    El campesinado en el agro argentino: ¿repensando el debate teórico o un intento de reconceptualización?

    Abstract: Small rural producers in Argentinian agriculture: rethinking the theoretical debate or an attempt at reconceptualization?The impact of the new economic order on the  Argentine agrarian structure was not uniform  throughout the country. There was a fall of 29 per  cent in agriculture and livestock operations in the  Pampas region, while other regions such as Northwest Argentina (NOA) showed sustained  processes or slight growth in the number of small  operations. It is in this context that there has been  a renewal of the theoretical debate on small production in general, and specifically, on the viability of small rural producers under the conditions of the current model of accumulation imposed on  Latin America, and on Argentina in particular.  The article proposes to analyse the data obtained  from two previous national censuses on agriculture and livestock (1988 and 2002) and establish a comparison between the Pampas region, with a  dynamic capitalism similar to more developed  countries, and the northwestern Argentine region,  with a slower and more limited capitalism. What  is a rural agricultural producer? Where are the  processes of social transformation leading? Are  the rural agricultural workers disappearing, or  does such a viewpoint come from a weakening of  the analytical capacity of the social sciences?  These questions will be delineated and an attempt will be made to answer them in the course of the  article. After having established the presence of  rural operations in the agrarian structure of the  Argentine northwest and its current validity, the  article proposes a discussion based on the previously stated questions, showing the necessity of rethinking the debate on the rural issue.   Resumen:El impacto del nuevo ordenamiento económico  sobre la estructura agraria argentina no fue homogéneo en todo el país. Mientras que en la región  pampeana hubo una caída del 29 por ciento de las  explotaciones agropecuarias, otras regiones como  el noroeste argentino (NOA) muestran procesos  de mantenimiento o de leve crecimiento en el número de las pequeñas explotaciones. Es en este  contexto donde nuevamente resurge el debate  teórico de la pequeña producción en general, y de  manera más específica de la viabilidad del campesinado bajo las condiciones del actual régimen de  acumulación impuesto en América Latina y más especialmente en Argentina. El artículo se propone analizar los datos provenientes de los dos últimos censos nacionales agropecuarios (1988 y  2002) y establecer una comparación entre la región pampeana, con un capitalismo dinámico y similar a los países más desarrollados, y la región  del noroeste argentino, con un capitalismo más  lento y limitado. ¿Qué es un campesino?, ¿Hacia  donde van los procesos de transformación social?,  ¿Están los campesinos desapareciendo o dicha  visión proviene de un debilitamiento de la capacidad de análisis de las ciencias sociales? Estas preguntas se irán delineando y tratando de responder durante el desarrollo del trabajo. Luego de  haber establecido la presencia de explotaciones  campesinas en la estructura agraria del noroeste  argentino y su actual vigencia, el artículo propone una discusión en base a los interrogantes anteriormente expuestos, mostrando la necesidad de repensar el debate sobre la cuestión campesina

    From blanqueamiento to reindigenización: paradoxes of mestizaje and multiculturalism in contemporary Colombia

    This article examines the role of mestizaje in the  current reshaping of national ethnicities in Latin  America. Drawing on academic research on processes of indigenous and black resurgence, we link  shifts in Colombian nationhood to neoliberal  policies and increased social inequalities. The article studies recent cases of indigenous resurgence and the strategies of reindigenización of  subaltern groups in Putumayo and Bogotá. It  ponders the changing political and social elements  of mestizaje. We argue that academic discussions  around pluralism and multiculturalism in Latin America have paid little attention to how mestizaje has been intertwined with the current shifts of  nationhood. Our study purports that while in the  recent past mestizaje, a multifaceted discourse  and practice, promised a secure but ambiguous  avenue to becoming white (blanqueamiento), it has become an equally ambiguous path to becoming indigenous again (reindigenización).  Resumen: Del blanqueamiento a la reindigenización: paradojas del mestizaje y multiculturalismo en la Colombia contemporáneaEste artículo examina el papel del mestizaje en el  cambiante panorama de las identidades étnicas en  Latinoamérica. En base al estudio de los procesos  de resurgimiento de grupos indígenas y de gente  negra, vinculamos la transformación de la construcción de la nación en Colombia con la puesta  en marcha de políticas neoliberales y la agudización de las desigualdades sociales. Examinamos  casos recientes de resurgencia indígena y estrategias de reindigenización de grupos subalternos en  Putumayo y Bogotá y las cambiantes valencias  políticas y sociales del mestizaje inherentes a las mismas. Argumentamos que las perspectivas  académicas sobre el pluralismo y el multiculturalismo en Latinoamérica han prestado poca atención a la manera en que el mestizaje sigue presente en los cambios actuales de los países de la región. Proponemos que mientras que en el pasado reciente el mestizaje, como discurso y práctica  multifacética, prometía un camino seguro pero  ambiguo hacia el blanqueamiento, ahora se ha  convertido en una vía problemática hacia la reindigenización. 

    Making Sense of Rapprochement Between Argentina and Brazil, 1979-1982

    This article challenges some traditional interpretations of the question of the Itaipú dam as a turning  point of Argentine-Brazilian relations from rivalry  to friendly cooperation. It is argued that the basic  problem between the two countries throughout the  1970s was not the question of the dam itself but  the changing relative economic power, aggravated  by the often naïve geo-political thinking characterising both military administrations. Because of  this, to turn the sign of bilateral relations from  conflictive to cooperative, a sequence of confidence-building experiences, rather than a single  agreement, however important, was bound to be  required. This sequence occurred between 1979  and 1982.  Resumen: Entendiendo el Acercamiento Entre Argentina y Brasil, 1979-1982Este artículo cuestiona algunas interpretaciones  tradicionales del problema de la presa de Itaipú  como un cambio decisivo en las relaciones entre  Argentina y Brasil, que pasaron de ser relaciones  de rivalidad, a de amistosa cooperación. Se argumenta que durante los años setenta el problema  básico entre los dos países no fue la cuestión de la  presa misma, sino el relativo y cambiante poder  económico, agravado por ideas geopolíticas a  menudo simplistas que caracterizaron a los dos  gobiernos militares. Debido a esto, para convertir  las relaciones de conflictivas en relaciones de colaboración, fue necesaria una secuencia de experiencias que ayudaran a construir confianza, más que un  solo acuerdo, por importante que fuese.

    Abstract: Terror and violence during the Paraguayan War:  ‘La masacre de 1869’ and the families of ConcepciónThis paper addresses the massacre that took place  in the District of Concepción between April and  May 1869, one of many ordered by Marshal Francisco S. López during the last months of the Paraguayan War. The object here is to interpret the  killings and other extreme measures carried out in  the context of a conflict without mercy. Such  measures interrupted the state of law and opened  the way for arbitrary and unjust acts and the demonstration of the abusive power of a leader who  exercised unscrupulous violence. The explanations, in one way or another, would seem to conclude that his behaviour was irrational. However,  the paper aims to understand the different forms  of rationality that produced the outbreaks of violence. It intends to reveal a fiercer and more complex history from the treatment, on a local scale,  of a universal issue: ‘the violence of war’.Resumen:El artículo aborda la masacre llevada a cabo en el Departamento de Concepción entre los meses de  abril y mayo de 1869, una de las tantas que ordenó el Mariscal Francisco S. López durante los  últimos meses de la Guerra del Paraguay. El objetivo es interpretar las matanzas y otras medidas  extremas implementadas en el marco de una contienda sin cuartel. Con ellas se rompió el estado  de derecho, se abrió el cauce a las arbitrariedades  y a las injusticias y a la demostración del abusivo  poderío de un gobernante del cual emanaba una  violencia ejercida sin escrúpulos. Pareciera que  las explicaciones, de una manera u otra, concluyen en lo irracional de su conducta. Sin embargo, lo que se trata de comprender son las formas de  racionalidad que hacen brotar la violencia. La  intención es develar una historia más encarnada y  compleja a partir del tratamiento, en una escala  local, de un tema universal: ‘la violencia de la guerra’

    Creating a Social Wasteland? Non-Traditional Agricultural Exports and Rural Poverty in Ecuador

    Neoliberal economic policies in Latin America  have resulted in the rapid growth of nontraditional agricultural exports (NTAE). This  growth is often seen as contributing to the alleviation of rural poverty. The paper examines this  view with the focus on Ecuador, using the World  Bank’s definition poverty as a reference. It is  argued that the flower export expansion has created employment opportunities but did not allow  the rural poor to raise themselves above the poverty line. Moreover, flower employment has undermined the pre-existing social networks and community organizations, increasing the levels of insecurity among rural families and undermining  their ability to influence the processes of decision  making.  Resumen: Creando un páramo social? Exportaciones agrícolas no-tradicionales y pobreza rural en EcuadorLas políticas económicas neo-liberales en América Latina han resultado en el rápido crecimiento  de las exportaciones agrícolas no tradicionales  (EANT), lo que es considerado a menudo como  un alivio de la pobreza rural. En este artículo se  estudia esta visión para el caso de Ecuador, utilizando como referencia la definición de pobreza  del Banco Mundial. Aunque se dice que la expansión en la exportación de flores ha creado oportunidades de empleo, no ha logrado que los pobres  rurales crucen la línea de la pobreza. Además, el empleo en este sector ha socavado las redes sociales y organizaciones comunitarias anteriores,  elevando los niveles de inseguridad entre las  familias rurales y minando su capacidad de intervención en el proceso de toma de decisiones.
