    Permanent education of administrative staff and develop their capacity - a worthwhile investment in the functioning of higher education institutions

    Each institution of higher education in order to achieve their goals and to address problems that arise as obstacles to its development has a regular need for trained, an accurate and educated administrative staff. On the other hand, an individual through their knowledge, skills and experience running a particular job, faced with new requirements and new things felt need for new expertise and new knowledge and skills. Rational behavior of a particular higher education institution means the alignment of these two types of needs, mutual benefit. Systematically develop staff in the institution is essentially a long-term strategy that maximizes the institution's human capital through investment of time, money and ideas to enrich the knowledge and skills of the employees. When the very institutions of higher education (University units) will create conditions for all or at least most of the administrative staff to be involved in all administrative and technical processes, when you enable permanent education administrative staff, then they feel that that work is part of them, then creates a sense of commitment to the work and responsibility of the same sense of pride and only then success will be guaranteed. Permanent education and lifelong learning in the area of capacity development (personal skills and professional competencies) is a key factor for increasing level knowledge and skills, but also to improve the quality of life of the individual

    Methods Used to Deal with Peace Process Spoilers

    The conflicts of the past three decades have shown that the major problems which peace processes face are the spoilers. Spoilers are warring parties and their leaders who believe that peaceful settlement of disputes threatens their interests, power and their reputation; therefore, they use all means to undermine or completely spoil the process. Spoilers of peace processes can be inside or outside of the process and are characterized as limited, greedy or total spoilers. Their motives for spoiling can be different, such as: political, financial, ethnic, security, etc. Furthermore, it is important to emphasise that spoilers are not only rebels and insurgents, but can often be governments, diasporas, warlords, private military companies, etc.In order to counteract the spoilers, the international community has adopted and implemented three methods: inducement, socialization and coercion. Often all three methods are used to convince the spoilers to negotiate, accept and implement peace agreements. Hence, this paper will examine the methods used to deal with peace process spoilers through an assessment of the strategies employed, impact, success and failures.This paper will also argue that the success or failure of the peace process depends on the method(s) used to deal with spoilers. If the right method is chosen, with a persistent engagement of the international community, the peace process will be successful; on the contrary, if they fail to do so, the consequences will be devastating.

    Systems Theory and Systems Approach to Leadership

    Systems theory is product of the efforts of many researchers to create an intermediate field of coexistence of all sciences. If not for anything else, because of the magnitude that the use of systemic thinking and systemic approach has taken, it has become undisputed among the theories. Systems theory not only provides a glossary of terms with which researchers from different fields can be understood, but provides a framework for the presentation and interpretation of phenomena and realities. This paper addresses a systematic approach to leadership, as an attempt to dredge leadership and systems theory literature to find the meeting point. Systems approach is not an approach to leadership in terms of a manner of leader’s work, but it’s the leader's determination to factorize in his leadership the external environment and relationships with and among elements. Leader without followers is unable to exercise his leadership and to ensure their conviction he should provide a system, a structure, a purpose, despite the alternative chaos. Systems approach clarifies the thought on the complexity and dynamism of the environment and provides a framework for building ideas. If the general system theory is the skeleton of science (Boulding: 1956), this article aims to replenish it with leadership muscles by prominent authors who have written on systems theory and leadership, as well as through original ideas.In this work analytical methods were used (by analyzing approaches individually) as well as synthetic methods (by assaying individual approaches in context of entirety). The work is a critical review of literature as well as a deductive analysis mingled with models proposed by authors through inductive analysis. Meta-analysis has been used to dissect the interaction and interdependence between leadership approaches

    Post-Sale Customer Support Methodology in the TQM System

    In this paper a survey of the activities in the post-sale period of the product is made and based on the analysis of the results, a methodology that managers could use to design and implement the system of total quality management has been created. The implementation of this methodology is carried out in a simplified way and in less time, without having to study and deepen new knowledge for internal standardization, statistical process control, cost analysis and optimization of business processes The purpose of this paper is to lay a good foundation for Macedonian companies in their post-sale period activities of the product, to understand the philosophy of TQM (Total Quality Management) and benefits will be achieved by implementing the system and setting strategic directions for success. These activities begin by identifying the wishes and needs of customers/users, reengineering business processes for sales support, satisfaction of employees and all stakeholders. As a result of the implementation of this methodology in practice, improved competitiveness, increased efficiency, reduction of quality costs and increased productivity are noted.The methodology proposed in this paper brings together all the activities in the spiral of quality in a company that deals with post-sales support.Due to the necessity of flow of information about quality in the entire enterprise, an information system is designed accordingly to the QC-CEPyramid model in several steps

    New developments in the economic arena and rapid technological changes have shifted the economic power from company to customer. As a result, companies changed their approach toward customers’ involvement in new product and/or service development.Usually, innovations are driven by inventions. But not all inventions are successful innovations. Hence, to be successful, inventions should be explored to meet customer needs and demands, and commercialized to make the company profitable (DTI - Occasional Paper No 9, 2007). According to Lowe and Marriott (2006) the innovation is a process of creating and transforming products, services, and organizational processes that are crucial for companies who want to compete in a highly dynamic and competitive market.In this regard, the paper aims to explore the interrelation between market and innovation in services industry, whilst analyzing both customers’ impact in new service development (NSD) and Kosovo’s service providers approach in including customers in service development processes.The findings highlight an increased customer power over the NSD processes as a result of their demand and unwillingness to bear the cost of or experiment with new, untested services. Given these developments service providers have started to change their approach of creating and transforming services, namely by involving customers in the service design and development processes, in order to stimulate interest for using and willingness to pay for new service

    The Development of Broadband in Kosovo and its Importance for the Economy

    The better functioning of economy depends on the availability and quality of public services such as: outstanding education system, well-functioning health system, very good transportation system and other public services as well. The 21th century is seen as the century of information and communication technology. In this way the local and central governments have seen that the broadband is important like other public services. The purpose of this paper is the identification of the importance and the impacts of broadband on the development of the economy and the society. For this purpose we have surveyed in depth different theoretical and empirical literature. The literature shows that government intervention is necessary not only in the regulation of the market but also in providing broadband services and increasing the demand for these services, which in turn would enable the development of the broadband market at the same pace like other EU member states. In the last part of this paper we will show that the development of the broadband market requires a more active role of the government in the development of broadband by increasing the demand and the supply for broadband services. Regardless the fact that ARKEP is working on increasing the development level of the broadband, we will show that the existence of a well-designed governmental plan would make it possible to achieve the goal of an information society

    It is widely accepted that three main factors that have contributed to the growth of English for specific purposes (ESP) are the increased demand for English to suit particular needs of learners on the one hand, and on the other the developments in linguistics and educational psychology, factors that brought about the need for increased specialization in language learning (Hutchinson & Waters, 1987).Considering the diversity of study fields offered at the University of Prishtina, the paper in general investigates the English courses offered in different academic units, including the status, the content, as well as the outcomes of these courses. In particular, in their research the authors focus on ESP courses offered in two University of Prishtina academic units: Faculty of Philology and Faculty of Economy.The paper presents the analysis of the course content, its delivery, as well as outcomes, highlighting similarities and differences, as well as various interrelated factors that influence the students’ success rate.As the consequence of the authors’ learning – centered approach, the paper also presents students’ perception of the courses as a crucial factor in course evaluation aiming at empowering students as stakeholders in the learning process.

    Providing basic theoretical concepts and an explanation of creation and organisation of clusters in business, I believe that I come closer to the aim of judging about when and how to use the most suitable and necessary manners for practical application of clusters for increase of competitiveness. Presentation of basic concepts below shall cover problems which are related to various situations irrespective to the level of enterprises.In concordance with the aims and theme, this work presents creative thinking and scientific concepts, studies, projects and programs related to the subject of competitiveness development and clustering in business. My aim at this work has been to make a theoretical-practical review of the project of competitiveness and clustering as competitive advantage in nowadays’ businesses in Kosovo, in countries of the region and in the world. Theories and concepts of promotion of clusters have up to date been based mainly on the experience of industrialised countries which may not find application in the countries in transition as Kosovo is. But, for this reason a thorough review is needed in order to determine if the levels of cooperation between enterprises in the countries in transition are sufficient in order to enable cluster development, or if a change is required in a country in transition in defining clusters, and as a result any change into the strategy of the assistance with the purpose of improvement of economic condition and the business situation in these countries, and in particular in Kosovo.Many of the enterprises have similar problems with each other which are related to competitiveness of their products, finding markets, costs of sources, quality and standards as per market demand etc. If we say that businesses have common problems, then, it may be that there is room for them to cooperate with each other into solving similar problems through cluster creation

    Legal-Civil aspect of types of Immaterial Damage

    Causing of damage is accompanied with causing of responsibility for its compensation. Human being in the daily life is often threatened by various risks which along with the causing of bodily injuries in some cases may bring also causes of death.From the legal doctrine, in Kosovo and in the region, related to nomination of material and immaterial damage, in addition there may also be found other nominations including the property damage and non-property damage or as differently called moral damage[1], but the basic distinction in this division stands at its compensation.Subject of analysis of this work shall be focused with particular emphasis in Kosovo with some superficial comparisons to the neighbour countries.The only formula of indemnification for the immaterial damage according to insurance coverage remains the satisfaction[2] expressed in monetary value which according to LMTPI[3] and the Directive of the Council of European Parliament underwent positive amendments in viewpoint of increase of amounts of insurance.[4]In context of this work, only some types of immaterial damage shall be reviewed, including:-          Damage in form of physical distress,-          Damage in form of fear and-          Damage in form of spiritual distress because of reduction of life activities.

    Privatization Process in Kosovo

    Privatization is considered an initial step toward market economy, restructuring financial and economic sector that enables competition in the economy. Privatization is the most painful process in economy where beside legal establishment and political will, it includes also the aspect of fairness and honesty. Analysis of this process is based on the models and comparisons between Kosovo and countries of central and Eastern Europe, in order to give a clearer picture on the overall process of privatization in KosovoMethodology that is used to analyze this issue is based on empirical results and also qualitative interpretation of the models and also on studying particular asset privatization process. A widely discussed case of privatization in Kosovo is that of Post and Telecom of Kosovo (PTK). Since each company has its own value, I have focused my appraising analysis on the financial statements with a special observation on Cash Flow from Operation, as the most significant indicator on showing how company is using her physical and human recourses to generate money. I have based my research on using methodology of discounted cash flow from operation analysis, even though the company valuation was done using net cash flow from operation analysis. Cash Flow valuation then was discounted by the T-bonds interest rate.This paper tries to bring a conclusion that privatization process in Kosovo have not brought the results excepted, firstly by setting an inappropriate price of assets and lastly by restructuring overall privatization sector and the overall industry.
