No full textPresidential Advisory Boards in Chile: Between Expertise and the Plurality of Social ActorsThis article studies the social background of one of the most used public deliberation mechanism by the executive branch: the presidential advisory commissions. A thorough description of its members is offered, and, using a Social Network Analysis (SNA), it explores and compares the use of this mechanism between ideologically opposed governments. Similar tendencies in both administrations are noted, and the important predominance that the Chilean intellectual community has in these pre-legislative instances is also distinguished. Although other actors of the political and social fields are called to participate in these spaces, the pragmatic technocrats, agents with important academic credentials and non-political outsiders are the ones who head civil expertise at the presidential level.Resumen: Este artículo estudia el trasfondo social de uno de los mecanismos de deliberación pública más utilizado por el Ejecutivo: las comisiones asesoras presidenciales. Se ofrece una descripción detallada de sus integrantes, y con un Análisis de Redes Sociales (ARS) se explora y compara el uso de este mecanismo entre gobiernos ideológicamente opuestos. Se observan tendencias similares en ambas administraciones y se distingue el importante predominio que tiene la comunidad intelectual chilena en estas instancias prelegislativas. Si bien otros actores del campo político y social son llamados a participar en estos espacios, los tecnócratas pragmáticos, agen-tes con importantes credenciales académicas, sin militancia y alejados de la política, son quienes lideran el asesoramiento civil a nivel presidencial

Tourism, Real Estate Development and Depeasantisation in Latin America
No full textResidential tourism transforms societies and rural economies. Among other changes, it converts agrarian land into urbanized land, and brings new agents into the land market (real estate investors, clients acquiring second homes, etc.). These two factors imply an increase in land prices that often gives way to a crisis of traditional agrarian activities and stimulates the emigration of the local population. The present article examines how this process takes place. Is it simply a mechanism of supply and demand? Or are other economic and political factors at work? To understand this phenomenon, we analyze three South American cases, one in Brazil and two in Ecuador, in which residential tourism is in different stages of development.Resumen: Turismo, desarrollo inmobiliario y descampesinización en América LatinaEl turismo residencial transforma las sociedades y economías rurales. Entre otros cambios, convierte la tierra de vocación agraria en suelo urbanizable, e incorpora en el mercado de tierras a nuevos agentes (inversores inmobiliarios, clientes que adquieren la residencia, etc.). Estos dos factores comportan un incremento del precio del suelo que muchas veces impulsa la crisis de las actividades agrarias tradicionales y estimula la emigración de la población local. El presente texto examina cómo tiene lugar este proceso. ¿Es el simple mecanismo de la oferta y la demanda? ¿O actúan también otros factores económicos y políticos? Para ello, se analizan tres casos sudamericanos, uno en Brasil y dos en Ecuador, en los que el turismo residencial se encuentra en diferentes fases de desarrollo
Violencia de género y frontera: migrantes centroamericanas en México hacia los EEUU
No full textGender-Based Violence and Border: Central American Migrants in Mexico heading to the USThis text analyses the case of Central American migration in and through Mexico from an anthropological perspective and a feminist analysis applied to recent proposals on migration and mobility regimes. It seeks to reformulate traditional research questions that present the role of criminal violence as a causal meta-narrative that hides the role of sexual and gender-based violence in the migration of Central American women, and in doing so, it hides women’s agency in migration. The main contribution of this work is the feminist and gender analysis centred on ethnographic data obtained through fieldwork and the realisation of more than 50 in-depth interviews with Central American migrants, activists of feminist and migrant organisations, and politicians in Puebla (Mexico) in 2016 and 2017, a Mexican state located between the southern border and Mexico City that plays a central but unknown role in the transit of Central American migration. ResumenEste texto analiza el caso de la migración centroamericana que migra en y por México desde una perspectiva de análisis antropológico y feminista aplicados a las recientes propuestas sobre los regímenes migratorios y de movilidad. Se busca reformular las preguntas tradicionales de investigación que presentan el papel de la violencia criminal como una metanarrativa causal que oculta el papel de la violencia sexual y de género en la migración de las mujeres centroamericanas, y al hacerlo, invisibiliza y neutraliza la agencia de las mujeres. La principal contribución de este trabajo es el análisis feminista y de género centrados en datos etnográficos obtenidos mediante el trabajo de campo y la realización de más de 50 entrevistas en profundidad con migrantes centroamericanos/as, activistas de organizaciones feministas y de migrantes, y con políticos en Puebla (México) en 2016 y 2017, un estado mexicano situado entre la frontera sur y la Ciudad de México que juega un rol central aunque desconocido en el tránsito de la migración centroamericana

No full textThe Judicialization of the Struggle for Access to Housing in Buenos AiresThis paper addresses the analysis of a new yet scarcely considered phenomenon in the field of studies concerning protests in Argentina in particular, and in Latin America in general: the judicialization of social demands. One particular example of this phenomenon centres on the major role that slums have played in the struggle for housing in Buenos Aires City during the past decade. The analysis is based on a case study of the judicialization of the demands of a new informal urban settlement called Playon de Chacarita. Drawing from the findings of this research, the article reflects on some of the recent transformations in Argentine society and the effects these are having on the expression of politics of low-income classes. It also offers some perspectives on the challenges that the poorest urban sectors are currently facing in demanding the realization of their rights.Resumen: Este artículo se aboca al análisis de un fenómeno novedoso y escasamente examinado en el campo de los estudios sobre la protesta en Argentina, y en América Latina en general: la judicialización de los reclamos sociales. El papel protagónico de las villas y los nuevos asentamientos urbanos en la lucha por la vivienda que se ha venido desarrollando durante la última década en la Ciudad Autónoma de Buenos Aires configura un ejemplo saliente en el marco de este fenómeno. El análisis se apoya en un estudio de caso, la judicialización de los reclamos de un nuevo asentamiento urbano llamado Playón de Chacarita. A partir de los hallazgos de esta investigación, el artículo reflexiona sobre algunas transformaciones recientes en la sociedad argentina y sus efectos en las expresiones políticas de las clases populares. También ofrece algunas perspectivas sobre los desafíos que enfrentan actualmente los sectores urbanos más destituidos para exigir la efectivización de sus derechos.
