Application of neural network predictive control methods to solve the shipping container sway control problem in quay cranes /
Smart control systems are mostly applied in industry to control the movements of heavy machinery while optimizing overall operational efficiency. Major shipping companies use large quay cranes to load and unload containers from ships and still rely on the experience of on-site operators to perform transportation control procedures using joysticks and visual contact methods. This paper presents the research results of an EU-funded project for the Klaipeda container terminal to develop a novel container transportation security and cargo safety assurance method and system. It was concluded that many risks arise during the container handling procedures performed by the quay cranes and operators. To minimize these risks, the authors proposed controlling the sway of the spreader using a model predictive control method which applies a multi-layer perceptron (MLP) neural network (NN). The paper analyzes current neural network architectures and case studies and provides the engineering community with a unique case study which applies real operation statistical data. Several key training algorithms were tested, and the initial results suggest that the Levenberg–Marquardt (LM) algorithm and variable learning rate backpropagation perform better than methods which use the multi-layer perceptron neural network structure
Does telework work? Gauging challenges of telecommuting to adapt to a “new normal” /
The paper aims to contribute to a deeper understanding of organisation management while telecommuting. With exploratory factor analysis (EFA), we define the specific set of telework organising efficiency characteristics. We determined the number of factors with Kaiser Eigenvalues rule as well as Cattel's scree criterion. We conducted the study in Lithuania, the country with a low percentage of teleworkers until organisations have been urged to properly implement their performance to remote means after the COVID-19 quarantine was announced. This paper reveals that the fundamental challenges of teleworking are the feedback issues related to working accomplishment, especially to the task and process overload, and individual self-organisation ability. Moreover, the flexibility of work organisation represents a unique characteristic of telework, and managers should cooperate more effectively with teleworkers to keep them motivated
Lietuvos karių kasdienybė karo ir taikos metu 1918–1940 m.
The advent of the First World War on 1 August 1914, contemporaneously known as the Great War, already in the first days of the fighting radically changed the long-established daily lives of many European nations, states, regions, peripheries and their peoples. The everyday life and routines of people of different national and social backgrounds living in the territory of Lithuania also underwent radical change. In the wake of volatile military campaigns, in the autumn of 1915 the territory of Lithuania, devastated by the belligerent forces, was occupied by the Imperial German Army, which in an effort to consolidate its position in the occupied territories of the Russian Empire, created a military administrative unit Ober Ost (Oberbefehlshaber Ost or Oberkommando Ost) under the aegis of the Supreme Commander of All German Forces in the East, which is commonly referred to as Oberostas in Lithuanian historiography. This territorial unit encompassed the former Russian governorates of Suwalki (Suvalkai) and Kovno (Kaunas) and the larger part of the territory of the governorates of Vilna (Vilnius), Grodno (Gardinas) and Courland (Kuršas). The central headquarters of Ober Ost was set up in Kaunas where it remained until August 1918 when the Lithuanian Military Government was established. The First World War and the related losses, mobilisation, forced migrations and violence that it involved, in other words the War Culture, had transformed the way of life and social relationships in Lithuanian society and, in parallel with other geopolitical factors, gave rise to the formation of Lithuanian statehood
A digital or sustainable small and medium-sized port? Sustainable port blueprint in the Baltic Sea Region based on port benchmarking /
Small and medium-sized ports (SMSPs) in the Baltic Sea Region (BSR) are caught in a dilemma of less financial support by the European funding programmes due to their peripheral position in the TEN-T Core Network. Most of the BSR ports belong to the TEN-T Comprehensive Network, which is rationally less important in the topical financial, infrastructural and policy discourses. Despite this, BSR ports are of a colossal importance for the regional economic development serving as gateways for the individual regions and drivers of socio-economic and environmental transition. In addition, ports are essential in pursuing new innovation avenues. The environmental targets published by the European Commission for maritime sector in 2030 and 2050 are applicable for SMSPs as well, creating further obstacles and future challenges on the one hand, but opening new horizons to grow and innovate on the other one. A successful environmental and digital transformation going hand in hand in SMSPs enable sustainable boost of sustainable development. Thus, as a first step, the assessment of sustainable readiness in SMSPs is incumbent in order to implement tailor-made solutions on individual basis, by ensuring efficient usage of available resources and capabilities. In line with the Connect2SmallPorts project, part-financed by the INTERREG South Baltic Programme, 38 SMSPs in the BSR were approached to mapping their digital readiness according to the methodology of the Digital Readiness Index for Ports (DRIP), published within the project in 2020. Building upon this, this paper introduces the idea of digital and environmental twinning to conclude on sustainable development potentials in SMSPs with an adaptation of the DRIP score. Hence, the research contributes to the sustainable port concept and illustrates the positioning of SMSPs in the progress of sustainable development

The research is intended to reveal how various rhetorical figures used by contemporary orators serve as tools for persuasion and emotive argumentation
Correlations between ethical leadership and leadership styles /
The authors of article search correlations between ethical leadership and leadership styles. There were defined criteria for ethical leadership and criteria for transactional, transformational and servant leadership styles. The aim of the research is to theoretically distinguish the criteria of ethical leadership and transactional, transformational and servant leadership styles, to find correlations between ethical leadership and different leadership styles. The following research problem can be formulated with a problematic’s questions: according to which criteria should the expression of ethical leadership in different leadership styles? Do we find correlations between ethical leadership and different leadership styles? Quantitative research method was applied in the present article to find answers to research problems. In research participated 298 employees from five organizations. Formulated hypothesis was confirmed: if managers are characterised by ethical leadership, they lead using the servant leadership style
Priešmokyklinio ugdymo mokytojų nuotolinio ugdymo patirtys, įvertinus vaikų pasiekimus ir pažangą COVID-19 pandemijos laikotarpiu.
The Covid-19 pandemic posed new challenges and opportunities for participants in education. The following article reveals the experiences of pre-primary education teachers in assessing children’s achievements and progress in distance education during the first lockdown of the Covid-19 pandemic. The qualitative research involved 15 pre-primary education teachers who worked remotely in the spring of 2020. The method of semi-structured interview was chosen. The continuity of education was found to be maintained. All activities were transferred to distance education by emphasising the opportunity for parents to engage, interest and motivate children. Various tools for distance education were used: online platforms and social networks, general digital software, and specialised software for the creation and demonstration of teaching materials. The assessment of children’s achievements and progress in distance education is seen by teachers as a complex process that requires a high level of parental involvement
Socialinės pedagoginės pagalbos inovacijų sklaidos prielaidos mokykloje.
Innovations in social pedagogical assistance in schools are important for ensuring equal opportunities in education for all social groups, especially for children from disadvantaged social, economic and cultural (SEC) backgrounds, to address the issue of quality and accessible teaching and learning. National school quality reports point to the insufficient implementation and diffusion of innovations in schools. Scientific literature indicates that educators-innovators are important for the diffusion of educational innovations in schools, so they need appropriate conditions created for them to disseminate the innovations in communities. The aim of this research is to identify preconditions for the diffusion of social pedagogical assistance (SPA) innovations in secondary schools. The qualitative research (interviews with social pedagogues) has identified preconditions for the diffusion of SPA innovations in schools: the constant self-reflection of social pedagogues, an enabling (creative) environment, the opportunity to experiment and see the value of innovation, with sufficient time allowed for this collegial support as well as constructive and timely feedback from the school administration

CO2 emissions from international shipping could increase between 50–250% by 2050 year. The EEDI (Energy Efficiency Design Index) is a key requirement for regulating CO2 emissions of maritime transport; a requirement was in-troduced in 2011 by the International Maritime Organization and came into force gradually. In recent studies it was inves-tigated that no other technologies have the potential and reserves compared to Cogeneration systems. The article provides a short review of ship energy efficiency design index improving technologies and cogeneration systems application for maritime transport which have direct relation with CO2 emissions. A brief comparative analysis of cogeneration cycles is provided also
