The objective of the meeting is to discuss the result of the survey trip in Bangka Belitung and to synchronize and accelerate progress among research teams in both locations under the coordination of NSTFP. The survey found that the fishing areas for squid are located in almost all parts of the Bangka Belitung sea where the institutional fishermen group has developed, so it is very supportive for the establishment and management of fisheries Refugia.UNEP/GE

USAID Oceans Philippines Closeout Activities Report
No full textIn support of the conclusion of country and learning site activities under the USAID Oceans and Fisheries Partnership (USAID Oceans), four Philippines-based project closeout activities were completed during January and February 2020: (1) launch of the Bureau of Fisheries and Aquatic Resources (BFAR) 12 Fisheries Monitoring (FishMon) Center in General Santos City on January 27, 2020; (2) tour of the BFAR Integrated Marine Environment Monitoring System (IMEMS) FishMon Center on February 4-5, 2020 at the Navotas Fish Port Complex; (3) Partner Recognition and Handover Workshop convened in Quezon City on February 5, 2020; and (4) Electronic Catch Documentation and Traceability Technology Showcase convened in partnership with the USAID Fish Right Project in Iloilo City on February 11, 2020. At all the events, major Philippines partners under the project participated, including: BFAR Central Office, BFAR Region 12 Office, fishers from the Alliance of Tuna Handliners (ATH), SOCSKSARGEN Federation of Fishing and Allied Industries, Inc. (SFFAII), seafood and technology private sector partners, Local Government Units from Southern Mindanao, NGOs, Civil Society Organizations (CSO), and academia. Also, the report pointed out the economic aspect in Blue swimming crabs which are an economically important marine animal resource in many countries. There is a lot of use of the small Blue swimming crabs because the value has been added for processing into crab meat and bringing the berried female Blue swimming crabs to take advantage. The current harvesting of Blue swimming crabs may be considered it is not causing sustainability usage according to the principles of utilization, conservation and restoration of the international measures.UNEP/GE

The meeting was presided over by Mr. Itthiphon Kwathai, Director of Surat Thani Fisheries Provincial Office acting as chairman of the committee. Get PDFThis report is under the SEAFDEC/UNEP/GEF Project on “Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and Gulf of Thailand”Local consultation workshops on fisheries Refugia boundary and management planning in Trat Site under the Fisheries Refugia project were co-organized by Trat Fisheries Provincial Office and Eastern Gulf Fisheries Research and Development Center (Rayong) and Department of Fisheries during 13 – 18 July 2020 with 385 participants. These workshops were on-site conducted in all of the 5 coastal districts of Trat Province, namely Muang District, Laem Ngop District, Khlong Yai District, Koh Chang District, and Koh Kut District, aimed at enhancing local involvement in fisheries Refugia boundary delineation and management planning in the site. Tentative fisheries Refugia boundaries and management plans were proposed for discussions, and conclusions were finally done upon mutual agreement in each district. The conclusions will be further prepared for consideration at the Provincial Fisheries Committee meeting for policy guidance prior to submission to the next authority committee.UNEP/GE
User’s Manual of the Electronic ASEAN Catch Documentation Scheme, Part 4: Statement of Catch and Catch Certification
No full textThis manual was produced under the ASEAN-SEAFDEC Strategic Partnership Program by the Training Department of SEAFDEC with the cooperation of the SEAFDEC/UNEP/GEF Project entitled the "Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and the Gulf of Thailand" (called in short Fisheries Refugia Project).The ASEAN Catch Documentation Scheme (ACDS) is a management tool to prevent the entry of fish and fishery products from IUU fishing to the supply chains in the ASEAN Region. Towards the improvement of the traceability system for marine capture fisheries, the manual's overall objective of the ASEAN Catch Documentation Schemes' electronic system is to guide relevant stakeholders along the supply chains to understand the step-by-step how to implement the eACDS applications.
The eACDS User’s Manual consists of 6 parts described along with traceability system processes from catching to landing, purchasing, transferring of catch to processing, using raw materials in processing, issuing the certification, and exportation. Besides, some countries in the ASEAN region implements transshipment at sea. The eACDS applications, therefore, include the transshipment at sea in a separate part. There are six parts of the manual as follows: Part 1: Introduction of the eACDS;Part 2: Issuance of the Catch Declaration (CD); Part 3: Issuance of the Movement Document (MD); Part 4: Issuance of the Statement of Catch (SC) and Catch Certification (CC); Part 5: Transshipment at Sea; and Part 6: System Administration.
This manual focuses on the Statement of Catch (SC) and the issuance of the Catch Certificate (CC) because these two processes, in the practices, are closed link in the processing plant, in which fish products are the final process. The processes for issuance of the Statement of Catch (SC) to the processor are to assure that fishes as raw materials stored in the processing plant are utilized and could be monitored and traced back to the origin of fish. Due to the complexity of the fish processing processes, where the fishes or raw materials come from different sources. Using the manual method without the electronic system would make the burden works to enhance the seafood traceability. In other words, the SC will support the fisheries authority on monitoring and regulating the raw materials used in the processing plants.
The Catch Certificate is another documentation for exportation to the international market which is linked to all information via the SC, MD and CD QR-Codes attached to the documents.
