    Lifelong learning and the need of designing and implementing an educational subsystem in Macedonian companies

    The education of the employees in each instance of company comes wiith the purpose to gain competences and experience in order to realize every business process in accordance with the requests of the products/ services, legal obligation and competitiveness criteria, as well as with the appointing of the employees requests, and all that with the intention to achieve quality where it is necessary to involve everyone in their own field.In this paper the following inputs are being given in order to get a clear picture if Macedonian companies are keen on to learning and stimulating the individual and collective learning as to improve the results in general.According to the given results in the research, it is stated that Macedonian companies do not care about the quality, insufficiently pay attention to the continuous education, make small investments in the innovations and over all, the quality system is built in a very small number of companies.In this paper the following model for a successful designing and implementing of the educational system as a subsystem of the house of quality is suggested. This methodology is integral and universal meaning it is applicable to all companies and institutions.Without a given training about TQM (Total Quality Management) philosophy and a continued education provided firstly to the managers and further on to all the employees, the TQM strategy could not be implemented as well as the benefits that come with the quality system.All the above is imposing a stronger systematic effort where the bases lay in: strong leadership (new style of the top management, realistically grounded market vision, politics and strategy and systematic orientation and business moral that will gain back the confidence between the management and the employees), staff participation (efficiency and cooperativeness in the teamwork that will not stifle the creativity and the individualism)

    There is no sustainable economic development without a functioning rule of law. Besides sustainable economic policies like low interest rates, low inflation, low budget deficit, reasonable taxes and economic freedom for business development, the necessary ones for country’s economic growth are functioning of state institutions, support and development of reforms as well as successful fight against corruption.Corruption is a phenomena often encountered and spread in countries that have problems with rule of law as well as with judiciary system. Corruption manifestation is inevitable in circumstances when state institutions are weak. The phenomena is especially problematic in countries that go through transition periods since these countries are often characterized as nonefficient in fighting this phenomena1 . Countries in transition continue to have the image of countries with high level of corruption, which causes serious crisis from local opinion and continuous demand from international community due to the unsuccessful fight against this malevolence.World Bank considers corruption as the biggest obstacle in the fight for poverty eradication, since it undermines the rule of law, weakens state institutions and most of all it affects the poor. Politically, it undermines democracy and good governance, economic equal growth and development, as well as people’s trust in state institutions.Lately, several anti-corruption laws have been adopted in Kosovo, but they have not been implemented in practice and were not sufficient in fight against corruption. Kosovo’s long lasting dream of integrating in European Union, necessarily demands to built and functionalize anti-corruptive measures with priority, as a fundamental precondition for EU pre-accession process

    A macro analysis of the united states recoverywith a particular focus on public debt

    The intention of this paper is to analyze the lingering effects of the 2008 crisis in the United States and the implication they have on the policies undertaken by the Obama administration. A particular focus is given to the debt accumulation and how that relates to the challenges of the long run development of the American economy. The first part of this paper will give a brief overview of some of the elements central to the causes of the crisis, namely the centralization of wealth and its implication for the unsustainable consumption patterns. It will then follow to consider how the previous issues relate to the weak aggregate demand and the expansionary policies used to tackle it. Additionally, an overview of the crisis effect on the already troubled labor market is laid out in the third part. After exploring the interventionist policies used by the US administration in the after-crisis period, we move on to the presing issue of debt and possible scenarios that may arise in case it is not seriously addressed

    Karl Popper rightly says that “real starting point for each research is set based on assumptions of reality, not only based on the real facts”. The text below was prepared In accordance with this logic, where the Theories of International Development are treated especially focusing on International Economic Development. Therefore, theoretical reflections present assumption side, and study of many empirically measured data will correspond with real facts, because with ought these facts assumption would be useless.Technically this writing consists of two parts: in the first part are elaborated all theoretical and practical characteristics of overall international development, while in a second part as a case study will be Economic Development i Kosovo. From methodological point of view this is a comparative study and based on statistical data, while problem treating approach is critical and explanatory.As it will be understood later, development theories have been decisively influenced by economic thinking, and the focus on this dimension responds best to the nature of the term development. On the other hand the fact of unfolding economical development will reflect interference and the nature of it’s inter politics.Today economic development becomes a worldwide goal, having a considerable place in most of the literature with economic content. Also, here are presented as well examples from different practices that reflect economic development in different periods and places. Here is presented international economic development starting with a brief description of a genealogy of this development and ways of economic development back that time. It is of a special importance elaboration through theoretical approach on the creation of capital and economic development, as  mercantilist theory, classic and neo classic theory, than capitalization and Socialism-Marxism.To better understand the nature of economic development, the focus falls on the appearance of the Third Technological Revolution and its role in the world, contemporary economy and as well appearance of the development problems and a need for different theoretical approach.As a separate part is presented international development and its measurement, the one that marks empty topic of analyses. Then, an important reflection on economic growth or economic development provides both multinational corporations and foreign investments, as mechanism of money. Hence, elaboration of these topics has a considerable place within this text linked to their role in the development or exploitation in different regions or countries. On the other hand, another alternative of Development Theories are presented “Theories of Addiction” which will be understood best after giving a broader explanation on economic development or non-development.     In every business, independently of the activity, human resources are the most precious capital. In terms of global competition and rapid change, personnel training are essential. Every manager should be able to attract qualified and capable personnel, in order to use their skills in achieving organizational objectives. In a market economy where uncertainty is rather widespread, obtaining knowledge and information is becoming a source for creating competing advantages.One of the most important aspects in contemporary hotel industry is getting to know the new methods and techniques through training. Staff training is an important part in Human Resource Management, in order to improve employee performance, respectively it helps putting their skills to better use and specialization in their work. Application of an efficient training process has an important impact in increasing employee performance.     The aim of this study is to understand the importance of personnel training in hotel industry. The study includes the theoretical part for staff training, importance and benefits. The empirical part is composed by a qualitative method research of Hotel Dukagjini in Peja. The paper’s results have shown that management has a relatively good understan-ding of the importance of personnel training; the hotel may be in a favorable situation if the employees keep taking continuous training.

    Through this research paper we have tried to elaborate the issue whether capital market development is an alternative towards economic growth and economic prosperity of developing countries in general, the Western Balkan countries in particular. The focus of the paper is to study the effects of proper functioning of capital markets and their im-pact on increasing the level of savings, capital investments and in locating relevant resources for long-term financing of the economy. The research paper presents positive and negative arguments, linking the establishment and development of a capital market and its impact on economic development of developing countries, particularly Western Balkan countries.

    European union mission for the rule of law in Kosovo

    Here we have studied the international circumstances that have affected the deployment of the EULEX Mission in Kosovo. The EULEX mission is the European Union Mission for the Rule of Law in Kosovo. Its main goal is to advise, assist and support the Kosovo authorities in issues of the rule of law, especially in the field of police, judiciary and customs performance. Also this mission has the responsibility to develop and further strengthen the independent multi-ethnic justice system in Kosovo, by ensuring that the rule of law institutions are not politically influenced and that they meet the known international standards and best European practices. This mission was foreseen to be deployed to Kosovo, based on the Ahtissari Comprehensive Status Proposal for Kosovo, but due to its non-approval by the UN Security Council, its full implementation was delayed until December 2008. EULEX acts within the framework of Resolution 1244 of the UN Security Council and under a single chain of command in Brussels. EULEX officials have supported Kosovo Police, the Judiciary system and Kosovo Customs, through MMA actions for achieving objectives and goals that are foreseen by the program strategy of EULEX. But in terms of efficiency, EULEX has only achieved modest results. In the northern part of Kosovo, EULEX has failed, as a result of its ambivalent mandate and incoherence of EU Foreign and Security Policy

    Despite that in the last years, Kosovo has experienced economic growth, it still remains the least developed country in Europe. Kosovo’s economy is still fragile. During 2009 Kosovo’s economy peaked at 4.0% while during 2010, economic growth achieved 4.6%, while the GDP was estimated to be 4.2 Billion Euros. During 2009, Kosovo’s economy was characterised by deflation (-2.4%), during 2010 it saw a raise in inflation, while consumer price index was rated at 3.5%. There is still a high rate of unemployment in the labour market, about 45%, and it remains a challenge for the country’s economy. During 2009, money deposited from Kosovars living abroad experienced a decline of 5.6%, where during 2010 these deposits marked a slight improvement. Trading imbalances since the post-war period have continued in 2010, which has created a high level of dependence of commercial deficit (deficit constitutes about 45% of the GDP). The purpose of this study is to give a clear view of the macroeconomic situation of Kosovo through a comprehensive analysis and critical approach towards developments so far, in order to improve the economic state in the future

    Internationalization of Higher Education: Trends and Strategies

    Within the context of broad literature on higher education, this paper discusses some of the issues of the international dimension of higher education. Higher education is becoming increasingly international, as more students are willing to study overseas, enrol in international programmes in their home country, or take cour-ses at universities in other countries by using the internet. Interna-tional higher education has become an issue of negotiation on liberalizing trade in services through GATS, and an important issue for policy makers. Because of its importance on capacity bui-lding, income generation, skilled migration and mutual unders-tanding, many countries have already established strategies to encourage the mobility of students, teachers and programmes.
