    Tuna Value Chain Analysis for Binh Dinh Province, Vietnam

    During late 2019 and early 2020, MCD Vietnam conducted a value chain analysis (VCA) focused on fishery supply chains in Binh Dinh Province, Vietnam for three tuna species: bigeye tuna (Thunnus albacares), yellowfin tuna (Thunnus obesus) and skipjack tuna (Katsuwonus pelamis). This report summarizes the results of the Tuna VCA completed, including identification of the flow of products, types of products, relationships and linkages among actors in the chain, relevant institutional policies and regulations, abilities to apply electronic catch documentation and traceability (eCDT) technologies in the tuna chain, as well as evaluating the value chain linkages. The VCA was led by MCD as part of an eCDT learning site in Vietnam in partnership with the USAID Oceans project. The Binh Dinh VCA study was divided into two analyses of yellowfin/bigeye and skipjack. Both VCAs include analysis of multiple fishery supply chain actors including: fishers, middle-actors, transporters, processing and export companies, international trading companies, wholesalers/retailers and consumers. This report was produced by MCD under a partnership subcontract with USAID Oceans, with support from USAID RDMA

    User’s Manual of the Electronic ASEAN Catch Documentation Scheme, Part 5: Transshipment at Sea

    This manual concerns the transshipment at sea process, in which the transshipment vessel must register to the eACDS system following the procedure for port out and port in requests. The transshipment vessel captain has to use the eACDS Catch Report application to report the estimated catch by species and weight to the eACDS system. The eACDS Catch Report application intelligent recording the transferred catch data from catcher to carrier vessel using the QR code technology. All transferred catch data is securely recorded and submitted to the server before the landing port's transshipment vessel

    At the request of the Lao PDR Department of Livestock and Fisheries (DLF), on January 14-16, 2020 an introductory electronic catch documentation and traceability (eCDT) workshop was conducted in Vientiane, Lao PDR in partnership with the Southeast Asian Fisheries Development Center (SEAFDEC) and the USAID Oceans and Fisheries Partnership (USAID Oceans) project. The workshop served as a ‘showcase’ for available eCDT technologies that could be applied in the Mekong Region for freshwater and marine fisheries management in Cambodia, Lao PDR, Myanmar, and Vietnam.     This manual was produced under the ASEAN-SEAFDEC Strategic Partnership Program by the Training Department of SEAFDEC with the cooperation of the SEAFDEC/UNEP/GEF Project entitled the "Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and the Gulf of Thailand" (called in short Fisheries Refugia Project)The ASEAN Catch Documentation Scheme (ACDS) is a management tool to prevent the entry of fish and fishery products from IUU fishing to the supply chains in the ASEAN Region. Towards the improvement of the traceability system for marine capture fisheries, the manual's overall objective of the ASEAN Catch Documentation Schemes' electronic system is to guide relevant stakeholders along the supply chains to understand the step-by-step how to implement the eACDS applications. The eACDS User’s Manual consists of 6 parts described along with traceability system processes from catching to landing, purchasing, transferring of catch to processing, using raw materials in processing, issuing the certification, and exportation. Besides, some countries in the ASEAN region implements transshipment at sea. The eACDS applications, therefore, include the transshipment at sea in a separate part. There are six parts of the manual as follows: Part 1: Introduction of the eACDS;Part 2: Issuance of the Catch Declaration (CD); Part 3: Issuance of the Movement Document (MD); Part 4: Issuance of the Statement of Catch (SC) and Catch Certification (CC); Part 5: Transshipment at Sea; and Part 6: System Administration. This manual refers to the 2nd Part of the eACDS System focusing on the issuance of the Movement Document (MD). The processes for issuance of the Movement Document (MD) to the buyers are to assure that movement of fishes from fishing port to either local market or for the domestic market is monitored and regulated. Notably, the movement of fish from landing to the processing plants for exporting to the international market. To ensure that all movement process of fish to domestic demand and processing plant, SEAFDEC developed the eACDS-Market App to support the implementation and record the purchasing processes to the eACDS system for effective management and enhancement of the traceability system of marine capture fisheries. The Movement Document includes the purchasing procedures after fish landed and verified for sale, purchasing by Fish Buyer and processor, and accepted for purchase from boat owner. The stakeholders concerned in the MD process are mostly related to the Fish Buyers, Processor, Fishing boat owner or fishing master, and port authority.Japanese Trust Fun

    This report, prepared in partnership with USAID Oceans by the Kabang Kalikasan ng Pilipinas Foundation Inc. (KKPFI)–also known as the World Wide Fund for Nature Philippines (WWF-Philippines)–documents the expanded application and testing of municipal electronic catch documentation and traceability (eCDT) technologies beyond the USAID Oceans Learning Site of General Santos City, into the Bicol and Mindoro regions of the Philippines where WWF-Philippines works with municipal fishers and Local Governance Units (LGUs). The application of eCDT technologies in Bicol and Mindoro is intended to help combat IUU fishing, promote sustainable fisheries, and conserve marine biodiversity through the demonstration and expansion of eCDT technologies in the small-scale handline tuna fisheries the Philippines. This report is focused on the application and testing of eCDT by the small-scale tuna handline fisheries at sites in Bicol and Mindoro working in partnership with WWF-Philippines. This involved the installation and use of onboard FAME radio frequency transponders and Near-field Communication (NFC) cards within the small-scale handline tuna fisheries. The report notes on the user friendliness of the device and evaluating the acceptance of the fishers, considering the perception that it would be an additional task for their fishing operation. The information gathered in this report provides a case study of the potential of eCDT technology for small-scale fisheries in terms of combating IUU fishing. Furthermore, the case study illustrates how essential this technology can be in promoting sustainable fisheries, as well as understanding the direct benefits the eCDT can have for artisanal fisheries
