    Report of the 4 th Meeting of the Regional Scientific and Technical Committee

    This report is under the SEAFDEC/UNEP/GEF Project on “Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and Gulf of Thailand”SEAFDEC/PCU organized the 4th Regional Scientific and Technical Committee Meeting (RSTC4) via Zoom Platform on July 22nd, 2021. The RSTC4 aims to harness the national scientific and technical expertise and knowledge required to inform the policy, legal and institutional reforms for fisheries refugia management in the South China Sea and the Gulf of Thailand. The RSTC4 was attended by National Scientific and Technical Focal Points from 6 participating countries, regional experts, scientists from national institutions, and SEAFDEC/Training Department. A total of 43 participants, including 21 females and 22 males. A total of 75 activities at national and regional levels, implemented from 2020 to June 2021, are summarized. It highlights the achievements of the project implementation, particularly the planned outputs such as seven fisheries profiles, revision of fisheries law, regulation, fisheries management plan, strategic plan, and adoption of the Regional Action Plan for Short mackerel. Significantly, two adopted fisheries refugia in Cambodia together with a total of 5 tentative fisheries refugia in Malaysia (2), Thailand (2), and Cambodia (1). The activities-based progress in percentage and cumulative expenditure and co-financing to date from all executed partners are presented.UNEP/GE

    This report is under the SEAFDEC/UNEP/GEF Project on “Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and Gulf of Thailand”The Stakeholder consultation was aimed to verify the mapping for the marine fisheries management area and grouper fisheries refugia area in Kampot Province. 26 people from the central and local government including inter-agencies, institutions, and NGOs attended the meeting. The meeting supported the establishment of marine fisheries management area in Kampot province and supported the Provincial Hall Administration to stamp on the map of marine fisheries management area when this map is approved by Provincial Governor.UNEP/GE

    This report is under the SEAFDEC/UNEP/GEF Project on “Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and Gulf of Thailand”The Philippines is bounded by several water bodies, of which the South China Sea is one. The fisheries Refugia concept emphasizes on the quality of the different habitat and its important function to the life-cycle of the different fished species. As the Philippines is part of this project, the Fisheries Refugia sites of this country are Bolinao Fisheries Refugia Site; Masinloc Fisheries Refugia Site; Coron Fisheries Refugia Site. The priority species in these areas are the two species of Siganids, Auxis thazard, and Lutjanus argentimaculatus, respectively.UNEP/GE

    Water Quality Survey in the Waters of Bangka to Support the Squid Fisheries Refugia.

    This report is under the SEAFDEC/UNEP/GEF Project on “Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and Gulf of Thailand”Bangka waters are part of the Sunda Shelf (Sunda Shelf) so that these waters are included in shallow waters where the average water depth is 30 m. Water depth is a very influential factor in the existence of squid and in general squid are found living in shallow demersal waters, close to the coast, in seagrass and coral ecosystems to a depth of 700 m (Jereb & Roper, 2010). Several studies show that the catch of squid in the waters of the Karimata Strait to the Java Sea is mostly caught in waters with warmer temperatures ranging from 24,8 to 32,1 °C, where U. chinensis squid are mostly found in Bangka waters, generally live in the optimum temperature range of 21–29 °C (Prasetyo et al. 2014).UNEP/GE

    Structure Population and Maturity of Banana Shrimp (Penaeus Merguiensis and Penaeus Indicus) in West Kalimantan Province

    This report is under the SEAFDEC/UNEP/GEF Project on “Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and Gulf of Thailand”The survey of shrimp data collection was carried out for eight days from 11 to 18 October 2021, covering several villages in Batu Ampar District and Pulau Maya District located in two coastal regencies of West Kalimantan Province: North Kayong District and Kubu Raya District. It was conducted by using a survey method based on direct observation and experimental fishing by various fishing gears. As a result, a total of 1846 shrimp samples were observed in this study consisting of 18 species of shrimp. Moreover, it focused on the population structure of Penaeus spp; gonad maturity stages of Penaeus merguiensis and P. indicus; carapace length at first capture (Lc) and carapace length at first maturity; as well as demographic of shrimp catched by different fishing gears.UNEP/GE

    Fisheries Refugia Site Management Committee Meeting: Bolinao Site

    This report is under the SEAFDEC/UNEP/GEF Project on “Establishment and Operation of a Regional System of Fisheries Refugia in the South China Sea and Gulf of Thailand”The meeting was held in June 2021 at the Bolinao Refugia Site to update the project results and ways forward to achieve the project target by 2022. NFRDI introduced the overview and refugia concept, updated activities during 2017-2020, the results of the fish landing survey, and Validation of Fisheries Profile and Boundary Delineation and Threats of Fisheries Refugia Site in Masinloc. NFRDI informed the way forward issues the refugia management plan, establishment of the refugia management team and site-based voluntary, and review of fisheries and environmental laws.UNEP/GE

    This report is a part of an online regional training course on deck machinery and hauling devices on deck to reduce manpower in fishing vessels and enhance safety in fishing operations organized through the Zoom platform under the situation of the Corona Virus-2019 (COVID-19) pandemic to the Southeast Asian region and all over the world. This online training course was envisaged to gather and update the technical information on capabilities to transfer the knowledge gained from the training program. It could be ways forward for improving hauling devices based on the hydraulic system in the respective area. It is noted that this training will be undertaken online. Participants are relevant working experiences in machinery or engineering from SEAFDEC Member Countries. The online training was granted by the Japanese Trust Fund 6, Phase II. There were 3 sessions at the online training: (1) Technical knowledge (2) Online demonstration (3) Discussion/evaluation. This report summarizes the main points made during the presentation and discussions on 5 -6 May 2021

    Management tools for essential Ecosystem Approach to Fishery Management (EAFM)

    The ecosystem approach to fisheries management (EAFM) requires the broadening of conventional fisheries management to cover the ecological, human and governance dimensions of sustainable development. This broadening, in turn, also requires a broadening of the scope and number of relevant fishery management tools needed to implement EAFM. In this booklet, we introduce and summarize a range of tools that focus on managing fishing activities under EAFM, including tools to manage broader environmental issues, as well as achieving social, economic and governance objectives. These are presented as fact sheets for each management tool
