Digitalisation of criminal justice in the EU through eu-LISA cooperation with Eurojust and Europol: between extraordinary potential and persistent opacity
No full textThe digitalisation of judicial cooperation in criminal matters and police cooperation has become one of the priorities of the EU strategy on e-Justice. The heart of this system is eu-LISA, the European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice, and the collaborative relationship it has managed to establish with other bodies in this field, in particular Eurojust and Europol. For this very reason, after examining the role of eu-LISA, this document will focus on the main legislative instruments adopted in the Union to promote this process, which place this Agency at the centre
To assault the hidden abode of reproduction : Critiques to the family from afrofeminism and the gay liberation fronts
No full textThe following article is intended to offer a historical account of the institution of the family in order to situate the abolitionist proposals and the Black feminist and queer critiques emerging during the second half of the twentieth century. The first section presents value-form readings of social reproduction, specially focusing on the 2013 article written by Maya González and Jeanne Neton, “The Logic of Gender”, to conceptualize the family as a “unit of privatised care”. Throughout the second section, the text lays out a periodisation of the emergence and historical changes that the family undergoes through the reconfiguring of social reproduction in a broader sense to locate the political approaches of the classical workers’ movement and its constitutive exclusions. Finally, the text presents two situated critiques of the family elaborated from its margins.
El presente artículo pretende ofrecer un abordaje histórico de la institución familiar para situar las propuestas abolicionistas y las críticas afrofeministas y queer que emergen durante la segunda mitad del siglo XX. La primera sección presenta una lectura de la reproducción social a través del prisma de la forma valor, centrándose especialmente en “La lógica del género” escrito por Maya González y Jeanne Neton en 2013, para conceptualizar a la familia como “unidad de afecto privatizado”. A través de la segunda sección se elabora una periodización de la emergencia y los cambios históricos que sufre la institución familiar a través de la reconfiguración de la reproducción social en un sentido más amplio para situar las aproximaciones políticas del movimiento obrero clásico y sus exclusiones constitutivas. Lordships and GIS. Digital cartography for the analysis of sales of jurisdictions processes in the Kingdom of Jaen during the Modern Edge
No full textThis paper proposes the use of Geographic Information Systems (GIS) to analyse the processes of sales of jurisdictions in Castile during the Modern Age. For this purpose, we take the Kingdom of Jaen –in the southeast of the Iberian Peninsula– as a study framework. First, from a "macro" scale, we observe on the cartography the repercussions that these processes had on the territory, paying attention to the changes in the manorial regime and the evolution in the urban taxonomies of villas, lugares and aldeas. Secondly, on a "micro" scale, we analyse specific case studies, reconstructing on the maps some of the new terms that were created through the processes of sale of jurisdiction.Este estudio propone el empleo de los Sistemas de Información Geográfica (GIS) para analizar los procesos de ventas de jurisdicciones en Castilla durante la Edad Moderna, tomando como marco de estudio el reino de Jaén, en el sureste de la península ibérica. Primero, desde una escala "macro" observamos sobre la cartografía las repercusiones que tuvieron estos procesos en el territorio, atendiendo a los cambios de régimen señorial y la evolución en las taxonomías urbanas de villas, lugares y aldeas. Posteriormente, desde una escala "micro", observamos casos de estudio concretos, reconstruyendo algunos de los nuevos términos señoriales que se crearon a través de los procesos de venta de jurisdicción
Ilustração para educação ambiental de locais de interesse patrimonial na APA da Baleia Franca
No full textAtualmente, a Área de Proteção Ambiental da Baleia Franca (APABF) no sul de Santa Catarina é amplamente reconhecida pela comunidade, embora esse reconhecimento não seja suficiente para assegurar sua conservação de maneira integral. Diante desse cenário, torna-se imperativo sensibilizar a comunidade para a conservação, mediante a implementação de ferramentas que visem abordar a valorização da geodiversidade e da paisagem. O presente estudo tem como propósito desenvolver ilustrações técnicas e interpretativas voltadas para a Educação Ambiental de dois Locais de Interesse Patrimonial (LIPs), com o intuito de aprimorar a Gestão Ambiental dos mesmos por meio de práticas educativas. A produção das ilustrações foi realizada de forma digital, buscando estabelecer uma técnica passível de ser reproduzida por outros profissionais em gestão ambiental. Para tanto, efetuou-se um levantamento de campo empregando tecnologias como fotografia pelo celular e fotografia aérea por drone, além de desenhos em tablet, resultando em ilustrações digitais que foram incorporadas em material interpretativo. Observou-se que gestores ambientais podem aperfeiçoar a produção de ilustrações ao adotar instrumentos de alta precisão, como tablets, bem como técnicas tridimensionais. Em suma, o estudo busca incentivar a constante melhoria das abordagens utilizadas na produção de ilustrações, fomentando a criação de materiais interpretativos direcionados aos profissionais envolvidos na Gestão Ambiental.Currently, the Environmental Protection Area of Right Whale in southern Santa Catarina is widely recognized by the community, although this recognition is not sufficient to ensure its comprehensive conservation. In this context, it becomes imperative to raise awareness in the community for conservation through the implementation of tools aimed at addressing the appreciation of geodiversity and landscape. The purpose of this study is to develop technical and interpretative illustrations for Environmental Education of two Places of Heritage Interest, aiming to enhance their Environmental Management through educational practices. The production of illustrations was carried out digitally, seeking to establish a technique that can be reproduced by other professionals in environmental management. For this, a field survey was conducted using technologies such as smartphone photography and aerial photography by drone, in addition to drawings on a tablet, resulting in digital illustrations that were incorporated into interpretative material. It was observed that environmental managers can improve the production of illustrations by adopting high-precision instruments, such as tablets, as well as three-dimensional techniques. In summary, the study aims to encourage the continuous improvement of approaches used in the production of illustrations, fostering the creation of interpretative materials directed at professionals involved in Environmental Management
Mapeamento dos riscos de queimadas e incêndios no Triângulo Mineiro e Alto Paranaíba - MG (Brasil)
No full textFrom 2002 to 2016, approximately 423 million hectares of the Earth's surface burned annually. However, four factors should associate the annual increase in the number of records with burned and burned areas: i) human activities; ii) characteristic of the combustible material; iii) fire management activities; iv) changes in land use and climate. In this sense, this becomes one of the main topics to be discussed, being little or insufficiently addressed in the Triângulo Mineiro and Alto Paranaíba region, in the state of Minas Gerais. Therefore, this research had the general objective of proposing a mapping for the risks of fires and fires in the period from 2017 to 2021, in the mesoregion of Triângulo Mineiro and Alto Paranaíba in the state of Minas Gerais, based on the multi-criteria spatial analysis model, aiming to contribute to a better knowledge of occurrences, as well as improving risk management, through the identification of these areas. The results indicate that, during the drought period, the risk increased from 7.8% (2018) to 30.7% (2021) of the area classified as very high risk. It appears that these areas were at low altitudes, close to highways, with low slope, and whose land use was identified as pastures. Therefore, it is believed that all physical and anthropogenic variables had significant importance in expressing this high percentage. As for the rainy season, the medium- and high-risk classes remained almost the same proportion, varying from one year to the next. However, the percentage did not exceed 50% in both classes.De 2002 a 2016, aproximadamente 423 milhões de hectares da superfície terrestre queimaram anualmente. Todavia, existem quatro fatores que devem associar o aumento anual no número de registros a áreas queimadas e incendiadas: i) atividades humanas; ii) característica do material combustível; iii) atividades de manejo do fogo; iv) mudanças no uso da terra e no clima. Nesse sentido, este torna-se um dos principais temas a ser discutido, sendo pouco ou insuficientemente abordado na região do Triângulo Mineiro e Alto Paranaíba, no estado de Minas Gerais. Portanto, esta pesquisa teve como objetivo geral propor um mapeamento para os riscos de queimadas e incêndios no período de 2017 a 2021, na mesorregião do Triângulo Mineiro e Alto Paranaíba no estado de Minas Gerais, a partir do modelo de análise espacial de multicritérios, visando contribuir para um melhor conhecimento das ocorrências, bem como melhorar a gestão do risco, por meio da identificação dessas áreas. Os resultados apontam que, no período da seca, o risco passou de 7,8% (2018) para 30,7% (2021) da área classificada no risco muito alto. Constata-se que essas áreas foram em baixas altitudes, próximo às rodovias, com baixa declividade, e cujo uso da terra foi identificado como pastagens. Portanto, acredita-se que todas as variáveis físicas e antrópicas tiveram significativa importância para expressar esse alto percentual. Quanto ao período chuvoso, as classes de risco médio e alto, se mantiveram quase na mesma proporção, variando de um ano para o outro, entretanto, o percentual não ultrapassou a casa dos 50% em ambas as classes
Participação e Confiança na Comunicação Comunitária: Os Casos do Vela Notícias e do Jornal da Aldeia
No full textThis research seeks to delve into the dynamics of participation within news platforms curated by non-professional journalists residing in inland Portugal. Through an exploratory study, two initiatives originating from communities located in the country’s inland areas are analysed: Vela Notícias, in the Centre region, and Jornal da Aldeia, in the Alentejo region. These initiatives serve as empirical objects illustrating a phenomenon that reflects the shift away from traditional media, the community’s eagerness to disseminate locally pertinent knowledge, and the citizens’ yearning for social and cultural representation. Both initiatives have emerged in ageing and sparsely populated regions, with fewer than 1,000 inhabitants, according to the 2021 Census (Instituto Nacional de Estatística, 2021).To understand and address these concerns, alongside a thorough review of pertinent literature, semi-structured interviews were conducted as a methodological approach involving participants engaged in information production for the two community media outlets. The significance of this study lies in unravelling the intricacies of proximity communication dynamics spearheaded by non-journalist citizens.The residents of both parishes actively contribute to content creation, topic selection, editing, and distribution of the newspapers. Production operates outside the norms of journalistic selection, filtering, and hierarchy. Nevertheless, interviewees exhibit keen interest and confidence in the published information. The motivation for participation stems from a desire to share common values and cultural connections, fostering a sense of belonging and social responsibility.Esta pesquisa tem como objetivo compreender as dinâmicas de participação presentes em veículos informativos produzidos por cidadãos não-jornalistas, no interior de Portugal. A partir de um estudo exploratório, são analisadas duas iniciativas desenvolvidas por comunidades localizadas no interior do país, o Vela Notícias, na região Centro, e o Jornal da Aldeia, na região do Alentejo. Estas são entendidas como objetos empíricos de um fenómeno que reflete o distanciamento e os constrangimentos dos média tradicionais, o desejo das populações destes territórios de partilharem conhecimento de interesse local e a necessidade de os cidadãos se sentirem representados social e culturalmente. As duas iniciativas surgiram em regiões desertificadas, com menos de 1.000 habitantes, e envelhecidas, segundo os Censos 2021 (Instituto Nacional de Estatística, 2021).A fim de compreender e discutir tais questões, além da revisão da literatura pertinente ao tema, realizaram-se entrevistas semiestruturadas, como procedimento metodológico, aos participantes envolvidos na produção informativa dos dois média comunitários. A importância do estudo consiste em compreender dinâmicas comunicacionais de proximidade que envolvem cidadãos não-jornalistas.Os cidadãos das duas freguesias participam na criação de conteúdos, na escolha dos assuntos, na edição e na distribuição dos periódicos. A produção não está submetida às lógicas de seleção, filtragem e hierarquização jornalísticas. Ainda assim, os entrevistados demonstram interesse e confiança nas informações publicadas. O interesse em participar relaciona-se com o desejo de partilha de valores comuns e vínculos culturais, que contam ainda com o sentimento de pertença e de responsabilidade social

Transparência e Participação das Audiências: Uma Perspetiva dos Diretores e Editores de Média no Chile
No full textToday, audiences have different platforms to debate about journalism, in which media accountability begins with citizens publicly assessing it. Transparency becomes relevant as a normative construct that is linked to social responsibility and journalism’s social validation. Instruments for audience participation have been established to show and explain the norms and values that underpin journalistic coverage.Audience participation plays a key role in the process of media accountability in listening and giving voice to citizens. However, it has implications in the context of transparency, immediacy, global access, and interactivity, presenting significant challenges for the media in fulfilling their accountability to the public.This research seeks to show, from the standpoint of media directors and editors in Chile, how they perceive media accountability instruments in order to describe and characterize transparency as well as audience participation in the country. Based on an exploratory study of qualitative methodology, 11 semi-structured interviews were conducted with directors from television, newspaper, radio, and digital media.These issues have been little explored as objects of study in Chile, and there is limited research in this field, coinciding with a decline in citizens’ trust in the media. For this reason, investigating and analyzing the instruments of transparency and audience participation within the framework of media accountability can open new perspectives of analysis to understand the current situation of the media in Chile and its relationship with audiences.Atualmente, as audiências dispõem de diversas plataformas para debater sobre jornalismo, onde a responsabilização dos média se inicia com a avaliação pública por parte dos cidadãos. A transparência emerge como uma construção normativa, intimamente ligada à responsabilidade social e à validação do jornalismo. Para alcançar esse objetivo, foram desenvolvidos instrumentos de participação das audiências que visam mostrar e explicar as normas e valores subjacentes à cobertura jornalística.A participação das audiências desempenha um papel fundamental no processo de responsabilização dos média, ouvindo e dando voz aos cidadãos. Contudo, essa participação tem implicações no contexto da transparência, do imediatismo, do acesso global e da interatividade, apresentando desafios significativos para os média na sua responsabilidade para com o público.Este artigo visa revelar a perceção dos diretores e editores de média no Chile sobre os instrumentos de responsabilização dos média, para descrever e caracterizar a transparência e a participação das audiências no país. Com base num estudo exploratório de metodologia qualitativa, foram realizadas 11 entrevistas semiestruturadas com diretores de televisão, jornais, rádio e média digitais.Estes temas têm sido pouco explorados como objetos de estudo no Chile, e a investigação neste campo é limitada, coincidindo com uma diminuição da confiança dos cidadãos nos média. Assim, investigar e analisar os instrumentos de transparência e participação das audiências no contexto da responsabilização dos média pode abrir novas perspetivas de análise para compreender a situação atual dos média no Chile e a sua relação com o público
