Ce contrôle fait partie du programme de contrôle de la session 2025-2026 de la commission des lois constitutionnelles, de législation, du suffrage universel, du Règlement et d'administration générale.Les travaux ont débuté le 14 janvier 2026 et la remise du rapport est prévue au 2ème trimestre 2026. "Cette mission, conduite sur plusieurs mois, aura pour objet d’analyser l’évolution des doctrines et des pratiques du maintien de l’ordre " Assistant parlementaire de M. Margueritte (Ouest-France, 25/01/2026). La Mission d'information complémentaire est présidée par M. David Margueritte (Rapporteur), Membre de la commission des lois constitutionnelles, de législation, du suffrage universel, du Règlement et d'administration générale et Membre du groupe Les Républicains et par M. Notes on the Mudgalavṛtti, a late commentary on the Ṛgveda
International audienceThe (incomplete) commentary on the Ṛgveda attributed to Mudgala (15th century) is the last document in a tradition of Ṛgveda exegesis which began in the 7th century with Skandasvāmin. Mudgala came after Sāyaṇa, and his work can be dated from the second half of the 15th century. TThis study, based on the introduction to the commentary, presents some elements necessary for understanding Mudgala's theoretical approach in particular.Le commentaire (incomplet) sur le Ṛgveda attribué à Mudgala (XVe siècle) est le dernier document d'une tradition d'exégèse du Ṛgveda qui commence au VIIe siècle, avec Skandasvāmin. Mudgala vient après Sāyaṇa, et l'on peut dater son oeuvre de la deuxième moitié du XVe siècle. Cette étude, menée à partir de l'introduction du commentaire, présente quelques éléments nécessaires pour comprendre surtout l'approche théorique de Mudgala
Taxing Carbon, Framing Responsibility: How Framing, Licensing and Beliefs Shape Individual Responsibility under Carbon Taxes
Documents de travail du Centre d'Economie de la Sorbonne 2026.03 - ISSN : 1955-611X, eISSN : 2968-6687This paper challenges the Pigouvian framing of carbon taxation as a neutral corrective tool, arguing that carbon pricing also reshapes how individuals understand their responsibility in the climate crisis. The paper synthesises four critiques -moral licensing, framing distortions, dampening effects, and endogenous preferences -showing how carbon pricing can displace or erode moral responsibility. In response, it introduces a distinction between accordant responsibility, defined as behavioural alignment with external incentives, and procedural responsibility, grounded in moral reflection and autonomous commitment. It challenges the view that price signals alone can engineer moral agency and argues for policies that sustain ethical commitments

International audienceThe analysis of the legal framework for two specific health data processings, i. e. fortune telling consultation and health data warehouses, invites us to globally consider the law on health data processings. Despite the broad and protective legal definition of health data, all health data processings don’t fall under the same regime. How to decide which legal provisions to apply depend on the remarkable link between the purpose of the processing and the potential consent of the data subject.L’encadrement juridique de deux types de traitements différents de données à caractère personnel, les entrepôts de données de santé et les consultations de voyance, invite à penser celui des traitements de données de santé dans son ensemble. Malgré une qualification large et protectrice des données de santé, leurs traitements ne relèvent pas tous du même régime de protection des données personnelles. La détermination des règles applicables résulte en effet d’une articulation singulière entre les finalités poursuivies par le traitement et l’éventuel recueil du consentement des personnes concernées
From German Mines to Le Nôtre's Gardens: The Origin of the Lead in the Fountains of Vaux‐le‐Vicomte and Versailles (Île‐de‐France, France)
International audienceThis article presents the results of an isotopic study of the lead used in the fountains of the gardens at the palaces of Versailles and Vaux‐le‐Vicomte—two iconic examples of French formal gardens designed by André Le Nôtre. The construction of these monumental gardens in the 17th century required considerable quantities of lead, a material not found in the subsoil of the Paris region and therefore necessarily imported. Lead Isotope analysis of 16 samples (including pipes, solder joints and basin plates) reveals a homogeneous signature, indicating a shared supply source for both sites. Comparing these results with those from different European mining districts revealed a clear correspondence with the deposits in the Harz Mountains in Germany, which were active and important in the 17th century. However, a few samples associated with later construction phases suggest that additional supplies came from other deposits, probably located in France. These results highlight not only the importance of European trade networks in the supply of construction materials but also the geopolitical dimension of these choices, as Louis XIV's France sought to produce lead in order to substitute it for that obtained through costly imports

New insights into the domestication process of south American camelids at Telarmachay (Peru) from 9,000 to 4,500 years before present (BP)
International audienceThe domestication process of South American Camelid (SAC) is still poorly understood despite its major role in the history of Andean societies. This study is aimed at documenting the elusive process of intensification in human and SAC interactions at the key site of Telarmachay (Peru), between 9.0-8.0 and 3.7-3.1 Kyr BP. We assessed taxonomic identification and intraspecific morphological modifications using talus bone 3D geometric morphometrics (GM), associated with stable isotope analysis of bone collagen (δ13C and δ15N) and dental palaeodemography, to track changes in animal diet, environmental setting and culling practices.The talus bone 3D GM documents more than 5,000 years of morphological changes suggesting intensification of vicuña, and possibly guanaco, population management between 6.4-6.0 and 5.8-4.5 Kyr BP, but does not support phenotypic divergence towards alpaca and llama domestic phenotypes. Comparative stable isotope analysis across the Puna ecozones shows that the changes in human and SAC interactions at Telarmachay were not driven by major modification of the camelid environment and diet. This study highlights the need for multiproxy bioarchaeological approaches to study the domestication process as an elusive, nonlinear multispecies process shaped by trial and error, environmental contingencies, and unintended consequences
