Auditing plays a very important role in economics. The fast economic development, global economic integration, increasing competition in every sphere of life greatly influence auditing.Prof. Vaclovas Lakis’ monograph “Auditing System: Problems and Development” discusses all types of auditing: independent audit, state audit and internal audit, which are discussed as a sustainable system because all of them are closely interrelated. Lithuania overtook the auditing septum, organization and ways of performing it from other countries together with their advantages and disadvantages. Therefore, the monograph investigates problems characteristic of the world auditing system. The monograph is particularly helpful for external and internal auditors, accountants, enterprise managers, teachers and university students

In the market economy, the company’s financial reports are the main source of information about its assets, capital, debts, profit, and the flow of its money. It is on the base of financial reports that consumers make various decisions about purchasing shares, giving credits, partnership, etc.The order of managing and preparing financial reports is strictly regulated by countries’ laws, standards, and international standards of accounting and accountability. In the EU, the preparation of financial reports and their consolidation is regulated by the directives and other normative acts whose requirements are included in the local laws of every member state.Financial accounting is handled under certain principles and rules. The following of these principles allows a company to submit correct information about its assets, capital, obligations, income, and expenditures. However. the principles and rules show certain common provisions that can be differently interpreted depending on the situation. Sometimes the standards allow choosing from a number of possible variants. When making use of the possibility, companies often choose a wrong version, thus distorting the real situation in their financial reports. Sometimes they fail to adhere to the rules and principles.The research has shown that the falsification of financial reports is a worldwide phenomenon which transcends the boundaries of separate countries. This pathology of market economy is dangerous as it distorts the market. If it isn’t stopped, participants of the market as the main users of financial reports may cease to consider them reliable, which would have a very harmful effect on the market economy.The wish to falsify financial reports is a result of either extreme pressure from the outside or the company’s inner problems. Shareholders and potential investors do not wish to accept the fact that the value of the shares may reduce due to a natural price fluctuation. Any publicized information about even a minor problem within the company may be disastrous for the company. Therefore, the optimistic note in financial reports is one of the weapons in the competitive battle.The falsification of financial reports may result from the company’s inner problems connected with the situation’s misinterpretation, wrong management solutions, and the absence of the sources of financing.In conclusion, financial reports are forged in order to show that the situation of a company is either better or worse than it really is. The means of the falsification depend on its scale. Does Economic Integration Process Matter for Income Inequality in Central and Eastern European Countries?
Economic integration can be defined as the expansion of markets from the national to the regional or to the world level. Therefore, two channels of market integration can be determined: regional integration, for instance, within the EU, and globalization. The purpose of this paper is to investigate the impact of the economic integration process on differences in income among and within Central and Eastern European countries (CEECs). The hypotheses on 1) the economic integration relevance and 2) the mechanisms through economic integration affecting income inequality are tested with data on 10 CEECs (Bulgaria, Czech Republic, Estonia, Latvia, Lithuania, Hungary, Poland, Slovakia, Slovenia, Romania) for the 2000-2006 period. An unbalanced panel induces to estimate Random-effects regressions and fixed-effects regressions. The results show that globalization contributed significantly to income inequality among CEECs as well as to the upward trend in income inequality within the societies of these countries, while regional integration with and within the EU did not explain considerably the changes in income distribution over the study period
The Role of Private Health Care Financing in the Central and Eastern European Countries
The economic transformation process in the central and Eastern European (CEE) countries has included, among others, a thorough reform of the previous, centrally planned health care systems. Consequently, the contemporary health care systems functioning in these countries, despite common directions of changes, vary in the area of detailed aspects. The purpose of the paper is to provide an overview of private sources of the health care financing (including out-of-pocket payments and prepaid plans), which are considered to be an important component of each health care system. In the first part of the paper, the results of comparative analysis of total health expenditure incurred by the CEE countries between 2000 and 2004 are presented in order to indicate the main trends, problems and differences among the analysed states. Next, the main types of private health expenditure are described and their contribution to the health care financing is presented. Finally, voluntary health insurance offered in the Polish market, considered as an additional method of health care financing. is characterized.The obtained results allow to compare and evaluate the range of using private health care funds in the analysed countries during the last few years. Moreover, the results indicate a need for the further development of private methods of health care financing. which in practice can supplement or duplicate health care services delivered by the public sector
Šešėlinė ekonomika ir Bulgarijos verslo vystymosi perspektyvos integracijos į ES laikotarpiu
he paper suggests some empirical evidence on selected issues related to the influence of business environment factors and corruption practices anticipated as barriers to the successful finalization of the transformation of Bulgarian economy and its integration in the common European economic space. The analysis utilizes sample data from a questionnaire survey among 345 representatives of business organizations having ownership, managerial, or expert positions within the firm. During the survey, respondents expressed their opinions about the spread of grey economy as well as about various aspects of transactions underreporting practices in their branch, providing a ground for the evaluation of the impact of these phenomena on the perceived potential for private businesses development. Evidence from business people attitudes is provided in support of the opinion that restraining the corruption and bureaucratic barriers, provision of the higher public decision-making transparency, as well as improving law enforcement and judiciary system effectiveness are important conditions for domestic entrepreneurship stimulation and overall stable economic growth within the European economy.Pereinamuoju (Tranzicijos) laikotarpiu Bulgarija šalia pozityvių permainų patyrė ir negatyvių. Viena iš jų yra pilkosios ar kitaip - šešėlinės ekonomikos suvešėjimas. Nenuosekli, prieštaringa ekonominė politika, ydingi politiniai mechanizmai, biurokratinės kliūtys. neefektyvūs teisiniai režimai buvo svarbiausi pilkosios ekonomikos paplitimo veiksniai.Straipsnyje pilkosios ekonomikos tyrimas pradedamas koncepcinio aparato analize ir vėliau tęsiamas nagrinėjant didelės grupės šalies verslininkų apklausos rezultatus. Apklausos tikslas buvo ištirti pilkosios ekonomikos atsiradimo veiksnius, pasireiškimo fonnas, paplitimo laipsnį, taip pat pilkosios ekonomikos reiškinių padarinius verslui.Pabaigoje daroma išvada, kad, norint sumažinti pilkosios ekonomikos paplitimą ir jos neigiamą įtaką ūkiui, būtinos nuoseklios pastangos vykdant institucinę ir struktūrines reformas, įgyvendinant ES teisės nannas, didinant sprendimų priėmimo procedūrų skaidrumą

Globalization represents the structural making of the world characterized by the free flow of technology and human resources across national boundaries as well as the spread of Information Technology and mass media presenting an everchanging and competitive business environment.The article deals with the practical consequences of globalization for human resource management (HRM). Globalization makes national culture an increasingly strategic issue that has to be faced and properly managed. The problem is the balancing of the global trends in human resource management with the influence of national culture because many aspects of HRM are affected by differences in national culture. The article analyses the major challenges arising from globalization and affecting human resource management practices in the 21st century in selected industrialized countries (United Kingdom, France, USA, Japan) and Lithuania as a new member of the EU.The general aim of the article is to analyse the problem of balancing seemingly opposing forces (globalization and the influence of national culture) and to identify trends in HRM across five countries: United Kingdom, France, USA, Japan and Lithuania.Straipsnio tikslas yra palyginti žmonių išteklių valdymo pokyčius keliose šalyse dėl globalizacijos ir tarptautinių kompanijų plėtros. Praktika rodo, kad globaliai veikiančios kompanijos stengiasi derinti iš pirmo žvilgsnio priešingą požiūrį į žmonių išteklių valdymą: išlaikyti unifikuotos žmonių išteklių valdymo politikos ir skirtingų kultūrų, vertybių įtakos šiai valdymo funkcijai pusiausvyrą. Taip jos suderina du prieštaringus tikslus: pasiekia, kad darbuotojai perimtų vyraujančias organizacines vertybes, ir skatina išnaudoti savo kultūrinius skirtumus.Du prancūzų mokslininkai - Paul Evans ir Yves Doz - savo darbe pabrėžia, kad atsižvelgiant į globaliai veikiančių kompanijų veiklos sudėtingumą reikia siekti išlaikyti pusiausvyrą:Globalaus mąstymo / Lokalios veiklosDecentralizavimo / CentralizavimoDiferencijavimo / IntegravimoPokyčių / TęstinumoDelegavimo / KontrolėsKonkurencijos / PartnerystėsPasak Evans ir Doz, priimdamos sprendimus šios priešingos jėgos neturi būti priešpriešinamos viena kitai, tarp jų negali būti įterptas žodis “arba”. Jos turi būti derinamos, kad kiekviena teiktų kuo didesni pranašumą. Tai pasakytina ir apie žmonių išteklių valdymo politiką ir praktiką. Todėl anksčiau vyravęs žmonių išteklių valdymo principas - reikiami darbuotojai reikamoje vietoje ir reikiamu laiku - globaliai veikiančiose kompanijose papildomas dar vienu - žmonių išteklių praktikos (darbuotojų atrankos, jų vertinimo, darbo apmokėjimo) derinimas su organizacinėmis vertybėmis, kurios atspindi ir kultūrų skirtumus.Straipsnyje lyginamoji žmonių išteklių valdymo analizė atliekama pagal tradicinius modelius: Vakarų Europos (Didžiosios Britanijos ir Prancūzijos pavyzdžiu), JAV ir Japonijos. Nors žmonių išteklių valdymą šiuose modeliuose lemia skirtingi veiksniai, tačiau pokyčių tendencijos yra labai panašios ir rodo “tirpstant” ribas tarp šių modelių. Jungtinė Karalystė, žmonių išteklių valdymo tendencijas nulėmė du pagrindiniai veiksniai: dideli darbo kaštai ir konkurencingumo didinimo poreikis. Tai turėjo įtakos lanksčioms ir naujoms darbo formoms paplisti, mažėti organizacijoje valdymo hierarchinių lygių, žmonių išteklių valdymo paslaugų “pirkimui” iš kitų organizacijų, susieti atlyginimą už darbą su darbo rezultatais ir darbuotojų vertinimu. Nuo 1997 m., į valdžią atėjus leiboristams, išryškėjo į darbuotojų socialinę apsaugą orientuotos vertybės, kurios ypač sustiprėjo įstojus į ES. Visa tai kartu su gyventojų senėjimo procesu ir ryškiais regioniniais nedarbo lygio svyravimais rodo, su kokiais iššūkiais susiduria organizacijų vadovai žmonių išteklių valdymo srityje JK.Prancūzija. Žmonių išteklių valdymo praktikai šioje šalyje turi didelę įtaką ypač stiprus valstybinis reguliavimas ir demografinės situacijos unikalumas, palyginti su kitomis Vakarų Europos šalimis. Prancūzijoje yra didžiausias gimstamumas ir daugiausia jaunimo iki 20 metų amžiaus. Todėl pastaraisiais metais čia mažiausi imigrantų srautai. Be to, Prancūzijoje - trumpiausia (35 val.) darbo savaitė, tai taip pat kelia nemažų sunkumų žmonių išteklių valdymo vadovams. Organizacijose formuojasi aiški tendencija - darbuotojai patys atsakingi už savo karjerą. Vadovai kreipia ypatingą dėmesį tik į turinčių didelį potencialą darbuotojų karjerą, tikisi iš jų lankstumo ir indėlio į organizacijos sėkmę. Darbuotojų mokymui organizacijos privalo pervesti į specialią sąskaitą 1,5 proc. darbo užmokesčio fondo, o patys darbuotojai - tik 0,15 procento. Dėl sutrumpintos darbo savaitės mokymai paprastai vyksta po darbo valandų. Darbo užmokesčio srityje prancūzų organizacijos išsiskiria pirmiausia individualistine politika panaudojant “kavinės” (cafeteria) principą. Tai padidina darbuotojų pasitenkinimą organizacijos siūloma nauda.JAV. XXI a. pradžioje sulėtėjęs JAV ekonominis augimas turėjo palengvinti naujų darbuotojų paieškos problemų sprendimą. Tačiau kvalifikuotų specialistų stoka lieka svarbiausiu žmonių išteklių valdymo vadovų rūpesčiu. Pavyzdžiui, JAV Informacinių technologijų asociacija apskaičiavo, kad 2004 m. darbdaviams reikėjo 1,6 mln. informacinių technologijų specialistų, ir maždaug pusė šių vakansijų liko neužpildyta. Kultūriniu požiūriu įvairios darbo jėgos valdymas - kita svarbi žmonių išteklių valdymo problema. 2006 m. 76 proc. darbuotojų sudarė baltaodžiai, 12 proc. - afroamerikiečiai, 12 proc. - išeiviai iš Lotynų Amerikos. Daugelis JAV organizacijų kuria tokių darbuotojų valdymo programas, apimančias samdos, atlyginimo už darbą ir vertinimo procedūras, pritaikytas kultūriniu požiūriu įvairiai darbo jėgai. Didelė vadovų ir darbuotojų atlyginimų diferenciacija - dar vienas žmonių išteklių valdymo bruožas. Sulėtėjęs ekonomikos augimas ir ryškus profesinių sąjungų narių sumažėjimas panaikino galimybes padidinti darbuotojų atlyginimus. Dauguma JAV organizacijų naudoja lanksčias ir strategiškai susijusias su nuolat kintančia verslo aplinka atlyginimų sistemas. Atlyginimas vis labiau siejamas su darbuotojų kompetencijomis, įgūdžiais ir galimybėmis nei su atliekamu darbu.Japonija. XX a. paskutiniojo dešimtmečio ekonominė recesija ir gyventojų senėjimas gerokai pakeitė žmonių išteklių valdymo praktiką. Tradicinė sistema, akcentuojanti samdą “iki gyvos galvos” ir atlyginimo priklausomybę nuo darbuotojų amžiaus, tapo našta daugeliui japonų kompanijų, nes reikėjo mokėti didesnius atlyginimus mažiau produktyviems darbuotojams. Ją laipsniškai keičia į rinką orientuotas lankstumas. Jauni darbuotojai yra mobilesni ir mažiau lojalūs vienam darbdaviui. Be to, darbo organizavimas, ypač paslaugų sektoriuje, mažiau remiasi komandiniu principu, o pabrėžiamas individualus indėlis, kuris lengviau įvertinamas. Svarbiausiu atlyginimo lygį lemiančiu veiksniu tampa darbo rezultatai, o ne lojalumas kompanijai. Lyčių problema - dar vienas iššūkis žmonių išteklių valdymo praktikoje. Japonų verslo pasaulyje tradiciškai dominavo vyrai, moterys geriausiu atveju atliko žemos kvalifikacijos darbą. 1985 m. priimtas Lygių galimybių įstatymas ir didėjantis jaunų moterų profesionalumas sudarė joms galimybes įsidarbinti srityse, kurios anksčiau buvo traktuojamos kaip grynai “vyriškos”.Straipsnyje atskleidžiami Lietuvos, kaip, viena vertus, pokomunistinių šalių bloko atstovės, kita vertus, naujos ES narės žmonių išteklių valdymo ypatumai. Žmonių išteklių valdymo praktiką Lietuvoje galima suskirstyti i du periodus (1990-2004 m. ir po 2005 m.), kuriems darė įtaką dvi prieštaringos veiksnių grupės: 1) tarybiniais laikais susiformavusios tradicijos (autoritariniai darbo metodai, darbuotojų iniciatyvumo stoka, darbdavių materialūs prioritetai); 2) besiformuojančios naujos tradicijos (jas lėmė įstojimas į Europos Sąjungą, kvalifikuotų ir net žemos kvalifikacijos darbuotojų trūkumas dėl jų emigracijos į Vakarus, tarptautinių kompanijų, atsinešančių su savimi vakarietiškas žmonių išteklių valdymo tradicijas, padalinių steigimas). Analizuojant žmonių išteklių valdymą Lietuvoje remiamasi Vilniaus universiteto Ekonomikos fakulteto Vadybos katedros docentės R. Česynienės ir kitų darbuotojų surengta Lietuvos gamybos įmonių 559 vadovų apklausa. Iš jos rezultatų pateikiamos išvados apie vadovų vertybes ir požiūrį personalą. Apklausa parodė, kad iki 2004-2005 m. vyravo vadinamasis griežtasis (angl. hard) žmonių išteklių valdymas, akcentuojantis darbuotojų kontrolę, jų potencialo išnaudojimą ir maksimalios naudos gavimą, pamirštant tenkinti jų reikšmes. Tačiau nepalankios demografinės tendencijos, įstojimas į Europos Sąjungą, didėjanti ne tik kvalifikuotų, bet ir žemos kvalifikacijos darbuotojų emigracija į Vakarus, stiprėjanti konkurencija skatina vadovus neapsiriboti materialiais prioritetais ir technokratine orientacija. Padėtis darbo rinkoje privertė vadovus nukreipti savo dėmesį į darbuotojus, ne tik kaip vieną iš pagrindinių konkurencinio pranašumo šaltinių, bet ir kaip asmenis, turinčius savo poreikius, kuriuos reikia tenkinti, t. y. pereiti prie vadinamojo minkšto (angl. soft) žmonių išteklių valdymo
Lietuvos socialinio draudimo pensijų dalinio privatizavimo tikslai ir rezultatai
The public pension system in Lithuania was founded in 1990 when a social insurance fund, autonomous from the state budget, was established. The economic decline, high inflation, rising unemployment, the high number of those not participating in social insurance during the 1992-2000 period imposed hardships on the pension system. From the beginning of 1994, the non-governmental organisation libertarian Lithuanian Free Market Institute and Lithuanian business organisation of the Industrialists Confederation started advocating for the private pension provision. Most commonly referred arguments came from the World Bank edition Averting the Old Age Crisis. The main argument was: due to the ageing of population Lithuania, like other industrial countries, is facing challenges in providing income security for the elderly.The public pension fund financing difficulties and low pension benefits turned the Government away from social insurance towards private pension funds, beginning with the partial privatisation of the social insurance. All political parties have backed the privatisation. although with varying levels of enthusiasm (Liberals showed the highest and Social Democrats the least enthusiasm). The actual implementation of the reform was undertaken in 2004 by Social Democrats as the major partner in the coalition with Social Liberals. They chose a moderate pace and began with a small contribution and supported a voluntary switchover from social insurance to private pension funds. So, Lithuania, like some Eastern European and Latin American countries, implemented the so-called structural pension reform.The main official objective of the pension reform was to change the pension system in such a way that persons of pension age could get higher income than previously, meanwhile to ensure that the redistribution would not be increased but reduced, and to ensure the long-term financial sustainability of the system which will cover all the inhabitants. Additionally, it was expected that introduction of the private pension scheme due the pension reform will increase savings and investment and thus will promote the growth of the national economy.The key element of the reform was the transfer of 5.5 percentage points of social insurance contributions into private pension funds. However, unlike some other Eastern and Central European countries, Lithuania made its private pension system optional for employees. Persons of any age, insured by the social insurance, got the opportunity to accumulate part of their social insurance contributions in a personal account of private pension funds.During the first four years of the pension reform, by the end of2007, there were signed more than 800 thousand pension accumulation contracts between employees and managers of private pension funds. Thus, already at the beginning of the reform, almost 70 per cent of the insured for the full social insurance pension decided to participate in private pension funds. There are six assets managers and three private insurance companies in the Lithuanian pension market. They have accumulated the pension capital close to 1.7 billion Litas. Annual money transfer from the Social Insurance Fund to private pension funds (transitional costs of the reform) has reached I per cent of the GDP in 2008.Financing pension reform transitional costs comes into conflict with the financing of current pensions. High transitional costs have a negative impact on the social insurance pension budget, and it will last for several decades. If these resources were left for the financing of the social insurance pensions, they would have been higher by 20 per cent. These are implicit costs of the pension reform, which that are paid by the present generation of pensioners.Alternatively, without a reform social insurance contributions could have been decreased from the current 34 per cent to 28.5 per cent. In this sense, the costs of the reform will fall on all working population and employers, meanwhile only part of employees participate in the reform.The pension reform history’ is too short for evaluation of its benefit for the private pension fund participants. Nevertheless, capital returns from pensions’ assets hardly overcome inflation during the first four years of the reform. Because the high private pension fund administration costs erode participants’ savings, the government needs to place a tighter control on administrative costs.The earning-related part of the social insurance pension will be reduced for participants of the private pension funds proportionally to the reduced part of the contribution for the social insurance (about 30 per cent) due to the fact that part of the contribution has been transferred to the private pension fund. Because of a rapid increase of public pensions, the loss of the reform participants will be substantial. In this respect, the State’s commitments and the scope of social security to the future pensioners will be reduced by the part of the privatised pension. It is not in line with the ILO Convention N 102 which says that the State must take responsibility for the social security benefit.Prior to the reform, one of the arguments was the necessity to increase investment into the national economy. However, 90 per cent of pensions’ assets are invested abroad, and there are very few investments into shares of domestic companies. Moreover, heavy investments in public versus private assets, high administrative costs, the oligopolistic pension industry, and low competition because of consumers’ myopia have a negative impact on the future pensions’ benefits.All the parties involved in the reform designing argued for the necessity of reform implementation by referring to the current problems which cannot be resolved by the reform. Moreover, they set objectives that may hardly be obtained by the reform in its implementation. The content of the reform is very narrow if compared with what was planned at the beginning of the reform discussion and what the initial reform documents mentioned. On the contrary, the reform has a list of negative consequences on the current and future pensioners’ welfare.Šiame straipsnyje analizuojama prieš penkerius metus pradėta Lietuvos socialinio draudimo senatvės pensijų struktūrinė reforma, kurios metu dalis socialinio draudimo įmokų pervedama į gyventojų pasirinktus privačius pensijų fondus. Šio straipsnio tikslas - apžvelgti reformos pradžioje jai keltus tikslus, įvertinti jų pagrįstumą socialinės apsaugos ekonomikos teorijos požiūriu, išanalizuoti pradinius pensijų reformos rezultatus. Siekiant šio tikslo išanalizuotas pensijų reformų regione pobūdis, socialinio draudimo pensijų dalinio privatizavimo Lietuvoje ypatybės, kelti privatizavimo tikslai ir besiformuojanti privačių pensijų rinką Lietuvoje. Straipsnyje remiamasi pasaulyje gerai žinomų pensijų ekonomikos tyrėjų publikacijomis, pensijų reformą reglamentuojančiais Lietuvos Respublikos įstatymais, Lietuvos valstybės institucijų skelbiama ekonomine ir socialine statistika.Autoriaus atlikta analizė rodo, kad privačių pensijų fondų klientų asmeninėse kaupiamosiose pensijų sąskaitose kaupiamo turto investicijų grąža nepadengia nuostolių, kuriuos jie patirs dėl dalinio pasitraukimo iš socialinio draudimo pensijų sistemos. Straipsnyje taip pat parodyta minėtos pensijų reformos našta, kuri tenka dabartiniams pensininkams. Pagrindinė straipsnio išvada - reformos tikslai buvo per daug ideologizuoti, o pirminiai rezultatai nepalankūs nei dabartiniams, nei būsimiems pensininkams.
