The Brazilian women’s movement and the state under the PT national governments
No full textCertain segments of the Brazilian Women’s Movement (BWM) developed important strategic partnerships with the state under the PT federal government. This article demonstrates how these partnerships had both inclusionary and exclusionary effects on gender-centric policy outcomes. Using a mix-method approach which includes extensive in-depth interviews with BMW activists and archival data from governmental sources, the Brazilian experience illustrates that “entering the state” headed by a women-ally president facilitates funnelling some of the women’s movement’s demands into the state. However, hierarchies within the movement itself, the congressional strength of the head of executive and the activism of some of its socially-conservative legislative allies can severely temper that effect. Resumen: El movimiento de mujeres brasileñas y el Estado durante los gobiernos nacionales de PTCiertos segmentos del Movimiento de Mujeres Brasileñas (BWM) desarrollaron importantes alianzas estratégicas con el estado bajo el gobierno federal del PT. Este artículo demuestra cómo estas asociaciones tuvieron efectos tanto inclusivos como excluyentes en los resultados de las políticas de género. Utilizando un método mixto que incluye extensas entrevistas en profundidad con activistas de BMW y archivos de fuentes gubernamentales, la experiencia brasileña ilustra que “entrar en el Estado” encabezado por un presidente aliado de las mujeres facilita canalizar algunas de las demandas del movimiento de mujeres hacia el Estado. Sin embargo, las jerarquías dentro del movimiento, la fuerza congresional del jefe ejecutivo y el activismo de algunos de sus aliados legislativos socialmente conservadores pueden moderar severamente ese efecto.

Economic elites and new strategies for extractivism in Chile
No full textWithin the country’s strategic copper mining sector, economic elites are begetting new political technologies that reshape state, economy, and society relations, to better anchor capitalist domination at the local level. Two post-2012 initiatives, explicitly designed to overcome community-based resistances to mega-extractivist projects, are examined. Promoting “territorial dialogues,” they set private-public-social development corporations which take on the production of public goods, legitimacy, and social cohesion for entire provinces and regions, tasks previously performed by the state. Co-created by transnational capital and centre-left epistemic communities, these novel forms of political domination illustrate a broad variety in the types of state-capital-Left relationships emerging in Latin America during the so called Pink Tide and its aftermath.Resumen: Elites económicas y nuevas estrategias de extractivismo en ChileDentro del sector estratégico de la minería del cobre del país, las élites económicas están engendrando nuevas tecnologías políticas que remodelan las relaciones entre el Estado, la economía y la sociedad para anclar mejor la dominación capitalista a nivel local. Se examinan dos iniciativas posteriores a 2012 diseñadas explícitamente para superar las resistencias comunitarias a los proyectos mega-extractivistas. Promoviendo “diálogos territoriales” que alientan la creación de corporaciones de desarrollo social público-privado que se encargan de la producción de bienes públicos, legitimidad y cohesión social en provincias y regiones enteras, tareas previamente realizadas por el Estado. Cocreadas por capital transnacional y comunidades epistémicas de centroizquierda, estas novedosas formas de dominación política ilustran una amplia variedad en los tipos de relaciones Estado-capital-izquierda que surgieron en América Latina durante la llamada Marea Rosa y sus consecuencias
The American dream in a transnational migratory circuit
No full textAbstractThe objective of this article is to explore how the idea of the American dream affects the discourse, relationships and imaginaries of the members of an emerging migratory circuit with transnational characteristics. Transnational social imaginary is proposed as the analytical tool constructed from social imaginaries and transnationalism in order to investigate the social imaginary meanings of the participants. Using a qualitative methodology, interviews and observations were conducted in Kansas (United States) and in Tres Valles (Mexico). One of the conclusions is that the idea of the American dream has been built from the experiences of the emigrants, encouraging the flow of people to the north. Nevertheless, the idea of the American dream is increasingly being questioned as the migrants realized that achieving this dream is not as simple as they had imagined. Resumen: El sueño americano en un circuito migratorio transnacionalEl objetivo de este artículo es explorar cómo la idea del sueño americano afecta el discurso, las relaciones y los imaginarios de los miembros de un circuito migratorio emergente con características transnacionales. El imaginario social transnacional se propone como la herramienta analítica construida a partir de imaginarios sociales y transnacionalismo para investigar los significados imaginarios sociales de los participantes. Al presentar una metodología cualitativa se realizaron entrevistas y observaciones en Kansas (Estados Unidos) y en Tres Valles (México). Una de las conclusiones es que la idea del sueño americano se ha construido a partir de las experiencias de los emigrantes, alentando el flujo de personas hacia el norte. Sin embargo, la idea del sueño americano se cuestiona cada vez más a medida que los migrantes se dan cuenta de que lograr este sueño no es tan simple como habían imaginado

The political economy of post-neoliberalism in Bolivia: Policies, elites, and the MAS government
No full textWith the ebbing of the pink tide, the MAS government in Bolivia remains as one of the most successful leftist governments that had been elected throughout Latin America since the late 1990s. In order to better understand this surprising success story, this paper analyses the political economy of the post-neoliberal model that has taken shape under MAS rule. More specifically, it looks at the interaction between the strategic orientation and the specific features of economic policy-making in Bolivia, on the one hand, and the evolving relationship of the MAS government with the country’s economic elites, on the other. The paper argues that Bolivia’s specific version of post-neoliberalism has facilitated increasingly cooperative relations between the government and economic elites, while the latter have themselves contributed to the consolidation of the former. At the same time, the analysis of the political economy of Bolivian post-neoliberalism also reveals its inherent fragility. Resumen: La economía política del postneoliberalismo boliviano: Política, elites y el gobierno MASCon el flujo de la marea rosa, el gobierno del MAS en Bolivia sigue siendo uno de los gobiernos izquierdistas elegidos más exitosos de toda América Latina desde finales de los años noventa. Para comprender mejor esta sorprendente historia de éxito, este artículo analiza la economía política del modelo post-neoliberal que ha tomado forma bajo el gobierno del MAS. Más específicamente, analiza la interacción entre la orientación estratégica y las características específicas de la formulación de políticas económicas en Bolivia, por un lado, y la relación en evolución del gobierno del MAS con las élites económicas del país, por otro. Se argumenta que la versión específica del post-neoliberalismo de Bolivia ha facilitado relaciones cada vez más cooperativas entre el gobierno y las élites económicas, quienes han contribuido a la consolidación de las primeras. Al mismo tiempo, el análisis de la economía política del posneoliberalismo boliviano también revela su fragilidad inherente.
