalatalousrahaston (EMKR) rahoittamaa Suomen kalastuksen innovaatioohjelmaa. Koska hylkeet ja merimetsot ovat jo pitkään muodostaneet Suomen rannikkokalastuksen keskeisimmän ongelmavyyhdin, ymmärrys kalastajien kokemista haitoista ja niiden arvioinnin ja vähentämisen mahdollisuuksista on elinkeinon jatkuvuuden kannalta tärkeää. Yleisenä tavoitteena oli myös tukea keskinäistä luottamusta edistävää tutkimuksen ja kalastajien välistä yhteistyötä tiedon tuotannossa. Kalastajien ja tutkijoiden yhteistyö tähtäsi mahdollisimman yksityiskohtaiseen tietoon hylkeiden ja merimetsojen vaikutuksista elinkeinon harjoittamiseen muun muassa päivittäisten kirjanpitojen avulla.
Kuusi kumppanikalastajaa valittiin Saaristomeren ja Selkämeren alueelta. He dokumentoivat ja seurasivat merimetson ja hylkeiden vaikutuksia systemaattisesti yhdessä laaditun suunnitelman mukaan. Haastattelujen ja saalistietojen avulla kerättiin tietoa pitkän ajan muutoksista kalastuksessa. Kalastajat ja tutkijat päätyivät johtopäätökseen, että kalastajan tiettyinä päivinä tekemät hylje- tai merimetsohavainnot eivät useinkaan suoraan selitä kalansaaliiden vaihteluja. Hylkeitä ei aina havaita, vaikka ne olisivat lähellä, ja kala voi olla otettu pyydyksestä niin ettei siitä jää jälkeä. Sen sijaan kaloissa ja pyydyksissä nähtävät hylkeiden tai merimetsojen aiheuttamat vauriot ovat selkeämpiä vaikutuksia.
Vaikka kalastajat olivat motivoituneita yhteistyöhön tutkijoiden kanssa, he kokivat systemaattisen kirjanpidon työlääksi. Muistiinpanot tulee tehdä mahdollisimman pienellä viiveellä samaan aikaan kun kalastajalla oli työn täyteinen sesonki meneillään. Myös videokuvaamista on vaikea yhdistää aktiiviseen kalastustoimintaan, mutta se voisi olla mahdollista kalastaja-tutkijayhteistyötä kehittämällä. Matkapuhelimella kalastajat voivat kuvata esimerkiksi vaurioituneita kaloja. Hylkeiden ja merimetsojen aiheuttamia moninaisia vaikutuksia kalastuselinkeinoon on haasteellista arvioida yksityiskohtaisesti ja euromääräisesti, mutta suuruusluokan arviointi on mahdollista. Päivittäiset kalastajan kirjoittamat kommentit hylkeiden ja merimetsojen käyttäytymisestä ja esimerkiksi karkottavasta vaikutuksesta toivat esiin aiempaa monipuolisempaa ja yksityiskohtaisempaa tietoa aiheesta.202
Economic evaluation of reopening a dormant tree improvement programme: a case study with Scots pine in Scotland
The deployment of improved forest reproductive material (FRM) selected to yield greater timber volume and quality than unimproved material could help to maintain productive, sustainable, and resilient forests and increase resistance to abiotic and biotic threats under extreme climate change events. In Scotland, Scots pine (Pinus sylvestris L.) is a productive species that aligns with these objectives. However, confidence in Scots pine has been low in recent years due to damage caused by the needle blight Dothistroma septosporum. Recent provenance/progeny trials using native Scots pine material from the Caledonian pine woods indicate a favourable genetic correlation between growth and resistance to D. septosporum, suggesting that simultaneous improvements are possible. The Scots pine breeding programme in Scotland was closed in 2002. Here, we present an economic case for reopening the breeding programme to further improve Scots pine FRM. Specifically, we evaluate the costs and potential benefits of supporting a new programme. We conduct an analysis using three improvement scenarios using a Faustmann formula (amended with thinnings) to maximize the land expectation value. Our results indicate that further improvement of Scots pine FRM would be cost-effective, outperforming the current Scots pine timber production and financial outcomes. The analysis shows that the Central scenario’s land expectation value rises by £883 ha−1 compared to the baseline of £79 ha−1, assuming a 3.5% interest rate. We employed both annuity calculations and a break-even analysis to show improved FRM could maintain a breeding programme investment of £3.5 million per year over a 30-year period with a break-even cost threshold increase of ~52% for purchasing improved planting materials from £0.33 to £0.50 per seedling. In conclusion, the study provides economic evidence of the commercial benefits for reopening the Scots pine breeding programme to increase timber production and financial returns.202
Using Multi-Source National Forest Inventory Data for the Prediction of Tree Lists of Individual Stands for Long-Term Simulation
Forest resource maps and small area estimates have been produced by combining national forest inventory (NFI) field plot data, multispectral satellite images and numerical map data. We evaluated k-nearest neighbors (k-NN) method-based predictions of forest variables for pixels in predicting tree lists of individual stands, including tree diameters at breast height and tree heights and then calculated stem volumes and tree species proportions. We compared alternative parameters (k-NN) using k of either 1 or 5 according to preliminary plot-level study and applying either measured trees (1-NN_trees) or mean stand characteristics (k-NN_stand). In the 1-NN_trees method, a tree list was generated based on the measured trees of the NFI plots, whereas in the 1-NN_stand and 5-NN_stand methods, a Weibull-based diameter distribution was recovered from the stand characteristics of the same inventory plots. In both methods, tree lists were predicted for each 16 m × 16 m pixel included in the stand compartment. Both methods performed well and resulted in 8–14% differences in the total volume compared with the field inventory of the 27 stands used for the evaluation. Moreover, the main tree species was correctly predicted for 74% of cases. The RMSE in total volume ranged from 25% (5-NN_stand) to 31% (1-NN_stand), while the smallest RMSEs in volume by tree species were 61% for broadleaves and 65% for pine and spruce using the 5-NN_stand. When comparing input data for a long-term growth simulation, the choice of the method was less influential as the effect of the error in the initial stand characteristics decreased over time during the simulation period. After 30-year simulation of the inventoried stands, the respective RMSEs were 9.4% for total volume and 39%, 50% and 59% for tree species, respectively. The satellite-based data with NFI plots were useful for predicting tree lists for pixels of a stand. However, the accuracy for operational forest management was still questionable. For a larger area’s strategic information, the accuracy is considered adequate.202
