Investicijų grąžos įvertinimo atsižvelgiant į riziką problema ir jos sprendimo galimybė
With the growth of economy increases also interest in financial markets and the possibilities they offer, and larger part of society take part in investment activities. Although investments differ according to their instruments, strategies, areas, terms and other indications, usually most important to the investor is the return of investment and its risk. When the investor undertakes big risk, usually he expects also a better yield or return, but the additional risk can present a different growth of return. One of the most popular ways of investment in Lithuania are pension funds, which also differ according to their strategies of investment, return to the investor and the risk undertaken. It should be noted that the strategy of investment alone does not allow to determine and evaluate unambiguously the level of return and risk.The aim of the article was to try to present a method of the evaluation of investment return according to the level of the risk, using the Sharpe ratio, and on this ground to analyse the return of the Lithuanian pension funds of the second stage for one conditional unit of the fund risk.The yield of investment is determined as the annual percentage rate calculated by dividing annual return by the amount of investment, or the rate of return. Many factors influence the yield of investments and their return. Among them are various types of risk, which are reflected one way or another as a component in their quantitative expression. The yield theoretically can be divided particularly into the components determined by the mentioned factors; their quantitative evaluation can be very complicated and sometimes impossible. According to the aim of the present research, we will examine return as the sum of two components, i.e. addition to the return of riskfree investment and risk.The effectiveness of an investment can be evaluated by comparing the addition to the risk of investment return with the risk. The Sharpe ratio was used to make this analysis which shows the number of units of investment return per unit of the risk of investment.Methods used by the Lithuanian pension funds managing companies and the institutions supervising the pension funds are analysed. These methods are used to calculate the results of the second stage pension funds and to evaluate their possibilities.The method presented in the article uses methods of statistical analysis, yield analysis, and the Sharpe ratio, which is different from the methods used by pension fund managing companies and supervision institutions, and which offers the possibility to analyse the effectiveness of the second stage pension fund and to evaluate the capability of the pension funds managing companies to invest with profitable results according to the level of risk. This method allows to compare pension funds of different investment strategies and to choose those that work most successfully according to the best relationship between return and risk.As the analysis showed, the numbers of the Sharpe ratio of one third of the second stage funds are negative because of a small annual return of pension funds and rather big taxes of asset management. The other pension funds, in which the mentioned ratios are positive, not all work effectively. The risk of some pension funds, to compare with the return, is too big.The method presented in the paper - allows comparing second stage pension funds with other alternatives of long·term investment, such as pension funds of additional voluntary accumulation (of the third stage) and investment funds.Kylant ekonomikai ir gyvenimo lygiui, didėja gyventojų laikinai laisvų lėšų kiekis ir investicijų poreikis. Investicijos skiriasi daugeliu požymių (pagal investavimo priemonę, strategiją, investavimo sritį, terminą ir kt.), tačiau investuotojui dažnai aktualiausi būna investicijų grąža ir jų rizika. Investuotojas, prisiėmęs didesnę riziką, paprastai tikisi ir didesnio pajamingumo, arba grąžos. Pastaraisiais metais Lietuvoje vienas iš populiariausių investavimo būdų - pensijų fondai (toliau - PF), kurie taip pat skiriasi savo investavimo strategijomis, investuotojui duodama grąža ir prisiimama rizika. Vien investavimo strategija neleidžia aiškiai apibrėžti ir įvertinti grąžos ir rizikos lygio, tačiau šiai problemai spręsti Lietuvoje kol kas nėra skiriama pakankamai dėmesio nei mokslinėje literatūroje, nei praktikoje.Šio straipsnio tikslas - įvertinti Lietuvoje naudojamus metodus PF rezultatams apibūdinti ir pamėginti pasiūlyti investicijų grąžos vertinimo atsižvelgiant į prisiimamos rizikos lygį metodą panaudojant Šarpo rodiklį ir juo remiantis atlikti Lietuvos antros pakopos PF grąžos vienam sąlyginiam fondo rizikos vienetui analizę. House is one of the main factors that influence the choice of the living place. A comparison of housing structures in various countries has shown that households own the main share of houses in Lithuania, while social housing supply has nearly disappeared. The increasing building facilities of houses do not satisfy the growing needs. The demand of houses is influenced also by softer credit requirements of banks.There have been various housing financing programs supported by the state since the declaration of Independence in Lithuania, which in one or another way are tuned to youth, but when the state established limitations for the amount of owned assets and incomes, the support of state has become ineffective during the latest growth of prices in the housing sector.Analysis of the previous and existing programs that are turned to the youths’ house purchase, information of the Department of Statistics on the persons that took advantage of the state support for house purchase and the data on the persons that took advantage of the tax privilege for the - interest for mortgage loans are presented in the article.Conclusions on the existing flaws of the Lithuanian housing market structure and suggestions that could be useful for the improvement of the living conditions of youth and support the consolidation of the labour market in Lithuania are presented.Straipsnyje nagrinėjama būsto finansavimo ir jaunimo emigracijos problemų sąsaja. Lietuvos gyventojų santaupos: moterų ir vyrų taupymo elgsenos modeliai
Savings of residents are one of the most important economic notions performing exceptionally significantly at both macro and micro levels, first of all in solving the problems of trade and service development, economic structural changes and social problems. Obviously, there is not enough attention to the problem of saving which is generated by the real practice in our country. Therefore, this article is one of the first attempts to bring forward the problem and to suggest some aspects of formation of residents’ savings. Firstly, it is attempted to define personal savings, to detect the mechanism of their formation (factors, motives, financial behaviour of residents). Then, the aim is to detect differences between women’s and men’s saving behaviour and to evaluate priorities of their financial investment. The process of saving is perceived by authors as follows: it is a system where three basic levels are distinguished: factors influencing the process of saving (at macro and micro levels), motives and aims of savings, savings formed, and the forms of their use. In the discussed period, four core factors were significant for the residents’ savings: the third wave economic migrations; the descending number of habitants and a more intense public obsolescence, shadow economy (or unofficial economy that is not recorded) degrees in the state, the high level of poverty and a high social-economic differentiation. The survey indicates the main tendency: the monthly income of Lithuanian women almost in all age groups is lower than men’s monthly income. More than 53.5% of women and more than 55.6% of men schedule their savings. Younger women tend to schedule more than men. The analysis detected core differences in men’ and women’s saving behaviour and highlighted their saving motives. Women save in order to increase consumption, men save in order to increase their income, wealth and to create investment; women schedule savings at a younger age, while men do it at an older age; women are more prone to save monetary means for specific saving purposes, men do not specify their aims; women are more attentive to specific saving aims than men. Quite a number of young people in Lithuania do not save (do not care of their future). In summary, the means used by Lithuanian men and women for saving are very conservative, especially in who mostly use bank deposits and other less risky and less profitable instruments. Men risk more and make saving investments into more risky and more profitable instruments. Younger individuals are better familiarized with “new” financial instruments than their parents.Straipsnio tikslas - suvokti Lietuvos gyventojų santaupų formavimo procesą, parodyti gyventojų santaupų reikšmę Lietuvos ekonomikai. It is on February 4, 2007 that Prof. Dr. habil. Stanislovas Martišius celebrates his 70-birthday. The Professor has spent many successful years working in the academic and scientific fields at the Economics Institute at the Lithuanian Academy of Sciences and at the Faculty of Economics at Vilnius University, combining his position as a pedagogue, instigator of social activities and administrator to great acclaim. His scientific activities can be divided into several stages: the period between 1961 and 1976 saw his involvement in scientific research concerning the quantitative economic analysis of production, the development of statistical theory and methods and the application and promotion of these economic methods; while in the second stage, from 1977 to 1981, his scientific work concentrated on social prediction methods, problems in ecomometric prediction and the analysis of dynamic economic processes.Through his many published articles, books and studies Prof. S. Martišius has successfully carried on in the footsteps of A. Rimka, V. Jurgutis and other politicians in the fields of economics, economic statistics and policy, and continued and developed the search for methodical and methodological findings in the fields of economic analysis, statistical indexing and prediction. He was also one of the first to initiate wider research into analytical thinking among Lithuania’s economists. In recognition of these Bnd other merits Prof. S. Manišius was awarded the A. Rimka Memorial Prize.Prof. S. Martišius has worked hard and productively where over his 15 years as Head of the Department of Statistics he has been able to engage the whole collective in focused collaboration towards these goals. Together with colleagues from the Department of Statistics (now known as the Department of Quantitative Methods and Modelling) in the Faculty of Economics at Vilnius University he has produced several studies and textbooks. The main directions Prof. S. Mani!ius has taken his scientific research in over the last decade have been applied statistical theory, economic science methodology and the history of economic thinking in Lithuania. Statistical theory, or empirical social cognition methodology, is the main legacy left by this significant individual in discussions on statistical theory as a methodological science.Prof. S. Martišius has managed to ideally combine his scientific and social involvement with the important role of Head of the Department of Statistics and his enterprising leadership of the Faculty of Economies (12 years). I sincerely wish Prof S. Martišius all the very best in further developing new economic thinking, and in this way further adding to the improvement of the quality of the economy and of people’s standard of living.2007 m. vasario 4 d. prof. habil. dr. Stanislovas Martišius šventė gražų 70-ies metų jubiliejų. Profesorius daugeli metų sėkmingai dirbo mokslinį ir akademinį darbą Lietuvos mokslų akademijos Ekonomikos institute ir Vilniaus universiteto Ekonomikos fakultete, sėkmingai derindamas pedagoginę, visuomeninę veiklą ir administracines pareigas. Mokslinė jo veikla skiriama į kelis etapus: pirmame veiklos etape (1961-1976) vykdyti gamybos kiekybinės ekonominės analizės, ūkio statistikos teorijos ir metodų plėtojimo, ekonominių metodų taikymo ir jų propagavimo srities moksliniai tyrimai; antrajame (1977-1981) - mokslinė veikla sutelkta socialinių sričių prognozavimo metodų, ekonometrinio prognozavimo problemų, dinaminei ūkinių procesų analizei.Prof. S. Martišius savo straipsniais, knygomis, monografijomis sėkmingai ir rezultatyviai pratęsė Alb. Rimkos, Vl. Jurgučio, kitų politikų mokslini palikimą ekonomikos, ūkio statistikos ir politikos srityse, pratęsė ir išplėtojo metodinius ir metodologinius ieškojimus ekonominės analizės, statistinių indeksų, prognozavimo srityse; vienas iš pirmųjų pradėjo platesnius Lietuvos ekonomistų analitinės minties tyrinėjimus. Už paminėtus ir kitus nuopelnus prof. S. Martišiui paskirta Alb. Rimkos vardinė premija.Prof. S. Martišius pats daug ir produktyviai dirbdamas ir 15 metų vadovaudamas Statistikos katedrai sėkmingai sutelkė šiam darbui ir katedros kolektyvą. Kartu su Vilniaus universiteto Ekonomikos fakulteto Statistikos katedros (dabar Kiekybinių metodų ir modeliavimo katedra) darbuotojais parengė kelias monografijas, mokomąsias knygas. Paskutinio dešimtmečio pagrindinė prof. S. A. Martišiaus mokslinių tyrimų kryptis - taikomoji statistikos teorija, ekonomikos mokslų metodologija, Lietuvos ekonominės minties istorija. Statistikos teorija - empirinio socialinio pažinimo metodologija - toks pagrindinis jubiliato braižas aptariant statistikos teoriją kaip metodologinį mokslą.Prof. S. Martišius savo mokslinę ir visuomeninę veiklą puikiai derino su atsakingomis Statistikos katedros vedėjo pareigomis ir sumaniu vadovavimu Ekonomikos fakultetui (12 metų). Linkime profesoriui S. Martišiui toliau plėtoti naują ekonominį mąstymą, tuo prisidėti prie Lietuvos ekonomikos ir visuomenės gyvenimo kokybės gerinimo
Konkurencijos samprata ekonomikos teorijoje
The article addresses two problems surrounding the interpretation and implementation of competition policy - what is competition and how competition policy must be designed to protect competition in order to ensure its benefits to society. The concept of competition is central to economic theory, but its scope and meaning as well as the ways in which competition is perceived to work and contribute to economic development have been the subject of vigorous debate among theorists, policymakers, bureaucrats and business people. Indeed, the history of economic thought provides some deeply contrasting views about the meaning of competition. Amongst them, the concept of perfect competition has survived as the standard model for analysis and has had a profound influence on policymaking concerned with the regulation of competition. However, the notion of this form of competition is very different from the concept envisaged by classical economists such as Adam Smith. He and other classical economists regarded competition as a description of competitive behaviour, especially with respect to prices. Viewed in this way, competition acts as a force that would, in the long run, eliminate excessive profits and unsatisfied demand. Participants in the market would change price in response to market conditions principally through the process of rivalry. The contemporary Austrian school of thought and the economists influenced by it have been redefining the concept along classical lines, although with a much greater emphasis on invention, innovation, and technological process.Whereas classical economists thought competition to be primarily a behavioral term, the subsequent course of events turned it into a description of a particular market structure. Beginning from the 1920s, mathematical economists developed the so-called perfect competition model which it replaced the older theory. To economists, competition no longer meant rivalry and enterprise. Instead, it meant the equation of price and marginal cost. Most important, it meant that there must be many firms in non-concentrated industries. Once economists began to define competition in terms of market structure, they became more and more enamored with antitrust regulation as a way of forcing the business world to conform to their admittedly unrealistic theory of competition.The two definitions of competition have drastically different implications about the welfare consequences of monopoly and perfect competition. The notions of competition as a market structure and competition as a dynamic process are not only descriptive but normative as well. That is, they do not merely describe the nature of competition; they inform us that competition is socially beneficial, although in different ways. Competitive markets are socially preferable to other kinds of markets in terms of allocative and productive efficiency. On the other hand, neo-Austrians believe that their kind of competition is also socially desirable, because it promotes efficiency and social welfare. Since competition is a process, it can lead to a variety of market structures that can give efficient outcomes. It will only generate a competitive or atomistic market structure where market conditions and production process favour the operation of very small, efficient firms. Alternatively, production efficiency may have a scale dimension and require large firms, so that the highly concentrated industry can also be associated with efficiency. Successful innovations produce a greater social surplus, even if they result in the displacement of competitive markets by monopolistic markets. Tradeoff between static and dynamic welfare considerations is implicit in the competing notions of competition.The possibility of socially beneficial monopolistic markets carries significant implications for government policy. If one views competition largely as a structure, the government should be duly concerned about and attempt to influence the market structure. If one views competition largely as a dynamic process, the case for government interest in and interference with market structures is much weaker. More generally, a sound antitrust policy will have to take into account both static and dynamic considerations.Straipsnyje, remiantis klasikine ir neoklasikinė metodologija, nagrinėjamos įvairių laikotarpių ir ekonominių mokyklų konkurencijos ekonominės koncepcijos, siekiant atskleisti konkurencijos sampratos ryšį su ekonomistų požiūriu į konkurencijos veiksmingumą rinkoje ir valstybinių konkurencijos apsaugos priemonių reikalingumą. Parodoma, kad skirtingas supratimas, kas yra konkurencija, lemia ir skirtingą požiūrį į konkurencijos teikiamą naudą visuomenei. Neoklasikinė rinkos struktūrų pusiausvyros analizė išryškina tobulos konkurencijos statini veiksmingumą, palyginti su netobula konkurencija, o dinaminis ekonomikos veiksmingumas atsiskleidžia nagrinėjant konkurenciją kaip procesą. Straipsnyje pateikiami argumentai, kad, nepaisant esminių konkurencijos koncepcijų skirtybių, abu požiūriai, jeigu jie neabsoliutinami, glaudžiai susiję su vienoda konkurencijai keliamų tikslų ir uždavinių sistema, kurios centre yra visuomenės gerovė. Todėl veiksminga konkurencijos politika privalo atsižvelgti tiek į statinius, tiek į dinaminius ekonomikos veiksmingumo aspektus
Lietuvos kolegijų bendradarbiavimo žmogiškųjų išteklių plėtros dalyvių tinkle vertinimas
Recently, developed countries seem to be in transition to a society and economy based on the knowledge as well as on a new kind of information or. in other words, to knowledge society. The actions grounded on knowledge and solutions have occupied the place of natural events that are beyond human control in diverse and continually growing fields. As a result of these alterations, the focal assumption concerning economic-social boost merges into human resource development.Human resource development is to be defined as a process under which the activities of society. organizations, enterprises or individuals that are devoted to the evocation of behavioral changes arc achieved, sustained and modernized after having paid attention to cultural differences and cultural actions that affect this behavior, including education, training and encouragement of comprehension and skills in their common activities (cooperation). In the age of knowledge, the assumption of social-economic growth means human resource development. Furthermore, education, training and cooperation arc the most significant sources of human resource development that require a detailed theoretic and empiric research.The article aims at investigating the cooperation among Lithuanian colleges in Participants’ Network designed for human resource development. Hence the following objectives arise: to format the research model of participants’ network allocated to human resource development. and to provide the research results concerning cooperation among Lithuanian Colleges on Participants’ Network intended for human resource development.Through the analysis of participants’ network intended for human resource development. it is not only necessary to identify the participants and dimensions (such as the number of partners, the percentage of partners to whom it is possible to trusts an approximate term of cooperation frequency, the participants power and frequency of cooperation in various fields) of this network. but also the cooperation benefits as well as to investigate the relationship among the network dimensions and their effect on the benefits of the cooperation.The results have revealed that although the average number of public college partners is higher than of private ones. the approximate number of partners per one faculty or per one thousand of students at private colleges is higher or similar: public colleges trust their partners more than private ones; the public colleges cooperate with various partners for a longer time than private ones: public institutions cooperate with their partners more frequently than non-public ones; the power of public colleges is less than of non-public ones; the frequency of cooperation in various fields among public colleges is less than among non-public ones; public colleges value the benefits gained due to the cooperation less than non-public ones.In general, the network dimensions arc nut interdependent, i.e. the stronger the influence of the group in one of these criteria, the better the effects of other groups as well as common cooperation benefits. However, the effects of cooperation arc not related to any dimension on the network.Straipsnio tikslas - įvertinti Lietuvos kolegijų bendradarbiavimą žmogiškųjų išteklių plėtros dalyvių tinkle. Šiam tikslui pasiekti iškelti tokie uždaviniai: parengti bendradarbiavimo žmogiškųjų išteklių plėtros dalyvių tinkle tyrimo modelį ir pateikti Lietuvos kolegijų bendradarbiavimo žmogiškųjų išteklių plėtros dalyvių tinkle vertinimo rezultatus. Neprekinių gėrybių sektoriaus produktyvumo šoko makroekonominis efektas
This paper analyses the macroeconomic effects of a productivity shock in the nontraded goods sector using a small open economy model. The paper develops a simple dynamic general equilibrium model offering intuitive explanations of how a productivity shock affects a small open economy. The model gives a surprisingly pessimistic view on the benefits of productivity shocks. For example, a productivity shock has, except for one special case, a negative effect on the output of nontraded goods in the short run. This result differs from the results of RBC models. The paper gives an interesting insight into the possible effects that the introduction of the EU (European Union) services directive or GATS (General Agreement on Trade in Services) agreement may have.Straipsnyje naudojant mažos atviros ekonomikos modelį analizuojamas produktyvumo šoko, kylančio neprekinių gėrybių sektoriuje, makroekonominis poveikis. Toks modelis gali būti naudojamas tiriant didėjančios konkurencijos padarinius paslaugų sektoriuje, nes daug paslaugų yra neprekinės gėrybės, o didėjanti konkurencija pozityviai veikia produktyvumą. Europos Sąjunga ir Pasaulio prekYbos organizacija (PPO) bandė padidinti konkurenciją ir pagerinti produktyvumą paslaugų sektoriuje. Sunku įsivaizduoti, kad paslaugų liberalizavimas neturėtų teigiamos įtakas paslaugų produktyvumui. Todėl šis modelis gali būti naudojamas analizuojant ES paslaugų direktyvos arba PPO paslaugų sutarties įtaką mažoms atviroms ekonomikoms. Lietuva yra geras mažos atviros ekonomikos pavyzdys. Lietuva yra integruota į pasaulio ekonomiką ir negali daryti įtakos kainoms pasaulinėje rinkoje. Taigi straipsnio pavadinimas galėtų būti: “ES paslaugų direktyvos makroekonominė įtaka Lietuvos ekonomikai”. Sprendžiant šią problemą, straipsnyje yra formuojamas paprastas dinaminis bendrosios pusiausvyros modelis, leidžiantis intuityviai paaiškinti, kokios įtakas produktyvumo šokas turi mažai atvirai ekonomikai. Prielaida dėl prekinių ar neprekinių gėrybių vartojimo nedalijamos naudingumo funkcijos yra naudinga šiam tyrimui. Tokiu atveju ekonominis šokas, patiriamas neprekinių gėrybių sektoriuje, turi padarinių ir prekinių gėrybių sektoriui. Straipsnyje pateikiamos kelios įdomesnės išvados, tarp kurių yra ir netikėtinai pesimistinis požiūris į produktyvumo šoko naudą. Pavyzdžiui, teigiama, kad produktyvumo šokas neprekinių gėrybių sektoriuje neturi teigiamos įtakos šių prekių kiekiui trumpu laikotarpiu, kai paklausa yra determinuota ir kainos nesikeičia. Produktyvumo šokas turi neigiamą poveikį neprekinių gėrybių kiekiui, išskyrus vieną ypatingą atvejį. Ši išvada skiriasi nuo tikrų verslo ciklų modelių teiginių. Pavyzdžiui, Neaime (2004) teigia, kad produktyvumo šokas turi staigų ir stiprų poveikį neprekinių gėrybių kiekiui. Šiame modelyje prekių kiekis padidėja tik tada, kai ekonomika pasiekia naują pastovią būseną. Aiškinant produktyvumo šoko įtaką prekių kiekiui, svarbus prekinių ir neprekinių gėrybių substitucijos elastingumas. Jeigu šis elastingumas yra mažas, tai ilguoju laikotarpiu padidėjęs produktyvumas turi palyginti mažą teigiamą įtaką neprekinių gėrybių kiekiui. Kuo didesnis substitucijos elastingumas, tuo didesnis minėtų gėrybių kiekis. Pagal šio modelio išvadas galima teigti, kad didėjant konkurencijai neprekinių gėrybių sektoriuje, ES paslaugų direktyvos arba PPO paslaugų sutarties nauda Lietuvos ekonomikai bus matoma ne iš karto ir nebus labai didelė

There are several very important economic theories related to the analysis of consumers’ and producers’ behavior under the same laws of diminishing marginal values. The laws of diminishing marginal values associated with limited resources can be mathematically formalized by applying the logistic functions which have been primarily developed for the description of population growth under conditions of limited resources and clearly indicate the limits of this growth. When the use of resources reaches the limit of saturation, the exponential law which is usually applied in economic theory to describe economic growth cannot be applied.The law of diminishing returns, the law of diminishing utility, etc. indicate that under conditions of saturation when we have so many units of some product that an additional unit of that product does not provide for any satisfaction or investments are so huge that additional investment would not provide any increase in output when all other factors are constant, i. e. limited, for the development and forecast of economic systems. the logistic model can be successfully applied. If there are no limits in consumption structure or in the structure of production factors, the law of diminishing marginal values is not valid. In this case, the logistic function can be applied for the description of economic laws, rather than certain restrictions being imposed on the system.Straipsnyje nagrinėjami logistinės funkcijos taikymo ribinių dydžių dėsningumų analizėje klausimai. Terminas “logistika” čia sietinas su aprūpinimu, t. y. tam tikrų išteklių naudojimo galimybe ir jų ribotumu, nes daugelis procesų yra ribojami išorės veiksnių. Ekonomikos teorijoje plačiai taikomi ribiniai dydžiai, kuriems būdingas mažėjimo dėsningumas, tačiau ekonominėje teorijoje pasigendama nustatytos matematinės išraiškos šiems dėsningumams aprašyti. Logistinės funkcijos taikymas leistų šiuos ribinių dydžių mažėjimo procesus formalizuoti ir matematiškai aprašyti, tai palengvintų šių dėsningumų pritaikymą ekonominiams procesams prognozuoti ir valdyti. Ypač svarbu yra rasti prisotinimo, arba pusiausvyros, tašką, išreiškiantį optimalų prekių ar gamybos veiksnių pasirinkimą, po kurio ribinis efektyvumas ar naudingumas ima mažėti
