    The development of the railway infrastructure is of essential importance for Slovenia which lies at the crossing of V. and X. trans-European transport corridors and has been recently confronting the increasing road traffic and severe environmental conditions. To successfully cope with these challenges and achieve positive multiplicative macroeconomic effects of railway infrastructure investment the government formulated the Resolution on National Program of Public Railway Infrastructure Development (ReNPPRID). The investment program, its realization being planned for the period between 2005 and 2020, was divided into two parts: (i) the development part which includes investment to upgrade and enlarge the public railway infrastructure, and (ii) the regular part referring to implementation of public service and maintenance of existing infrastructure. Since the regular part is going to be financed from the state budget, we will focus only on the financing of those infrastructure projects that are included into the development part and promise a considerable quality improvement of the railway network and transport services.Šiuolaikinė projektų finansavimo forma “Statyti-eksploatuoti-perduoti” (angl. BOT) yra netradicinė (nebalansinė) forma, užtikrinanti kapitalo imlių projektų finansavimą vidutiniam ir ilgam laikotarpiui. Ji dažniausiai naudojama kapitalo imliems tarptautiniams projektams finansuoti. Svarbiausia šios finansavimo formos ypatybė yra lengvata, teikiant koncesiją viešos infrastruktūros objektų statybai ir išlaikyti ar kitų viešųjų paslaugų palaikymui valstybėje, kurioje įgyvendinami projektai. Koncesininkas gaudamas lengvatas kartu prisiima atsakomybę ir įsipareigojimus aprūpinti projektą visais trūkstamais finansiniais ištekliais, taip pat perleisti visas nuosavybės teises, kylančias iš projekto darbuotojui (suteikiančiai institucijai) po lengvatos periodo termino pabaigos be kokių nors papildomų sandorio kaštų.Yra žymus projekto ir įmonės finansavimo skirtumas. Kai projektas finansuojamas iš jo teikiamų paslaugų rezultatų, įsipareigojimai laiduojami tik projekto turtu ir pinigų srautais. O įmonės atveju šie įsipareigojimai yra garantuojami įmonės balansiniu finansavimu (remiantis balansine apskaita) ir dengiami ne tik vieno projekto, bet ir visos įmonės turtu ir pinigų srautais. Tačiau tai nėra teisinga, jei investicinio projekto įgyvendinimui būtų įkurta nauja įmonė. Tokiu atveju pripažinto turto vertė ir įsipareigojimai turėtų būti ekvivalentiški tiek įmonei, tiek pagal sutarti atskiram infrastruktūros projektui. Įvertinant infrastruktūros projekto įgyvendinimo ekonominį pagrįstumą, pagrindinis sprendimų priėmimo faktorius potencialiems investuotojams bus projekto teigiamo grynojo pinigų srauto skaičiavimas ilgam laikotarpiui. Jei teigiamas pinigų srautas nebūtų užtikrintas, įgyvendinamo projekto pelningumą turi garantuoti valstybė arba savivaldybė.Suteikiant dėmesį į pasiūlymo “Sprendimas dėl Nacionalinės programos viešo geležinkelio infrastruktūros plėtrai” (ReNPPRID) pagrindimą, finansavimo modelis buvo pateiktas kaip projektinio finansavimo BOT forma, kuri susideda iš dviejų pagrindinių dalių: (i) specialios investicinės priemonės, kurioje turėtų dalyvauti privatūs projekto dalyviai tarptautiniame konkurenciniame pasiūlyme, kad įgytų koncesijos paslaugą, ir (ii) specialios finansinės tikslinės priemonės (mechanizmo), kuri leistų valdyti pinigų srautus ir metinių mokėjimų, numatytų koncesijos sutartyje, likvidumo fondą

    The objective of this paper is to analyse the navigation quality of the websites of Lithuanian banks. Information completeness for investors ensures the correct functioning of capital markets. In banking environments, this goal is reached by increasing the use of the corporate Website. For this reason, to ensure the quality of these online resources is one of the most important challenges for central banks and financial authorities. The content of the corporate Websites is being regulated by the Basel II initiatives, but navigation quality is not being observed by regulators. Since this variable has a significant impact on the quality of a web site and can generate competitive advantages, it is necessary to analyse the current practices of financial entities.Financial institutions located in Lithuania find themselves in a rather special situation because the entry of this country into the EU means that they have to adapt to a new cultural environment and incorporate its symbols, rules, institutionalized beliefs and normative systems. One of these is the need to adopt transparent reporting practices in consonance with the rest of European countries. Therefore, the navigation quality in Lithuanian banks is analysed in this paper, the entity size is also considered as a possible variable of explanation, and a comparison with EU result is made, in order to detect competition disadvantages. To reach this goal, each website of the main Lithuanian financial entities is rated on the basis of a series of metrics that measure the quality of navigation, in accordance with the Web Quality Model developed by Calero et al. (2005).Our results show that Lithuanian financial entities are aware of the importance of online resources because the quality of navigation of their websites is high compared with the results reached by the European sample. As a consequence of this fact, it can be concluded that the Lithuanian financial sector is correctly prepared to confront the challenge of the EU framework.Šio straipsnio tikslas - išanalizuoti Lietuvos bankų tinklalapiuose pateikiamos informacijos kokybę. Investuotojams pateikiamos informacijos išsamumas ir patikimumas leidžia užtikrinti tinkamą kapitalo rinkų funkcionavimą. Bankininkystėje pasiekti šį tikslą įmanoma vis plačiau naudojantis bendraisiais (korporaciniais) tinklalapiais. Todėl šių internetinių išteklių kokybės užtikrinimas bankams ir finansų institucijoms yra vienas iš svarbiausių šiandienos iššūkių. Korporacinių tinklalapių turinį reglamentuoja Baselio II direktyvos, tačiau jų kokybės stebėsenai neskiriama atskiro dėmesio. Autorių nuomone, dėl išskirtinės kokybės svarbos šiandieniame pasaulyje būtina tinkamai išanalizuoti dabartinę finansų institucijų veiklą ir įvertinti jos kokybę.Lietuvai įstojus į ES, šalies finansų institucijos turėjo prisitaikyti prie naujos kultūros, simbolių, taisyklių, normatyvinės sistemos. Vienas iš jos elementų - būtinybė užtikrinti pateikiamų ataskaitų skaidrumą ir jų turinio suderintumą su atitinkamais kitų ES šalių dokumentais. Šiame straipsnyje analizuojama Lietuvos bankų tinklalapių kokybė, ji lyginama su ES šalių atitinkama kokybe, taip siekiant išaiškinti konkurencinius pranašumus ir trūkumus. Kiekvienos iš pagrindinių Lietuvos finansų institucijų tinklalapis įvertintas, remiantis Calero ir kt. (2005) pasiūlyto tinklalapių kokybės modeliu.Atlikto tyrimo rezultatai rodo, kad Lietuvos finansų instrukcijos suvokia internetinių išteklių svarbą, nes jų tinklalapių kokybė, palyginti su atskirų Europos šalių imties rezultatais, yra aukšta. Iš šio fakto išplaukia kita svarbi išvada: Lietuvos finansų sektorius yra tinkamai pasirengęs įvesti eurą

    Importance of Marketing Activities in a Company: the Management Perspective

    The article analyses how managers of companies see the importance of the overall marketing function as the importance of certain types of marketing activities. These types include typical areas of 4 Ps as well as marketing planning and marketing research activities. The research is based on a survey of 205 managers of primarily manufacturing and trading companies that operate in Lithuania.Managers evaluated marketing planning and distribution as the most important marketing functions, while marketing research and price management appeared to be significantly less important. Some differences of evaluations were observed on the basis of characteristics of companies. Managers of larger companies see the advantages of marketing planning and marketing research, managers of subsidiaries of international corporations evaluated four types of marketing activities significantly higher than did managers of independent companies. A lot of differences in evaluations were observed, depending on the key priority of the company strategy.Data also showed a positive relationship between the evaluations of marketing activities and company growth. Though the growth is obviously influenced by numerous other factors, this relationship proves the significance of the marketing function in achieving better business results

    Clusters - a Way to Economic Development in Central and Eastern European Countries

    Clusters can be localized in almost every economy. Criteria used during cluster mapping allow to localize concentrated enterprises and other entities which might created a cluster. It is helpful in fostering clusterbased economic development.Europe tends to rank high on the quality of institutions, but low on its ability to mobilize these inputs through entrepreneurship and new firm formation.Europe also tends to rank high on R&D spending and scientific capacity but low on its ability to turn research into economically valuable innovations. Clusters have the potential to transform outcomes in both dimensions: healthy clusters provide an accessible network of skills and capabilities, i.e. a microeconomic business and innovation environment that enable entrepreneurs to move from an idea to a business activity. And healthy clusters provide an efficient environment to move from a scientific advance or a new business concept to a market test.Central and Eastern Europe on countries are a special region with the planned economy in their history. Clusters might be a good solution for their problems, they can be “engines” of the economy if they grow in the right environment. But we mustn’t expect that the second Silicone Valley appears in our neighbourhood. Clusters develop over time, and clusters in Central and Eastern European countries are still labourintensive, not technologyintensive ones. And a unique history of the region, which is part of its path of development, determines its future. So, the question “Are clusters a right way of economic development for the CEEC?” deserves a positive answer. But it is worth noting that the unique conditions create unique solutions, so clusters - yes, but different than in Western Europe and probably never that effective

    This paper examines target markets and the strategy of marketing places as an economic instrument directed to the development of countries, regions, cities and towns. The authors give a classification of potential target markets of a territory and their characteristics on an example of Latvia.Markets’ segmentation for realizing the strategy of marketing places is of great value as it allows concentrating activity on the most perspective directions of territory development and on methods of particular group attraction. It gives an opportunity to work with separate categories of consumers, to make marketing policy more direct and more expressive, to promote competitiveness of a territory and its social economic development.Marketingo vietos strategija - tai tikslinė planuojama veikla, kurios rezultatas - teritorijos plėtra, būtinų išteklių pritraukimo ir tikslinės rinkos interesų ir poreikių patenkinimas.Marketingo vietos strategija tampa vis aktualesnė Latvijoje, tai lemia šiuolaikinė situacija: integracija ir globalizacija; skirtingų teritorijų konkurencijos didėjimas; ES sąlygos, kurios skatina laisvą piliečių, prekių, kapitalo, judėjimą; šalių vidaus problemos, iš jų - netolygi regionų plėtra, mažas gyventojų lojalumas, neigiama gyventojų skaičiaus dinamika, didelė migracija ir kita.Teritorijų raidos planavimas, remiantis marketingo vietų koncepcija, turi būti pagrįstas tyrimų rezultatais, kurie yra orientuoti i teritorijų analizę, tikslinės rinkos analizę ir apibrėžtumą, konkurencinės terpės tyrimais. Šių tyrimų rezultatai leidžia apibrėžti silpnuosius ir stipriuosius teritorijų bruožus, jų konkurencines galimybes. Konkurencinėmis galimybėmis, kuriomis remiantis kuriamas pozicionavimo procesas, gali būti svarbūs istoriniai, kultūriniai ir gamtiniai objektai, išplėtota infrastruktūra, vietos gyventojų ypatybės, geros verslo sąlygos, stabili politinė, ekonominė ir socialinė padėtis.Tikslinės rinkos segmentavimas pagal marketingo vietos kopncepciją turi ypatingų savybių, kurios apibrėžia diferencijuoto marketingo ir daugelio segmentų koncentracijos būtinumą, nes pagal santykius su teritorija įvairius subjektus, galima padalyti į vidaus ir išorės.Prie išorės tikslinių rinkų priskiriami teritorijų lankytojai, investuotojai ir eksporto rinkos. Šių tikslinių rinkų Latvijoje analizė teikia galimybę atlikti pozityvų kiekinį įvertinimą, apie kokybinį įvertinimą sunku kalbėti; tarp eksporto šakų pirmauja medienos eksportas, užsienio investicijos daugiausia pritraukiamos į negamybines sritis; nors Latvija turi turizmo plėtros potencialą, tik 2006 metais šiuo tikslu apsilankiusių žmonių skaičius viršijo tranzitinių keleivių skaičių.Prie vidaus tikslinių rinkų yra priskiriami vietos gyventojai ir įmonės. Marketingo vietų tikslas, atsižvelgiant į šiuos segmentus, užtikrinti palankias sąlygas jų veiklai. Vidinės tikslinės Latvijos rinkos statistikos duomenų analizės rezultatai rodo vietos gyventojų skaičiaus mažėjimo tendenciją, didelį skirtumą tarp ekonomiškai aktyvių įmonių ir regionų ir kitus nelygios socialinės-ekonominės raidos aspektus.Šias tendencijas reikia turėti omenyje kuriant regiono plėtros strategiją, grindžiamą marketingo požiūriu.Rinkos segmentavimas leidžia koncentruoti veiklą perspektyviausiomis teritorijos plėtros kryptimis, teikia galimybę sąveikauti su tam tikromis vartotojų kategorijomis, tiksliau įgyvendinti marketingo politiką, užtikrinti didesni teritorijos konkurencingumą ir spartesnę socialinę-ekonominę raidą

    Modeling of Taxation that Considers Reproduction

    The article considers the modifications of taxation models that define the influence of tax rate on the production growth and the minimal net margin. The aim of the article is to analyse the development of taxation models that combine total tax allocation and value added, remuneration of labour, amortization.The models generalize the introduction of figurers’, heterogeneity and the production function complication, namely the two-factor production function while considering capital and labour is used. As a result, the estimation of the production growth depending on the tax rate was established, the minimal net margin that allows simple reproduction was defined, the total tax allocation frontier was found.A tax rate optimization model that maximizes allocation to the budget was considered. Calculations for Ukrainian macroeconomic data were conducted. Statistic estimations of the model’s main macroeconomic components allow defining the potential level of the economic growth, comparing it with the actual growth, and concluding on the efficiency of the national development model

    The Political Antieconomy of Transformations in CEE Countries

    Transformations in CEE countries traditionally are studied in the framework of methodological individualism. As a result, the scope of economic analysis is reduced to the development of the private sector. Thereby, part of economic reality, namely the public sector; is excluded from economic reality. The holistic approach allows to overcome this shortcoming. Holistically perceived transformations encompass the whole economy - both the private and the public sectors. Furthermore, it opens the possibility to widen the scope of investigations by introducing the negative side of transformations in economy as a whole. Conceptualization of this side allows formulating the concept of antieconomy. Introduction of this concept and the extension, development of the political economy tradition give the opportunity to speak about a new direction of scientific explorations - political antieconomy of trasformations
