Colocando os Óculos: Apontamentos Sobre Cosmotécnica do Vestir na Obra Nordeste Futurista
This article analyses the first two tracks of the visual album Nordeste Futurista (Futuristic Northeast) by artist Luana Flores, exploring how clothing and art direction are fundamental elements in establishing the “futuristic” narrative that the work projects onto the territory, challenging stereotypical representations of the Brazilian Northeast. Through the lens of cosmotechnics (Hui, 2020), the study examines how Flores’ work aesthetically dissolves the supposed opposition between ancestral and contemporary technologies in dialogue with quilombola and Indigenous cultures of the region. The analysis focuses on clothing as an element in the construction of an aesthetic discourse that challenges colonial imaginaries of underdevelopment, also appropriating the futuristic imagery of classic science fiction cinema. In this investigation, clothing technology is thought of as “cosmotechnics”, a theory proposed by philosopher Yuk Hui (2020) that refers to technology manifested in different forms, as it always emerges and carries within itself specific cosmologies and contexts, questioning the vision of a single, universal technology that is more or less “advanced”. The article examines the use of wearable artefacts such as virtual reality glasses, woven straw hats and fabrics such as chita (floral printed cotton), demonstrating how these elements carry cultural and historical meanings while at the same time being re-signified in a “futuristic” context. Challenging the neutrality of coloniality of seeing (Barriendos, 2019), we present some visual representations of the Brazilian Northeast that have been historically distorted to legitimise practices of domination. By analysing the aesthetics of the visual album Nordeste Futurista, this study seeks to disrupt the standardised imagery of the Northeast region of Brazil, which dialogues with the underdeveloped imagery of Latin America, emphasising the local cultural potential and the importance of recognising Indigenous and quilombola cosmotechnics in our daily lives and the construction of possible futures.O artigo analisa as duas primeiras faixas do álbum visual Nordeste Futurista da artista Luana Flores, explorando como a indumentária e a direção de arte são elementos fundamentais da instauração do “futurista” que a narrativa da obra projeta no território, desafiando representações estereotipadas do Nordeste brasileiro. Através da lente da cosmotécnica (Hui, 2020), o estudo examina como a obra de Flores dissolve esteticamente a suposta oposição entre as tecnologias ancestrais e contemporâneas, em diálogo com culturas quilombolas e indígenas da região. A análise concentra-se na indumentária para tal, como elemento na construção de um discurso estético que desafia imaginários coloniais de subdesenvolvimento, também se apropriando do imaginário futurista do cinema de ficção científica clássica. Nesta investigação, a tecnologia do vestir é pensada como “cosmotécnica”, teoria proposta pelo filósofo Yuk Hui (2020): que se refere à tecnologia manifesta de diferentes formas, pois sempre surge e carrega embutida em si cosmologias e contextos específicos, questionando a visão de uma tecnologia única e universal, mais ou menos “avançada”. O artigo perpassa o uso de artefatos vestíveis como, por exemplo, óculos de realidade virtual, chapéus de palha trançada e tecidos como a chita, demonstrando como estes elementos carregam significados culturais e históricos, ao mesmo tempo que são ressignificados em um contexto “futurista”. A partir da quebra da neutralidade da colonialidade do ver (Barriendos, 2019), trazemos algumas representações visuais do Nordeste brasileiro, que foram historicamente distorcidas para justificar práticas de dominação. Ao trazer a estética do álbum visual Nordeste Futurista para análise, buscamos provocar uma ruptura com o imaginário estandardizado sobre a região Nordeste do Brasil, que dialoga com o imaginário subdesenvolvido da América Latina, enfatizando a potencialidade cultural local e a importância de reconhecermos cosmotécnicas indígenas e quilombolas no nosso cotidiano e na construção de futuros possíveis

Blockchain adoption factors
Blockchain technology is a distributed ledger that promises transformative changes across various sectors, yet its adoption and integrations in small and medium-sized organizations remain limited. This study investigates the factors that influence the adoption of blockchain technology, emphasizing the significance of Trust and Security as key moderators. Using a questionnaire distributed to a diverse group of employees and analyzing responses through Structural Equation Modeling (SEM-PLS), we constructed a predictive model of blockchain adoption. Our analysis reveals that Performance Expectancy and Social Influence positively affect the intention to adopt blockchain, indicating that perceived effectiveness and peer support drive adoption. Trust significantly enhances this intention, underscoring the importance of confidence in the technology's reliability and security. Environmental Concerns present a barrier, suggesting sustainability perceptions can deter adoption. This study conclusively demonstrates that promoting trust, addressing environmental sustainability, and leveraging social influence are pivotal for accelerating blockchain adoption in small and medium-sized organizations
A framework for managing projects that integrate 4IR technologies
The Fourth Industrial Revolution (4IR) signifies a new phase in project management. The swift progression of 4IR technologies requires a reassessment of current methods to address the complexities of contemporary project management adequately. The ability of project managers to rapidly adjust to emerging technology and evolving standards is crucial in determining the successful outcome of projects. It is imperative for proficient project managers to recognise the significance of their capacity to predict and respond effectively to these changes, as well as their subsequent effects on ongoing and forthcoming projects, to achieve success in their professional domain. The objective of this study was to examine the effects of the 4IR on the project management discipline. A qualitative technique was employed for the collection and analysis of data. A theoretical framework for project management in the 4IR was developed. The framework identifies (i) what constitutes 4IR projects in terms of characteristics, challenges and success factors, (ii) what skills and competencies are required to deliver these projects, and lastly, (iii) what tools and techniques can be employed to deliver these projects. There is a need for such a framework which offers valuable perspectives and a comprehensive plan for the effective management of 4IR projects, specifically targeting project management professionals

Reciprocity, Boundaries, and Regression: On Ferrara’s Sovereignty Across Generations
This article critically examines Alessandro Ferrara's theory of sequential sovereignty in "Sovereignty Across Generations," focusing on three central problems. First, it challenges the principle of vertical reciprocity, arguing that future generations cannot be genuine parties to reciprocal agreements since they do not yet exist. This creates a fundamental asymmetry: present generations can commit to obligations toward the future, but cannot bind future generations to reciprocate, potentially transforming sequential sovereignty into a form of temporal domination rather than democratic self-legislation. Second, the article identifies an intergenerational boundary problem: if present generations unilaterally determine membership criteria and territorial boundaries, future generations inherit constraints that undermine their status as "free and equal." Third, it examinines the case of the Warren Court's civil rights expansion versus the Dobbs decision overturning Roe v. Wade, and discusses Ferrara's framework in relation to progressive from regressive forms of constitutional change.  
Igualdade e poder local – legados da revolução, pilares da democracia: a representação política das mulheres no cargo de Presidente no mandato 2021-2025
Although Portugal has had a legal mechanism in place since 2006 aimed at balancing the political representation of both sexes – the Parity Law – significant areas of political power continue to develop entirely outside its scope. Among these powers, the office of the Mayor stands out due to its importance in the Portuguese political-constitutional landscape, particularly in light of the growing phenomenon of presidentialism in local government. Through empirical evidence, this paper aims to question the suitability of the Parity Law to the local power model in Portugal. It will also assess whether the Portuguese State is fulfilling its constitutionally mandated obligation to promote real equality between men and women in the exercise of political rights, as outlined in Articles 9(d) and (h) and 109 of the Constitution of the Portuguese Republic. Equality and local power are two crucial legacies of the Revolution that drastically altered the status of the Portuguese citizen. While both men and women are holders of equal rights and duties, and organized into local communities with constitutional autonomy to pursue their own interests, distinct from those of the State, Portuguese men and women continue to position themselves very differently as holders of political offices, especially at the local level. This article aims to analyze the role of the Parity Law in achieving gender equality in local government, highlighting its ineffectiveness in para-parity positions.Apesar de vigorar em Portugal, desde 2006, um mecanismo legal destinado a equilibrar a representatividade política de ambos os sexos – a Lei da Paridade – subsistem importantes faixas do poder político que se desenvolvem totalmente à sua margem. De entre tais poderes, destaca-se, pela sua importância no panorama político-constitucional português, o de Presidente da Câmara, em virtude de um fenómeno crescente de presidencialismo do poder local. Com recurso a evidência empírica, procurará questionar-se a adequação da Lei da Paridade ao modelo do poder local em Portugal. Com isso, procurará igualmente verificar-se o cumprimento pelo Estado português da tarefa constitucionalmente imposta de promoção da igualdade real entre homens e mulheres no exercício de direitos políticos, nos termos das disposições conjugadas dos arts. 9.º, alíneas d) e h), e 109.º da Constituição da República Portuguesa. Igualdade e poder local são dois importantíssimos legados da Revolução, que alteraram drasticamente o estatuto do cidadão português. Embora titulares de direitos e deveres iguais, e organizados em comunidades locais com autonomia constitucional para prosseguirem interesses próprios, distintos dos interesses do Estado, homens e mulheres portugueses continuam a posicionar-se de forma muito diferente enquanto titulares de cargos políticos, sobretudo no poder local. O presente artigo visa analisar o papel da Lei da Paridade na realização da igualdade de género no poder local, evidenciando a sua ineficácia nos cargos para-paritários
Strict liability no direito penal brasileiro
O presente artigo discorre sobre a morfologia dos crimes de responsabilidade objetiva do Direito Anglo-Americano, apresentando suas definições, suas principais tipologias, seu desenvolvimento histórico, bem como os argumentos favoráveis e contrários a sua manutenção no sistema de justiça criminal. O texto estabelece, ainda, a comparação desse instituto com categorias semelhantes em outros sistemas jurídicos, como as infrações materiais do Direito francês, procurando identificar soluções teóricas, legislativas ou jurisprudenciais similares ou mesmo idênticas à strict liability, no direito penal brasileiro.The article discusses the morphology of strict liability crimes in Anglo-American law, presenting their definitions, main typologies, historical development, and arguments for and against their maintenance in the criminal justice system. The text also compares this institution with similar categories in other legal systems, such as material infractions in French law, seeking to identify theoretical, legislative, or jurisprudential solutions that are similar or even identical to strict liability in Brazilian criminal law
L’antiracisme et les politiques de la mémoire au XXIe siècle: de l’empire portugais aux voyages de la décolonisation
Dans ce texte, j’analyse comment, tout au long de la démocratie et surtout au cours de la dernière décennie, le mouvement antiraciste au Portugal a consolidé un programme politique axé sur la confrontation avec le passé colonial. Je souligne le rôle prépondérant d’une génération de personnes noires nées après le 25 avril 1974, dont le parcours croise la reconstruction post-impériale du Portugal. Je considère également l’impulsion donnée par une vague transnationale de protestations qui, au XXIe siècle, articule l’antiracisme avec des politiques de la mémoire et des demandes de réparations historiques.Neste texto, analiso como o movimento antirracista em Portugal, ao longo da democracia e, em especial, na última década, consolidou uma agenda política focada no confronto com o passado colonial. Destaco o protagonismo de uma geração de pessoas negras nascida após o 25 de Abril de 1974, cujo percurso se cruza com a reconstrução pós-imperial de Portugal. Considero também o impulso de uma vaga transnacional de protestos que, em pleno século XXI, articula o antirracismo com políticas de memória e reivindicação de reparações históricas.En este texto analizo cómo el movimiento antirracista en Portugal, a lo largo de la democracia y especialmente en la última década, ha consolidado una agenda política centrada en la confrontación con el pasado colonial. Destaco el protagonismo de una generación de negros nacidos después del 25 de abril de 1974, cuya trayectoria se cruza con la reconstrucción postimperial de Portugal. También considero el impulso de una ola transnacional de protestas que, en el siglo XXI, articula el antirracismo con políticas de memoria y demandas de reparación histórica.In this text, I analyse how the anti-racist movement in Portugal, throughout democracy and especially in the last decade, has consolidated a political agenda focused on confronting the colonial past.
