    The research problems of the behaviour of the insured are topical issues for both theory and practice. From the theoretical paint of view, the disclosure of behaviour of the insured and a comparative analysis of various authors’ opinions on the behaviour research make it possible to define the contents and sequence of the research of such a phenomenon. On the one hand, the practical aspect of such research in the Lithuanian life assurance market may help insurance companies to determine the needs and expectations of the insured and also the possibilities of applying definite methods and means that could change the behaviour of the insured in the market of life assurance services and induce their interest in insurance products. It is also important to note that Lithuanian life assurance companies do not give enough attention to thorough and complex researches of the behaviour of the insured. Furthermore, the theoretical and practical problems of the behaviour of the insured are not discussed in the Lithuanian scientific economic literature. On the other hand, the problem of the behaviour of the insured in scientific literature of western countries is also slightly overlooked. This problem has been mainly analysed not as a complex but in its separate aspects, such as the quality of insurance services and the satisfaction of the insured with these services, interrelations between insurers and the insured, and so on. Therefore, to reveal the theoretical questions of the behaviour of the insured in the life assurance market, works of different authors dealing with the behaviour of consumers of other services or of financial services have been used.While evaluating the external and internal factors influencing the behaviour of the insured, it is necessary to divide this rather sophisticated research into the following stages: the behaviour of the insured before acquiring assurance (reasons for obtaining assurance, the perceptible image of insurance companies and their evaluation criteria, confidence while deciding to acquire assurance, attitude towards information sources); the behaviour of the insured in the course of assurance (insurance distribution channels, the number of insurance events, evaluation criteria of the received insurance services); the behaviour of the insured after signing the assurance police (meeting the requirements of the insured, satisfaction of the insured with the insurer, loyalty of the insured, change of the insurance company).According to the experience of western insurance companies, the choice of insurers and insurance products depends on the cultural background and sophistication of the insured, the main purpose of obtaining an insurance product, the actual income of the insured, the external environment (including various social factors). Moreover, according to researches of western insurance companies, the behaviour of the insured is directly related to social changes of contemporary society (i.e. of the social and cultural environment), such as changes of standards of living, lifestyle, etc. in the latter years.Analysis of the results revealed the following behaviour peculiarities of the Lithuanian life assurance clients: 40% of the respondents have life assurance polices; more than half of these intend to obtain other life assurance products in future; the most frequently mentioned criteria while choosing life assurance services are tax deductions and increasing income; accumulative life assurance is the most popular of all life assurance kinds and the respondents are satisfied with its services; the majority of the respondents (60%) that have no life assurance would like to have it in future; while choosing life assurance services, the insured pay more attention to the reliability of assurance companies and to the professionalism of insurance agents; 25% of the respondents are ready for long-term saving and would definitely entrust their insurance matters to professionals.Straipsnyje, siekiant įvairiapusiškai išnagrinėti teorinius metodologinius draudėjų elgsenos tyrimo aspektus, visų pirma pateikiamas draudimo paslaugų vartotojų elgsenos sampratos apibūdinimas. Remiantis paslaugų rinkodaros, taip pat finansinių paslaugų rinkodaros teoretikų ir praktikų mokslinių tyrimų rezultatais analizuojami draudėjų elgsenos metodologiniai klausimai trimis atvejais: prieš draudimo paslaugų pirkimą, teikiant draudimo paslaugas (vartojant) ir po draudimo paslaugų įsigijimo (pirkimo).     Monetary Union Accession and the Severity of Potential Asymmetric Shocks - the Case of Lithuania and Poland

    Monetary union accession generates benefits and costs for the entering countries. According to the seminal paper by Mundell (1961), the possible costs are usually associated with the asymmetric shocks that might take place. Under the currency union regime, these asymmetric shocks can be no longer neutralized by the countryspecific monetary policy tools, hence the flexibility of the economy is desirable.In this article, we employ the measure of business cycles correlation proposed by Artis and Zhang (1995) as well as labor market statistics to examine how easy the economies of Lithuania and Poland can adjust to asymmetric shocks in comparison to some other EU countries. Discussing the empirical results, we propose recommendations for economic policy that might help to fulfil the conditions of the Optimum Currency Area

    The problem of real estate price bubble is analysed in relation to the development and growth of the economy of Lithuania. By evaluating theoretical and practical-historical aspects of formation of the housing prices’ bubble, as well as the opinion of renown experts of the country, the formation of the present situation is substantiated by specifying economic and psychological reasons (it is accentuated that these factors tendentiously influence the market of real estate in Lithuania). More than once the historical guidelines of many countries had disclosed the threat of real estate prices’ fluctuation to the harmonious development of a national economy. In 2003, when Lithuania became one of the most rapidly developing economies, began an unprecedented growth of housing prices. Encouragements of experts to resist euphoria came short of living standards’ growth and the psychological impulse that followed the tendency of price growth. Hence it became possible to state that the real estate price bubble was taking shape and might threaten the national economy.The perception of external signs, with reference to assumptions of economic growth and the interpretation of different factors’ interface, enabled to display the influence of the real estate market on the economy and welfare of the country. The estimation of economics growth, which in this article is based on fundamental factors and psychological motives, has displayed the complicated and often difficult to forecast influence of real estate market development on vital processes in economics. By generating insights and future prospects, a possible scenario of factors’ development is given in association with presumptive dates of the national currency replacement with Euro. This event is one of the most important economic factors that have laid foundations for causeless psychological motives in the real estate market.When in 2006 Lithuania didn’t accomplish the requirements of convergence and therefore couldn’t replace its currency with the common currency of European Union, Euro, the growth of real estate prices got slower and influenced the psychological motives of potential customers in the context of the new currency. It is very likely that years 2010-2012 (the presumptive time when the national currency might be replaced with Euro) will enable the participants of the market to come to more rational decisions with reference to the recent past; however, it might be impossible to avoid short-term fluctuations that might be not so threatful. However, when the foundations are rocked, some part of shivers will be absorbed by the insurance sector which will level the negative consequences for people, business and the country. as well as prevent from destroying the productive results of the rapid development.Straipsnyje nagrinėjama šalies ūkio plėtrai ir ekonomikos raidai aktuali nekilnojamojo turto kainų burbulo problema. The economic issues are associated with electronic commerce and financial tools. such as its advantages and disadvantages, types of payment’ and information transfer security, the roles of organization and security facilities, to perform an analysis, to identify a forward level of electronic business and summarize the results of the analysis, and make suggestions for electronic commerce development facilities.     Lietuvos ir Latvijos antros pakopos kaupiamųjų pensijų fondų veiklos ypatumų įvertinimas

    The purpose of this paper is to compare the Latvian and the Lithuanian second tier pension systems, to determine the main elements of the second tier pension fund activity, to evaluate the impact of legal regulation, public opinion and investment preferences on the results of Latvian and Lithuanian pension fund activity and activity principles.According to the current legislation, the transitional period of implementation of the 2nd tier of the pension fund system in Lithuania will never end, and there will always be a probability that not all socially insured persons will participate in the 2nd tier of the pension system (in Latvia, about the year 2035, all socially insured persons will participate in the 2nd tier). According to the current legislation, by 2010 about 50% of Latvian funds nominated to pension insurance will be transferred to the 2nd tier of the pension system. That large amount of funds transferred to the 2nd tier implies that the Latvian social insurance system will face a greater risk (than the Lithuanian one) that the social insurance budget will not be capable to finance current benefits.In 2005 and 2006, the Lithuanian pension funds were more profitable facing a higher risk than did Latvian pension funds. The main factor of risk lies in the current Lithuanian legislation and in the possibility to invest 100% of funds in stocks. The less internationally diversified Latvian funds and few possibilities to invest internationally determine the lover profitability of Latvian pension funds and the higher concentration of profitability results of separate pension funds around the market average. The Lithuanian system of pensions is more hazardous than the Latvian.Pensijų sistemos reforma senėjančiose visuomenėse yra viena iš aktualiausių socialinės apsaugos temų. Šio straipsnio tikslas - palyginti Lietuvos ir Latvijos antros pakopos kaupiamųjų pensijų fondų sistemas (toliau vadinama pensijų kaupimo sistema), įvertinti teisinio reglamentavimo, visuomenės nuomonės, investuotojų preferencijų ir tarptautinio investicijų portfelio diversifikavimo įtaką Lietuvos ir Latvijos antros pakopos kaupiamųjų pensijų fondų (toliau vadinama pensijų fondai) rezultatams, veiklos specifikai ir ypatybėms, taip pat pensijų fondų veiklos efektyvumą ir pensijų kaupimo sistemos rizikingumą. Analizuojama tema labai svarbi, nes pensijų fondais senėjančiose visuomenėse yra sudaryta galimybė perskirstyti lėšas, skirtas pensijų draudimui iš laikotarpių, pasižyminčių gera demografine padėtimi, į laikotarpius, kai demografinė padėtis prasta. Straipsnis aktualus tuo, kad jame įvertinti vienos šalies pensijų kaupimo rezultatai, palyginti su kitos šalies rezultatais, t. y. dviejų pokomunistinių šalių pavyzdžiu analizuojama pensijų kaupimo sistema, kurios dėka dalį pajamų senatvėje sudarys iš privataus sektoriaus veiklos sukauptos lėšos. Šios sistemos rezultatai, rizikos valdymas ir kiti veiklos aspektai yra svarbūs parametrai, nustatant tolesnes pensijų kaupimo sistemos raidos gaires. Mokslinė straipsnio problematika atskleidžiama, padedant pagrindus pensijų fondų veiklos efektyvumui ir pensijų kaupimo sistemos rizikai įvertinti. Pagrindiniai straipsnyje naudojami analizės būdai ir metodai yra: aprašomasis, loginis, laiko eilučių ir elementarus matematinis.     Progressive changes, dynamic business environment become a constant of life in several economics spheres, including the Lithuanian freight transport service sector. Lithuanian freight transport services are characterized as sector acting on the terms of high rivalry. The aim of this article is to analyse the competitiveness of the Lithuanian freight transport sector in the context of the European Union. The competitive theoretical background, estimation of competitiveness of freight transport services are analysed. The competitive analysis of the sector through the Porter’s model of five forces and internal characteristics of the enterprise defining the Lithuanian freight transport sector in terms of size and specialization is carried out. The methods of the research are systematics and a comparative analysis of scientific literature, quantitative research based on freight transport organisation survey. An empirical survey in which 349 freight transport service enterprises were examined allowed to reveal and estimate the most important factors influencing the competition intensity and the main firm-level factors that influence the companies’ competitiveness in the economic sector.Visos įmonės didesniu ar mažesniu mastu susiduria su konkurencija. Bendra šalies ūkio padėtis, valstybės ekonominė politika ir ekonomikos reguliavimo metodai taip pat formuoja konkunrencinę aplinką, kurioje veikia konkreti įmonė. Didėjant paslaugų sektoriaus apimčiai, keičiasi ir pagrindiniai šalies ekonominiai rodikliai, o tai leidžia plačiau analizuoti atskirus sektorius, organizacijų galimybes plėtoti veiklą juose. Lietuvai tapus visateise Europos Sąjungos nare, atsiradę ekonominiai ir politiniai pokyčiai šalyje neabejotinai palietė ir krovinių gabenimo paslaugų sektorių. Atsirado įvairių sunkumų dėl didėjančios konkurencijos, kurią skatino ne tik besikuriančios naujos įmonės, bet ir pakaitalų, naujų konkurentų prognozavimas, klientų poreikių kitimas bei tiekėjų derybinė galia. Ekonominiu atžvilgiu intensyvi konkurencija krovinių gabenimo paslaugų sektoriuje rodo, kad įmonės, dirbančios intensyvios konkurencijos sąlygomis, gauna mažesnį pelną. Žinant, kiek ūkio šakos įmonės yra konkurencingos, pagrindinius konkurencinio pranašumo šaltinius, galima sudaryti išvadas, kiek vežėjams ekonomiškai naudinga plėtoti savo veiklą šiame sektoriuje.Krovinių gabenimo paslaugų sektoriaus konkurencingumo problematika aktuali Lietuvoje. Nors šios logistikos paslaugos yra vienos iš populiariausių šalyje, tačiau pasigendama praktinių tyrimų krovinių gabenimo paslaugų sektoriuje. Todėl atliktas tyrimas yra aktualus ir laiku.Tyrimo tikslas - atlikti Lietuvos krovinių gabenimo paslaugų konkurencingumo analizę Europos Sąjungos kontekste. Tyrimas atliktas remiantis Porterio penkių jėgų modeliu bei vidinėmis įmonės charakteristikomis akcentuojant įmonės specializaciją bei įmonės dydį.Pirmoje šio straipsnio dalyje apibrėžiama konkurencingumo samprata, išskiriami lygmenys, kuriais remiantis analizuojamas krovinių gabenimo paslaugų sektorius.     The ultimate goal of this article is to examine image of attractive employer in Lithuania and to identify characteristics affecting it. Employer attractiveness towards potential employees becomes more and more important considering the mobility of today’s labourmarket. Objectives of this article are to analyse the concept and features of attractive employer image; to identify Lithuanian companies, which are the most and the least attractive as employers; to evaluate the importance of certain characteristics fur attractive employer image and to indicate those characteristics, which are the most fu:queotly assigned to attractive employers. Should the goal and objectives be reached, there was theoretical analysis and representative survey of Lithuanian residents conducted.Analysis of the literature resulted in the conclusion that image of an employer is the perception of organization, as the employer, of existing and potential employees or society in general. Development of a company, as attractive employer, image is an opportunity to extend positively beyond the competitive environment. Not individual characteristics but rather a complex set of their interrelations make, employer attractive.Survey showed that in Lithuania image of attractive employer is affected by ability to have an interesting work, worklife balance as well as great atmosphere at work. Good management and ability to be valued, as an employee, are not less important preconditions for employer attractiveness. Having examined survey fin· dings there is a conclusion made that today even the most attractive employers do not take a sufficient care of their own image and potential employees lack information to get one or the other opinion on employer attractiveness. Besides that, expectations of potential employees are not met sufficiently as far as importance of their needs for the work is concerned.This survey is valuable both for theoretical and practical purposes. It could be the occa.ion for tb. further academic studies of attractive employer image. Survey results could be used as a representative benchmark fur the further employer attractiveness monitoring in Lithuania. It also could be comparable with similar surveys in particular groups.Darbdavio patrauklumą nulemiantys bruožai skirtingose šalyse, atsižvelgiant į kultūrą, ekonominį išsivystymą, darbo rinkos specifiką ir kitus panašius aspektus skiriasi, todėl šio straipsnio tikslas - išsiaiškinti, kokia padėtis Lietuvoje ir kuo pasižymi Lietuvos patraukliausi darbdaviai.     The necessity of proper analysis of the regional competitiveness concept brings the recognition. that the drivers of national competitiveness have become more local and the regions increasingly becoming the engines of the global economy, as the globalization blurs national borders. Furthermore, the regionalization of public policies moves the economic coordination and steering functions from the national state down to regional level.The topic of regional competitiveness is relevant in Lithuania also. Despite the fact, that the juristic base of regional policy is developed, it is still in conceptual stage. The developing of regional policy bristles with difficulties. therefore the efficiency of the policy is reducing and the economic and social differences among Lithuania’s regions are increasing. The concept of regional policy and regional competitiveness become a subject to a great interest, especially implementing Eu rope Union financed projects in order to reduce the differences of development and increase the competitiveness of Lithuania’s regions.The academic debate about regional competitiveness has been going on for several years, fuelled by critiques, but no consensus has arrived yet. There’s still no theoretical perspective that captures the full complexity of regional competitiveness and assessment of it. Every academic creates his own regional competitiveness model and theoretically and empirically justify. As the concept of national competitiveness was analyzing by academics fur a long time and many models of national competitiveness are already formed, the theoretical analysis of these models in the context of regional competitiveness measurement would improve understanding of regional competitiveness and identify the methodological principals and suggestions of tbe assessment of regional competitiveness.The aim of the research is to analyze the models of national competitiveness in the context of regional competitiveness and identify the methodological principal, and suggestions of regional competitiveness measurement.Object .r the re.eareh is the abilities of national competitiveness models in the measurement the regional competitiveness.Methods of the research - analysis and synthesis of the scientific literature, logical and comparative analysis.The theoretical analysis of national competitiveness models shows, that M. Porter “National Diamond” model, D. S. Cho “Nine factors” model, A. M. Rugman, J. R. D’Cruz and A. Verbeke “Double Diamond” model, M. Porter and D. S. Cho and H. C. Moon “Competitiveness Stage,” models are the most comprehensive in the theoretical and empirical viewpoint.The authors of article accept M. Porter “National Diamond” model as methodological base of modeling national competitiveness but misdoubt its ability in the measurement of regional competitiveness.The authors of article accept A. M. Rugman, J. R. D’Cruz and A. Verbeke “Double Diamond” model a, methodological base of analyzing and modeling regional competitiveness. It’s still not clear, which diamond would reflect regional, national and international competitiveness, so this model should be adapted to the specially of regions.The analysis of D. S. Cho “Nine factors” model shows that it is insufficient systemically justified. The lack of empirical analysis of this model misdoubts its ability in the measurement of national and regional competitiveness.The theoretical analysis of M. Porter and D. S. Cho and H. C. Moon “Competitiveness Stages” models define the importance of comparing the competitiveness among economically and socially similar regions.The national competitiveness models, analyzed in the article, are formed to analyze bigger or smaller counties, but not regions. The specific of regions do not allow to adapt directly these models to the measurement of regions competitiveness, but the methodological principals should be used in the process of me.suring regional competitiveness.The authors of the article suggest that the assessment of regional competitiveness should be based of these methodological principals:clearly identify the factors of regional competitiveness and the relation among each other and the impact to overall competitiveness;to use the indicators, that is not dependent on the shift of economic cycle;to group the regions by one criteria and compare among each other similar regions;In order to measure the regional competitiveness, the internal and external factors of regional competitiveness should be identified, the specialty of regions should be defined and the theoretically and logically justified model of competitiveness should be created.Straipsnyje analizuojami bendrieji šalies konkurencingumo modeliai regionų aspektu bei moksliniai darbai, kuriuose empiriškai vertinamas regionų konkurencingumas. Išskirti šalies konkurencingumo modelių pranašumai ir trūkumai išryškino regionų konkurencingumo vertinimo sudėtingumą ir kompleksiškumą.     One of the most important risks for banks is the credit risk. Credit risk related problems arise for many reasons: too much concentrated credit portfolio, not adequate risk assessment of borrowers or inappropriate on-going monitor of exposures. etc. One of the main credit risk related problems is too concentrated credit portfolio. Credit concentration risk is defined as possibility for a bank to incur loss relatively (compared to bank’s capital, assets or total risk if it possible to estimate the latter) large loss from credit portfolio, so that this loss would endanger normal activity of a bank.Credit concentration risk may arise because of single large credit or several interrelated credits (e.g. borrowers from the same economic sector, geographic region, etc.). It is very important for a bank to identify possible sources of credit concentration, in order to be able to evaluate and manage this risk. Credit concentration risk can arise from many sources: large credit to single borrower; connected borrowers; borrowers having low quality ratings; borrowers from the same foreign countries or geographic region, economic sector, etc.; the same type of collateral; the same type of credits; credits in the same currency and other sources. The list of credit concentration sources is not complete or finite, because it is not possible to list all the credit concentration sources. It is up to the bank to decide whether particular credit concentration source is material and should be controlled.Having identified the most important credit concentration sources for the bank, one needs to measure how large is the concentration risk. Two types of measurement units are used for measuring concentration risk: nominal measurement units, like exposure value or units related to amount at risk, like economic capital.One of the most important credit concentration risk management tools is credit risk limits. Limits can be classified by different attributes: risk limiting or informative limits; nominal limits or related to amount at risk; absolute or relative limits; ex ante or ex post limits. The article discusses how limits are to be set and applied, what is the role of bank supervisors in managing credit concentration risk.Credit concentration risk can be managed not only by system of limits, but also using other tools:• Monitoring of credit concentration sources and information of bank top management;Mitigation of credit concentration risk and usage of credit derivatives;Sale of credits;Securitization;Application of credit portfolio models, including risk based pricing;Changing of credit portfolio or credit segments; Stress testing.The largest international banks use most the above listed tools to manage credit risk, including credit concentration risk. Usage of one or the other tools depends on bank’s business specifics, its credit portfolio and many other internal and external factors. For smaller banks availability of credit risk management tools is limited. Smaller banks use only several tools, most often monitoring of credit concentration sources and information of bank top management and stress testing. The latter two tools are also the only to available tools for Lithuanian banks, thus they are discussed in greater detail in the article.The concluding part of the article discussed proposals for Lithuanian banks, how to manage concentration risk: the role of parent undertakings, possibilities to use credit risk limits, monitoring of credit concentration sources, information of top management, stress testing issues are discussed.Straipsnyje nagrinėjama kreditų koncentracijos rizikos bankuose problema. Analizuojami kreditų koncentracijos rizikos atsiradimo ypatumai ir šaltiniai, taip pat limitų sistema, naudojama šiai rizikai valdyti. Pateikiama siūlymų, kaip kreditų koncentracijos rizika galėtų būti vertinama ir valdoma banke. Straipsnyje nagrinėjami klausimai aktualūs ir Lietuvos bankams, taikantiems pasyvią kreditų portfelio rizikos valdymo strategiją. Tad straipsnio pabaigoje pateikiama siūlymų Lietuvos bankams, kaip šie galėtų vertinti ir valdyti kreditų koncentracijos riziką, aptariama, kokių veiksmų galėtų imtis Lietuvos bankas, siekdamas veiksmingesnio kreditų koncentracijos rizikos valdymo bankuose.Straipsnio tikslas - išanalizuoti kreditų koncentracijos rizikos ypatumus, šios rizikos vertinimo ir valdymo priemones ir pateikti siūlymų, kokias kreditų koncentracijos rizikos valdymo priemones galėtų taikyti Lietuvos bankai, atsižvelgiant ši jų veiklos sąlygų ypatumus, kokių veiksmų galėtų imtis Lietuvos bankas, skatindamas bankus tobulinti kreditų koncentracijos rizikos vertinimą ir valdymą
