    On the non-triviality of the torsion subgroup of the abelianized Johnson kernel

    31 pagesInternational audienceThe Johnson kernel is the subgroup of the mapping class group of a closed oriented surface that is generated by Dehn twists along separating simple closed curves. The rational abelianization of the Johnson kernel has been computed by Dimca, Hain and Papadima, and a more explicit form was subsequently provided by Morita, Sakasai and Suzuki. Based on these results, Nozaki, Sato and Suzuki used the theory of finite-type invariants of 3-manifolds to prove that the torsion subgroup of the abelianized Johnson kernel is non-trivial. In this paper, we give a purely 2-dimensional proof of the non-triviality of this torsion subgroup and provide a lower bound for its cardinality. Our main tool is the action of the mapping class group on the Malcev Lie algebra of the fundamental group of the surface. Using the same infinitesimal techniques, we also provide an alternative diagrammatic description of the rational abelianized Johnson kernel, and we include in the results the case of an oriented surface with one boundary component

    International audienceEn admettant l'existence d'un « droit à l’erreur » lorsque l'erreur ne cause aucun préjudice et n’entraîne aucune sanction pour son auteur, un tel droit se manifeste, en droit des contrats administratifs, par la neutralisation ou la correction de l'erreur. Un contractant victime d’une erreur, spontanée ou provoquée, qui a vicié son consentement au moment de la formation du contrat veut obtenir la disparition des effets de son erreur en demandant au juge celle du contrat afin de faire triompher la vérité. Toutefois, le nouvel office du juge administratif du contrat renforce les moyens de prendre garde à la sécurité juridique. Ce souci de sécurité juridique permet aussi au juge d’atténuer les effets d’une erreur commise par l’Administration ou par un candidat pendant la procédure de passation d’un contrat de la commande publique.L’obligation de rectifier une erreur purement matérielle dont nul ne pourrait se prévaloir de bonne foi, qu’elle affecte le contrat lui-même ou la procédure de passation, répond à une recherche de vérité. Un « droit à l’erreur » apparaît encore lorsqu’est permise une régularisation du contrat litigieux ou du recours en référé du concurrent évincé, au profit de la sécurité juridique entendue au sens de la stabilité des relations contractuelles ou de la garantie du droit au recours

    Weed control provided by seed predators saves 20 % crop yield in cereal fields

    International audienceAlthough many herbicide active substances have been banned, and while weed infestation is a major threat to crop productivity, the extent to which natural weed control provided by seed predators can help farmers manage weed communities remains unknown. The contribution of seed predators to crop productivity through weed control was quantified, and it was assessed whether farming systems such as conservation agriculture played a role in bolstering their impact. A total of 112 seed predator-exclusion cages were set up in 28 cereal fields in France (14 pairs of plots, in which one plot was managed under conservation agriculture and the other under conventional agriculture). Weed emergence and biomass were surveyed, crop yield was measured, and the main seed predators—carabid beetles and rodents—were sampled. A 20 % reduction in yield loss due to weeds was found to be caused by seed predator activity, which was extrapolated to an economic gain of 285 €/ha. However, a whole 60 % of the maximum crop yield potential reached in the absence of weeds remains lost. Moreover, while conservation agriculture enhances weed control, this does not translate into increased crop yield. This study demonstrates the tangible importance of considering seed predators for weed control but highlights the need to combine this approach with other weed control practices or to substantially redesign cropping systems to enhance the beneficial effects of biodiversity on crop productivity

    International audienceInvestment in public transport offers alternatives to reduce car dependency as well as many negative externalities associated with solo car usage. Yet, to be fully effective, public transport infrastructure must be able to facilitate economic activities and households’ concentration. By increasing building density around stations and corridors, transport land-use feedback cycle can be engaged. The paper aims to evaluate the existence and extent of the causal relationship between public investment and densification, leveraging the implementation of a tramway service in the metropole of Dijon (France). The analysis decomposes the impact by direction as well as by the distance to corridor and city center. The results suggest that investment in public transport systems can significantly affect population and/or employment densification patterns, but that success is largely linked to the political willingness to stimulate densification through facilitating private investment
