COMMUNIQUE 
Adopted by the Peace and Security Council (PSC) of the African Union (AU) at its 844th meeting 
held on 24 April 2019 on the Situation in Libya,   
The Peace and Security Council,    
Recalling Article 7.1(n) of its Protocol and its previous communiqués and press 
statements on the situation in Libya, particularly Communique [PSC/PR/COMM.(DCCCXXXIX)] of 
its 839th meeting held on 9 April 2019, Press statement [PSC/PR/BR. (DCCCII)] of its 802nd  meeting 
held on 17 October 2018 and Communiqué [PSC/MIN. (DCCXCVII)] of its 797th meeting held at 
ministerial level on 24 September 2018, on the margins of the 73rd Session of the United Nations 
General Assembly in New York, United States of America;   
Noting the remarks made by the Permanent Representative of the Federal Republic of 
Nigeria to the African Union, H.E. Ambassador Bankole Adeoye, in his capacity as the PSC 
Chairperson for the month of April 2019 and the statements made by the representatives of the 
State of Libya and the Permanent Representative of the Republic of Congo on behalf of the 
Chairperson of the AU High Level Committee on Libya, H.E. President Denis Sassou Nguesso, as 
well as the briefing made by the AU Commissioner for Peace and Security, H.E. Ambassador Smaïl 
Chergui;   
Also noting the communique of the meeting of the Troika, held on 23 April 2019 in Cairo, 
at the invitation of H.E. Abdel-Fattah Al-Sisi, President of the Arab Republic of Egypt, with the 
participation of H.E. President Denis Sassou Nguesso of Congo;  
Further noting with deep concern the deteriorating security and humanitarian situations 
in Libya as a result of the escalation of the military actions involving activities of the various militia 
and terrorist groups;   
Concerned with the worsening conditions of African migrants stranded in camps in Libya 
and reaffirming its call for greater institutional support to overcome the challenges of migration 
in Libya;   
Mindful of the continued external interference in the internal affairs of Libya, which his 
undermining the fragile gains thus far obtained in the peace process in Libya;    
Acting under Article 7 of its Protocol, the Peace and Security Council:   
1. Deplores the continued escalation of the fighting, with the attendant humanitarian crisis 
that is characterized by indiscriminate attacks against civilian and wanton destruction of public 
infrastructure, and massive displacements of people, including as refugees into the neighbouring 
countries;  
 
2. Also deplores the continued mobilization and supply of weapons to the warrying parties 
and reiterates that there is no military solution to the current crisis in Libya.

3. Demands an immediate and unconditional ceasefire and strongly urges the warrying 
parties to exercise utmost restraint, place the supreme interests of Libya and its people above all 
else, and immediately resume dialogue as the only viable approach towards finding a consensual 
and sustainable solution the current challenges facing the country; 
 
4. Reiterates its call on the warring parties to protect civilians, create a safe passage and 
facilitate humanitarian access to the population in need.  
 
5. Urges the parties to facilitate the repatriation of stranded African migrants and, in the 
same vein, appeals to all AU Member States and the wider international community to continue 
to extend humanitarian support to the population in need, including the African migrants 
stranded in Libya;    
 
6. Reiterates the urgent need for addressing the threat of terrorism and violent extremism 
in Libya which contribute to the deterioration of security and humanitarian situation in that 
country;   
 
7. Commends the efforts being deployed by the AU, through the High-Level Committee on 
Libya and the Commission, towards finding a consensual political solution to the current crisis 
through promoting reconciliation and dialogue among all Libyan stakeholders;  
 
8. Once again reaffirms the central and indispensable role of the AU in the search for a 
lasting solution to the current crisis in Libya. In this regard,  urges the UN Special Representative 
to Libya to work in close collaboration with the AU within the spirit of the AU-UN Framework 
Agreement for Enhanced Partnership in the promotion of peace and security in Africa; 
 
9. Also re-affirms its firm and steadfast commitment to respecting the unity, sovereignty 
and territorial integrity of Libya and, in this context, strongly demands the immediate end to 
external interference in the internal affairs of Libya, calls on all external actors concerned to stop 
the continued supply of weapons and other forms of military assistance to the warrying parties, 
which is only contributing towards fuelling the crisis, and strongly urges these external actors to, 
instead, play a more constructive role and contribute more positively towards the sustained 
efforts aimed at finding a peaceful solution to the current crisis.  
 
10. Appeals for sustained assistance in efforts aimed at rebuilding state institutions, including 
the Libyan national defense and security Forces; 
 
11. Looks forward to the successful convening of an all-inclusive Libyan National 
Reconciliation Conference in Addis Ababa, in July 2019 and requests the Commission, working in 
close collaboration with the UN, to continue to pursue and intensify its efforts towards ensuring 
the successful organization of the said Conference, in line with Assembly Decision AU/Dec.719 
(XXXII) of February, 2019;   
 
12.  Decides to remain actively seized of the matter.

DECISION ON THE INTERNATIONAL YEAR OF AFRICAN FOOTBALL
(Doc.Assemblv/AU.8 (VI)) Add.11
The Assembly:
1. RECALLS that the Confederation of African Football (CAF), which
was founded in Khartoum, The Sudan, in 1957 by South Africa,
Egypt, Ethiopia and The Sudan, will celebrate its Fiftieth
Anniversary in 2007;
2. ACKNOWLEDGES the invaluable contribution of CAF to the
development of the game of football in the Continent while
protecting the interests of Africa in the international arena;
3. ACKNOWLEDGES ALSO the efforts of CAF in the promotion of
unity, solidarity, peace and reconciliation, its humanitarian activities
and its participation in preventive education campaigns against
scourges affecting the youth of the Continent;
4. DECLARES 2007 «International Year of African Football»;
5. INVITES all Member States to support their national football
associations in the organization of the Fiftieth Anniversary of CAF
in 2007, while highlighting the hosting of the FIFA World Cup in
South Africa in 2010;
6. REQUESTS the Chairperson of the African Union Commission to
cooperate with CAF in its efforts to achieve this objective and
submit a report on the celebration in 2008.

DECISION ON THE CONTRIBUTION OF MEMBER STATES 
 
 
The Executive Council: 
 
1. TAKES NOTE of the Report on the Contributions of Member States; 
 
2.  APPRECIATES that the following Member States are up to date with the 
payment of their contributions to the regular Budget; 
 
 Algeria, Angola, Botswana, Equatorial Guinea, Congo, Ethiopia, Gambia, 
Ghana, Lesotho, Malawi, Mali, Mauritius, Mozambique, Namibia, Nigeria, 
Rwanda, Sahrawi Arab Democratic Republic, Senegal, Somalia, South 
Africa, Swaziland, Zambia and Zimbabwe.  
 
3. WELCOMES the payment by the Government of the Republic of Congo of 
a voluntary contribution of United States Dollars Twenty Thousand 
(US$20,000); 
 
4. URGES Member States who are in arrears of contribution to pay up their 
arrears; 
 
5. DECIDES that temporary and exceptional exemption from sanctions 
granted to Sierra Leone and Burundi be extended so long as they honour 
their agreed payment schedules; 
 
6. DECIDES to waive all the arrears owed by the Government of Liberia up 
to the financial year 2003 as requested.  FURTHER MANDATES the 
Commission to work out a standard formula that could be applied to 
Member States emerging from conflict situation today and in the future for 
consideration of the Executive Council; 
 
7. AFFIRMS that  the following Member States remain under sanctions:- 
 
i) Cape Verde 
ii) Central African Republic 
iii) Democratic Republic of Congo 
iv) Eritrea 
v) Guinea 
vi) Guinea Bissau 
vii) Liberia 
viii) Mauritania 
ix) Sao Tome Principe 
x) Seychelles

8. DECIDES that the Commission, the Tunisian Embassy in Addis Ababa 
and the PRC Sub-Committee on contributions should undertake 
consultations on the issue of the contributions of Tunisia to the regular 
budget of the African Union for the 2004 – 2005 financial years.

1. TOMA NOTA da introdução do sistema electrónico de conferência (e-
Conferencing) na Comissão; 
2. FELICITA a Comissão pelo lançamento deste sistema electrónico de gestão de 
documentos desenvolvido internamente, que vai facilitar muito o trabalho da 
União Africana, proporcionando o acesso fácil aos documentos da UA, incluindo 
textos integrais de todas as Decisões, Declarações e Resoluções da OUA/UA 
desde 1963; 
3. SOLICITA à Comissão para, em colaboração com todos os Estados-membros, 
utilizarem no máximo o sistema electrónico de conferência (e-Conferencing), e 
DECIDE que, doravante, em todas as reuniões da Cimeira realizadas na Sede 
da UA em Adis Abeba, Etiópia, somente serão utilizados documentos em papel 
se for julgado necessário; 
4. SOLICITA à Comissão para que cumpra com esta decisão e apresente um 
relatório à Sessão Ordinária do Conselho Executivo em Janeiro de 2017.

 The Assembly of Heads of State and Government of the Organization of African 
Unity who met at Port Louis, Mauritius from 2nd to 6th July 1976, for the Thirteenth 
Ordinary Session of the OAU Summit; 
 
Deeply touched by the fraternal and warm welcome which was shown to them by the 
Mauritian people and government; 
 
 Particularly sensitive to the special attention accorded to them during all their 
stay in the beautiful and brotherly country of Mauritius; 
 
 Highly appreciating all the facilities put at the disposal of all delegations as well 
as the efforts deployed with the aim of ensuring the greatest success of work for the

 At the moment when we are winding up the work for the 13th Summit 
Conference of Heads of State and Government of the OAU a fruitful and enriching 
Session whose decisions constitute a turning point in the life of our Organization and 
our continent feel duty-bound to pay special homage to our brother William Eteki 
Mboumoua, Administrative Secretary-General of our Organization for his devotions 
and political courage which has been put to test in the course of the past year and to 
encourage him to pursue with the same spirit the implementation of the decisions and 
resolutions of our Assembly. 
 
 This homage is also paid to his Assistant Secretaries-General and to the 
Secretariat as a whole. 
 
Mr. Chairman, 
 
 This motion of encouragement, that I have the honor to submit to our august 
Assembly for consideration and approval.

 My delegation feels that in order to reinforce the bonds of co-operation between 
the United Nations and the OAU, our august Assembly; 
 
 Which took note of the speech delivered by Dr. Kurt Waldheim, Secretary-
General of the United Nations, and the clear and courageous positions which he has 
taken not only concerning the decolonization of Africa but also for the establishment of 
a new world economic order, just and equitable, 
 
 Our Assembly, I feel, in its wisdom should reiterate to the Secretary-General our 
satisfaction and our encouragement for the work accomplished. 
 
 I submit, Mr. Chairman, one more motion for your kind attention and approval.

RESOLUTION ON NIGERIA 
 
 The Assembly of Heads of State and Government of the Organization of African 
Unity, meeting in its Sixth Ordinary Session in Addis Ababa, Ethiopia, from 6 to 10 
September 1969, 
 
 Having carefully considered the progress report of the OAU Consultative 
Committee on Nigeria for the period from September 1968 to August 1969, 
 
 Considering the vital importance of concerted and unanimous action by African 
Governments within the OAU for a happy solution of the Nigerian civil war, 
 
 Deeply concerned at the continuance of the civil war in Nigeria and of the grave 
consequences resulting therefrom for Nigeria and for Africa,  
 
 Aware of its responsibilities towards Africa and the world; 
 
 Determined to help settle the civil war in Nigeria by peaceful means and in 
accordance with the basic principles of the OAU Charter, 
 
1. NOTES with satisfaction the progress report of the OAU Consultative 
Committee on Nigeria covering the past year; 
 
2. CONGRATULATES the Consultative Committee on the efforts it has 
exerted and again expresses its full confidence in the Committee’s ability to 
carry out the important mission entrusted to it, within the shortest possible 
time; 
 
3. APPEALS solemnly and urgently to the two parties involved in the civil war 
to agree to preserve in the overriding interest of Africa, the unity of Nigeria 
and accept immediately suspension of hostilities and the opening without 
delay, of negotiations intended to preserve unity of Nigeria and restore 
reconciliation and peace that will ensure for the population every form of 
security and every guarantee of equal rights, prerogatives and obligations;

4. INVITES the Consultative Committee on Nigeria to offer its good offices to 
facilitate these negotiations; 
 
5. MAKES a solemn and urgent appeal to all Governments, International 
Organizations, humanitarian institutions as well as to all political, moral and 
religious bodies in the world to facilitate the implementation of the present 
resolution and to desist from any action, gesture and attitude likely to 
jeopardize the efforts of the OAU in finding an African solution to the 
Nigerian crisis.

DECISION ON THE PLACE OF THE AFRICAN POPULATION 
COMMISSION (APC) IN THE AFRICAN UNION 
 
 
The Assembly: 
 
1. RECOGNIZES the objectives, functions and achievements of 
the Commission, since its inception in 1994, under the Joint 
Secretariat of ADB, ECA and OAU; 
 
2. COMMENDS the efforts of the African Population 
Commission (APC) in the implementation of the Dakar/Ngor 
Declaration and the International Conference on Population 
and Development and URGES for intensification of these 
efforts; 
 
3. REQUESTS the OAU/AU to continue spearheading the 
realization of the APC Programmes; 
 
4. CALLS UPON Member States to provide sustained and 
adequate support to National Population Councils, local focal 
points of the APC; 
 
5. FURTHER CALLS UPON the United nations Fund for 
Population Activities  (UNFPA) and other relevant partners to 
continue supporting and working with the APC; 
 
6. REQUESTS the Secretary General to take the necessary 
measures to determine the position of this commission 
within the African Union, and make recommendations in 
this regard to the Assembly.
