    Study and Review Needs of Monitor, Control, and Surveillance (MCS) Implementation and Capacity Building in Thailand

    This study was part of the Bay of Bengal Large Marine Ecosystem Phase II (BOBLME II) Project, with additional co-funding from the IW Project. There were two main objectives: (1) to assess the needs for implementing Monitoring, Control, and Surveillance (MCS) measures in Thailand to combat Illegal, Unreported, and Unregulated (IUU) fishing, and (2) to identify capacity building needs for enhancing the knowledge and skills of Department of Fisheries (DOF) personnel involved in MCS operations. The McKinsey 7s Framework was applied as a conceptual framework to analyze gaps in order to identify development needs of systems and personnel related to MCS. Data collection from documents, in-depth interviews, and structured questionnaires was used to gather information from executive staff and staff involved with the MCS. The components of the McKinsey 7S Framework are divided into two main categories: Hard Elements, which include strategy, structure, and systems; and Soft Elements, which include shared values, style, staff, and skills

    SEAFDEC/TD and SEAFDEC/IFRDMD co-organized an online Inception Workshop on the Small-scale Fisheries Project, which was held on 30 July 2025 via a virtual platform. The workshop aimed to kick off the project “Improving Fishers’ Livelihood and Fisheries Co-management in Inland and Coastal Small-scale Fisheries”, supported by the Japanese Trust Fund 7 (JTF7). The main objectives were to introduce the project's goals, objectives, and planned activities, outlining specific actions to be implemented at designated pilot sites. The workshop also served as a platform for SEAFDEC Member Countries to better understand the project’s scope and the specific interventions planned for the selected sites. Through open dialogue, participants were encouraged to share insights and contribute to aligning the project’s implementation with regional priorities

    The Regional Workshop on Enhancing Policies and Countermeasures Against IUU Fishing in Southeast Asia was organized by the Southeast Asian Fisheries Development Center (SEAFDEC) under the ASEAN-JICA Capacity Building Project on IUU Fishing Countermeasures in Southeast Asia. the workshop took place from 6 to 8 October 2025 in Bangkok, Thailand. The objectives aim to facilitate the exchange of progress on National Plans of Action to Combat IUU Fishing (NPOA-IUU) among ASEAN Member States while simultaneously addressing international concerns regarding illegal fishing countermeasures. By fostering deeper regional cooperation, the discussion will also focus on developing the ASEAN Voluntary Guidelines for Transshipment to significantly strengthen regulatory frameworks and collective oversight.The Regional Workshop on Enhancing Policies and Countermeasures Against IUU Fishing in Southeast Asia was organized by the Southeast Asian Fisheries Development Center (SEAFDEC) under the ASEAN–Japan International Cooperation Agency (JICA) Project on IUU Fishing Countermeasures in Southeast Asia. The Workshop was conducted from 6 to 8 October 2025 in Bangkok, Thailand, to strengthen regional cooperation and enhance the capacity of ASEAN Member States (AMSs) to prevent, deter, and eliminate illegal, unreported, and unregulated (IUU) Fishing. The Workshop served as a platform for AMSs to share experiences, update progress on the implementation of the National Plans of Action to Combat IUU Fishing (NPOA–IUU), and discuss policy actions and countermeasures in line with international and regional frameworks. A total of 36 participants attended the Workshop, comprising representatives from AMSs, except Singapore, as well as officials from SEAFDEC, the Food and Agriculture Organization of the United Nations (FAO), and other relevant organizations. Key sessions focused on the current status of NPOA–IUU implementation, urgent concerns related to IUU Fishing countermeasures, and the initiative to develop the ASEAN Voluntary Guidelines for Transshipment. Participants exchanged views on challenges and gaps in Monitoring Control and Surveillance (MCS), Port State Measures (PSM), transshipment practices, and inter-agency coordination. The Workshop concluded with agreed ways forward, emphasizing capacity building, strengthening legal and institutional frameworks, enhancing the use of monitoring technologies, and improving regional coordination and information-sharing mechanisms. The outcomes of the Workshop are expected to support AMSs in advancing effective policies and practical countermeasures against IUU Fishing, thereby contributing to sustainable fisheries management and responsible fishing practices in Southeast Asia

    This workshop focuses on promoting gender mainstreaming in Southeast Asia’s small-scale fisheries (SSF), recognizing the vital role of women in fisheries and the need for gender equality. Organized by SEAFDEC and supported by the Japanese Trust Fund, the project aims to integrate gender perspectives into fisheries management and livelihood improvement. The workshop strengthened participants’ knowledge of gender inclusion, shared case studies, and updated information on gender activities in fisheries. The expected outcomes included improved understanding of gender mainstreaming and practical suggestions for advancing gender equality and social inclusion in SEAFDEC Member Countries

    The On-site Training on the Implementation of National Fish Traceability and Logistic System (STELINA) in Indonesia was held from 11 to 13 November 2025 at Surabaya, Indonesia. 61 participants who are from 21 Ministry of Marine Affair and Fisheries (MMAF), headquarter staff and stakeholders (2 provincial fisheries officers of East Java, and 38 fisheries business of East Java) who engage and/or conduct traceability of fish and fishery products attended the training.     The Southeast Asian Fisheries Development Center/Training Department (SEAFDEC/TD) has been implementing a critical project titled "Enhancement of Regional Cooperation and Human Resource Development to Eliminate IUU Fishing" This project is under the Japan Trust Fund (JTF). To assess the project's effectiveness and identify recommendations for future efforts, a workshop titled the "Regional Technical Consultation on Regional Fishing Vessels Record (RFVR) and Information Sharing to Support the Elimination of IUU Fishing" was held from 23 to 24 April 2025 Thailand. The consultation aims to strengthen and share information on the RFVR Database system including with the discussion on the RFVR Database less than 24 meters which appropriate range of vessel length to reduce IUU fishing in the region to become a more effective tool for monitoring and regulating IUU fishing

    The Workshop on Introduction of Socioeconomic Monitoring (SocMon) for Coastal and Small-scale Fisheries Management in Southeast Asia was conducted from 5 to 7 November 2024 in Phnom Penh, Cambodia. This workshop was part of a human resources development program, support from the U.S. Department of the Interior’s International Technical Assistance Program (DOI-ITAP), aimed to introduce the SocMon guidelines and enhance knowledge of fisheries officers responsible for socioeconomic data collection attended by 15 fishery officers (male 13, female 2) from the Fisheries Administration of Cambodia, focusing on the socioeconomic aspects and data collection of small-scale fisheries with lead session by two SEAFDEC/TD staff served as resource persons

    The Regional Small-Scale Fisheries (SSF) Workshop in Asia: Building on a Decade of the SSF Guidelines for a Sustainable Future, held on 26–27 March 2025 in Bangkok, Thailand, marked an essential moment to reflect on the progress and challenges in implementing the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines) since their adoption by the FAO in 2014. Co-organized by the Food and Agriculture Organization (FAO) and the Southeast Asian Fisheries Development Center (SEAFDEC), the workshop brought together government representatives, SSF sector stakeholders, and international partners from 13 countries to assess regional achievements, share best practices, and chart a collaborative path forward. The dialogue underscored the importance of integrating policies, advancing gender equality, strengthening climate resilience, and empowering SSF communities as pillars of sustainable fisheries. Key outcomes included actionable recommendations, capacity-building frameworks, and a joint statement reaffirming commitments to sustainable SSF development. This report documents the workshop’s proceedings, presentations, and breakout sessions, highlighting the collective resolve to advance equitable and resilient small-scale fisheries in alignment with the Sustainable Development Goals (SDGs) and FAO’s Blue Transformation initiative

    การศึกษานี้มีวัตถุประสงค์เพื่อประเมินความเป็นไปได้ทางเศรษฐกิจของผลิตภัณฑ์ประมงชุมชนในจังหวัดกระบี่ ประเทศไทย โดยมุ่งส่งเสริมอาชีพที่ยั่งยืนและสนับสนุนเศรษฐกิจท้องถิ่น กลุ่มเป้าหมายคือกลุ่มแปรรูปผลิตภัณฑ์สองกลุ่ม ได้แก่ กลุ่มบ้านไหนหนัง อําเภอเมือง และกลุ่มบ้านท่าหิน อําเภอคลองท่อม โดยใช้ข้อมูลจากการสัมภาษณ์เชิงลึกและสนทนากลุ่มกับสมาชิกกลุ่มละ 10 คน เพื่อวิเคราะห์ต้นทุน-ผลตอบแทน และการวิเคราะห์ SWOT (จุดแข็ง จุดอ่อน โอกาส และอุปสรรค) ผลการศึกษาพบว่า ทั้งสองกลุ่มมีเป้าหมายเพื่อเพิ่มรายได้ครัวเรือนและสร้างมูลค่าเพิ่มให้ผลิตภัณฑ์ประมง กลุ่มบ้านไหนหนังผลิตน้ำพริกตาแดง น้ำพริกปลากรอบ และน้ำพริกกุ้งเสียบ โดยน้ำพริกปลากรอบมีกําไรสูงสุด 10.43 บาทต่อชิ้น ส่วนกลุ่มบ้านท่าหินมีผลิตภัณฑ์หลักคือ กะปิหวาน กะปิแท้ และน้ำปลาหวาน โดยกะปิหวานมีกําไรสูงสุด 21.47 บาทต่อชิ้น การวิเคราะห์ SWOT พบว่าทั้งสองกลุ่มมีจุดแข็งด้านความเป็นเอกลักษณ์ของผลิตภัณฑ์และคุณภาพผลิตภัณฑ์ รวมถึงมีความร่วมมือที่แข็งแกร่งจากสมาชิกและการสนับสนุนจากหน่วยงานภาครัฐ แต่ยังมีข้อจํากัดด้านอุปกรณ์บรรจุภัณฑ์ การควบคุมคุณภาพ และการเข้าถึงตลาด ดังนั้นเพื่อเสริมสร้างศักยภาพของผลิตภัณฑ์ประมง ควรสนับสนุนให้ทั้งสองกลุ่มได้รับการรับรองมาตรฐานผลิตภัณฑ์ประมงและได้รับการสนับสนุนในการเข้าถึงช่องทางการตลาดออนไลน์ การเข้าร่วมโครงการของกรมประมง เช่น ร้าน Fisherman Shop นอกจากนี้การส่งเสริมนวัตกรรมในการออกแบบผลิตภัณฑ์และบรรจุภัณฑ์รวมถึงการใช้การเล่าเรื่องเพื่อสะท้อนตัวตนของชุมชน สามารถช่วยเพิ่มมูลค่าและขยายโอกาสทางการตลาดได้ ผลการศึกษานี้สามารถใช้เป็นกรอบในการส่งเสริมอาชีพทางเลือกอย่างยั่งยืนสําหรับประมงขนาดเล็กด้วยการพัฒนาผลิตภัณฑ์ของชุมช
