Report of Consultation Meeting for Project Implementation
This report is under the SEAFDEC/UNEP/GEF Project on “Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and Gulf of Thailand”Consultation Meeting for Project Implementation was conducted at the DOF in Bangkok on 13 November 2018. The meeting aimed to discussed with key National Scientific Committee on existing data and information for preparation of the technical information for further discussion and consideration at the next National Scientific and Technical Committee Meeting in December 2018. The meeting proposed Indo-Pacific mackerel and blue swimming crab as a target species represent the Fisheries Refugia sites in Trat and Surat Thani Province, respectively. The paper also shows the distribution of larvae, mature females, and sizes of Indo–Pacific mackerel from May 2017 to April 2018.UNEP/GE

This report is under the SEAFDEC/UNEP/GEF Project on “Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and Gulf of Thailand”The Second Meeting of Thailand National Fisheries Refugia Committee was conducted by Department of Fisheries, Thailand, at Bangkok, on 10 October 2018. The meeting aims to 1.) consider of priority species and project sites based on scientific and technical information, 2.) revise of the memberships and TORs of the committees, and 3.) report of work plan and expenditure. Report of Data Analysis of the Fisheries Refugia (LOBSTERS)
This report is under the SEAFDEC/UNEP/GEF Project on “Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and Gulf of Thailand”Data Analysis of the Fisheries Refugia (LOBSTERS) was conducted by the Department of Fisheries, Malaysia, at Perak, on 29-31 May 2018. The Meeting aimed to discuss the research data from the lobster refugia which includes data analysis, generation of graphs and tables of result, and preparation of report writing. The meeting attended by 8 participants, including members from FRI Kg. Acheh, Sitiawan, Perak. Meeting results are available.UNEP/GE
Report of the First Meeting of Thailand’s National Scientific and Technical Committee
This report is under the SEAFDEC/UNEP/GEF Project on “Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and Gulf of Thailand”The First Meeting of Thailand’s National Scientific and Technical Committee was conducted by Department of Fisheries, Thailand, at Bangkok on 17 December 2018. The meeting aimed to report the progress of works and collective existing information including: 1.) Notification of the Department of Fisheries No. 1130/2561 Re: Appointment of Thailand’s National Scientific and Technical Committee dated 27th November 2018, 2.) Overview of background of the project: Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and Gulf of Thailand, 3.) Progress of project implementation, 4.) Technical information of fisheries, fisheries resources, and ecosystem in Trat and Surat Thani Provinces, and 5) considering of Project Site and Priority Fisheries Species in Trat and Surat Thani Provinces Province. In conclusion, the committee support the proposed Indo-Pacific mackerel and Blue swimming crab as priorities species in Trat and Surat Thani Provinces, respectivelyUNEP/GE
ASEAN Catch Documentation Scheme (ACDS)
ASEAN Catch Documentation Scheme (or ACDS) is one of Fisheries management tools to improve traceability for marine capture Fisheries and enhance intra-regional and international trade of the ASEAN Member States (AMSs).
The development of ACDS formed part of the ASEAN Guidelines for Preventing the Entry of Fish and Fishery Products from IUU Fishing Activities into the Supply Chain, adopted under the ASEAN Mechanism, and was led by Singapore as a ASEAN lead country since May 2014. Developed through a series of Regional Consultations, the ACDS was endorsed at the 25th ASEAN Sectoral Working Group on Fisheries (25ASWGFi) in May 2017 in Singapore. Subsequently, the ACDS concept was also supported by the SOM-AMAF in the same year. For the implementation of the ACDS by AMSs, it was suggested at several regional forums and stakeholder consultations in March 2016 that appropriate system of the ACDS is needed, both in electronic format and manual system to address the requirements of the SEAFDEC Member Countries.
Moreover, The SEAFDEC Council of Directors also sugguested that SEAFDEC should assure the appliability of the electronic ACDS system and ensure that it is beneficial to relevant stakeholders, e.g. operators of fishing vessels, suppliers, seafood processors for export, and traders

Report of Consultation Meeting with Koh Kong Fisheries Administration Cantonment and Community Fisheries to Draw a Map of Short Mackerel Fisheries Refugia in Koh Kong Province
This report is under the SEAFDEC/UNEP/GEF Project on “Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and Gulf of Thailand”Consultation Meeting with Koh Kong Fisheries Administration Cantonment and Community Fisheries to Draw a Map of Short Mackerel Fisheries Refugia in Koh Kong Province was conducted by Fisheries Administration on 6-9 September 2018. The meeting/activities attended by 15 participants, including Fisheries Administration, Fisheries Administration Cantonment and Peam Krasob Community Fisheries. The results of the meeting is that Fisheries Administration Cantonment in Koh Kong and Peam Krasob Community Fisheries agreed to produce the draft map of mackerel fisheries refugia starting from the part of Peam Krasob CFi to the part of Koh kapi commune water, with a total size of 1,293ha, in term of ensuring the sustainable management of short mackerel.UNEP/GE

Cryptic genetic divergence in Scolopsis taenioptera (Perciformes: Nemipteridae) in the Western Pacific Ocean
We studied the phylogeny, population structure, and demographic history of Scolopsis taenioptera in the western Pacific Ocean. Using the 80 samples collected from four locations, we obtained the nucleotide sequences of mitochondrial cytochrome c oxidase subunit I and cytochrome b genes. We identified two distinct lineages showing a clear phylogeographic break that was possibly due to the Pleistocene sea-level change. One lineage was distributed in Iloilo (Philippines) and the other in Terengganu (Malaysia), Rayong (Thailand), and Ha Long Bay (Vietnam). The Terengganu and Rayong populations showed clear signs of demographic expansion; the Iloilo and Ha Long Bay populations were relatively stable or spatially expanded as geographically subdivided populations.This study was conducted under a Memorandum of Agreement for joint research made by and among the Department of Agriculture of the Republic of the Philippines (DA), University of the Philippines Visayas (UPV), Kagoshima University Museum, RIHN and Tokai University, facilitated by S. L. Sanchez [Bureau of Fisheries and Aquatic Resources (BFAR), DA]. P.J. Alcala (DA) provided a Prior Informed Consent Certificate, and I.P. Cabacaba and S.M.S. Nolasco (BFAR, DA) provided a Fish Specimen Export Certificate (no. 2016-39812). We thank the staff of the Office of the Vice-Chancellor for Research and Extension, UPV, and the UPV Museum of Natural Sciences, College of Fisheries, UPV, including S.S. Garibay, V.G. Urbina, L.H. Mooc, C.J.N. Rubido and E.P. Abunal, and graduate students of the College of Fisheries, UPV for their support of this research collaboration. Malaysian specimens were collected during the Japan Society for the Promotion of Science (JSPS), Tokyo Asian Core Program, ‘Establishment of Research and Education Network on Coastal Marine Science in Southeast Asia’, supported by the Ministry of Higher Education, Putrajaya, Universiti Putra Malaysia and Universiti Malaysia Terengganu. The Thai specimens were collected with the supports of the Training Department, Southeast Fisheries Development Center, Bangkok, and the Eastern Marine and Research Center, Rayong. The Vietnamese specimens were collected with the support of the Institute of Marine Environment and Resources, and the Ha Long Bay Management Department and with a permission of use of the specimens by the Biodiversity Conservation Agency, Ministry of Natural Resources and Environment, Vietnam.
