Vokiškojo neoliberalizmo doktrina genezės ir praktinio įgyvendinimo aspektu
The phenomenon of German neo-liberalism as a peculiar political-economic doctrine which became popular after World War It is analysed in the context of the ideology of neo-liberalism. Attempts have been made to show historical and cultural conditions which favoured the implementation of the ideas developed by W. Eucken, theoretician of the German neo-liberalism, and the representatives of the Freiburg school. The aim of the paper is to identify the peculiarities that make this economic thought different from classical neo-liberalism and have stimulated the development of the economy in post-war West Germany.Vokiškojo neoliberalizmo, arba ordoliberalizmo, doktrinos genezės, įgyvendinimo prielaidų pažinimas atskleidžia tuos kertinius akmenis, kuriais remiasi kiekviena įgyvendinama reforma. Po Antrojo pasaulinio karo Vakarų Vokietijoje įvykdytos reformos turėjo gilias istorines ir socialines šaknis, leidusias iš principo nauja kryptimi pasukti šalies politinę ir ekonominę sistemą. Liberalizmo ideologijos suklestėjimas Europoje, nusivylimas juo ir įvykusios transformacijos neaplenkė ir Vokietijos. Tačiau per šimtmečius susiklosčiusios istorinės sąlygos, vėlavusi pramoninė revoliucija, O. Bismarko valstybės galios stiprinimas ir savitas vokiškasis mentalitetas, pateisinęs valstybės kišimąsi vardan visuotinės gerovės, mėginimas liberalųjį individualizmą derinti su visuomeniškumu skatino ieškoti savito kelio. Įvertindama Vokietijos, kurioje vienu metu gyvavo dvi ekonominės sistemos - centrinio aparato valdomos ir laisvosios rinkos, žalojamos monopolijų, patirtį ordoliberalų teorija pasiūlė trečiąjį kelią, kuris grindžiamas vadinamuoju “laisvės tvarkoje” (“ordo” - tvarka) principu, būdingu tik šiai ekonominei srovei. Būdama neoliberalizmo ištakose, savastimi likdama liberali, ordoliberalų doktrina plačiau traktavo laisvės sampratą, akcentuodama laisvę ne tik nuo centrinio valstybės administravimo aparato, bet ir nuo ekonominio diktato, pasireiškiančio per monopolijas, oligopolijas ir kartelinius susitarimus.Pagrindinius ordoliberalizmo principus ketvirtajame praėjusio amžiaus dešimtmetyje suformulavo šios teorijos tėvu laikomas W. Eucken. Jis valstybei numatė gana siauras funkcijas, apibrėžiamas ekonominės politikos formavimu, o visą šalies ūkinę veiklą grindė liberalia veiklos, laisvosios rinkos ir visiškos konkurencijos laisve. Valstybė atlieka prižiūrėtojo funkciją ir įsikiša tik tada, kai pažeidžiamos žaidimo taisyklės arba pasireiškia rinkos monopolizavimo, kartelinių susitarimų tendencijos, kurios iš esmės kelia pavojų tobulai, nevaržomai konkurencijai. Laisvosios rinkos garantu tampa pagrindiniai liberalizmo ideologijos principai privačios nuosavybės neliečiamumas, nacionalinės valiutos stabilumas, visų rinkų - šalies ir užsienio - atvirumas, sutarčių laisvė, materialinė atsakomybė už ekonominę veiklą, valstybės ekonominės politikos pastovumas. W. Eucken sekėjai per Fraiburgo mokyklą ordolibelarizmo teoriją praplėtė iki socialinės rinkos ūkio teorijos. Palankios sąlygos ekonominę teoriją įdiegti praktiškai susidarė po Antrojo pasaulinio karo. Liberalias reformas po antrojo Reicho žlugimo įgyvendinę Fraiburgo mokyklos atstovai L. Erchard, A. MüllerArmack ir kiti kėlė tikslą atkurti valstybę, atgaivinti karo sugriautą ekonomiką ir sukurti viduriniąją klasę kaip stabilios ekonomikos pamatą. Ieškoma kelio, užtikrinančio darnią ekonominę ir socialinę plėtotę, įgyvendintos ekonominės ir socialinės reformos, tapusios socialinio rinkos ūkio pagrindu. Per trumpą laiką Vokietija pasiekė stulbinančių rezultatų tiek ekonominėje, tiek politinėje srityje, kuri, skirtingai nei kitose Vakarų Europos valstybėse buvo kur kas mažiau įtakojama ekonominių jėgų. Ir nors galima abejoti, ar kurioje nors kitoje valstybėje būtų įmanoma taip sėkmingai įgyvendinti ordoliberalizmo doktriną, Vokietijoje įgyvendintas modelis gali būti pavyzdys reformatoriams, kokios reikšmės turi terpė reformoms kuriančios istorinės, socialinės-kultūrinės sąlygos, kaip ieškoti ekonominės laisvės ir valstybės dalyvavimo, ūkio subjektų siekiamos naudos ir socialinių garantijų, visuomenės poreikių, siekiant užtikrinti darnią visuomenės ir ekonomikos raidą, pusiausvyros

Business development and marketing interactions and especially a quantitative evaluation of the direct relation and feedback becomes a crucial problem in forming rational marketing and business development budgets. The formulation of the mentioned problem, analysis and decisions most often are implemented on the basis of the business development and marketing projects.For a long time marketing has dispensed with quantitative and optimization researches. It was caused by the fact that empirical experience, as well as marketing departments’ perception was discovering the sources of effectiveness, that were guaranteeing an increasing financial efficiency of marketing. However, with the expansion of globalization, local sources - the only sources that are known to local marketers - deplete. Thus, global competitiveness develops forces searching for the methods of marketing subsystems’ interaction in order to achieve the integrated effect of the marketing system.There is a need for marketing, as well as for other business components to form a cost-benefit budget and search for the methods and means of budget optimization. This is a complex problem, because marketing does not possess a common concept of how to measure the effectiveness of the separate marketing means. The same could be applied to the main means of the marketing complex structure - price, product, place, promotion, as well as to the detailed elements composing these means. Quantitative evaluation of the efficiency of these complexes and the optimal distribution of funds among them should become a strategic marketing efficiency development provision.Straipsnyje sprendžiama operacinės rinkodaros sąnaudų valdymo problema, kai, naudojant rinkodaros matematinių ir loginių modelių sistemą, yra optimizuojama rinkodaros komplekso sąnaudų struktūra. A priori įvertinus ribinį sąnaudų kiekvienai rinkodaros komplekso priemonei efektą kaip stochastinį dydį, parenkama tokia rinkodaros komplekso sąnaudų struktūros valdymo strategija, kuri leidžia formuoti verslo plėtros variantus, atsižvelgiant į jų efektyvumą, riziką ir patikimumą. Atvykstamojo turizmo Lietuvoje konkurencingumas Baltijos šalių kontekste
The purpose of the article is to evaluate the inbound tourism in Lithuania and its competitiveness in comparison with other Baltic States. The objectives are to evaluate the role of the tourism sector in Lithuanian economy, its potential, and by comparative analysis to identify its development prospects in the context of the other Baltic States. The competitiveness analysis of the Lithuanian tourism industry is based on secondary data, while research of the Lithuanian image relies on information collected using a questionnaire.Comparative analysis revealed that, despite the fact that the tourism sector in Lithuania develops very rapidly, it is still behind the level of Estonia which is the leading tourism nation in the Balties. The main reason for smaller numbers of tourists in Lithuania is a poorer access to Lithuania through airports or the Klaipėda port. The lack of cheap hotels and motels is another reason.To further develop the tourism sector in Lithuania, there is a need to introduce new tourism products - new routes for the groups, European level cultural, educational, sports and political events, countryside tourism. It is important to increase information and publicity on Lithuania and its famous places, traditions, history, people, - in other words, to create the Lithuanian tourism brand.The research of Lithuanian competitiveness and image has indicated the following shortcomings of the Lithuanian inbound tourism sector: the lack of cheap hotels and motels, the problem of tourists’ safety in the country, the lack of information about the country and its famous places, inadequate development of the Lithuanian transport sector. To enhance the competitiveness of the Lithuanian tourism industry, it is necessary to develop targeted public strategies supported by adequate financial resources.Straipsnyje aptariama atvykstamojo turizmo padėtis Lietuvoje, palyginti su kitomis Baltijos šalimis. Remiantis statistikos duomenimis, M. Porterio “Deimanto” modeliu ir užsienio turistų anketine apklausa atlikta atvykstamojo turizmo Lietuvoje konkurencingumo rodiklių analizė. Ji atskleidė, kad Lietuvos turizmo infrastruktūra turi visus būtinus elementus, tačiau jie išplėtoti netolygiai ir nėra suderinti ir daugeliu atžvilgių atsilieka nuo kitų Baltijos šalių
Lietuvos ūkio gamybos sektorių konkurencingumo vertinimo aspektai ES plėtros kontekste
After Lithuania’s accession to the EU, the participation of Lithuanian enterprises in a very sizeable intra-EU trade, unrestricted by protectionist measures, acquires an ever greater importance. In 2005, Lithuania’s exports to the EU amounted to 65% of total exports, whereas imports reached 60%. These figures would seem at first sight to reflect positively on Lithuania’s competitiveness in the EU and confirm the assertions of many prominent economists about the multi-faceted benefits of foreign trade to its preachers.To gain a deeper understanding of Lithuania’s comparative advantage, a detailed analysis by product groups has been conducted, using the metrics of Revealed Comparative Advantage (RCA) and Relative Trade Balance (RTB). Quantifying comparative advantage is particularly important to small and rapidly growing economies that are still looking to define their both short- and long-term economic development priorities.The developments of intra-EU trade are affected by a multitude of factors, however, we single out the effects of opening of the EU market to imports from new ‘economic centres’, especially China, because of the competitive threat it poses to countries like Lithuania. In this context, our analysis using RCA and RTB metrics highlights unfavourable, both direct and indirect, tendencies for Lithuania. Looking at Sino-Lithuanian trade in goods that account for the lion’s share of Lithuania’s total exports (textile, machines and mechanical equipment, electrical equipment, transport vehicles and equipment, and furniture), it becomes clear that the trade balance in these goods is shifting not in Lithuania’s favour. Furthermore, a breath-taking growth in the Sino-EU trade and, in particular, EU’s deteriorating trade balance with China in the aforementioned goods categories over the 2003-2005 period raises serious questions about the future of Lithuania’s export industries.The structural analysis of Lithuania’s foreign trade using the BEC (Broad Economic Categories) classification reveals a slightly positive RTB value in the ‘consumption goods’ category, but a substantially negative value in the ‘intermediate’ and ‘investment goods’ categories. This seems to confirm the conclusions reached in a study by European Commission in 2005, that the new member states (including Lithuania), owing to their exports of low to medium grade goods by technological sophistication, will be severely pressurised by competition from China and other fast-developing countries.Analysis of foreign direct investment (FDl) flows by economic sectors does not provide evidence that major changes in the export structure are underway to mitigate the effects of competition with China and other fast-growing countries.Lietuvai tapus ES nare ypatingą reikšmę įgyja visateisis mūsų šalies ūkio subjektų dalyvavimas didžiulėje Europos Sąjungos vidaus rinkoje, nevaržomoje jokių protekcionistinių priemonių, dažnai naudojamų globalioje tarptautinėje prekyboje. 2005 metais Lietuvos prekių eksporto apimtis ES vidaus rinkoje buvo apie 65%, o importo - apie 60% bendro prekių judėjimo srauto.Šie rodikliai apibūdina ūkio gamybos sektorių konkurencingumo lygį ES vidaus rinkoje, taip pat iš dalies patvirtina žinomų pasaulio mokslininkų nuomonę apie daugiaplanę užsienio prekybos naudą visoms procese dalyvaujančioms šalims.Detali analizė (pagal atskirų produktų grupes) atliekama panaudojant RCA (lyginamasis konkurencinis pranašumas) ir RTB (santykinis prekybos balansas) rodiklius. Identifikuoti šių rodiklių kiekybines reilclmes ypač aktualu nedidelėms ir sparčiai besivystančioms nacionalinėms ekonomikoms, iš jų Lietuvos. formuojančioms trumpalaikius ir ilgalaikius ūkio gamybos sektorių plėtros prioritetus.ES vidaus rinkai daro įtaką daug veiksnių, tačiau Lietuvai ypač reikšmingas šios rinkos atvėrimas “naujų galios centrų”, ypač Kinijos, prekių importui. Tyrime fiksuojami duomenys (RCA ir RTB pavyzdžiu) patvirtina Lietuvos ekonomikai nepalankias tiesiogines ir netiesiogines tendencijas. Lietuvos ir Kinijos dvišalė prekyba prekėmis, sudarančiomis ženklią mūsų šalies eksporto dali (tekstilės medžiagos ir dirbiniai, mašinos ir mechaniniai įrenginiai, elektros įrengimai, transporto priemonės ir įrenginiai, baldai), pastaraisiais metais tampa vis labiau nesubalansuota Lietuvos ūkio subjektų nenaudai. Didelę grėsmę Lietuvos eksporto potencialui kelia sparti ES ir Kinijos prekybos plėtra, ypač Europos Sąjungai nepalankus ir 2003-2005 metais sparčiai blogėjantis prekybos paminėtomis prekėmis balansas.Lietuvos užsienio prekybos struktūrinė analizė pagal Makroekonomikos kategorijų klasifikatorių (BEC) fiksuoja nežymų teigiamą RTB rodiklį vartojimo prekių grupėje, tačiau ženklų neigiamą šio rodiklio dydį tarpinio vartojimo prekių ir investicinių prekių grupėse. Tai patvirtina Europos Komisijos institucijų 2005 metais atlikto tyrimo išvadas, jog naujosios ES šalys (ir Lietuva), eksportuodamos žemo bei vidutinio technologinio lygio prekes tarptautinės prekybos kontekste patenka į stiprų Kinijos (ir kitų sparčiai besivystančių didelių ekonomikų) konkurencinio spaudimo lauką.Pagal tyrime naudojamą kompleksinę konkurencingumo lygio vertinimo metodiką atlikta tiesioginių užsienio investicijų ir jų pasiskirstymo pagal ūkio sektorius rodiklių analizė nepatvirtina ženklių eksporto struktūrinių pokyčių galimybės
Pasikeitusio prekybos režimo poveikis Lietuvos tekstilės ir siuvimo pramonei
Two recent events had a tangible impact on Lithuanian textile and apparel industry. First of them was Lithuanian EU membership and entrance to the single market, the second one being the final abolition of quantitative restrictions in the sector from the beginning of 2005. The outcomes of the first event are less significant as tariffs in trade with the EU were removed in line with the bilateral free trade agreement concluded long before Lithuanian EU membership. The EU membership resulted in more changes in the trade regime with the third countries. Before membership Lithuania applied only a few restrictions while the EU common trade policy envisaged the application of both quantitative restrictions and tariffs. A more tangible impact on Lithuanian textile and apparel industry had the abolition of quotas which affected to a less extent Lithuanian market and 10 a larger extent the EU market where 90% of Lithuanian sector exports are supplied.The purpose of the article was to explore the situation in the sector after these two major events, to identify the problems and 10 disclose the prospects for the development of the sector in the light of new challenges and to look for the possibilities to increase and diversify the sector’s exports.Lithuania is one of the EU countries most specialized in the textile and apparel sector. In 2004, the sector produced 13.8% of manufacturing value added and exported 11.6% of the total Lithuanian exports. 63% of the sector’s exports are apparel exports. 80% of the sector’s output is assigned for export.The abolition of quantitative restrictions and application of low tariffs for textile and apparel products for imports from third countries have caused severe problems in competition with imports from China and other countries of cheap labour. The textile subsector was growing steadily until 2003, however, since January 2005, when quotas were abolished, textile outputs are shrinking. This is a result of the booming import of apparel from China and other developing countries. These imports reduced the production of these products in the EU and resulted in a reduction of fabric imports from Lithuania. The apparel subsector reached its peak in January 2004. Since then this subsector. in which more than half volume comprise items for which quotas were removed. faces a very severe competition from China, India, Turkey and other countries. Statistics revealed that when production in the sector is decreasing the consumption is increasing. In 2005. in comparison with 2000, sales of textile, apparel and leather products increased by 174.7% (10.3% in the EU).Evaluating the current situation in the sector, authors draw attention to the Following weaknesses of the sector: prevalence of low value added activities, especially in the apparel subsector; diminishing of competitive advantages as a result of labour becoming more expensive and a standstill in productivity, inadequate investments in new technologies, shortage of management and marketing competence, lack of cooperation between textile and apparel companies. missing government support to the sector.Authors believe that the sector has also a number of strengths which allow it to remain competitive at least in the near future. Among them, the modernization of technologies in most advanced companies. the geographical proximity of European markets, a good labour and product quality should be mentioned.Authors believe that new opportunities for the sector would be opened by innovations in new technologies. materials and products, an enhancement in labour skills and competencies. a faster reaction to changes in needs and demand, a shift from mass production of simple products to a larger variety and higher value added products with big design content, larger application of local designers’ skills, development of technical textile and non-woven fabrics, a transfer of labourintensive cycles of production to countries with cheaper labour like Ukraine and Belarus, better cooperation between producers. wholesalers and retailers.Lithuanian textile and apparel industry should penetrate new markets. For the moment, 90% of the sector products are exported to the EU market. Such dependence on the market makes Lithuanian export very vulnerable, and therefore there is a need t9 diversify markets and to look for new export destinations. Success in these markets depends nol only on company actions but also on the EU attempts to increase access to these markets. Most of these markets are still greatly protective. In bilateral and multilateral negotiations the European Commission should seek to reduce high tariffs in some developing countries and should require removal of all non-tariff barriers.Straipsnyje nagrinėjama, kokią įtaką tradiciškai svarbiam Lietuvos tekstilės ir siuvimo sektoriui turėjo narystė Europos Sąjungoje (ES) ir tekstilės gaminių importo liberalizavimas nuo 2005 m. sausio 1 dienos. Siekiant objektyviai įvertinti šių pokyčių poveikį, remiantis Eurostato duomenimis analizuojami Lietuvos ir Europos Sąjungos tekstilės ir siuvimo gaminių importo srautai pagal tekstilės gaminių kategorijas ir šalis atsižvelgiant į prekių kiekį ir jų vertę 2004 ir 2005 metais. Straipsnio tikslas - išnagrinėti susiklosčiusią padėti Lietuvos tekstilės ir siuvimo sektoriuje po kvotų panaikinimo, įvertinti šio sektoriaus gamybos ir eksporto plėtros galimybes. Lietuvos vartotojų preferencijos ir pasirengimas mokėti už “žaliąją” energiją
The main advantage of renewables over conventional energy sources is that they contribute to the preservation of public goods. namely clean air and climate stability. Because of the non-excludable and non-rival characteristics of these goods. private actors are not prepared to invest in something which everyone can acquire free of charge. in such conditions the diffusion of renewables cannot be assured spontaneously by the markets unless it is effective. This has been the position of economists for a long time but there is now some evidence that certain groups may in fact buy some goods that are more expensive because they have some public good benefits.The arrangement under a liberalized electricity market which enables consumers who want to pay for green electricity and to purchase green electricity from a supplier on a higher price is one response to the is demand. The is method was testes as successful in many countries (Germany, the Netherlands, Nordic countries, the USA) and can provide an insight into the preferences of consumers and their willingness to pay for renewables. Experience in some countries showed that the proportion of green electricity purchases is low (around 2-3%) except in cases where there are strong incentives in the form of tax exemptions for electricity consumers, like in the Netherlands. The percentages of those wiling to buy “green” electricity can be increased by information campaigns, education, and training.The aim of the article was to assess Lithuanian citizens’ attitudes toward “green” energy and to estimate their possibilities and willingness to buy “green” electricity. Population perception of the “green energy” benefits and preferences plays an important role nowadays, and ethical environment policy methods are widely spread in the world. Lithuanian citizen have no possibility to buy “green” energy, because the energy market isn’t fully open in Lithuania. The energy market will be open in 2007 and all electricity users will have the opportunity to choose energy supplier. It is important to prepare for market opening and the develop consumer’s preferences and their acceptances of “green” energy and willingness 10 pay more for such energy.Straipsnio tikslas - įvertinti Lietuvos gyventojų suvokimą apie “žaliosios” energijos teikiamą naudą bei įvertinti jų galimybes ir pasiryžimą pirkti “žaliąją” elektros energiją. Gyventojų suvokimas apie “žaliosios” energijos teikiamą naudą labai svarbus, pasaulyje vis labiau plintant etiniams aplinkosaugos politikos metodams, kai ūkio subjektai, niekieno neverčiami savanoriškai mažina taršą, nes tai kelia jų prestižą visuomenėje ir didina įmonių konkurencingumą, o gyventojai savanoriškai perka “žaliąją” energiją, mokėdami didesnę kainą ir taip skatina jos gamintojus, nes nori užtikrinti švarią aplinką, kurioje patys gyvena. Lietuvos gyventojai dabaru negali nusipirkti “žaliosios” energijos, nes elektros rinka Lietuvoje nėra visiškai atverta. Nuo 2007 m. visi elektros energijos vartotojai, iš jų ir gyventojai, galės laisvai pasirinkti tiekėją, todėl jau dabar reikia rengtis šios rinkos atvėrimui ir ugdyti gyventojų teigiamą požiūrį į “žaliąją” energiją bei pasiryžimą ją pirkti ir net mokėti brangiau nei už iš tradicinių šaltinių pagamintą energiją
