    Structure and Modus Operandi of Code of Conduct Bureau and Public Complaints Commission in Enthroning Accountability in Governance: Nigeria Experience

    Laden with corruption, fear, and lack of job security, politicization reigns supreme; one would expect nothing short of low or poor performance of the accountability institutions in Nigeria. There have been lots of scholarly works on accountability, accountability institutions, administration and performance of one accountability institution or the other. It was revealed that majority of the studies examined the activities or performance of these accountability institutions. Most of the scholars that wrote on accountability institutions in Nigeria picked one institution at a time and more often than not, limit their study to limitations, challenges and impediments of performance; and/or at best bring out impediments of delivery of service.  Some of the foreign scholars’ writings and works conformed to the peculiarities of their environment which is different from what exists in Nigeria of today.  What they wrote did not foresee the influence of politics on administration and did not put peculiarity of Nigeria into consideration. Issues like above the law syndrome, sacred cows, godfatherism, nepotism, favouritism, etc were not considered. This study in its peculiar form, afforded the staff of Public Complaints Commission and Code of Conduct Bureau the opportunity for self-assessment and self auditing; they were bulk of the respondents for both the questionnaire administration and interview.  Accountability institutions in Nigeria have been alleged of not performing up to expectation or not performing at all by the public. It is against this background that this study seeks to assess the structure and modus operandi of the Code of Conduct Bureau and Public Complaints Commission in enthroning accountability in Governance. The study found out from the available information collected through the administration of questionnaire and conduct of in-depth interview that the awareness of Public Complaints Commission (PCC) and Code of Conduct Bureau (CCB) is not in any way in-doubt amongst the elites in the country; the structure are perfect enough for the purpose for which it is set; there is cordial relationship between the superior and the subordinate; and there is room for free flow of information in the institutions

    The large news newspaper and media corporation previously provides long-term and stable career for journalist to move up on the career path from junior reporter to become editor in chief. Maslow's hierarchy of needs has been used as the motivation paradigm to fulfil every stage of needs from physiological needs to the highest form of self-actualization needs. However, when the change of media market employment relationship and social media as the main focus of news content, more large media corporation uses contracted freelance journalist with expertise in their particular field as as finance, politics, sports, horse racing, travel, dine and wine as content contributor. The relationship between news corporation and journalist has changed from employment to partnership. Therefore, it remains in doubt whether Maslow's hierarchy of needs still hold for staff management in today media industry.In addition, freelance journalist is himself a KOL and expert in their field and their follower helps the media platform increase the readership and click rate which translates into increasing their advertising revenue. As such, there is psychological contract which consists of intrinsic (Pay) and extrinsic values (other factors) and different expectation from both party on this employment contract in this new form of partnership.The aim of this paper is to examine from freelance journalists point of view whether Maslow's hierarchy of needs applies on them and what are the extrinsic values which hold them on this employment relationship with media corporation

    Perspectives on the Strategies for Teaching and Learning English as a Second Language at the University of Juba, South Sudan

    In line with South Sudan’s vision of a self- governing community, much hope was invested in the English speaking world thereby making a shift from Arabisation from the North. As a result, the English language was adopted a marker of identity and opposition to Arabic, language of government, education as well as international communication. As part of South Sudan’s look south policy, English was made to be a second language as opposed to a foreign language. In tandem with this country’s vision the University of Juba is not spared from the adoption of English as the language of instruction and a learning subject.  Due to the democratisation of schooling and education for all, enrolment in the learning of English is increasing and resultantly large classes are emerging.  In view of this, the paper therefore examines and provides preliminary results on the nature and feasibility of some teaching and learning of English in large classes at the University of Juba. This was done in light of the principles and concepts of Richards and Rodgers’ (2001) Communicative Language Teaching approach. It emerges from the findings that in the absence of a teaching framework there is no uniformity on the strategies that being adopted by both learners and teachers in the learning and teaching of English as a second language

    Diversity in Early Childhood Education Through Parents’ Perceptions

    The management of diversity in preschool framework are today one of the main goals of early childhood education. Ιn addition to the school environment, the family also plays a key role in promoting, or not, the acceptance of diversity. The positions and attitudes of parents employed by their children affect, directly or indirectly, the pedagogical practices that teachers usually develop. The purpose of this research was to investigate the perceptions of parents with preschool children about issues of managing diversity in the context of preschool education. Also, this research aimed to determine whether and to what extent the family environment makes efforts to raise young children’s awareness across cultural diversity. The research emerged that about half of the parents, although they initially invoked a neutral attitude towards the cultural diversity encountered in the kindergarten classes, in their deepest views seem to accept the otherness only if it does not make its appearance clearly visible in the classroom

    Modern states have built burgeoning detention facilities like immigration centers, prisons and police cells that engage in torture and other cruel, inhuman treatments. The law enforcement agencies engage in torture and other cruel, inhuman and degrading treatment or punishment in the name of counter- terrorism, security threats and soon. The state uses torture and makes it clear that enhanced interrogation techniques makes a person from kidnapping to extra-ordinary rendition, from citizen to unlawful enemy combatant and from human to terrorist. The valley of Kashmir faces torture and other cruel inhuman treatments since insurgency began in 1990’s, with violent uprising and have elicited terrorism. Methods like torture is used as a tool of counter- insurgency by Indian security forces. The government of India used all efforts to crush the movement of self- determination of Kashmir. The strong response from India violates the human rights and international humanitarian laws. The law enforcement agencies, army and para- military forces have engaged in reprisal attacks against civilians resulting in indiscriminate firing, search operations, gang-rapes and burning of houses in the valley. After 1990, the situation in the Kashmir valley deteriorated and Kashmir was declared a disturbed area and laws like Disturbed Area Act (DAA) 1990, Armed Forces Special Powers Act (AFSPA) 1990 and Public Safety Act (PSA) 1978 were imposed.     Relationship Between Risk Management Practices and Investment Decisions in Bank of Kigali, Rwanda

    The purpose of this study was to examine the relationship between risk management practices and investment decisions in Bank of Kigali, Rwanda. This study adopted correlational research design. Descriptive statistics include those of the mean, standard deviation and frequency distribution while inferential statistics involves use of spearman’s coefficient correlations. Linear regression was used where ANOVA was carried on each variable. The study found that there was a correlation between liquidity risk management, default risk management and market risk management with performance of the Banks. The study findings indicated that credit risk management (r=0.096, p<0.01), liquidity risk management (r=0.347, p<0.01), market risk management (r=0.506, p<0.01) and operational risk management (r=0.612, p<0.01) on financial performance. It however found that the Banks do not involve experts and consultants in market risk management thus recommendations were made for the Banks to revise their credit risk management policies, open up and share information with other players on market risk thus involve consultants more in their market risk management and to be more proactive than reactive in risk management. The study concluded that, risk management has a positive influence on the investment decisions and that risk monitoring can be used to make sure that risk management practices are in line with proper best practice risk monitoring policies which also helps bank management to discover exposures at early stages and make corrective actions. The study recommended that, Senior management should develop strategies, policies and practices to manage risk in accordance with the Banks risk tolerance and to ensure that the bank maintains sufficient liquidity risk cover

    In every country the existence of capital markets is fundamental in the development of the economy. Capital market, in addition to its function as a means to gather and allocate the public funds. Numerous companies attempted to fix up in order to get into a stock market and do the Initial Public Offering (IPO). But it is not an easy job, various preparations should be carried out and of course it takes some time and effort and considerable cost. In addition to stock market laws, the market is also governed by various regulations issued by the market authorities and stock exchanges as the SRO. In the U.S., the authority is the SEC and in Indonesia the capital market authority is the OJK. Stock exchanges such as the NYSE in the U.S. and Indonesian Stock Exchange (BEI) in Indonesia also issued various rules regulate all companies listed the shares in the stock exchanges. Internationalization means to bring something local to the international level. The Sarbanes-Oxley Act is supposed to applicable only in the U.S, it is not applicable in Indonesia. But the law is brought from the U.S brought to Indonesia to be applied to Indonesian companies that have the stocks listed with the U.S stock market. The application of the Act brought some problems to Indonesian companies that have to comply with all requirements stipulated in the Act

    The Delaying of Inherited Wealth Distribution and Its Impact: A Case Study of Family Fair in Medan City

    This study aims to discuss the delaying of inherited wealth distribution and its impact: a case study of family fair in Medan City. This study is field study (field research) which starts from a case that is used as primary data. Then the discussion is supported by secondary data in the form of library research taken from al-Quran and Hadith, fiqh books relating to inheritance issues, including Law NO. 1 of 1974, and Compilation of Islamic Law and other written sources related to it. To get primary data in the field about the case being discussed, the writer interviewed the heirs left by the late Soehermanto. In addition, the authors also interviewed 5 scholars, in this case the authors chose FS UIN SU lecturers who according to the authors are representatives of scholars in Medan City, to explore their opinions on the issue of delaying the distribution of inheritance and its consequences. The result shows that there is a tendency to postpone the distribution of inheritance as has happened in the midst of the community, including in North Sumatera, especially in the city of Medan, which in turn causes injustice and unhappiness in the relationship of brotherhood and kinship. This delay is caused by the lack of knowledge and practice of one's religion, in addition to the system and perspective of the community, including the heirs, especially the children of the heirs, who are always overwhelmed by reluctance, gratitude, fear of being said to be unfilial, and ashamed with the community if "noisy" in matters of inheritanc

    Mass Media as Means of Initiating Community Developmental Programmes in Akoko North West Local Government Area, Ondo State, Nigeria

    The study examined the mass media as means of initiating community developmental programmes in Akoko North West Local Government Area of Ondo State, Nigeria. The study adopted descriptive research design of the survey type.The sample for the study consisted of 120 respondents in Akoko North West Local Government Area of Ondo State, Nigeria.  The study raised four research questions which the data were collected through questionnaire and also tested and analyzed with descriptive statistics. The findings showed that the mass media was the best platform for mobilizing people of the community for participation and also attracts government attention to communities for developmental programmes. Based on the findings of the study, it is recommended that residents’ collaboration and empowerment form of participation is encouraged by NGOs and development agencies
