    Identification of toxic and other matters in wines by the method of Atomic Absorption Spectrophotometry (AAS)

    Economic benefits of education – Kosovo Perspective

    The future of economy and society of a country depends largely from the education of the labour force and advancement of their knowledge. The process of individual education does not end with graduation, but is a continuous process, in the function of economic competitively. Economic development and welfare are closely connected to investment in education. Considering that education investment is a heavy burden on taxpayers, high costs of education have been an object of debate in governments in terms of efficiency and rate of return. In circumstances in which economic and social development of Kosovo thrives, education is a challenge, but it is also an opportunity for important and inclusive change.Confident of the key role of education in economic development, the paper puts a special accent on economic benefits of an individual from higher education. Apart from this accent, a summary of empirical studies, which reflect facts and analysis of various countries, on economic benefits of education. Empirical analysis in many countries have shown that the role of education is key in a global competition, where knowledge is the key to success of economy and social development. From this perspective, young and vital population is the most important resource of Kosovo, the relevance of which will be assessed by the knowledge and skills acquired in institutions of higher education, very demanded in the labour market, as an important factor of economic and social change in the country. The results so far have shown that the investment rate of 3.3% of Gross Domestic Product allocated to education (around 6,0% in developed countries) is insufficient for the Kosovo’s economy to compete successfully with economies of other countries, in premises of an already global competition

You must communicate with your public, but at the same time you must give opportunity to the public to communicate easier with you. The real public relations include dialog – you should listen to the others, to see things through their perspective. This elaborate is made with the purpose to be useful for every organization, not for the sensa-tional promotion of its achievements, but to become more critical towards its work. Seeing the organization in the way that the other see it, you can become better and sure that you are giving to your users the best service possible

    Internal control is established by the Government to ensure effective and proper operations of ministries, institutions and generally of all public agencies, in compliance with the law, the goals and objectives stated by them, to provide protection against abuse and mismanagement or poor governance.The instrument of internal audit entails a series of mechanisms which aim at enabling budgetary policies compliance, such as: financial reporting; effective system of communication between managers and staff; checks on accounting; control over processes and control over procurement.Generally, duties of internal control officers within ministries and institutions must be clearly divided to reduce the risk of inco-rrect behaviour.     Own source revenues of Kosovo municipalities and their impact on effective services

    Promotion of fair, efficient and not corrupted management of public finances from local government is crucial for functional democracy and it includes number of issues, institutions and methods.Fiscal transparency enables citizens to act as consumers by asking for high level of values toward the money they pay for taxes. Transparent operations also makes easier job to local government on offering these values. The New Constitution of the Republic of Kosovo, which was en-forced on June 15 2008, has a special chapter regarding the local gover-nance where is precisely determined basic principles and objectives of local governance in Kosovo. Constitution declares that” basic unit of lo-cal governance in the Republic of Kosovo is municipality. Municipalities has a large scale of local governance and they encourage and ensure acti-ve participation of all citizens on the decision making process of munici-pal authorities (article 124.1). The Constitution in 11 paragraphs gua-rantee the right of citizens on local governance, the request that establi-shment, competences and municipal borders to be regulated by the law, the right of the municipality to get financing from central government, the rights of municipality on cooperation between municipalities and cross-border cooperation, administrative borders of review  of local activi-ties by the central government and also the obligations that municipa-lities has toward respecting the Constitution and the Law.Actual financial legislation for local government has extended the base for self municipal income which enables municipalities to increase their budgets.The aim of this study is to analyze the self income of Kosovo munici-palities and to show the impact of self income on service offering from municipal level to citizens

    Macro-economic model of aggregate market in the Albanian economy, and relevant problems thereto

    This paper uses concrete data obtained on the Albanian economy to analyse the positions of aggregate demand/supply curves in the economy. As examples from micro-economics, we have taken the models of Ŵalras and Marshall, to view the possibilities of achieving an economic equilibrium. Data available from the Albanian economy, and from the global economic trends generally, have shown that the positions of curves are such, with differences in their inclination, while the classic position of the aggregate demand curve, with a negative trend, studied in the macro-economic theory, is unique. Therefore, our objective is to try and show the scholars of the field that the macro-economic problems must be viewed in this light, and not through the static scheme used so far.The equilibrium is met not only when the aggregate demand and aggregate supply curves are met, meaning when the aggregate expenditure are equal to aggregate production, but it exists at every moment, independently of whether it is consistent or not, while the pricing trends continue to increase, similar to two other aggregates. The understanding of such a situation should give the possibility to governments and other policy-making institutions to review their positions and relations with monetary and fiscal indicators, in a view of making the organic connection, and increasing their working effectiveness. The paper aims to show how one can define the relation between monetary and fiscal policies necessary to see their role and relevance in the economic growth of a country

    Study of several potato cultivars from EU countries in agro-ecological conditions of Kosovo

    19 potato cultivars were studied in the stage of vegetation in 2010, on two agro-ecological regions of Kosovo. The points of re-search were the vegetation period, rudiment per hectare, dry ma-tter and others. Results analysed have shown differences between cultivars in all parameters analysed in comparison with the indi-cating standard.

    The aim of the paper is to give an overview of the real situation, experiences and developments in planning the education system staffing with the use of Econometric Models in Kosovo. Based on the research results and theoretical/scientific achievements as well as practices in the field of these models in EU Countries and wider, suggest application of these Econometric models to Kosovo Institutions for the purpose of adequate planning of needs for new cadre in the education system based on certain level of economic development. The paper will in present the mathematic-economic dimension of the research of education system in a thorough manner. The paper does not analyze the complicated network of interaction between education in one hand, and other components of life quality on the other hand, and does not make a research of the education system quality, but rather the quantitative aspect of education system, as a subsystem of the social system in general. Education is not only limited to production of knowledge, but has an irreplaceable role in creation of many other cultural values. The paper is dedicated to Econometric Modeling in general, where the three internationally recognized models, the relatively complicated education models, and the relatively simple model but in our view very practical as a forecast models namely the regression model, have been presented in an analytical manner.The research results indicated that there is great interdependence between the economic growth norm in the country in one hand and the attained educational results on the economy of knowledge on the other hand. The interdependence between the number of workers and their qualification structure and the results attained in the education field in models, was expressed through equations. The Empiriev model as a concrete model for planning the necessary education cadre for certain levels of economic development is based on the basic model of Tinbergen – Bos. The coefficient values of regression reflect the form and intensity of interdependency between the number of students per million inhabitants and the national income per capita.

    Characteristics of Tularemia in Kosovo 2010

    Beckground: Francisella tularensis is a gram-negative zoonotic pathogen primarily of animals and occasionally of humans. The disease is now recognized as tularemia in most parts of the world, but it has been called rabbit fever, deer-fly fever, and market men’s disease in the United States; wild hare disease (yato-byo) and Ohara’s disease in Japan; and water-rat trappers’ disease in Russia. Tularemia continues to be responsible for significant morbidity and mortality, despite the availability of numerous antibiotics active against the organism. The first cases of tularaemia in Kosovo are reported in the south-western part of Kosovo, in the region of Gjakova in April 2000 in the village of Brovina - 22 patients who were infected through contaminated well water. In the meantime disease is spread in villages of Skivjan, Korenica, Batusha and later throughout Kosovo.Aim: The aim of this study is presentation of characteristics of Tularemia in Kosovo in 2010 and analyzes of the epidemiological, clinical and treatment features of Tularaemia in Kosovo.Methods: We analyzed 53 cases of tularaemia (from 320 patients with tularaemia in Kosovo in 2010) that were from 12 municipalities of Kosovo. The largest number of patients were from Municipality of Vushtria (11 patients) and municipality of Skenderaj (9 patients). All these cases were from rural areas; this confirms that social and epidemiological conditions are very important for appearance of this disease. We have analyzed the data from their medical histories, which includes their medical anamnesis, clinical examination, laboratory tests and their treatment.Results: The mean age of patients was 22 years, 13 patients were children under the age of 10 years. Patients were hospitalized an average of 14.7 days, while incubation time of the disease was an averaging of 28 days. Social and epidemiologic conditions were important factors in the appearance of the disease; 29 patients were water supplied only from wells. All patients were from rural areas. Clinical manifestations were temperature, neck pain, neck and axillary lymphadenopathy, and apathy. Clinically, glandular form has dominated. From laboratory tests, 51 of patients had high erythrocyte sedimentation rate, 13 cases had a slight anemia, and 34 patients had leukocytosis. Other laboratory tests were in normal values. Agglutination test in all cases was positive. All cases were treated with antibiotics; 31 patient were treated with gentamicin, 8 patients were treated with streptomycin and 14 patient were treated with other antibiotic. Incision and drainage of the gland as adjuvant therapy was applied in 27 patient.Conclusions: In this late decade in our country, tularemia continues to be a disease that represents a healthcare problem. Glandular forms of tularemia dominate in Kosovo. Treatment with gentamicin has had good effects. Incision and drainage of the inflamed glands has shown to be a good method in accelerating the recovery of patient. Prophylaxis has to be applied for prevention of the disease
