Representaciones del Estado colombiano y construcción de ciudadanía en los márgenes
Colombian State Representations and Citizenship Construction at the MarginsBased on ethnographic fieldwork done in a Colombian settlement of houses built on stilts (palafitos), this article studies what the form and significance are of being a citizen at the margins of the state. The peripheral forms used in the construction of citizenship, the legitimacy of certain social practices – oscillating between legality and illegality – that constitute the daily experience of state representation at the margins is examined. It is argued that the simulation of state power is more important than its actual practices at the margins, as this affects the reality that determines daily life there. It follows that the margins are not spaces where social processes have been curtailed because the state has not yet fully arrived, but are places in which these processes take place in the gaps allowed by the simulation of it. Resumen: El artículo, basado en un trabajo de campo etnográfico realizado en un poblado palafito colombiano, estudia la forma en que se le da sentido a la idea del Estado desde los márgenes. El texto examina las formas periféricas de construcción de ciudadanía y la legitimidad que tienen ciertas prácticas sociales, oscilantes entre la legalidad y la ilegalidad, que son las que constituyen la experiencia cotidiana de representación del Estado en los márgenes. Se argumenta que más que la realidad del Estado lo que tiene importancia en los márgenes es su simulacro, pues éste tiene efectos de realidad que determinan allí la vida cotidiana. Se concluye que los márgenes no son espacios que tienen detenidos sus procesos sociales porque el Estado aún no ha llegado, sino que son lugares en los cuales esos procesos tienen lugar a partir de los resquicios que deja el simulacro de aquel

El Frente Popular: Representaciones sobre la ciudadanía en Chile, 1930-1950
The Frente Popular: Representations of Citizenship in Chile, 1930-1950This article seeks to characterize the representations of citizenship as promoted by the political actors of the Frente Popular (Popular Front), a centre-left coalition of parties in Chile around 1940. Citizenship was understood as being a combination of discourses and practices that formed a complex balance which enabled the continuance of those representations far into the twentieth century, despite the Frente Popular’s short existence. We identify and define the main characteristics of this citizenship as a voter citizen, a learning citizenry, a fulfilled citizenry, and a consumer citizen. Our premise is that, in contrast to projects of contemporary ‘populist fronts’, these representations were able to materialize in institutional practices that were visible in the public space. This allowed for the consolidation of the political project of the Frente Popular beyond its termination as a coalition in 1941 up to the end of the national leadership of the Partido Radical in 1952.ResumenEl objetivo de este artículo es caracterizar las representaciones de la ciudadanía promovidas por los actores que formaron parte del Frente Popular, una alianza política de centro izquierda en el Chile en torno a 1940. La ciudadanía se comprendió como una suma de discursos y prácticas que formaron un complejo equilibrio que permitió, a pesar de su breve duración, la permanencia de esas representaciones a lo largo del siglo XX. Las principales características que identificamos de esa ciudadanía fueron la definición de un ciudadano elector; una ciudadanía que se educa; una ciudadanía redimida y un ciudadano consumidor. El argumento que se propone es que, a diferencia de otros proyectos ‘frentepopulistas’ contemporáneos, estas representaciones pudieron materializarse en prácticas institucionales visibles en el espacio público. Ello permitió consolidar el proyecto político de Frente Popular, más allá de su término como coalición en 1941 y del fin del liderazgo nacional del Partido Radical, en 1952
