    Blowout Prediction on a Salt Cavern Selected for a Hydrogen Storage Pilot

    International audienceTo prevent climate change, Europe and the world must shift to low-carbon and renewable energies. Hydrogen, as an energy vector, provides viable solutions for replacing polluting and carbon-emitting fossil fuels. Gaseous hydrogen can be stored underground and coupled with existing natural gas pipe networks. Salt cavern storage is the best suited technology to meet the challenges of new energy systems. Hydrogen storage caverns are currently operated in the UK and Texas. A preliminary risk analysis dedicated to underground hydrogen salt caverns highlighted the importance of containment losses (leaks) and the formation of gas clouds following blowouts, whose ignition may generate dangerous phenomena such as jet fires, unconfined vapor cloud explosions (UVCEs), or flashfires. A blowout is not a frequent accident in gas storage caverns. A safety valve is often set at a 30 m depth below ground level; it is automatically triggered following a pressure drop at the wellhead. Nevertheless, a blowout remains to be one of the significant accidental scenarios likely to occur during hydrogen underground storage in salt caverns. Maisons-Alfort : Anses, 68 p.Plusieurs rapports, essais et études ont mis en évidence la présence ou l’émission de substances chimiques à partir de fournitures scolaires ou de bureau tels que des composés organiques volatils (COV), des phtalates, des isothiazolinones, des substances parfumantes, (OQAI, 2014 ; OEHHA, 2019 ; ADEME, 2019 ; UFC Que Choisir, 2016 ; INC, 2017).La présence et/ou l’émission de substances dangereuses à partir d’articles peut entraîner une exposition par inhalation, contact cutané mais également par ingestion, en particulier chez les enfants qui présentent un comportement spécifique avec de nombreux contacts main-bouche et la mise en bouche d’objets. Pour limiter ces expositions, plusieurs projets (avec pour objectifs d’informations, sensibilisation …) ont vu le jour ces dernières années en France tels que le projet régional TROUSS’AIR pour la Ville de Grenoble finalisé en 2018 ou « le cartable sain » en Gironde.L’Agence de l'Environnement et de la Maîtrise de l'Énergie (ADEME) a également proposé une fiche d’aide au choix des fournitures scolaires « sans risque pour la santé et l’environnement », en mai 2019, préconisant l’achat de fournitures portant notamment des labels environnementaux. Par ailleurs, la possible contribution des fournitures scolaires à la pollution de l’air dans les écoles a été suggérée comme une piste d’étude par les organismes impliqués dans ce domaine, notamment l’Observatoire de la Qualité de l’Air Intérieur (OQAI), lors de sa campagne de mesure de la qualité d’air intérieur dans les maternelles, finalisée en 2018. La Direction générale de la concurrence de la consommation et de la répression des fraudes (DGCCRF) a également mené une enquête sur les allégations environnementales des fournitures scolaires en 2020 mettant en évidence des anomalies.Au niveau européen, des discussions se sont tenues en 2017 sur l’obligation d’étiquetage des articles d’écriture, en lien avec l’application du règlement 1272/2008/CE « Classification, Labelling and Packaging », posant la question plus large de la présence de substances classées pour leurs effets sur la santé, présentes dans des mélanges utilisés dans la fabrication de fournitures scolaires. Enfin, deux questions parlementaires ont porté sur cette thématique dont une a été adressée à l’Anses en novembre 2018 qui visait à connaitre l’avis de l’agence ou son intention de se saisir de cette problématique.     Risk analysis is an essential element for regulatory decision-making related to industrial systems with a high level of risks. The first law was created in France on December 31, 1991, presenting the general principles of risk assessment and prevention. Over time, a decree has been established which obliges the employer in an industrial system to create and keep a document transcribing the results of the risk assessment. Therefore, there has been a strong interest in the development of risk analysis approaches dealing with safety and the functioning of critical industrial systems.INERIS (direction of accidental risks) carries out the different types of studies that cover the entire process of controlling the accidental risks related to the classified installations. Therefore, their studies on risk analysis generally aim to prevent the major accidents for industrial installations subject to the environmental code and to relate specifically to the risks for people and the environment. Recently, cybersecurity has emerged as a critical issue for industrial sites: they are becoming increasingly vulnerable to cyberattacks due to their increasing digitization and connectivity and the use of IT technologies in control systems (OT) of the industrial systems.The risk analysis approaches and the tools of preventing the accidental risks are not suitable for dealing with and analyzing the risks related to cybersecurity, and the latter risks are rarely assessed and when they are, are assessed in processes and studies separated from the analysis of the accidental risks. Therefore, INERIS wishes to integrate cybersecurity issues into the various stages of the control of the risks on industrial installations that can have harm on people and the environment.For these reasons, a new risk analysis approach integrating the risks related to cybersecurity with the accidental risks in the same process is developed. The process of the approach makes it possible to create guides for the generic vulnerabilities that may exist on industrial systems and meta-models to represent the different attack scenarios that may be encountered on industrial sites. In addition, it makes it possible to automatically generate and search for the attack scenarios that may exist on a case study, based on a list of data collected from industrial installation, and to combine them with accidental risks extracted from a classical safety risks analysis in the same Bow-Tie called Cyber Bow-Tie.In addition, the evaluation of the combined risks in terms of the severity level and the likelihood value represents an important step to determine the level of criticality of the risk scenario and to put in place safety and cybersecurity measures and barriers in order to reduce or eliminate the unacceptable risks. For this reason, in the developed risk analysis approach, the steps of the evaluation and treatment of the combined risks are taken into consideration. The combined risks likelihoods are evaluated according to a two-dimensional vector representing respectively the likelihood of cybersecurity events and safety events since there are different concepts to define the likelihood related to safety and cybersecurity. Combining safety and cybersecurity risks in a single Bow-Tie and evaluating the levels of different types of risk scenarios provides a comprehensive representation and an exhaustive analysis of risk scenarios in terms of safety and cybersecurity.L’analyse des risques est un élément important et essentiel pour la prise de décision réglementaire liée aux systèmes industriels avec an niveau de risques haut. La première loi a été créée en France le 31 Décembre 1991 présentant les principes généraux de l’évaluation de la prévention des risques. Au fil du temps, un décret a été établi et qui oblige l’employeur de l’industrie de créer et de conserver un document transcrivant les résultats de l’évaluation des risques. Il y a eu un fort intérêt aux développements des méthodes d’analyse des risques traitant la sûreté et le fonctionnement du système industriel.L’INERIS réalise différents types d’études qui couvrent l’ensemble du processus de maitrise des risques accidentels liées aux installations classées. Donc, leurs études sur les analyses des risques ont généralement pour objectif de prévenir les accidents majeurs pour les installations industrielles soumises au code de l’environnement, et de porter spécifiquement sur les risques pour les personnes et l’environnement. Récemment, la cyber sécurité est apparu un sujet critique pour les sites industriels : ceux-ci deviennent en effet de plus en plus vulnérables aux cyberattaques du fait leur numérisation et connectivité croissantes et de l’utilisation des technologies issues de l’IT dans les systèmes de contrôle industriel (OT).Les méthodes d’analyse des risques et les moyens de prévention des risques accidentels ne sont pas adaptés à traiter et analyser les risques liés à la cyber sécurité, et ces derniers sont rarement évalués et lorsqu’ils le sont, sont évalués dans des processus et des études dissociées des analyses des risques accidentels. Donc, L’INERIS souhaite intégrer les problématiques de la cyber sécurité dans les différentes étapes de la maitrise des risques que font peser les installations classées sur les personnes et l’environnement.Pour cela, une nouvelle méthode d’analyse des risques intégrant les risques liés à la cyber sécurité avec les risques accidentels dans un même processus est développée. La démarche de cette méthode permet de créer des guides pour les génériques vulnérabilités qui peuvent exister sur les systèmes industriels et des méta-modèles pour représenter les différents scénarios d’attaques qui peuvent être rencontrés sur les sites industriels. En plus, elle permet de générer et de chercher automatiquement les scenarios d’attaques qui peuvent exister sur un cas de test en se basant sur des données collectées de l’installation industrielle, et les combiner avec les risques accidentels extraits d’une analyse de sûreté dans un même nœud papillon appelé cyber nœud papillon.En outre, l’évaluation des scenarios des risques combinés en termes du niveau de gravité et de vraisemblance représente une étape importante pour déterminer le niveau de criticité du scenario de risque de de mettre en place des mesures et des barrières de sécurité pour diminuer ou éliminer les risques non acceptés. Pour cela, dans la méthode d’analyse des risques développée, les étapes de l’évaluation et du traitement des risques combinés sont prises en considération. Les vraisemblances des risques combinées sont évaluées selon un vecteur à deux dimensions représentant la vraisemblance des événements de cyber sécurité et les événements de sûreté puisqu’il existe différents concepts pour définir la vraisemblance liée à la sûreté et à la cyber sécurité. La combinaison des risques cyber sécurité et sûreté dans un même nœud papillon et l’évaluation des niveaux des différents types de scénarios des risques fournissent une représentation exhaustive des scénarios des risques en termes de sûreté et de sécurité

Gaseous hydrogen can be stored in underground storage and coupled with the existing natural gas pipe networks. Storage in salt caverns was recognized to be the best suited technology to meet new energy system challenges. Hydrogen storage caverns are currently operated in the UK and in Texas. A preliminary risk analysis dedicated to underground hydrogen salt cavern highlights the importance of containment losses (leaks) but also of the formation of a gas cloud following a blowout whose ignition may generate dangerous phenomena such as jet fire, Unconfined Vapor Cloud Explosion (UVCE) or flashfire as well. A blowout is one of the major accidental scenarios likely to occur during the operation of a hydrogen underground storage in salt cavern. Blowout is an uncontrolled release of gas from well after pressure control systems have failed. Several examples of blowouts in gas storage caverns have been described in the literature, such as that in an ethane storage at Fort Saskatchewan, Canada (Alberta Energy and Utilities Board, 2002) or in a natural gas storage at Moss Bluff, Texas (Rittenhour and Heath, 2012), see Réveillère et al., 2017. This paper presents the modeling of the subterraneous and aerial parts of a blowout from a hydrogen storage cavern. In the first part of this article, the method presented in Bérest et al. (2013) is used to predict the duration of the eruption and the evolution of key thermodynamics parameters such as hydrogen temperature, pressure, velocity and density. Then these results are used to compute dispersion in the atmosphere of the hydrogen jet outflowing from the wellhead and to evaluate the effects of potential resulting phenomena on surrounding assets

    3D large-scale numerical model of open-pit lake slope stability—case study of Lake Most

    International audienceAlmost all post-exploitation open pit mines in the world are shaped as a final water reservoir. One of the main hazards is the slope stability of lake banks. To develop a reliability methodology for assessing the long-term stability of flooded open-pit lake, a back analysis was conducted using 2D and 3D large-scale numerical models of Lake Most, which is one of the largest mining lakes in Europe (Czech Republic). The large-scale numerical model was built, based on the site observations, large scale LiDAR data, in situ characterisation tests, and statistical analysis of geotechnical data, on DTMs defining the complex geology of the site and on numerous piezometric levels to build the water table. Local and global safety factor (SF) were calculated using the strength reduction method. The results highlighted the reliability of the methodology to combine the geometric model with the geological model to create a large-scale numerical model, to identify local and potentially instable zones, and to highlight the role of a weak contact layer. The calculation of 3D SF has shown a very good correlation between the lowest SF and the ground movement observations noted by the Czech authorities

    National audienceThe protection of industrial buildings from blast waves, whether accidental or malicious, is an important subject of concern. One solution to protect these buildings is to use thermal insulating materials that can absorb energy by deformation, also allowing to answer the Thermal Regulation 2020. In this paper, we describe the mechanical behavior of insulating materials commonly used in France and we develop a simple tool to evaluate the dissipative capacity of a cladding composed of a rigid cladding and an insulating material, protecting a structure. This modeling shows that if a mitigation effect is possible, its effectiveness will depend on both the signature of the blast loading and the physical and geometric characteristics of the protection system. These cases are highlighted in this work and are based on the regulations and standards in effect.La protection des bâtiments industriels face aux ondes de souffles, d’origine accidentelle ou malveillante, est un enjeu important. Une solution de protection de ces bâtiments est d’utiliser des matériaux isolants thermiques permettant d’absorber de l’énergie par déformation, permettant également de répondre à la RT 2020 (Réglementation Thermique 2020). Dans cet article, nous décrivons le comportement de matériaux isolants couramment utilisés en France et nous développons une méthodologie simple pour évaluer la capacité dissipative d’un revêtement constitué d’un bardage supposé rigide et du matériau isolant, protégeant une structure. Cette modélisation montre que si un effet atténuateur est possible, son efficacité va dépendre tout à la fois de la signature de la sollicitation et des caractéristiques physiques et géométriques du système de protection. Ces cas de figure sont mis en avant dans ce travail et sont basés sur les réglementations et normes en vigueur (RT 2020, PPRT, dimensionnement des bardages)
