The future of Europe debate in Poland : old dilemmas in the politicised context

    No full text
The chapter analyses how the Polish political actors debate the future of Europe. The qualitative analysis of the plenary debates in Sejm – lower chamber of the Polish parliament – offers insight on the scope and quality of the debate as well as on the factors shaping it. The analysis shows that the Sejm did not serve as an arena for in-depth discussion on the future of European Union (EU) integration. Such a finding is coherent with the more general observation of the Polish parliament's shifting role in EU affairs during the coalition of the right-wing populist United Right seized the parliamentary majority between 2015 and 2023. The parliament's role shifted from the position of EU policy shaper to voting machine primarily serving as a legitimator to the government's agenda, becoming also dominated by the executive. Furthermore, as the intensified debates on the FoE coincided with the change of the political power in Poland, the debate was inscribed in the wider context of the political competition and the growing politicisation of the EU
