Back Office Suite Optimization Strategy in Acceleration of Procurement of Goods and Services in RSUD LEUWILIANG BOGOR
Background: The duration of the fund disbursement process to providers at RSUD Leuwiliang, measured from the date of the Work Handover Report (BAST) to the issuance of the Fund Disbursement Work Order (SP2D), currently exceeds the standard 30-calendar-day period. Efforts have been made to expedite the payment process through the implementation of an innovative back-office suite; however, these efforts have not yet achieved optimal success and require further evaluation and optimization. Objectives: The objective of this research is to examine the goods and services procurement process through the back-office suite and to develop strategies for its optimization, particularly in accelerating the procurement process at RSUD Leuwiliang Bogor. Method: This study adopts a qualitative approach, with data collected through interviews, observations, and documentation. The data is then analyzed qualitatively using the e-government framework, which emphasizes effectiveness, efficiency, transparency, and accountability. Results/Findings: The study found that the procurement process through the back-office suite is highly effective in ensuring data consistency from upstream to downstream stages of the procurement process. Monitoring and evaluation are regularly updated, but the time required for fund disbursement to providers remains lengthy. This delay is attributed to the continued use of printed documents and manual signatures, and the fact that the procurement process is still managed manually by users. Additionally, providers do not automatically receive updates on the status of procurement. Recommended Strategies: Key strategies for improvement include centralizing the selection process in the UPBJ (Procurement Service Unit), implementing paperless SPJ (Financial Accountability Statement) documents with electronic signatures, and ensuring that goods and services providers receive timely information about the procurement process
TikTok Tourism: TikTok Account @mentikwanghii Creates Hype in Culinary Tourism Destinations in Semarang
TikTok is a social media platform with approximately 150 million users, giving it significant influence in shaping trends and public discourse. Supported by many influencers and public figures, TikTok serves as a powerful tool for personal branding and content promotion. One such influencer is @mentikwangii, the account of Achamad Andi Pujiyanto (also known as Bobon), a content creator from Semarang and owner of Kedai Pinara. He is known for his unique personal branding that has contributed to the rise of culinary tourism hype in Semarang. This study explores how personal branding is strategically employed by Mentikwangii through his TikTok account to promote culinary tourism in the city. Using a qualitative descriptive approach, the research focuses on the creator himself as the subject and his content as the object of study. Data collection methods include interviews, observation, and documentation. The study applies a phenomenological perspective to understand how Mentikwangii’s lived experiences and strategies in personal branding effectively generate public interest and enthusiasm around Semarang’s culinary scene.Strong personal branding, as demonstrated in this case, can build lasting customer engagement and shape positive public perception
Public Sector Innovation Awards in Indonesia
Innovation awards have garnered interest among practitioners in local and central governments, international organizations, and academics in both national and international publications. However, only a limited number of local government agencies in Indonesia have successfully introduced innovations and received public service innovation awards. This study, therefore, seeks to address the following research question: Which governmental organizations were responsible for granting public sector innovation awards to Indonesian local government institutions in 2021? The objective of this research was to determine the outcomes of public sector innovation awards in Indonesia in 2021, with a focus on local government institutions. A qualitative descriptive method was employed, utilizing library research to gather data and examine local governments that successfully implemented public service innovations. Findings indicate that the Indonesian government, through various ministries and the National Institute of Public Administration, awarded the 2021 Innovation Government Award to local governments—including provinces, regencies, and cities—that effectively implemented regional innovations. Moreover, in response to the COVID-19 pandemic, the importance of adopting e-government principles has become increasingly critical for ensuring the continuity of public services
Enhancing Digital Presence: The Role of Website Content Quality in the Sustainability of Tourism Villages
Rural tourism has enormous potential to benefit the rural economies, the environment, and local communities. Rural tourism, including village tourism, can serve as an effective tool for fostering and sustaining development in rural areas. In recent years, the connection between tourism and sustainability has received increased attention, particularly in tourist villages, due to their natural appeal and environmental frameworks that support this type of tourism. Research shows that 80% of travelers regularly use websites to plan their trips. Digital platforms enable tourists to access comprehensive information about destinations, including costs, facilities, locations, accessibility, surrounding amenities, and transportation options. This study aims to analyze the role of website content quality in supporting the sustainability of tourist villages, focusing on two tourist villages in West Java Province. The findings demonstrate that village websites primarily function as communication tools between tourist village managers and tourists. However, their effectiveness is often limited by human resource constraints and technical challenges. The study also indicates that social media provides a more manageable communication and promotional platform for village managers, many of whom prefer direct engagement through these channels
Legal Protection for Children as Victims of Criminal Acts of Sexual or Molestation Committed by People Who Have Family Relations and Carried Out Continuously
Attention to children as the next generation has important relevance in the development of human civilization. The approach method used in this research is the normative legal approach method, namely research that positions law as a system of norms regarding the principles, standards, rules of statutory regulations, court decisions, agreements, and doctrines (teachings). Children are not only national assets, but also have the right to protection and be provided with basic rights as regulated in the 1945 Constitution and related regulations. With the ratification of the Convention on the Rights of the Child and the enactment of Law No. 35 of 2014, the state is committed to protecting children from various forms of violence and discrimination. However, the reality shows that children in Indonesia still face many challenges, such as being exposed to violence committed by those closest to them. Therefore, there is a need for attention and real action to create a safe environment for children in all aspects of life
Safeguarding Mentawai Indigenous Healing Through Indigenous Tourism: A Strategic Framework for Cultural Preservation and Sustainable Development
The Mentawai Archipelago in Indonesia is renowned for indigenous healing traditions led by the Sikerei, spiritual healers embodying ancestral knowledge, ecological stewardship, and community well-being. These intangible cultural heritage practices face increasing threats from modernization, formal medical services, and waning interest among younger generations. This study aims to develop a strategic framework that safeguards Mentawai healing through indigenous tourism by positioning the Sikerei as cultural leaders to promote both preservation and sustainable development. Using an exploratory-descriptive qualitative method, primary data were collected through in-depth interviews and participant observation involving 12 active Sikerei, supplemented by secondary sources. Triangulation was applied to cross-verify data, enhancing validity and providing a comprehensive understanding of the healing system’s spiritual, ritual, social, and ecological dimensions. Findings reveal the holistic interconnectedness of Mentawai healing, emphasizing community leadership, cultural authenticity, youth engagement, and economic sustainability, while preventing commodification of sacred practices. Drawing on successful global indigenous tourism models, the proposed framework fosters cultural continuity, community empowerment, and inclusive economic benefits. Policy recommendations include formal recognition of Sikerei, protection of sacred spaces, educational programs for knowledge transmission, and long-term monitoring mechanisms. This study contributes to understanding how indigenous tourism can effectively preserve intangible cultural heritage while supporting socioeconomic development, offering a replicable model for indigenous communities balancing cultural integrity and economic opportunity amid modernization
Advancing Low-carbon Tourism: Exploring The Role of Glamping in Carbon Mitigation Strategies in West Java
Tourism contributes around 8% of global greenhouse gas emissions, with accommodations accounting for nearly 6%. In Indonesia, West Java’s environmental quality remains below national targets, as indicated by IKLH scores of 58.91 in Bogor and 62.23 in Bandung, while the government targets a 31.89% emissions reduction by 2030. In this context, glamping has rapidly expanded in West Java, with over 400 sites. This study adopts a multiple case study approach and reflexive thematic analysis, combining field observations at three Bobocabin sites in provincial strategic areas (North Bandung and Bogor-Puncak-Cianjur) and interviews with glamping management and provincial government agencies. Findings reveal seven key themes underpinning glamping’s role in carbon mitigation and sustainable tourism. First, eco-friendly design and technology are realized through modular cabin designs, natural ventilation, and recycled materials. Second, low-emission transportation facilities support green mobility. Third, operational efficiency is achieved through integrated water and energy use, comprehensive waste management, and plastic reduction. Fourth, glamping creates positive economic and social impacts, yet faces risks such as capacity limits and overtourism. Fifth, robust regulatory compliance is strengthened by proactive licensing and sustainability certification. Sixth, local community empowerment emerges through local micro, small, and medium enterprises (MSMEs) partnerships, collaborative activities, and inclusive training. Lastly, environmental education is promoted via digital guides, school programs, and staff capacity building. Collectively, these pillars demonstrate that well-managed glamping integrates environmental, economic, and social strategies, advancing a replicable model for nature-based sustainable tourism and supporting Indonesia’s Sustainable Development Goals (SDGs)
The Potential of Borobudur Temple as a Sustainable World Spiritual Tourism Center
Borobudur Temple is a UNESCO World Heritage Site with great potential to be developed as a sustainable global center for spiritual tourism. With its rich history, deep spiritual values, and architecture full of philosophical meaning, Borobudur offers a unique destination that combines religious, cultural, and contemplative experiences. This study examines the internal strengths and external opportunities of the Borobudur Temple within the context of sustainable spiritual tourism, employing a qualitative and conceptual approach grounded in a literature review. Borobudur has strong potential to become a sustainable global spiritual tourism center, supported by its natural surroundings, rich cultural heritage, spiritual significance, and community engagement. An integrated strategy that combines conservation, cultural preservation, and local empowerment is recommended. Future research should focus on building a community-based Buddhist framework to create meaningful, transformative, and sustainable experiences for visitors
Model of Sustainable Cultural Tourism Management: A Case Study of Traditional Agricultural Systems in Kasepuhan Gelar Alam
This study analyzes a model for sustainable cultural tourism management that integrates traditional agricultural systems and local wisdom in Kasepuhan Gelar Alam, Sukabumi. Using a qualitative ethnographic case study, data were gathered through participatory observation, in-depth interviews, and document analysis. The findings reveal that the model successfully creates a synergy between agriculture and tourism, operationalizing all five sustainability pillars. Ecologically, customary forest zoning increased biodiversity; economically, a circular economy was created by reinvesting most tourism income into agriculture. Socio-culturally, youth participation in traditions rose significantly. The hybrid governance model, which combines customary and modern systems, has demonstrated resilience and has been formally recognized by UNESCO as intangible cultural heritage. While focused on a single community, the study offers a replicable framework for policymakers and indigenous groups to develop tourism based on local wisdom. Its original contribution is a novel conceptual framework that advances the theory of eco-cultural resilience
Leveraging Digital Transformation for Sustainable Rural Tourism in Indonesia
Digital transformation is reshaping rural tourism landscapes in Indonesia by bridging market gaps, enhancing destination visibility, and empowering local communities. This study examines the integration of online booking platforms, social media marketing, and digital literacy initiatives in three rural tourism villages in Indonesia. Through qualitative methods—comprising interviews, field observations, and content analysis—the research identifies how digital tools have strengthened community participation, expanded tourist markets, and enhanced sustainability. While notable advancements have been observed, persistent challenges, including digital infrastructure gaps, financial constraints, and low digital awareness, continue to hinder equitable development. The paper recommends policies focused on inclusive infrastructure, community-based digital training, and strengthened public–private collaboration. These insights offer a strategic roadmap to accelerate Indonesia’s rural tourism transformation
