    東広島市新建遺跡採集資料報告

    The Shindate site is located at the eastern edge of the Saijo basin. Sue ware, haji ware, and some other pottery shards from later periods were collected at this site in 1994. A previous report revealed that hasō, a type of sue ware filled with lacquer belonged to the first half of the 7th century. This site contains pottery shards from later periods, such as the Ancient and Medieval periods. There are no other pottery shards which suggest lacquer production in the Late Kofun and the Ancient periods at this site. This site may have produced lacquer also in the Ancient period, as the Aki Kokubunji site, an ancient Buddhist temple, is located near the Shindate. The collector of these pottery shards assumes that this site was a sue pottery production site. As we do not have enough evidence for these scenarios, further investigation would be needed to clarify the character of this site

    公立学校における「親代わり」(in loco parentis)の法理

    In the Mahanoy decision, Justice Alito, who wrote the concurring opinion, and Justice Thomas, who wrote the dissenting opinion, used the doctrine of "in loco parentis" to discuss the regulation of off-campus speech, but came to different conclusions. This paper will then review the historical background of the doctrine and the development of its precedents in the Supreme Court of the United States. Then, since Justices Alito and Thomas referred to the "in loco parentis" doctrine in their respective opinions in the Morse and Mahanoy decisions, in which the constitutionality of public school students' freedom of expression was challenged, the differences between the two Justices' interpretations of the "in loco parentis" doctrine will be discussed

    過剰適応概念の検討と再考 : 過剰適応の子どもは親からどのように見られているのか

    The purpose of our study was to reveal how parents (father or mother: total N=953) perceive over-adapted junior high school students (N=384) and undergraduates (N=569) in order to validate a scale for over-adaptation (OAS-RS: Kazama & Hiraishi, 2018). From the results of the cluster analysis based on OAS-RS scale scores, 4 clusters for junior high school students and 5 clusters for undergraduates were extracted. These clusters commonly included an over-adapted group (high levels of self-inhibition and other-oriented attitudes) and a self-inhibition group (only a high level of self-inhibition: internal maladjustment tendency). The main results of ANOVA indicated that the self-rated scores of self-inhibition and other-oriented attitudes were significantly higher than parent-rated scores, suggesting that the parents underestimated the over-adaptation tendency of their over-adapted and self-inhibited children. Our study thus contributed to validating a scale for over-adaptation (OAS-RS)

    Grammatical ites of elementary Japanese appear to be easier than those of intermediate or advanced Japanese but errors or nonuses are more frequently seen on elementary items rather than intermediate or advanced ones, showing that learners don’t have sufficient grammatical knowledge to use them in actual situation though they themselves believe that they have. On the other hand, grammar tends to give negative impressions to leaners that discourage their motivation to study it, such as that there are too many things to memorize or that it goes too further into details to tell what are import or why they are necessary or that it permits too many exceptions.Raising such problems, we will discuss vital points of grammatical description that lead to appropriate uses through the observation of familiar errors on the elementary grammatical items, such as wa vs. ga, transitive verbs vs. intransitive verbs,-te iru, passives,-te kureru, daroo-ka,-tara vs.-temo etc. “Vital points” include “pitfalls”(the learners’ misunderstandings in which they are apt to fall) and “neccesities”(the irreplaceable raison d’être of the item) as their important factors.     This study discusses an approach to a regional cooperation project in a junior high school art class. A team of university students engaged in a regional cooperation project acted as facilitators and created a poster to present the appeal of the works of Kunihiko Sasaki, a local painter, to the local community. The Seiwa Junior High School, where the class was held, displays many of the works entrusted by the artist’s relatives. Although students have the opportunity to see the real works of art on a daily basis during their school life, they do not always consciously appreciate them. Additionally, the fact that these works are exhibited in junior high schools is not well known to local residents. Therefore, through the discovery of the appeal of these works from the viewpoint of junior high school students and their introduction to local residents, we intended to deepen the understanding of local painters and simultaneously have junior high school students take the initiative in presenting these works to the public.     This paper presents an analysis and overview of the actual allocation of departmental budgets in national universities as of 2022, based on the results of interview surveys conducted with 12 national universities and questionnaire surveys conducted with 22 national universities. The main findings are as follows: In the initial budgeting process, departmental involvement is limited, and the allocation to departments is generally determined under central leadership. The categorization of expenses is becoming more comprehensive without detailed breakdowns. Approximately 70% of universities calculate the required amount by multiplying unit prices by the number of students or faculty members. However, relatively larger universities tend to adjust by multiplying unit prices only by the year-to-year difference in budget, rather than starting from a zero-based approach. Moreover, it is common for universities to apply reduction coefficients based on those used in the Operating Grants to adjust the departmental allocation budget. Smaller universities tend to apply larger coefficients, taking into account the internal fund balance. However, when it comes to budget execution, departments have discretion, and central intervention in expenditure purposes is minimal. While rolling over budgets within departments is generally not allowed, there are two universities that have introduced systems allowing carryovers and advance withdrawals. These universities offer valuable insights for efficient and effective budget execution. Allocation of budgets to departments using performance indicators is practiced in all universities. Regarding the methods of skewed allocation, two types are recognized: 1) addition to departmental discretionary expenses using the president's discretionary budget, and 2) redistribution of a fixed percentage (amount) of the departmental budget. Many universities use seven or more indicators for allocation, considering both education and research. Relatively larger universities appear to adopt more advanced approaches, incorporating cost information and growth rate indicators. However, around half of the universities changed their allocation methods using performance indicators from the third to the fourth management period, suggesting a transitional phase in system design. Finally, Qualitative Comparative Analysis (QCA) was employed to conduct a factor analysis of about 40% of universities that perceive a positive impact on educational and research activities through budget allocation to departments using performance indicators. Results indicate that universities with proactive intentions, striving for transparency and rationality, tend to have a favorable perception.
